MAYOR DWYER STATED THE FILM FESTIVAL WILL BE MAY 17TH THRU MAY 23 2019 AT THE THOMAS P MORAHAN WATERFRONT PARK. TRUSTEE HOLDER HAS GIVEN OUT FOUR FREE PASSES TO ALL OF THE VILLAGE ORGANIZATIONS. WE GAVE OUT 100 OF THEM. YOU CAN SELL THEM, RAFFLE THEM OFF, OR JUST GIVE THEM AWAY.

 

MAYOR DWYER STATED WE HAVE THE COMMUNITY CENTERS GRAND OPENING ON MAY 5TH AT 10:00AM.

 

CLEAN SWEEP IS ALSO MAY 5TH THROUGHOUT THE DAY WITH A BARBECUE AT 12:00.

ED BILELLO, TONY ROMANISH AND BRENDAN KOLESAR WERE ALL WORKING HARD LAST WEEKEND TO GET EVERTHING IN SHAPE, INCLUDING A BASKETBALL COURT.

TOWN COUNCILMAN FLOYD DEANGELO – WE HAVE A FRIENDLY VISITOR PROGRAM IN THE TOWN THAT PROVIDES HELP FOR THE ELDERLY AND DISABLED. WE DESPERATELY NEED VOLUNTEERS. THERE IS A TRAINING SESSION MAY 20TH AT THE ALBERT WISNER LIBRARY FROM 9:30 TO 12:30. YOU CAN CALL 986-1124 EXTENSION 400 TO SIGN UP. WE NEED VOLUNTEERS.

WE ARE GETTING THE BEACH READY TO OPEN. VEHICLE MAINTENANCE IS IN GOOD SHAPE. HOPEFULLY WE GET SOME ROAD PAVING DONE THIS YEAR. WE STILL DON’T KNOW THE PAVING PRICE FOR THIS YEAR OR THE STATE BID CONTRACTOR.

 

TRUSTEE HOLDER – CAN WE GET SOMEONE TO CHECK ON THE GARBAGE AT THE FIELDS A LITTLE MORE REGULARLY. THERE ARE A LOT OF SOCCER TEAMS AND SOFTBALL TEAMS THERE. ALSO, WHO IS CLEANING THE BATHROOMS THERE?

FOR THE MONTH OF MARCH, THE POLICE DEPARTMENT HANDLED 1,678 COMPLAINTS, MADE 30 ARRESTS, ISSUED 115 TRAFFIC TICKETS, 4 PARKING TICKETS AND INVESTIGATED 7 MOTOR VEHICLE ACCIDENTS. WE HAD THE LITTLE LEAGUE PARADE THIS PAST WEEKEND. WE HAVE OUR BOATS IN THE WATER AND READY FOR THE SEASON,

 

MAYOR DWYER STATED I JUST WANT TO SAY THAT TODAY WE ACCEPTED THE RESIGNATION OF SERGEANT NEIL RYAN WHO WAS WITH US FOR SEVEN YEARS. HE IS GOING TO WARWICK. I WANT TO THANK HIM FOR HIS SERVICE TO THE COMMUNITY, HE HAS AN OUTSTANDING RECORD AND IS AN EMT AS WELL.

TRUSTEE SELLIER REPORT – FOR THE MONTH OF MARCH THE BUILDING DEPARTMENT TOOK IN $4,682.00, HIGHLIGHTED BY 42 SEPTIC LETTERS, 25 RENTAL INSPECTIONS WERE CONDUCTED, 18 CO’S WERE ISSUED AND 17 BUILDING PERMITS WERE ISSUED. THE PLANNING BD MET WITH 3 APPLICANTS. THE FIRST ONE WAS A CONTINUING APPLICATION FOR THE FOOD TRUCK PARK ON 17A. THAT IS AN ONGOING APPLICATION AND THE BOARD IS LOOKING FOR SOME CHANGES ON THE PLANS AND DOT COMMENTS. THE SECOND APPLICATION WAS FOR A GARAGE/MUDROOM WHICH THEY MAY HAVE TO BE REFERRED TO THE ZBA AND THEY NEED TO MAKE SOME CHANGES. THE THIRD APPLICANT WAS FOR A BULKHEAD REPAIR WHICH WAS APPROVED. THE ZBA DID NOT MEET IN THE MONTH OF MARCH.

I WANTED TO CONGRATULATE THE MAYOR, TRUSTEE KELM AND HOWLEY AND JUDGE GARLEY ON THEIR REELECTION. WATER BILLS ARE NOW LATE AND OVERDUE AND HAVE A 10% PENALTY ASSESSED ON THEM. PLEASE GIVE US A CALL IF YOU WANT TO SET UP A PAYMENT PROGRAM.   LEAF PICK UP HAS BEGUN AGAIN AND IS MONDAY OR THURSDAY DEPENDING ON WHERE IN THE VILLAGE YOU LIVE. IF YOU HAVE ANY CONCERN OR WANT TO REPORT POTHOLES, ETC, PLEASE GIVE US A CALL AT 477-9215.

 

OLD BUSINESS

 

SANITATION CONTRACT – WE WENT OUT TO BID AND OPENED LAST WEEK. ESSENTIALLY TO CONTACT WITH GARBAGE AND RECYCLING THE WAY WE HAVE BEEN IT IS GOING TO COST AN ADDITIONAL 91000.00. WE ARE FACTORING THAT IN TO OUR BUDGET, FORTUNATELY WE ARE IN GOOD SHAPE BECAUSE THAT IS A LARGE INCREASE. THE OVERALL COST IS $370,000.00 + A YEAR. THIS IS A 25% INCREASE. WE HAD A BUDGET PUBLIC HEARING EARLIER TONIGHT.

 

LAKE MANAGEMENT – WE JUST GOT OUR PERMITS BACK FROM THE DEC AND WILL BE MEETING WITH OUR LAKE MANAGEMENT COMPANY TO GO OVER A TIMELINE FOR PROCEEDING. WE WILL LET THE LAKE COMMISSION KNOW. EVERYONE WILL BE NOTIFIED OF OUR TREATMENT PLAN, WHEN AND WHERE. WE ARE GOING TO BE DOING SOME SEDIMENT REMEDIATION AS WELL, DURING LATE SUMMER AND FALL.

 

DOCK NUMBERING – MAYOR DWYER STATED THIS IS GOING FORWARD. IT IS NOT ONLY A SAFETY MEASURE BUT ALSO A PROPERTY MAINTENANCE ISSUE. FOR EXAMPLE, THERE IS A PROPERTY OWNER WHO HAD A LARGE DOCK FLOAT ONTO HIS PROPERTY. THE RESPONSIBLE THING TO DO IS TO TAKE CARE OF IT, BUT THE PROBLEM IS WE DON’T KNOW WHOSE DOCK IT IS. SOMEONE SHOULD BE RESPONSIBLE FOR IT. NUMBERING OF DOCKS WOULD LET US KNOW WHO IT BELONGS TO.   IF THERE IS AN EMERGENCY ON THE LAKE, THE POLICE COULD RESPOND ON THE WATER IF THEY COULD IDENTIFY WHERE THE LOCATION IS BY USING DOCK NUMBERS. I THIN IT’S A GREAT IDEA.

 

GEESE CONTROL ON GREENWOOD LAKE – MAYOR DWYER STATED I’M SURE MOST OF YOU ARE AWARE OF THIS ISSUE FROM ALL THE FACEBOOK POSTS. THERE ARE GROUPS LOOKING TO CONTROL THE GOOSE POPULATION AND THEY ARE WORKING WITH THE COMMISSION; THEY HAVE COMPLETED LOOKING FOR NESTS AND ARE NOW HARASSING GEESE WITH TRAINED DOGS TO KEEP THE GEESE OUT OF THE PARKS AND BEACH. THERE ARE OTHER SOLUTIONS THEY TALKED ABOUT, FOOD GRADE STUFF TO PUT ON YOUR DOCKS, ETC. I THINK LAST YEAR IT CAME TO A POINT WHERE THE GOOSE POPULATION WAS OUT OF CONTROL AND THE COMMISSION TOOK DRASTIC ACTION, THAT IN MY OPINON WAS NEEDED. WE ALSO NEED A SUSTAINED PARTNERSHIP TO MAKE THIS WORK.

 

SIDEWALKS – MT LAKES LANE THERE IS A $75,000 GRANT FROM ASSEMBLYMAN BRABANEC, AND THIS PROJECT WILL START IN THE NEXT COUPLE OF WEEKS.   WE WENT OUT TO BID LAST FALL AND THE WEATHER DIDN’T COOPERATE SO WE SHOULD BE READY TO GO SHORTLY.  

 

17A SIDEWALK WE JUST GOT OUR FINAL APPROVAL. AS SOON AS THE FINAL CONTRACT IS SIGNED, WE WILL START.

 

WINDERMERE AVE SIDEWALKS – WE ARE GOING TO DO OAK TO CHESTNUT THIS YEAR, MAYBE BOTH SIDES OF STREET, MAYBE ONLY ONE WE WILL CONTINUE THIS EVERY YEAR.

 

NEW BUSINESS

 

O&R – I MET WITH THEM; THEY ARE LOOKING TO REPLACE SOME LINES IN THE VILLAGE AS THEY ARE TRYING TO BE PROACTIVE. IT PRESENTS THE OPPORTUNITY FOR THEM TO PAVE THE ROADS AS WELL AFTER INSTALLING GAS LINES. THEY DID A LARGE PROJECT IN WAH TA WAH. THEY ARE LOOKING TO DO FIVE TO TEN ROADS A YEAR.

 

LAKE COMMISSION GRANT RESOLUTION- DURING THE WORKSHOP I ASKED THE BOARD FOR PERMISSION TO SUPPORT THE COMMISSION APPYING FOR AN ANNUAL GRANT FROM THE STATE OF NEW JERSEY. THEY ARE TRYING TO SECURE $500,000 ANNUALLY. IF THEY SPEND THAT MONEY CLEANING UP THE SOUTH END OF THE LAKE, THAT WILL ALSO HELP THE NORTH END.

 

DEC BOAT LAUNCH- MAYOR DWYER STATED THE DEC HAS APPROACHED THE TOWN OF WARWICK ABOUT INSTALLING A BOAT LAUNCH AT THE OLD TOWN BEACH WHICH IS NOW THE PROPERTY USED BY THE BOY SCOUTS. SUPERVISOR SWEETON APPROACHED US, AND WE WOULD BE THE ONLY DEC APPROVED MOTORIZED LAKE LAUNCH. THESE ARE USUALLY USED BY VERY NICE RECREATIONAL BOATS. THE MORE WE CAN GET THEDEC TO PARTNER WITH US THE BETTER OFF WE WILL BE. THE TOWN MET WITH THE MARINA OWNERS AND THEY ALL SUPPORT IT. SOME MARINAS MAKE MONEY FROM LAUNCHING BOATS, BUT NOT MANY. THIS IDEA IS IN ITS INFANCY AND THE PALISADES PARK COMMISSION, WHICH IS THE TRUE OWNER OF THE PROPERTY.

MAYOR DWYER – WE USED TO GET PAID TO RECYCLE, FROM CHINA, TAILAND, ETC. THEY ARE NOW CONSIDERING OUR RECYCLING TO BE CONTAMINATED FOR EXAMPLE A PEANUT BUTTER JAR, YOU USED TO BE ABLE TO RECYLCE IT WITH A LITTLE BIT OF PEANUT BUTTER IN IT. THEY ARE NOW SAYING THAT ANY FOOD RESIDUE LEFT AT ALL CONTAMINATES IT AND IT CANNOT BE RECYCLED. WE ARE TRYING TO FIGURE OUT IF WE CAN DEVELOP A BETTER EDUCATION SYSTEM TO RESIDENTS. SOME TOWNS OR CITIES, SUCH AS YONKERS ARE SENDING OUT RECYCLING INSPECTORS TO CHECK PEOPLES CANS. THEY FINE PEOPLE WHO ARE NOT RECYCLING PROPERLY. WE ARE IN NO WAY TALKING ABOUT GETTING RID OF RECYCLING. MOST OF OUR RECYCLING ENDS UP IN A LANDFILL BECAUSE OF RECYCLING. MOST RECYCLING WENT TO CHINA, BUT THEY ARE HAVING PROBLEMS WITH COTANMINATION AND PASSING IT ON TO US.

 

TRUSTEE KELM – I READ A BIG ARTICLE THAT SAYS BECAUSE THE RECYCLING IS CONTAMINATED, THEY ARE RUNNING OUT OF DUMPS TO PUT IT IN. GARBAGE IS A BIG COST TO THE VILLAGE.

 

MAYOR DWYER – WE WENT OUT TO BID TO TRY AND REDUCE IT AND OUR CURRENT CONTRACTOR CAME IN A LITTLE HIGHER THAN THE COMPETITION.
