Mayor Matthew Buckley called to order the Village Board Meeting at 7:37 pm on December 18, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

MAYOR’S REPORT/ANNOUNCEMENTS
Dedication of Senior Center to Jack Rader happened at the beginning of our Holiday Festival. The naming was well-deserved and well-attended.
Holiday Festival went very well and the mayor would like to see it grow.
Menorah Lighting was well-attended and was a great family event.
House Decorating Contest judging was postponed due to weather.

Senator James Skoufis SAM Project Information Sheet for $155,000.00 for a weed harvester, a trailer for the weed harvester, training for the equipment, and dive equipment. The board and police chief discussed during the Village Board Workshop the benefits of owning our own weed harvester as opposed to paying $45,000 a year to have another company do it.

POLICE DEPARTMENT: Chief Adam Eirand reported the following for November 2023:

He also thanked his department and dispatchers for all of their hard work on accreditation. Chief Eirand is also working on securing various grants.
PARKS DEPARTMENT (November and December):
- Broke down Holiday Festival
- Picked up garbage village-wide
- Picked up leaves
- Winterized the fountain in the lagoon
- Building repairs for Water Department
- Installed menorah
- Cut trees around water tower with DPW
- Replaced culvert pipe with DPW
- Assisted Water Department with backflow preventer in DPW
- Removed rock slide from behind water tower
- Installed new door on Lakelands pump station

WATER DEPARTMENT: No report
COMMISSION REPORTS
Trustee Clifford: 58 Seniors visited the Landmark for their annual Christmas lunch celebration. They also had a party at the Senior Center. The Greenwood Lake Centennial newspaper will be published in January. It will be a supplemental; section in the Warwick Dispatch and also available for purchase. The first Centennial event will take place on January 13, 2024, at the Elks Lodge, Greenwood Lake Trivia night will be a free event; food and beverages will be sold.
Trustee Sellier: This report is for the month of November. The building department took in $6,483 in month of November highlighted by building permits which made up approximately 50% of this total. The Planning Board met in November; there were six applicants—Benjamin’s Steakhouse is working on a traffic study; they have been granted necessary variances. Other applicants include Karen’s Café, 6 Van Orden Lane, 11 County Highway 5, 37 Oak Street, and Linden Avenue. Karen’s Café was approved. The other applicants have been continued. The ZBA met in November to discuss one application for a handicapped which was granted.
Trustee Kelm (reported by Clerk Holder): Trustee Kelm wished everyone a merry Christmas and a happy New Year. She also thanked everyone for their thoughts and prayers.

Clerk’s Report- Katheleen Holder: Second notices have gone out for unpaid water bills; water bills will be re-levied in February.
OLD BUSINESS
Planning and Zoning Boards: The Village is in the process of forming a combined Planning/Zoning Board and hopes to vote on this in January.
Golf Carts: The Board is in the processing of researching and developing a new local law which will hopefully be in effect by spring time.
Water Plant: The water plant is in need of major repairs. Mayor Buckley and Phil Landru, our water operator, are discussing with our current engineers a timeline for the project as no progress has been made. The board is considering handing the project over to the new engineer.
Comprehensive Plan: A committee will be selected and interviewed for this project. Mayor Buckley expressed his concern that a Village Planner would be helpful but costly. This will start in January.
Waterstone Sidewalk: The Mayor and Board have to decide to push this project back to next fiscal year. The new village engineers, MHE, will be handling this project.
NEW BUSINESS
Water Plant and Department of Health – working on list from Department of Health; Phil and Brendan have been working on their punch list, including building new roads to our water towers
Speed Signs – the village acquired two used speed signs to be deployed in areas they feel is necessary. Brendan Kolesar was instrumental on obtaining these signs as well as repairing the signs. These signs will allow the Police Department to compile data and determine the average speed in certain areas in the village.
Centennial Banner Fundraiser – Michael Hodge spoke on behalf of the banner fundraiser for the Centennial Committee. Local businesses and homeowners can sponsor banners which celebrate the Centennial and beauty of Greenwood Lake. The banners are 24 x 36 inches and are double-sided. They will be printed with lake colors, “Gateway to Adventure” which is the Greenwood Lake tourism motto, “Come Again,” “Thank you for Coming, or “Welcome.” The artist depicts many pictures of Greenwood Lake activities including Gloria, a depiction of the beach and gazebo, a hiker, a paddle boarder, a fisherman, etc. The Committee is hoping these banners can be used year after year. Has a centennial logo on them. To sustain after 2024, the Centennial Committee and then the Village will collect dues for upkeep of banners and make new banners available for purchase.
Code Changes – on hold until Comprehensive Plan Committee is created as well as our new Planning and Zoning Board.
Giving Tree – Diane Connolly principal at Greenwood Lake Elementary School started this project along with the Boy Scouts. The tree will be located in between Village Hall and the Police Department. Anyone can hang hats, gloves, scarves, jackets, etc., on the tree and those in need can take whatever they choose.

- Greenwood Lake Centennial Trivia Contest – Saturday, January 13th – 6pm, Elks Lodge.
PRIVILIGE OF THE FLOOR:
Jeanne Marron, 5 Brook Court, Greenwood Lake, NY asked if the Holiday Festival will stay on Thanksgiving weekend. The mayor answered that he would like to keep it on that weekend because there was a very good turnout but it will be discussed.
Manny Tirado, 76 Murray Road, Greenwood Lake, NY added that he feels the Menorah lighting was also included but Thanksgiving is too early for that.

Motion to approve minutes from the November 22, 2023, Board Meeting and Public Hearings on same date made by Trustee Clifford and seconded by Trustee Sellier. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
RESOLUTIONS:
Resolution #37 Authorizes the appointment of Jennifer Lyons from alternate member to full member of the Planning Board effective immediately. Motion made by Trustee Sellier and seconded by Trustee Clifford. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
Resolution #38 Authorizes the appointment of Kevin McEntyre as an alternate member to the Planning Board effective immediately. Motion made by Trustee Sellier and seconded by Trustee Clidfford. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
Resolution #39 Authorizes the appointment of Bryan Martin as an alternate to the Zoning Board effective immediately. Motion made by Trustee Sellier and seconded by Trustee Clifford. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
Resolution #40 Authorizes the temporary appointment of Brandon Nelson as an alternate to the Zoning Board effective immediately. Motion made by Trustee Sellier and seconded by Trustee Clifford. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
Resolution #41 Authorizes the mayor to apply for a SAM Grant for a weed harvester and SCUBA gear in the amount of $155,000.00. Motion made by Trustee Clifford and seconded by Trustee Sellier. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
Resolution #42 RESOLUTION TO CHANGE THE BOARD OF TRUSTEES VILLAGE BOARD MEETING DATES FOR 2024
WHEREAS, the Village Board desires to change the regular dates of Village Board of Trustees meetings from Monday evenings to Wednesday evenings in 2024 at times to be advertised by the Village; and
WHEREAS, the Village Board desires to adopt a schedule of 2024 Village Board meetings reflecting this change.
NOW, THEREFORE, BE IT RESOLVED that:
Section 1. The above “WHEREAS” clauses are incorporated herein as if set forth in full.
Section 2. The Village Board hereby authorizes the Village Board meetings to be schedule for the third Wednesday of each month as set forth in the annexed schedule, which will commence with the January 17, 2024 Village Board meeting and continue unless otherwise amended and noticed by the Village Board.
Section 3. Nothing herein shall preclude the Village Board from re-scheduling meetings, calling special meetings or otherwise amending the regular meeting calendar as determined by duly adopted resolution of the Village Board. Any such amendments shall be posted on the Village website and at Village Hall.
Section 4. This Resolution shall be effective immediately.

Resolution #43 Authorizes the Building Permit renewal for 36 Wildwood Drive, permit #17-07627. Motion made by Trustee Clifford and seconded by Trustee Sellier. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent: Trustee Howley and Trustee Kelm.
