LETTER FROM ORANGE AND ROCKLAND – SHARING ROAD IMPROVEMENT INFORMATION TO WORK HAND IN HAND IN COORDINATING PAVING WITH NEW GAS MAINS. MAYOR DWYER HAS A LIST OF ROADS THAT HE WOULD LIKE TO PAVE THIS YEAR WHICH INCLUDES ROADS THAT ORANGE AND ROCKLAND HAS ALREADY HAD NEW GAS MAINS INSTALLED IN. WE ARE ENCOURAGING ORANGE AND ROCKLAND TO DO THE SECOND LIST OF NEW GAS MAINS IN THE UPPER PARTS OF LAKELANDS, SO THAT WE CAN THEN PAVE THEM THE FOLLOWING YEAR. NEXT WOULD BE STERLNG, TEN EYCK, ETC. THEN WE WILL MOVE TO THE FLATS. THE MOUNTAIN ROADS DETERIORATE MUCH QUICKER.
LETTER FROM ORANGE AND ROCKLAND REGARDING LED STREET LIGHTS – MAYOR DWYER STATED WE ARE GETTING 11 FREE LED LIGHT REPLACEMENTS FROM ORANGE AND ROCKLAND. WE USUALLY DO SOME AS WELL THAT WE PAY FOR BUT I WANT TO WAIT THIS YEAR RATHER THAN SPEND THE MONEY WE BUDGETED.
VISITING ELECTED OFFICIAL – TOWN COUNCILMAN FLOYD DEANGELO
THE PALISADES PARK COMMISSION RENEWED OUR LEASE ON THE OLD TOWN BEACH AND THEY ARE WILLING TO LET US PUT A BOAT LAUNCH THERE. THE TOWN IS LOOKING FORWARD TO WORKING WITH YOU ON THE BEACH.

FOR THE MONTH OF JANUARY, THE POLICE DEPARTMENT HANDLED A TOTAL OF 1452 COMPLAINTS, MADE 8 ARRESTS, ISSUED 57 SUMMONSES AND INVESTIGATED 3 MOTOR VEHICLE ACCIDENTS. WE ARE WORKING ON A POLICE REFORM PLAN AND HAD OUR FIFTH MEETING. WE ESTABLISHED DATES FOR ALL THE SEPARATE TASKS. I HAVE THEM TO PASS OUT.

FOR THE MONTH OF JANUARY AND FEBRUARY WE HAVE BEEN BUSY KEEPING THE WATER GOING. WELL D HAS BEEN TERMINATED AND WE ARE GOING A FULL REHAB ON WELL E. THEY ARE GETTING EVERYTHING AS CLEAN AS POSSIBLE, FLUSHING IT OUT AND THEN REPLACING THE PUMP. THE WELLS ARE TAKING A LOT OF MINERALS IN AND WE NEED TO COME UP WITH A REGULAR MAINTENANCE PLAN. THE WATER QUALITY IS VERY HIGH IN IRON AND OR MANGANESE. WE WILL BE READING METERS THIS WEEK AND WE ARE LOOKING FOR A WATER BREAK SOMEWHERE. IF ANYONE SEES ANY RUNNING WATER, PLEASE LET US KNOW.

I’VE BEEN REACHING OUT TO ALL THE BANDS THAT ARE INTERESTED IN PLAYING IN THE SUMMER CONCERT SERIES.
MAYOR DWYER STATED WE ARE GOING TO PLAN EVERYTHING OUT AS THOUGH THERE ARE NO RESTRICTIONS DUE TO COVID. WE WILL HAVE TO ADJUST THAT IF NEW RESTRICTIONS HAPPEN.
TRUSTEE HOWLEY REPORT – THE POLICE DEPARTMENT, LT EIRAND AND DET JONES HAVE BEEN WORKING ON THIS THING FROM THE GOVERNORS OFFICE. THEY HAVE BEEN HAVING MEETINGS AND EVERYTHING IS COMING ALONG.
TRUSTEE KELM REPORT – THE LIBRARY IS DOING A LOT OF PROGRAMMING, MOST OF WHICH IS VIRTUAL AND YOU CAN SIGN UP AT GWLLIBRARY.COM. STORY TIME IS STILL GOING ON. IF ANY OF THE SENIORS OUT THERE NEED ANYTHING PLEASE CALL VILLAGE HALL AND THEY WILL PUT YOU IN TOUCH WITH ME OR DONNA GARLEY. BUDGET PROCESSSING IS STARTING. WATER METER READING IS THIS WEEK AND HOPEFULLY WE CAN FIND THE LEAKS WITH THE READINGS.

MAYOR DWYER STATED I WANT TO CLARIFY A FEW COMMENTS THAT PHIL MADE ABOUT THE WELLS. WE ARE ABANDONING WELL D. WE ARE COMMUNICATING WITH THE HEALTH DEPARTMENT AND ARE DOING A WELL REHAB FOR WELL E IN ORDR TO MAKE SURE WE HAVE A BLENDED WATER SYSTEM WHICH IS A REQUIREMENT FROM THE HEALTH DEPARTMENT. WE HAVE A CONTRACTOR DOING THAT. PHIL AND I HAVE SPENT THE LAST TWO YEARS LOOKING FOR OPTIONS. WELL REHAB IS EXPENSIVE AND USUALLY ONLY GIVES YOU A FEW YEARS UNTIL THE WELL IS RESTRICTED AGAIN. WE WERE LOOKING FOR THE BEST LONG-TERM SOLUTION. THIS SEEMS TO BE THE BEST OPTION. WE DO HAVE A LEAK OUT THERE SOMEWHERE. STATE FUNDING RIGHT NOW IS NONEXISTANT. SOME OF THE STIMULUS BILL WILL BE COMING BACK TO THE MUNICIPALITIES IN FUNDING THAT HOPEFULLY WE CAN USE FOR WATER FUNDING.

I AGREED, WE HAVE IT IN OUR BUDGET AND HOPEFULLY THIS SPRING THERE WILL BE A NEW SCOREBOARD IN HIS HONOR.

LAKE DRAWDOWN – ITS THAT TIME OF YEAR AGAIN. THE COMMISSION HAS PUBLIC HEARINGS IN NEW JERSEY AND NEW YORK AND HAVE 95% AGREEMENT, VILLAGE BOARD RECOMMENDATIONS AND YET IT IS STILL BEING QUESTIONED. THEY ARE GOING TO HAVE A MEETING ON WEDNESDAY TO DECIDE ON WHETHER OR NOT THEY ARE GING FORWARD. I WOULD LIKE TO HAVE THE BOARD PASS A RESOLUTION RECOMMENDING THE DRAWDOWN AND THAT THE DEP CONSIDER MOVING FORWARD WITH IT. WE NEED IT DONE. THERE IS A LOT OF WORK THAT NEEDS TO BE DONE. WE ARE IN A SITUATION WHERE THE COSTS OF RECYCLING ARE SKYROCKETING MAINLY BECAUSE PEOPLE ARE NOT DOING IT CORRECTLY AND THE COSTS ARE CRAZY. CHINA IS NO LONGER ACCEPTING OUR RECYCLING. IF WE DO NOTHING THERE WILL BE A 40,000 – 50,000 INCREASE. I AM SUGGESTING WE DO ONE OF THE FOLLOWING TWO OPTIONS: GO BACK TO DUAL RECYCLING WHERE WE DO NOT PUT PAPER AND PLASTIC TOGETHER. THAT WOULD SAVE A LOT OF MONEY BECAUSE THE MAJOR COST FACTOR IS DUE TO CONTAMINATION FROM UNWASHED OUT PRODUCTS. IN THAT CASE THE ENTIRE LOAD GETS CONTAMINATED AND HAS TO BE DISPOSED OF LIKE GARBAGE. MORAHAN WATERFRONT PARK AND GWL BEACH – MAYOR DWYER STATED THIS IS SOMETHING WE HAVE BEEN TALKING ABOUT FOR YEARS AND IT HAS BEEN OUR GOAL TO TAKE OVER THE THOMAS P MORAHAN WATERFRONT PARK AND BEACH FROM THE TOWN. WE WILL MANAGE IT AND BE RESPONSIBLE FOR IT. I APPROACHED SUPERVISOR SWEETON A FEW MONTHS AGO ABOUT THIS AND HE TALKED TO HIS BOARD AND THEY AGREED. WE HAVE DRAFTED AN INTERMUNICIPAL AGREEMENT REGARDING THIS. I HAVE SPOKEN TO ALL THE BOARD MEMBERS ABOUT IT. IT WILL BE THE SAME AGREEMENT THAT THE TOWN HAS WITH THE PALISADES PARK COMMISSION TO LEASE THE OLD TOWN BEACH. IT WILL BE A FIVE YEAR AUTOMATICALLY RENEWED CONTRACT AT NO COST.
