MAYOR DWER OPENED THE APRIL VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE TO THE FLAG.

 

MAYOR DWYER STATED THE VILLAGE CLERK IS NOT HERE TONIGHT SO THE DEPUTY MAYOR IS ACTING AS CLERK. 

 

ROLL CALL BY DEPUTY MAYOR KELLI KELM. 

 

ALL PRESENT EXCEPT TRUSTEE HOWLEY, AND CLERK OLSEN. 

 

MAYOR DWYER CALLED UP JIM AND NANCY CLIFFORD TO THE FRONT OF THE COURTHOUSE.  MAYOR DWYER STATED TO SAY THE LAST YEAR HAS BEEN CHALLENGING WOULD BE A DRASTIC UNDERSTATEMENT.  FINDING HOPE DURING DIFFICULT TIMES SEEMS TO BE WHAT WE ALL NEED, AND TWO RESIDENTS STROVE TO HELP US ALL FIND LIGHT DURING THESE DARK AND TRYING DAYS.   FOR THAT REASON, NANCY TAYLOR CLIFFORD AND JIM CLIFFORD HAVE BEEN CHOSEN BY THE GRENNWOOD LAKE VILLAGE BOARD AS OUR 2021 CITIZENS OF THE YEAR.  NOT ONLY WILL JIM AND NANCY LEAD THE 2021 INDEPENDENCE DAY PARADE THIS YEAR, THEY WILL JOIN A PROMINENT LIST OF EXTRAORDINARY CITIZENS WITHIN OUR COMMUNITY.    BY THEIR UNBREAKABLE BOND AND LOVE FOR OUR COMMUNITY, ONE WOULD THINK JIM AND NANCY WERE BORN AND RAISED IN GREENWOOD LAKE.  JIM’S ENGLISH ACCENT WOUD QUICKLY TIP YOU OFF TO THE CONTRARY.  THEIR DEDICATION TO OUR COMMUNITY IS EXTENSIVELY DOCUMENTED GOING BACK TO THE 80’S DURING THE WANING DAYS OF AN ERA KNOW AS “GROOVY GREENWOOD LAKE”.  AS A TEAM BALANCING FAMILY LIFE WITH VOLUNTEERISM, THEY HAVE A LONG LIST OF CIVIC CONTRIBUTIONS.  BOTH WERE MEMERS OF THE VOLUNTEER AMBULANCE CORP, BOY AND GIRL SCOUT LEADERS, SOCCER COACH, ORGANIZERS OF THE GWL BOAT PARADE, ORGANIZERS OF THE LET THE CHILDREN PLAY PROJECT – WHICH WAS A CAMPAIGN TO CONSTRUCT A PLAYGROUND AT THE ELEMENTARY SCOUUL, FOUNDERS OF THE MIDDLE SCHOOL TALENT SHOW AND SO MUCH MORE.  THEY ARE NOT BEING SELECTED JUST BECAUSE OF THEIR MANY DECADES OF COMMUNITY SERVICE.  WHAT STOOD OUT TO THE VILLAGE BOARD WERE THE CONTRIBUTIONS MADE REENTLY DURING AND JUST BEFORE THE PANDEMIC.  JIM AND NANCY CREATED INCREDIBLY CHEERFUL PROJECTS THAT GOT THE COMMUNITY INVOLVED IN WAYS THAT WERE SAFE AND MEANINGFUL DURING THE LAST YEAR WHEN OUR KIDS AND FAMILIES NEEDED IT MOST.  “GWL ROCKS, “WE LOVE GWL”, AND “SMILE 3152” WILL PROVIDE LONG LASTING COMMUNITY PRIDE AND ENJOYMENT FOR YEARS TO COME.  ON BEHALF OF THE VILLAGE BOARD, FOR THE VILLAGE OF GREENWOOD LAKE, WE DECLARE NANCY AND JIM CLIFFORD THE 2021 CITIZENS OF THE YEAR. 

 

MAYOR DWYER PRESENTED THE CLIFFORDS WITH A PLAQUE AND INVITED THEIR FAMILY TO COME UP FOR A PICTURE. 

 

NANCY CLIFFORD STATED THIS HAS BEEN OUR HOME SINCE 1977.  OUR FAMILY HAS GROWN UP HERE.  THANK YOU ALL. 

 

MAYOR DWYER ALSO CONGRATULATED SKYE FOR SINGING THE NATIONAL ANTHEM AT THE LITTLE LEAGUE OPENING DAY PARADE. 

 

ANNOUNCEMENTS

 

MAYOR DWYER STATED OUR NEWLY APPOINTED VILLAGE HISTORIAN, MARILYN HAYDEN IS HERE TONIGHT AND I WOULD LIKE HER TO BRIEFLY INTRODUCE HERSELF AND LET THE BOARD KNOW SOME OF THE THINGS SHE HAS IN MIND.  WE ARE OBLIGATED AS A VILLAGE TO HAVE A HISTORIAN. 

 

MARILYN HAYDEN STATED I DISCOVERED THAT BY ACCIDENT.  THERE ARE OVER 1600 HISTORIANS IN THE STATE OF NEW YORK.  AFTER WORLD WAR 1 THERE WAS A GREAT NEED FOR UNDERSTANDING COMMUNITIES.  THERE IS A NEW YORK STATE HISTORIAN ASSOCIATION.  I HAVE LOTS OF IDEAS AND I WILL NEED HELP.  I NEED TO HEAR SOME OF THE INTERESTING STORIES AND ABOUT LONG TIME RESIDENTS THAT MAY HAVE THINGS I’D LIKE TO HEAR.  I KNOW WE WILL BE CELEBRATING OUR BIRTHDAY IN A COUPLE OF YEARS AND WOULD LIKE TO PLAN A BIG CELEBRATION.  THERE ARE A LOT OF VAUDEVILLIAN GROUPS FROM GREENWOOD LAKE THAT HELPED ESTABLISH THINGS.  I AM JUST SCRATCHING THE SURFACE.  I BOUGHT A HOME HERE IN 1988 AS MY SECOND HOME

FOR THE MONTH OF MARCH 2021, THE DEPARTMENT INVESTIGATED 1727 COMPLAINTS, MADE 13 ARRESTS, ISSUED 107 TRAFFIC OR PARKING TICKETS, INVESTIGATED 2 MOTOR VEHICLE ACCIDENTS AND 1 NAVIGATION COMPLAINT., WE VOLUNTEERED TO HELP THE LITTLE LEAGUE WITH FIELD PREP FOR THE UPCOMING SEASON.  WE ALSO HELD THE PBA EASTER EGG HUNT AND WANT TO THANK ALL THE VOLUNTEERS THAT STEPPED UP TO HELP OUT, ESPECIALLY JENICE SCOTTO AND MAYA GILSON.  THE PBA BICYCLE RODEO IS SCHEDULED TO BE HELD MAY 15TH FROM 12:00 – 2:00PM AT 16 CHURCH STREET, WITH A RAIN DATE OF MAY 22ND.  MAY IS BICYLCE SAFETY MONTH AND WE DO HAVE HELMETS FOR KIDS THAT DON’T HAVE THEM AND WILL ALSO DO SAFETY AND REGISTRATIONS FOR BICYCLES.  BOATING SEASON IS COMING UP AND THERE IS A BOATING CLASS STARTING TOMORROW AND WILL HOPEFULLY HAVE A FEW MORE THIS SEASON.  OFFICER NICHOLAS AND OFFICER SASS WILL BE TEACHING IT.  ON THE PBA SITE WE WILL BE PUTTING OUT NAVIGATION LAWS AND BOATING SAFETY INFORMATION. 

 

MAYOR DWYER ASKED WHAT WAS THE NAVIGATION COMPLAINT IN THE MONTH OF MARCH?

 

SGT GAYLER REPLIED I DO NOT HAVE THAT INFORMATION AT HAND BUT CAN FIND OUT FOR YOU. 

 

WATER                                   REPORTED BY PHIL LANDRU

 

FOR THE MONTHS OF MARCH AND APRIL THE WATER DEPARTMENT CONTINUED TO SAMPLE, TEST AND REPORT ALL DAILY, WEEKLY AND MONTHLY HEALTH DEPARTMENT TESTING.  ALONG WITH THE WATER WITHDRAWAL REPORT TO THE DEC AND THE RECENTLY ADDED PFOS, PFOA AND DIOXANE TESTING FROM THE EPA, PFOS, PFOA AND DIOXANES ARE BASICALLY CHEMICAL COMPOUNDS FOUND IN MAY ANTI STAINING AND WATER REPELLANT PRODUCTS AND HAVE BEEN REPORTED TO BE SHOWING UP IN TRACE AMOUNTS IN MUNICIPAL WATER SUPPLIES.

 

THE VILLAGE’S ANNUAL WATER QUALITY REPORT HAS ALSO BEEN COMPLETED AND SUBMITTED TO THE COUNTY HEALTH DEPARTMENT FOR APPROVAL.  ONCE IT IS APPROVED, IT WILL BE MAILED TO ALL VILLAGE RESIDENTS AND POSTED ON THE VILLAGE WEB SITE.  THE DEPARTMENT IS PLEASED TO REPORT THAT WE HAVE ANOTHER YEAR BEHIND US WITH NO VIOLATIONS, NO BOIL WATER NOTICES, AND HAVE PASSED A SECOND CONSECUTIVE ROUND WITHIN COMPLIANCE FOR LEAD AND COPPER EXCEEDANCES.

 

WE HAD A FEW ISSES IN THE PLANT THAT HAD TO BE RESOLVED.  ONE BEING A BAD CONTROL MODULE IN OUR MAIN PANEL THAT SENDS SIGNALS TO VALVES TO OPEN AND CLOSE DURING BACK WASHING.  THE OTHER BEING A THERMAL OVERLOAD PROTECTOR FOR A BLOWER MOTOR THAT SCOURS FILTER MEDIA DURING OUR BACKWASHING PROCESS

 

WE WOULD LIKE TO THANK THE DPW FOR THEIR ASSISTANCE WITH LINE TAPS AT BOTH 3 VINE STREET AND THE NEW COMMUNITY GARDEN PROJECT AT 14 POPLAR, AND THE WATER MAIN REAK ON URSA.  I WOULD ALSO LIKE TO MENTION OUR PLANS TO SCHEDULE A FULL

 

 

DISTRIBUTION HYDRANT FLUSH FOR SOME TIME DURING THE FOLLOWING WEEK ALONG WITH WORKING IN PLANS TO GET SUMMER WATER UP AND RUNNNG BEFORE THE FIRST OF MAY. 

 

 

MAYOR DWYER STATED I LET DELAWARE ENGINEERING KNOW WE ARE LOOKING AT THAT WELL SITE.

TRUSTEE HOLDER – SCHOOL BOARD IS HAVING MEETING TONIGHT.  MAY 18TH IS A VOTE FOR THREE BOARD MEMBER SEATS. 

 

I WANT TO THANK EVERYONE FOR A GREAT OPENING DAY FOR LITTLE LEAGUE.  LT EIRAND WENT ON HIS DAY OFF AND PICKED UP A BUNCH OF SUPPLIES FOR US.  ALL THE PBA MEMBERS THAT HELPED GETTING THE FIELD READY AND ALL OF THE VOLUNTEERS THAT HELPED THAT DAY.  THERE WAS A DEDICATION TO JEFF HART WITH THE NEW SCORE BOARD AND THANK YOU TO IWS FOR DONATING THE MONEY FOR THAT.

TRUSTEE KELM REPORT – WE DID HAVE A GREAT OPENING DAY.  IN SOFTBALL WE HAVE SEVEN TEAMS THIS YEAR.  2 T BALL TEAMS, 3 TEAMS AND 2 SENIOR TEAMS.  THE SENIOR TEAMS ARE GOING TO BE TRAVELING TO WEST MILFORD AND WEST MILFORD WILL BE TRAVELING HERE.  THE JUNIORS WILL BE PLAYING WITH WARWICK.   I WANT TO THANK BARRY BARKIN, ALL THE COACHES, VOLUNTEERS AND PLAYERS.  SPECIAL THANKS TO DPW, PD AND PARKS.  IT WAS A BEAUTIFUL DAY.    I WISH ALL THE KIDS A GREAT SEASON,

 

SENIORS – THERE IS A MEETING THIS WEEK WITH THE OFFICE OF THE AGING ON THE STATUS OF SENIOR CENTERS SO WHEN I HAVE MORE INFORMATION ON THAT I WILL MAKE SURE EVERYONE KNOWS WHAT IS GOING ON. 

 

LIBRARY – THERE ARE MANY PROGRAMS GOING ON, SO PLEASE STOP BY AND CHECK THEM OUT. 

 

TRUSTEE SELLIER REPORT – FOR THE MONTH OF MARCH THE BUILDING DEPT TOOK IN $8,743.00 HIGHLIGHTED BY 25 ORDER TO REMEDIES, 25 BUILDING PERMITS ISSUED, 34 SEPTIC LETTERS SENT OUT.  THE PLANNING BOARD DID NOT MEET IN MARCH.  THE ZONING BOARD HAD ONE APPLICANT IN MARCH AND THEY WERE GRANTED A VARIANCE. 

 

BARK PARK – THE WATER IS STILL CURRENTLY OFF, BUT IT SHOULD BE TURNED BACK ON THIS WEEK. 

 

ATTORNEY BUCKHEIT – MY REPORT IS CONFIDENTIAL IN NATURE BUT I AM AVAILABLE TO ANSWER ANY QUESTIONS.

 

OLD BUSINESS

 

WATER DEPT – MAYOR DWYER STATED THERE IS INFRASTRUCTURE MONEY COMING IN FROM THE FEDERAL GOVERNMENT FOR WATER, SEWER AND INFRASTRUCTURE PROJECTS AND WE HAVE ASKED OUR WATER ENGINEERS TO KEEP ON THE LOOKOUT FOR ANY GRANTS THAT MAY EXIST.  A SUPPLEMENTAL WELL IS ON THE WAY.  WE JUST FINISHED THE LAST WELL PROJECT.

 

REFUSE BID – WE HAD A COMPETITIVE BID LAST WEEK.  UNFORTUNATELY, THE COSTS OF SANITATION HAVE BEEN DRIVEN SKY HIGH.  WE HAVE A GREAT RELATIONSHIP WITH OUR PRESENT COMPANY.  WE HAVE LOOKED AT SEVERAL WAYS TO KEEP OUR COSTS DOWN.  PERHAPS AN INFORMATIONAL FLYER FOR RESIDENTS ON HOW TO RECYCLE. 

 

MORAHAN WATERFRONT PARK – WE HAVE TAKEN OVER MANAGEMENT OF THIS PARK AND BEACH.  WE OPTED OUT OF A ZOOM MEETING THIS MONTH BECAUSE I THINK ITS MORE PRODUCTIVE WITH EVERYONE SITTING AROUND THE TABLE.  WE TALKED ABOUT A LOT OF GREAT PLANS WE HAVE.  WE TALKED TO A LANDSCAPE ARCHITECT TO DETERMINE HOW IT SHOULD LOOK.  WE WANT A LONG-TERM MASTER PLAN FOR THAT PARK.  WE WANT TO ENCOURAGE USE OF KYACKING AT THE PARK, SO THAT YOU COULD LAUNCH FROM THE BEACH DURING THE OFFSEASON.  YOU WILL NOT BE ALLOWED DURING THE SUMMER SEASON.  WE ARE CONSIDERING THE PARK AS A HIGH-END WEDDING VENUE.  CHARGING A HIGH FEE TO OFFSET THE COSTS OF MAINTAINING THE PARK.  THE FEES FROM SEASON, AND BEACH PASSES WILL BASICALLY ONLY COVER THE COST OF LIFEGUARDS, GATEKEEPERS, UTILITIES AND REGULAR UPKEEP OF THE BEACH.  CONSTANT UPGRADES WILL BE NECESSARY.  FEES WILL BASICALLY REMAIN THE SAME AS THEY WERE IN WARWICK LAST YEAR.  WE WILL CONTINUE TO KEEP THE PARK AS TOWN OF WARWICK RESIDENTS ONLY WITH THE EXCEPTION OF GUESTS OF RESIDENTS.  WE INTEND TO DO A MAILER TO THE TOWN OF WARWICK ENCOURAGING EVERYONE TO BUY PASSES TO THE BEACH.  IT IS OPEN TO ALL RESIDENTS OF THE TOWN, INCLUDING FLORIDA, WARWICK, PINE ISLAND, GREENWOOD LAKE AND ANY UNINCORPORATED PART OF THE TOWN.  THIS IS ONE COMMUNITY AND WE FEEL IT COULD DRIVE UP THE REVENUES AS WELL.  WE WILL HAVE THE ABILITY TO BUY ONLINE PASSES.  WE ARE LOOKING FOR LIFEGUARDS 15 YEARS OF AGE OR OLDER. 

 

PART TIME POLICE CONTRACT – MAYOR DWYER STATED I JUST RECEIVED A TEXT THAT THE PART TIME POLICE UNION DID ACCEPT THE TERMS OF OUR OFFER.  ONCE I GET THE FORMAL VOTE FROM THEM, WE WILL GO INTO EXECUTIVE SESSION TO DISCUSS IT AND THEN IT WILL BECOME PUBLIC INFORMATION.

 

FIRE DEPARTMENT DISPATCHING – MAYOR DWYER STATED FOUR YEARS AGO THE FIRE DISTRICT WENT TO 911 FOR DISPATCHING.  IT IS NOT WORKING OUT SO THEY ARE ASKING TO COME BACK AND SO WE SAID YES.

 

FARMERS MARKET – WE WANT TO HAVE THIS AT THE THOMAS P MORAHAN PARK IN THE OFFSEASON AS WELL.  ONLY IN SEPTEMBER AND OCTOBER FOR THIS YEAR ON SATURDAYS.  WE WILL NEVER HAVE IT COINCIDE WITH THE BEACH SEASON DUE TO TRAFFIC.  A LAKESIDE FARMERS MARKET IS RARE IN THIS AREA SO WE THINK IT MAY BE SUCCESSFUL.

 

FEDERAL FUNDING – WE ARE GOING TO BE GETTING BETWEEN $380,000-390,000 OVER TWO YEARS.  IT SHOULD BE SPENT ON INFRASTRUCTURE AND TO SUPPORT REVENUES THAT ARE LESS BECAUSE OF COVID.  WE EXPECT THEM IN JULY. 

 

2021-2022 BUDGET – MAYOR DWYER STATED WE HAD OUR PUBLIC HEARING TONIGHT AT 6:00 ON THE BUDGET.  WE HAVE FINALIZED IT, MADE NO CUTS IN SERVICE AND REMAINED UNDER THE TAX CAP.  ITS RESPONSIBLE.  LEGO LAND SHOULD DRIVE TOURISM AND THAT INCREASES OUR SALES TAX REVENUE.  THE TOWN OF WARWICK DID CONTRIBUTE MORE MONEY TO NAVIGATION.  WE’VE HAD MORE BOATERS AND NEED MORE POLICE PRESENCE OUT THERE.  POLICE HAD A LESS THAN 2% INCREASE.  ITS VERY DIFFICULT TO STAY UNDER THE TAX CAP WHEN YOU HAVE INCREASES IN SALARIES, GARBAGE, HEALTH INSURANCE, ETC.

NEW BUSINESS

 

17A SPEED LIMIT – MAYOR DWYER STATED I WAS APPROACHED BY SOME RESIDENTS ON 17A COMING DOWN THE MOUNTAIN FROM WARWICK ABOUT THE SPEED LIMIT.  IT IS THE ONLY STRETCH OF LAND WITHIN THE VILLAGE THAT IS MORE THAN 30 MILES PER HOURS.  THE SPEED LIMIT NOW IS 55 THERE.  THERE WAS AHORRIBLE ACCIDENT AT THE INTERSECTION OF SCOTT LYNCH WAY AND 17A A FEW YEARS BACK.  THAT IS A VILLAGE PORTION OF THE ROAD AND THE SPEED LIMIT SHOULD BE 30 THERE AS WELL.  WE ARE ASKING THE STATE DOT TO LOWER THE LIMIT.

 

FERAL CATS LOCAL LAW – MAYOR DWYER STATED IT WAS BROUGHT TO MY ATTENTION BY THE LADIES IN THE BACK OF THE ROOM ABOUT ALL OF THE FERAL CATS.  THERE IS A MAJOR SANITARY HEALTH CONCERN AND QUALITY OF LIFE ISSUE FOR THOSE CONCERNED.  I FOUND OUT WE DIDN’T REALLY HAVE ANYTHING ON THE BOOKS TO ADDRESS THIS ISSUE.  THERE IS NO LAW THAT PROHIBITS PEOPLE FEEDING THEM.  I KNOW PEOPLE THINK THEY ARE HELPING OUT BUT YOU ARE REALLY CREATING A GREAT ENVIRONMENT FOR A WHOLE COLONY TO ORGANIZE.  AATTORNEY BUCKHEIT HAS DRAFTED A LOCAL LAW AND WE HAVE LOOKED AT IT AND APPROVED PUSHING IT TO THE NEXT STEP WHICH IS A PUBLIC HEARING WHERE PEOPLE CAN COME AND COMMENT.  WE WILL THEN DRAFT A LOCAL LAW.  I’D LIKE TO GET WRITTEN COMMENTS NOW UNTIL OUR NEXT MEETING.  I KNOW WE HAVE SOME CAT PEOPLE BUT I DON’T THINK ANYONE WANTS MORE FERAL CATS.  THE MAIN THING IS AN ENFORCEMENT MECHANISM FOR THINGS THAT GET OUT OF CONTROL.  WE DON’T WANT TO OVERBURDEN OR OVERREGULATE PEOPLE.
