MAYOR DWYER CALLED ROLL.

 

ALL PRESENT EXCEPT TRUSTEE HOWLEY AND ATTORNEY BUCKHEIT.

 

MAYOR DWYER OPENED THE MEETING TO PRIVELEGE OF THE FLOOR.

 

RESIDENT DENNIS HOLDER – WHAT IS BEING DONE ABOUT THE GEESE?

 

MAYOR DWYER REPLIED THERE IS A VOLUNTEER COMMITTEE RIGHT NOW CALLED THE COMMITTEE FOR HUMANE GEESE CONTROL AND THEY ARE WORKING WITH THE BI STATE LAKE COMMISSION. THEY ARE TRYING TO REDUCE THE GEESE POPULATION IN A HUMANE WAY. LAST YEAR THE COMMISSION WAS ROUNDING UP GEESE AND GASSING THEM. THIS UPSET SOME RESIDENTS SO THEY ARE TRYING TO WORK WITH THE COMMISSION TO COME UP WITH A BETTER SOLUTION. RIGHT NOW THEY ARE IDENTIFYING NESTING LOCATIONS BECAUSE THIS IS THE TIME OF YEAR THAT THEY LAY EGGS. WE ARE WORKING WITH THE COMMITTEE AND THE COMMISSION AND BASICALLY THE METHOD THEY ARE USING IS CALLED ADDLING. THEY LOCATE THE NESTS AND THEN RUB THE EGGS IN CANOLA OIL, WHICH CLOGS THE PORES ON THE EGGS AND THEY CAN’T GROW. THEY CAN’T JUST TAKE THE EGGS, BECAUSE THE GEESE WILL JUST LAY MORE EGGS. THIS WAY THEY DON’T KNOW THE EGGS AREN’T GROWING AND WILL STILL SIT ON THEM. IT CAN BE AN EFFECTIVE WAY OF REDUCING POPULATION.

 

RESOLUTION # 38 OF 2018/2019

 

AUTHORIZES THE PROCLAMATION OF ANIMAL CRUELTY MONTH.

 

 

WHEREAS, the Village of Greenwood Lake, the citizens of Greenwood Lake and the Warwick Valley Humane Society recognize that animals are living, sentient begins and therefore, deserve due consideration and respect, and

 

WHEREAS, the welfare of animals consists of the Five Freedoms (freedom from hunger, thirst, and malnutrition; freedom from fear and distress; freedom from physical and thermal discomfort; freedom from pain, injury and disease; and freedom to express normal patterns of behavior; and

 

WHEREAS, the welfare of animals shall be a common objective and all appropriate steps shall be taken to prevent cruelty to animals and reduce their suffering with effective legal protection, and

 

WHEREAS, the vigorous enforcement of existing animal cruelty laws will hold those accountable for the neglect and abuse of any animal, wild or tame, and,

 

WHEREAS, there is a proven direct correlation between acts of animal cruelty and violent criminal acts on people, and

 

WHEREAS, the kind and humane treatment of animals has a strong correlation to the kind and humane treatment of people, and

 

WHEREAS, the month of April has been established as “Prevention of Animal Cruelty Month”

 

NOW, THEREFORE, PREVENTION OF ANIMAL CRUELTY MONTH and the Village of Greenwood Lake calls upon all residents to treat any and all animals with kindness, consideration and respect, and to report the abuse, neglect and cruelty of any animal to the Village of Greenwood Lake Police Department, local law enforcement agencies or to the Warwick Valley Humane Society.

 

THEREFORE, I Jesse Dwyer, Mayor on behalf of the Village Board of the Village of Greenwood Lake, Proclaim APRIL 2019 GO ORANGE for Animals in April –Prevention of Animal Month!

AUTHORIZES THE VILLAGE TO SUBMIT A BLOCK GRANT REQUEST NOT TO EXCEED $75,000.00 TO RENOVATE THE COMMUNITY CENTER BATHROOM.

 

THE VILLAGE OF GREENWOOD LAKE IS HEREBY SUBMITTING ITS MUNICIPAL GRANT ELIGIBILITY FORM FOR CONSIDERATION UNDER THE ORANGE COUNTY COMMUNITY DEVELPMENT BLOCK GRANT 2020 AND THAT THE MAYOR OR THE VILLAGE ENGINEER IS HEREBY AUTHORIZED TO SUBMIT THIS FORM. THEY FURTHER CERTIFY THAT THEY HAVE READ AND UNDERSTOOD THAT MUNICIPAL GRANT LIABILITY FORM, AND HAVE MET ALL OF ITS APPLICABLE REQUIREMENTS AND THAT THE INFORMATION CONTAINED IN THIS FORM IS ACCURATE AND TRUE TO THE BEST OF THEIR KNOWLEDGE

MAYOR DWYER STATED WE AGREED AS A BOARD TO SUBMIT A GRANT REQUEST TO HUD FOR A HANDICAPPED ACCESSIBLE BATHROOM AT THE TEEN CENTER. WE ALSO PROCLAIMED APRIL TO BE PROTECTION AGAINST ANIMAL CRUELTY MONTH AND WE RENEWED A LOAN FOR A WATER MAIN BREAK REPAIR THAT WE HAD TO DO LAST YEAR. EVERY YEAR WE HAVE TO RENEW THAT LOAN.

 

MAYOR DWYER ASKED IF ANY OF THE BOYSCOUTS PRESENT AT THE MEETING HAD ANY QUESTIONS.

MAYOR DWYER REPLIED THE VILLAGE CLERK WILL PROVIDE YOU WITH AN EMAIL FROM THIS COMMITTEE ON HOW YOU CAN GET INVOLVED LOOKING FOR GEESE NESTING. IF YOU FIND LOCATIONS YOU NOTIFY THIS COMMITTEE AND THEY WILL SEND PEOPLE OUT TO ADLE THE EGGS. IF YOU CONTACT THIS GROUP YOU CAN ASK IF THEY HAVE ANY SUGGESTIONS AS TO WHERE TO GO.

RESIDENT DAVIN MCGOVERN – ASKED ABOUT SPEEDING ENFORCEMENT IN THE VILLAGE OF GREENWOOD LAKE. HOW MUCH ARE YOU PENALIZING SPEEDERS?

 

MAYOR DWYER – PRETTY AGGRESSIVELY BUT WE HAVE A LIMITED NUMBER OF POLICE OFFICERS SO WHAT THEY TRY TO DO IS TO GO TO AREAS WHERE WE KNOW PEOPLE ARE USING EXCESSIVE SPEED SUCH AS ROUTE 17A. IT DOES HAPPEN ON MANY OF THE SIDE STREETS AS WELL AND WE ISSUE A LOT OF TICKETS THROUGHOUT THE YEAR AND THE JUSTICE DEPARTMENT ISSUES PRETTY STEEP FINES.

DEVIN MCGOVERN – IS THERE ANY WAY THAT YOUNG ADULTS CAN HELP?

 

MAYOR DWYER STATED FOLLOWING RULES OF THE ROAD IS A BIG HELP. IF YOU ARE IN A CAR WITH SOMEONE WHO IS SPEEDING, SAY SOMETHING AND MAKE SURE THAT YOU ARE NOT DRIVING AROUND TOO FAST.

DEVIN MCGOVERN STATED THERE ARE LOTS OF REQUIREMENTS AND PROCEEDED TO LIST SOME OF THEM.

TRUSTEE HOLDER ANSWERED IT CAN BE DONE IN FIVE YEARS BUT USUALLY TAKES LONGER.

 

DISCUSSION ABOUT WHAT IS NEEDED TO BECOME AN EAGLE SCOUT AND HOW IT SHOWS DEDICATION FOR FUTURE ENDEAVORS SUCH AS COLLEGE AND MILITARY LIFE

 

MAYOR DWYER ASKED THE SCOUTS TO FIND OUT WHICH PRESIDENTS WERE EAGLE SCOUTS.

 

MOTION TO ADJOURN THE VILLAGE BOARD MEETING WITH THE NEXT BOARD MEETING BEING APRIL 29TH AT 7:30PM PRECEEDED BY A 6:30 WORKSHOP.
