MAYOR DWYER STATED I ATTENDED A SCHOOL SAFETY PUBLIC FORUM AT THE ELEMENTARY SCHOOL. THEY WANTED TO HEAR THE COMMUNITIES SUGGESTIONS AND CONCERNS. I ATTENDED WITH CHIEF HANSEN. THE TOWN OF WARWICK HAD COUNCILMAN KOWAL, AND CHIEF MCGOVERN AND LT RADER. IT SEEMS THE BOARD MEMBERS WERE IN SUPPORT OF ARMED SECURITY THEY WERE JUST CONCERNED ON HOW TO BUDGET FOR IT AND WHETHER OR NOT IT WOULD BE AN ARMED POLICE OFFICER OR A SRO. I ADVOCATED IN FAVOR OF SOME FORM OF ARMED SECURITY. THE DISTRICT SUGGESTED COMING TO THE VILLAGE BOARD FOR A PRESENTATION ON THEIR BUDGET BUT WE DON’’T HAVE ANOTHER MEETING BEFORE THEN SO I SUGGESTED THE SENIOR CENTER COULD BE USED AND WILL LET YOU KNOW WHEN WE HAVE A DATE.

I THINK WE ARE DONE WTH WINTER. YESTERDAY WE TOOK OFF THE SANDERS AND PLOWS AND BROUGHT THE TRUCKS TO BLUE BEACON IN NEWBURGH TO GET STEAMED AND WASHED. I THINK IT WILL MAKE A DIFFERENCE ON LONGEVITY. WE STARTED VACCUMING OUT SOME CATCH BASINS, INSTALLED A RISER, REPLACED A BASIN ON OAK STREET. WE ARE STARTING SOME PREP WORK AT WINSTANLEY FIELD, SEEDED AND WILL BE DOING FOOTINGS FOR THE BATHROOM. WE MOVED THE SHED. POTHOLES WITH HOT MIX WHICH IS SUPPOSED TO BE AVAILABLE ON MONDAY. WE SANDED AND PLOWED LAST WEKE. THE NEW TRUCK IS BEING SENT TO HAVE SOME THINGS INSTALLED. THE SANDER AND PLOW IS READY TO BE PICKED UP. WE DID A CURB BOX REPLCEMNET AT CASCADE TRAIL.

FOR THE MONTH OF MARCH 2018, THEY RECEIVED 1,411 COMPLAINTS, MADE 21 ARRESTS, ISSUED 155 TRAFFIC TICKETS, 17 PARKING TICKETS, INVESTIGATED 11 MOTOR VEHICLE ACCIDENTS.
MAYOR DWYER – THE PARKING TICKETS ARE HIGH BECAUSE OF A SNOW EVENT. THE NJ TRANSIT BUSSES DID NOT GO TO WARWICK SO THE PEOPLE THAT NORMALLY PARK IN WARWICK DECIDED TO PARK IN OUR COMMUTER LOT, WHICH HAS PERMITTED PARKING ONLY. THERE IS A SIGN THERE THAT SAYS SNOW EMERGENCY PARKING IS AVAILABLE ACROSS FROM VILLAGE HALL.
WATER REPORTED BY PHIL LANDRU –
WE ARE TRYING TO FIND AN OLD WATER LINE THAT RUNS ACROSS THE ROAD TO INSTALL A CURB BOX FOR THE BATHROOMS IN THE FIELD. THE WATER PLANT IS CONTINUING TO MAKE EXCELLENT WATER WITH NO STRESS ON THE WELLS AT 215 GALLONS PER MINUTE AND KEEPING THE STORAGE TANKS FULL WITHOUT A PROBLEM. ANOTHER ROUND OF LEAD AND COPPER SAMPLES WILL HAVE TO BE TAKEN BEFORE THE END OF JUNE AND WE ARE HOPING THAT THE COPPER LEVELS AND SMALL NUMBER OF EXCEEDANCES WILL CONTINUE TO DROP AS THE ORTHO PHOSPHATE CONTINUES TO DO ITS INTENDED JOB ON CORROSION CONTROL. AS MUCH NEEDED AND OVERDUE HYDRANT FLUSH SHOULD ONTINUE TO IIMPROVE THE PHOSPHATES EFFECTIVENESS AND ADDRESS SOME OF THE ISOLATED WATER QUALITY ISSUES THAT HAVE BEEN REPORTED AS WELL. AS SOON AS THE NEW WELL IS IN SERVICE, A FULL AND THOROUGH SYSTEM FLUSH WILL BE SCHEDULED IMMEDIATELY THEREAFTER. ALL SUMMER WATER SYSTEMS SHOULD BE EXPECTED TO BE IN SERVICE AND FULLY OPERATIONAL BY MAY 1ST AND THE LITTLE LEAGUE BATHROOMS AND CONCESSION STAND ARE BACK IN FULL SERVICE AS OF TODAY. THE STATE DEC ANNUAL WATER WITHDRAWAL REPORT WAS COMPLETED AMD SUBMITTED BEFORE ITS MARCH 31ST DEADLINE.
AMBULANCE REPORT BY NANCY DEANGELO – WE HAD 23 CALLS LAST MONTH, WITH A VARIETY OF DIFFERENT ILLNESSES. WE JUST INSTALLED NEW COMPUTERS IN THE THREE AMBULANCES AND ARE HOPING TO BE ONLINE WITH THE COUNTY SYSTEM. WE WILL BE ABLE TO PRINT OUT OUR OWN REPORTS AS WELL.

SCHOOL BOARD – THERE ARE FOUR OPEN SEATS ON THE SCHOL BOARD. PETITIONS NEED TO BE IN BY THE 15TH. THE SCHOOL BUDGET VOTE IS MAY 15TH AND THE BOE MEETING IS APRIL 18TH AT THE ELEMENTARTY SCHOOL. I WAS UNABLE TO ATTEND THE SAFETY FORUM BECAUSE IT WAS MY SON’S BIRTHDAY.

SHORT TERM RENTALS – WE HAD FINAL PUBLIC HEARING AND FINALIZED THE LAW AND THE FEES AND CHECKLIST FOR INSPECTIONS. IT WILL BE POSTED ON THE WEBSITE AND INSPCECTION SCHEDULING WILL TAKE PLACE WITHIN THE NEXT FEW WEEKS. EVERYONE MUST HAVE A PERMIT BY JUNE 1ST. ANYONE CAUGHT OPERATING AFTER JUNE 1ST WITHOUT A PERMIT WILL BE SUBJECT TO A HEFTY DAILY FINE OF UP TO $1000 PER DAY. CALIFORNIA HAS WINDMILL FARMS BUT THAT IS REALLY INEFFICIENT. WE CAN’T DEVELOP THIS PROPERTY SO IT IS A POTENTIAL LOW IMPACT USE WITH MINIMAL DISRRUPTION OF THE SOIL.

AUTHORIZES THE ADOPTION OF THE 2018/2019 VILLAGE GENERAL BUDGET IN THE AMOUNT OF $3,670,995.00. AUTHORIZES THE ADOPTION OF THE 2018/2019 WATER BUDGET IN THE AMOUNT OF $710,770.00 WITH THE FOLOOWING RATE CHANGES:
THE $3.75 PER THOUSAND GALLON RATE WILL GO TO $4.00 PER THOUSAND. THERE WILL BE A $30.00 LAN FEE ADDD TO EACH WATER BILL 2X A YEAR FOR A TOTAL OF $60.00 TO MAKE THE LOAN PAYMENT FOR THE WATER MAIN REPAIRS.
