MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE.

ANNOUNCEMENTS
MAYOR DWYER STATED IT’S AN HONOR FOR ME TO PARTICIPATE IN THIS PROCESS EVERY YEAR TO PICK THE CITIZEN OF THE YEAR. THE ANNUAL TRADITION OF CITIZEN OF THE YEAR WAS DESIGNED TO SHOWCASE THE HARD WORKAND INVESTMENTS MADE BY EXEMPLARY CITIZENS IN THE VILLAGE OF GREENWOOD LAKE. EACH YEAR THAT I HAVE BEEN INVOLVED IN THIS PROCESS, THE BOARD HAS CONSISTANTLY CHOSEN INDIVIDUALS WHO DO SO MUCH AND ASK FOR SO LITTLE IN RETURN. GENERALLY, THEY GO BEYOND THE CALL OF DUTY AND THEIR HARD WORK AND CONTRIBUTIONS GO UNNOTICED AS THEY AVOID THE SPOTLIGHT.
THIS YEAR, WE WOULD LIKE TO SHINE THE SPOTLIGHT ON SOMEBODY VERY SPECIAL. THE 2020 CITIZEN OF THE YEAR IS JACK RADER. HE HAS BEEN AN INSTITUTION IN GREENWOOD LAKE SINCE HE MOVED HERE 62 YEARS AGO. JACK HAS BEEN A CIVIC LEADER. HE AND HIS LOVELY WIFE JANET RAISEDTHEIR CHILDREN IN GREEWOOD LAKE AND BETWEEN THEM THEY HAVE NINE GRANDCHILDREN AND GREAT GRANDCHILDREN. HE STARTED HIS SERVICE IN THE NAVY AND THEN MOVED TO GREENWOOD LAKE WHERE HE COMPLETED A CAREER IN THE POST OFFICE, ULTIMATELY ACHIEVING POSTMASTER. AS A SMALL BUSINESS OWNER, JACK AND JANET OPENED RADERS FLORISTAND RADERS CARDS AND GIFTS. IN JACK’S FREE TIME HE STARTED OUR LOCAL FOOD PANTRY OUT OF HIS HOUSE MANY YEARS AGO. I DON’T KNOW ANYONE THAT KNEW THAT. JACK CURRENTLY SERVES ON THE FIRE DEPARTMENT AND THE AMBULANCE CORP WHERE HE IS AN ACTIVE MEMBER AND HAS PREVIOUSLY SERVED AS THE CORP’S CAPTAIN. JACK AND JANET CAN ALSO BE FOUND AT STRONG BASILE FUNERAL HOME, WHERE THEY WORK AS GREETERS COMFORTING THOSE WHO HAVE LOST SOMEOBE IN THIS COMMUNTITY. THE VILLAGE BOARD COULDN’T BE PROUDER TO HAVE YOU AS CITIZEN OF THE YEAR. YOUR CONTRIBUTIONS TO THE VILLAGE OF GREENWOOD LAKE HAVE BEEN BOUNTIFUL AND IRREPLACEABLE. MAYOR DWYER STATED I’VE BEEN MAYOR OR TRUSTEE IN THE VILLAGE FOR A LONG TIME AND I HAVE SEEN A LOT OF EAGLE SCOUT PROJECTS OVER THE YEARS BY PEOPLE WHO WANTED TO HELP OUT AND CONTRIBUTE TO THE VILLAGE IN DIFFERENT WAYS. I HAVE NEVER SEEN ANYTHING AS LARGE SCALE AS WHAT I HAVE SEEN COMPLETED THIS PAST MONTH. IT WAS AN EAGLE SCOUT PROJECT BY KEVIN HOLDER, WHO HAPPENS TO BE TRUSTEE HOLDER’S SON. MAYOR DWYER ASKED KEVIN HOLDER TO TELL THE AUDIENCE ABOUT HIS EAGLE SCOUT PROJECT.
KEVIN HOLDER STATED WE RENOVATED THE GREENWOOD LAKE COMMUNITY CENTER. IT INVOLVED MANY STEPS SUCH AS HANGING DRYWALL, INSTALLING NEW FLOOR, REPLACING CEILING TILES, AND ALSO RENOVATED THE KITCHEN.
MAYOR DWYER ASKED HOW MUCH DID IT COST APPROXIMATELY.
KEVIN HOLDER – AROUND $6000.00.
MAYOR DWYER STATED IF THE GOVERNMENT WERE TO DO THAT JOB IT WOULD HAVE COST A MINIMUM OF $40,000. THE DOORWAY TO THE SENIOR CENTER IS GOING TO COST US $90,000. THE NUMBER OF BANDS AND FOOD TRUCKS THEY HAD WAS AMAZING. THERE WERE A LOT OF PEOPLE COMING IN TO GREENWOOD LAKE FOR THE WEEKEND. THEIR NEXT EVENT WILL BE THE GREENWOOD LAKE STREET FAIR. I WOULD LIKE TO CONGRATULATE JACK, MUCH APPRECIATED.
WATER – THE DEPARTMENT HAS BEEN BUSY WITH ITS USUAL DAILY, WEEKLY AND MONTHLY SAMPLING, TESTING AND REPORTING, ALONG WITH PROVIDING WATER UTILITY MARK OUTS FOR ALL OF THE GAS MAIN INSTALLATIONS, GAS LEAK REPAIRS AND ANY CONTRACTOR EXCAVATIONS BEING DONE IN THE VILLAGE. WE WOULD LIKE TO THANK THE TOWN DPW FOR THEIR PROMPT RESPONSE AND ASSISTANCE WITH MULTIPLE SERVICE LINE ISSUES AND WATER MAIN REPAIRS.
THE TREATMENT FACILITY IS HAVING A FAULTY VALVE ACTUATOR ISSUE THAT IS CAUSING THE OPERATORS TO HAVE TO MANUALLY PERFORM ONE OF THE WASTEWATER PROCESSES THAT IS TYPICALLY AUTOMATED. A NEW ACTUATOR IS ON ORDER AND WILL BE REPLACED BY OUR OPERATORS UPON DELIVERY. THE ACTUATOR PERFORMS A SIMPLE FUNCTION OF OPENING AND THEN CLOSING A VALVE, BUT THIS MUST BE PERFORMED THROUGHOUT THE OVERNIGHT HOURS. THE NEXT WATER METER BILLING CYCLE IS UPON US AND THE DEPARTMENT WILL MOST LIKELY BE OUT READING METERS IN THE NEXT WEEK

LIBRARY – THEY RECEIVED A GRANT FROM THE PUBLIC LIBRARY GRANT PROGRAM FOR THE YOUNG ADULT ROOM. THEY ARE CONSIDERING TWO BIDS. JILL CRONIN WILL BE HEADED TO ALBANY NEXT WEEK FOR LIBRARY ADVOCACY DAY ALONG WITH OTHER LIBRARIANS ACROSS THE STATE TO PETITION THE GOVERNOR TO NOT REDUCE FUNDING FOR LOCAL LIBRARY GRANTS.

IT WAS A QUIET MONTH. THERE WERE NO ZBA OR PLANNING BOARD MEETINGS DUE TO NO APPLICANTS. I DON’T HAVE THE BUILDING DEPARTMENT REPORT. I CONTINUE TO WORK WITH THE GROW LOCAL PROGRAM ON SITE PLANS AND PROJECT PLANS TO BRING BEFORE THE BOARD.

WE ARE BEGINNING OUR BUDGET PROCESS FOR NEXT YEAR AND WILL BE SCHEDULING BUDGET HEARING TONIGHT. METER READING FOR WATER BILLING WILL BEGIN NEXT WEEK. IF YOU SEE ANY POTHOLES THAT CAN BE TEMPORARILY FIXED UNTIL SPRING PLEASE GIVE US A CALL. OUR OFFICE IS OPEN FOR ANY QUESTIONS.

WATER CONSULTANT RFP – THE VILLAGE HAS CONCLUDED THAT A STUDY WOULD BE REQUIRED TO APPLY FOR GRANTS FOR THE VILLAGE WATER SYSTEM AND WATER PLANT. JUST PUTTING A WELL IN COST US OVER $200,000, AND TWO-YEARS TIME. OF ALL THE PROJECTS OUT THERE, WE FEEL THIS IS ONE OF THE MOST IMPORTANT THINGS WE DO. WE WANT TO PUT OUT AN RFP AND GET AN ENGINEERING FIRM THAT CAN PUT OUT A LONG-RANGE PLAN WITH LONG- AND SHORT-TERM GOALS, IDENTIFY FUNDING SOURCES SUCH AS GRANTS AND LOW OR NO INTEREST LOANS AND BASICALLY COME UP WITH A RATE STRUCTURE SO THAT WE CAN ADEQUATELY EDUCATE THE PUBLIC. IT WILL COST MONEY; IT WILL INCREASE WATER BILLS BUT IT HAS TO BE ADDRESSED AND CAN BE ADDRESSED IN ONE OF TWO WAYS. ONE IS TO SWEEP IT UNDER THE RUG AND WHEN EMERGENCIES HAPPEN, WE HAVE TO TAKE CARE OF THEM OR WE CAN PLAN AHEAD AND MAKE SURE WE HAVE THE FUNDING FOR THESE PROJECTS. THIS IS A PROACTIVE BOARD SO THE CHOICE IS CLEAR. ESSENTIALLY AT THE LAST MEETNG WE ISSUED AN RFP. WE GOT THREE BIDS BACK, ONE FROM OUR CURRENT ENGINEER FUSCO ENGINEERING FOR $90,000. WE GOT ANOTHER PRICE FROM DELAWARE FOR $20,000 AND ONE FROM BARTON AND JUIDACE FOR 11,000. THEY ARE ALL REPUTABLE FIRMS. ONE OF THEM SPECIALIZES IN WATER. WE ARE GOING TO WORK WITH THEM TO DEVELOP A MASTER PLAN. THE SAME FIRM WILL APPLY FOR GRANTS AND UNDERSEE THE WORK BEING DONE IN THE GRANT PROCESS. THE FIRM WE FEEL MOST COMFORTABLE WITH IS DELAWARE ENGINEERING. THEY ARE CURRENTLY THE TOWN OF MONROE’S WATER ENGINEER AND THEY COME HIGHLY RECOMMENDED FROM THEM. THEY JUST OPENED A GOSHEN OFFICE. BARTON AND LAJUDACE WE FEEL ARE TOO BIG. FUSCO ENGINEERING HAS BEEN AN ASSET TO US IN THE BUILDING DEPARTMENT AND TO THE VILLAGE AS A WHOLE, BUT THEY DO NOT SPECIALIZE IN WATER ISSUES AND THAT IS WHAT WE ARE LOOKING FOR.
WE BUDGETED THIS MONEY FOR A STUDY THIS YEAR. WE ARE GOING TO START THIS PROCESS IMMEDIATELY SO WE CAN APPLY FOR FUNDING IN JULY WHEN MOST OF THE GRANTE FUNDING IS AVAILABLE.
WELL PROGRESS – MAYOR DWYER STATED I GAVE PHIL THE NIGHT OFF TONIGHT BECAUSE HE HAS BEEN WORKING VERY HARD SINCE WE FINALLY GOT THE APPROVALS FOR THE WELL. WE FINALLY GOT THE APPROVALS AND BEFORE THAT WE COULDM’T EVEN SIZE THE WELL PUMPS, ETC, BECAUSE THEY DETERMINE THE GALLONS PER MINUTE WE ARE ALLOWED TO DRAW. WE ARE GETTING THREE QUOTES FOR THE WELL PUMP. WE NEED TO FLUSH OUR WATER SYSTEM. WE HAVEN’T BEEN ABLE TO FOR QUITE A WHILE BECAUSE WE ARE NOT PRODUCING WATER QUICKLY ENOUGH TO MAKE UP FOR THE WATER LOST IN A FLUSH. WE ARE WORKING ON GETTING THE WELL ON LINE. PHIL IS DEALING WITH THAT, WATER LEAKS AND METER READINGS AS WELL.
HUD PROJECTS – MAYOR DWYER STATED THE SENIOR CENTER PROJECT IS GOING TO COST MORE THAN $90,000 AND WE ARE WORKING ON GETTTING THE PRICE DOWN, AT VILLAGE HALL WE WERE APPROVED FOR $80000 TO MAKE THE ENTRANCE AND BATHROOMS HANDICAP ACCESSIBLE. WE WENT OUT TO BID AND THEY ARE DUE BACK MARCH 18TH.
WINDERMERE AVE SIDEWALKS – WE ARE REJECTING THE BID FOR THE SIDEWALKS LAST AUGUST BECAUSE THEY WERE ALL TOO HIGH. WE WILL REBID THAT PROJECT SHORTLY.
GROW LOCAL COMMUNITY GARDEN – MAYOR DWYER STATED TO EMPHASIZE WHAT TRUSTEE SELLIER SAID BEFOREHE HAS BEEN WORKING WITH THIS GROUP TO PUT IN ANOTHER COMMUNITY GARDEN WITH A SHARED CROP AND HAVING AN EDUCATION PORTION. THEY HAVE ISSUED A SURVEY TO SEE WHAT THE COMMUNITY WOULD LIKE TO SEE. THERE IS VILLAGE PROPERTY ON POPLAR STREET THAT IS JUST VACANT AND WE THINK THIS WOULD BE A GOOD USE FOR THIS PROPERTY. THEY CHECKED WITH THE NEIGHBORHOOD TO SEE IF THEY WERE OKAY WITH THIS IDEA AND EVERYONE EXCEPT ONE PERSON WHO WALKS THEIR DOG ON OUR PROPERTY. IT WILL HAVE A SIMILAR STRUCTURE TO THE DOG PARK BECAUSE THE VILLAGE BOARD CAN’T JUST AUTHORIZE ANY GROUP TO TAKE OVER VILLAGE PROPERTY.

BUDGET PROCESS – WE ARE WORKING ON THE BUDGET PROCESS. MARCH 16TH AT 5:00PM AT THE COURTHOUSE WILL BE OUR FIRST BUDGET WORKSHOP. IT IS OPEN TO THE PUBLIC, AND WILL PROBABLY LAST UNTIL 6:00PM.
2020 DRAWDOWN – MAYOR DWYER STATED AT OUR LAST MEETING WE PASSED A RESOLUTION FOR UNANIMOUS SUPPORT FOR THE DRAWDOWN, WE FEEL IT IS IMPORTANT NOT ONLY TO HOMEOWNERS AND ANYONE WHO LIVES IN THIS COMMUNITY. AT THE RECENT MEETING THERE WAS OVERWHELMING COMMUNITY SUPPORT FOR IT. IT WILL TAKE PLACE IN OCTOBER.
