MAYOR DWYER CALLED VILLAGE BOARD MEETING TO ORDER AT 7:30PM FOLLOWED BY THE PLEDGE OF ALLEGIANCE.
VILLAGE CLERK PAT OLSEN CALLED ROLL. ALL PRESENT.
MAYOR DWYER MENTIONED A FEW ANNOUNCMENTS. I WOULD LIKE TO PRESENT MY STATE OF THE VILLAGE OR ESSENTIALLY A RECAP OF 2017.
I WOULD LIKE TO THANK THE VILLAGE BOARD OF GREENWOOD LAKE, OUR ADMINSTRATION, PATRICIA OLSEN, DEPARTMENT HEADS, WATER, POLICE, DPW, JUSTICE AND EVERYONE THAT COMES TO THE BOARD MEETINGS AND EVERYONE THAT PARTNERS WITH US.
2017 MAKES OUR 5TH BUDGET YEAR WHERE WE ADOPTED A BUDGET THAT DID NOT EXCEED THE TAX CAP. IT WAS THE 4TH CONSECUTIVE BUDGET CLOSE OUT THAT WE ENDED THE YEAR UNDER BUDGET. WE WERE AUDITED BY THE COMPTROLLER OF NEW YORK STATE WITH NO FINANCIAL RECOMMENDATIONS OR ISSUES. WE RECEIVED THE HIGHEST DESIGNATION FROM THE COMPTROLLERS FISCAL STRESS RATING AND THAT IS THE FIRST TIME IN VILLAGE HISTORY. WE SECURED OUTSIDE FUNDING OF MORE THAN $500,000.00 TO DO THE FOLLOWING.
WE CREATED 4,300 SQ FT OF NEW SIDEWALK, WE REPLACED 3,500 SQ. FT. OF OLD UNSAFE SIDEWALK
IN OUR DOWNTOWN. WE CREATED 3 NEW STAMPED CONCRETE PEDISTRIAN CROSSWALKS, WE PAVED 2 LINEAR MILES OF ROADWAY AND THIS IS IN A VILLAGE THAT HAS 3.5 SQ. MILES AND THIS WAS WITH REAL ASPHALT NOT THE OLD TAR AND CHIP. WE TURNED AN UNSIGHTLY GATEWAY INTO OUR VILLAGE INTO A PUBLIC PARK AND PASSIVE BOAT LAUNCH. ALL WITH OUTSIDE FUNDING. WE SECURED 2 GRANTS TOWARDS THE END OF THE YEAR TOTALLING $125,000.00. ONE WAS FROM SENATOR JOHN BONACIC AND THE OTHER WAS FROM ORANGE COUNTY COMMUNITY DEVELOPMENT. THESE WILL BOTH BE SPENT IN 2018, ONE IS FOR EQUIPMENT FOR OUR PARKS DEPARTMENT AND THE OTHER IS FOR OUR SENIOR CITIZEN BUILDING UPGRADE AS WELL AS TO MAKE THE ELKS BATHROOMS ADA COMPLIANT ALSO FOR OUR VILLAGE SENIORS. WE HOSTED SEVERAL FESTIVALS INCLUDING THE HOBOKEN FILM FESTIVAL, A JAZZ FESTIVAL AND A MUSIC FESTIVAL. WE SECURED PERMITTING FOR A NEW WELL AND THE NECESSARY WELL BORINGS BOTH SHOULD BE DONE EARLY THIS YEAR. WE INCREASED THE HOURS OF OPERATION AND ACTIVITIES OF OUR COALITION YOUTH AND TEEN CENTER. WE BEGAN WORKING WITH A SKATEPARK COMMITTEE FOR THE FUTURE OF A TOWNWIDE SKATEPARK. WE JOINED FORCES WITH THE TOWN AND VILLAGES FOR A TOWN WIDE VISIONING PROJECT. WE COMPLETED A WATER QUALITY STUDY OF OUR LAKE WITH WEST POINT AND OUR STUDENTS. WE PARTNERED WITH ORANGE AND ROCKLAND AND WHATAWAH PARK TO FULLY CONNECT THAT PARK WITH NATURAL GAS. WE THEN RECEIVED $100,000.00 FROM ORANGE AND ROCKLAND TO FULLY PAVE THE ROAD. NOT EVERYTHING IN 2017 WAS SMOOTH, WE STARTED THE YEAR WITH A SHAKE UP IN OUR BUILDING DEPARTMENT. WE HAD TO REPLACE OUR BUILDING INSPECTOR VERY QUICKLY AND UNDER VERY UNFORTUNATE TERMS. WE STAYED VERY BUSY THE ENTIRE YEAR MANAGING THE DAY TO DAY OPERATIONS OF RUNNING THE VILLAGE AND KEEPING THE RESIDENTS HAPPY AND CONTINUING TO ACCOMPLISH THE GOALS SET BY THIS ADMINISTRATION. WE WERE HIT TOWARD THE END OF THE YEAR WITH A MASSIVE WATERMAIN LEAK, NOT ORDINARILY THAT DIFFICULT TO MANAGE BUT WITH NEW WELL IN OPERATION WE WERE UNABLE TO MEET THE WATER DEMAND OF THE LEAK AND THE WATER USAGE OF THE RESIDENTS AT THE SAME TIME. THANKFULLY RESIDENTS AND BUSINESS OWNERS CAME TOGETHER AND REDUCED WATER COMSUMPTION AND WE SOLVED THE PROBLEM. TOWARDS THE END OF THE YEAR WE RECEIVED FINAL WATER SAMPLE RESULTS, WHICH CONCULSIVELY ENDED THE LEAD ISSUES IN OUR WATER SYSTEM.
WHEN THE NEW VILLAGE BOARD TOOK OVER NEARLY 5 YEARS AGO WE ALL AGREED VERY SIMPLE GOALS WE WANTED TO ENHANCE THE HEALTH AND THE QUALITY OF OUR LAKE, IMPROVE THE QUALITY OF LIFE FOR OUR COMMUNITIES YOUTH, REVITALIZE MAIN STREET, TAKE CARE OF OUR SENIORS, PROVIDE FINANCIAL STABILITY AND EFFICIENT GOVERNING PRINCIPALS AND LASTLY BRING IN TOURISM WHILE IMPROVING QUALITY OF LIFE FOR ALL OF OUR RESIDENTS, THROUGH ARTS, ACTIVITIES AND COMMUNITY CELEBRATIONS. I CAN SIT HERE TODAY CONFIDENT THAT WE HAVE ACHIEVED THESE GOALS IN THE PAST YEAR AND EVERY YEAR OF THIS ADMINISTRATION. 2018 WILL BE NO DIFFERENT. WITH THE CONTINUED SUPPORT OF THE VILLAGE BOARD, OUR RESIDENTS AND BUSINESSES, WE WILL CONTINUE TO ACHIEVE THESE GOALS AND WORKING TOWARD THE BETTERMENT OF GREENWOOD LAKE. I WOULD LIKE TO THANK EVERYONE INVOLVED IT WAS A COLLECTIVE EFFORT. PHIL LANDRU THIS WAS YOUR YEAR, 2018 WILL BE YOUR YEAR. WE DEALT WITH A LOT OF WATERMAIN BREAKS AND THEY AREN’T FADING AWAY ANYTIME SOON. I WANT TO THANK YOU FOR STAYING UP DAY AND NIGHT WORKING 7 DAYS A WEEK AT THE WATER PLANT ALWAYS BEING READY TO DEAL WITH THE HEADACHES THAT SOME OF US DON’T HAVE TO HEAR. VISITING ELECTED OFFICIAL, I AM HAPPY TO WELCOME THE DEPUTY MAYOR OF WARWICK AND OUR REPRESENTATIVE LEGISLATURE BARRY CHENEY.
HELLO I APPRECIATE THE OPPORTUINTY TO COME USUALLY I HAVE MEETING CONFLICTS SO I CAN’T MAKE IT HERE ON A REGULAR BASIS. I JUST WANTED TO LET EVERYONE KNOW THE NEW COUNTY GOVERNMENT CENTER IS OPEN FOR BUSINESS. CURRENTLY THE LEGISLATURE THE COUNTY EXECUTIVE, THE DISTRICT ATTORNEY AND GENERAL SERVICES ARE OPEN. OVER THE NEXT TWO WEEKS EXCEPT THE COUNTY CLERK SHE EXPECTS TO MOVE IN SOMETIME IN THE END OF FEBRUARY EARLY MARCH AND THE DMV WILL BE OPEN AT THAT TIME IN GOSHEN. THAT IS A GOOD THING TO SEE THE RETURN OF DMV TO GOSHEN. THE COMMITTEES ARE WORKING THIS MONTH ON THE NEW COMMISSIONER JAMES BROOKS HE IS CURRENTLY A DEPUTY IN PUBLIC WORKS, HE HAS A STRONG BACKGROUND IN CONSTRUCTION. WE KNOW THAT WE HAVE QUITE A FEW ISSUES IN THE PARKS DEPARTMENT. THE COUNTY HAS OPENED THE CONGREGATE DINING SITE AT THE SENIOR CENTER HERE IN THE VILLAGE. I DON’T REMEMBER HER NAME.

MAYOR DWYER NOTED THAT THE POLICE REPORT WILL BE GIVEN BY OFFICER MIKE DUNLOP. OFFICER DUNLOP REPORTED THE POLICE REPORT FOR DECEMBER 2017. THE POLICE DEPARMENT HANDLED 1119 COMPLAINTS 26 ARRESTS, ISSUED 74 TRAFFIC TICKETS, ISSUED 4 PARKING TICKETS AND INVESTIGATED 4 MVA’S.
JUSTICE REPORTED BY JUSTICE KEITH GARLEY. THE COURT OPENED 68 FILES AND CLOSED 77. WE HAVE RECEIVED CONFIRMATION THAT WE WILL RECEIVE $4,607 FOR THE JCAP GRANT AND FILE CABINETS IF YOU WOULD LIKE THE OLD ONES. THE MAYOR NOTED THAT ONE OF YOUR CHAIRS WAS BROKEN SO WE HAD TO STICK IT IN THE CLOSET SO NO ONE WOULD GET HURT.
WATER DEPARTMENT REPORT BY PHIL LANDRU
READ HIS LENGTHY WATER REPORT. THE DEPARTMENT HAS BEEN SO BUSY REGARDING THE WATER MAIN BREAK, FROZEN METERS, ISSUES AT THE PLANT, A ROUND OF SAMPLING, WORKING WITH THE DOH. I WOULD LIKE TO THANK THE DPW FOR THEIR PROMPT ATTENTION ON SOME WATER LEAKS. WE PASSED THE LEAD AND COPPER WITH NO LEAD EXCEEDANCE. WE ONLY HAVE 2 COPPER SAMPLES OVER THE LIMIT OF EXCEEDANCE. THE VILLAGE HAS INTRODUCED POLY ORTHO AND WERE MONITORED BY THE DOH AND THE CHEMICAL ENGINEER JIM DWYER. WE WILL BE WORKING WITH THE DOH ON IMPROVING THE EFFECTIVENESS OF THAT THIS LASTEST ROUND OF SAMPLE RESULT AS TO HOW WE CAN GO ABOUT ADJUSTING WITHOUT MOVING FORWARD WITH THE SODA ASH SYSTEM. THE AQUAFEED FULL WELL TREATMENT WAS DONE TODAY ON WELL E SHOULD BE WORKING TOMORROW. I CAN GET MORE WATER AND AJUST TO COME BACK AND BE IN PRETTY GOOD SHAPE. PHIL ASKED IF ANYONE HAD ANY QUESTIONS.

VILLAGE CLERK REPORT – PAT OLSEN STATED THE VILLAGE ELECTION IS ON MARCH 20TH AND PETITIONS ARE DUE BY FEBRUARY 13TH IF YOU WANT TO RUN FOR OFFICE. WE HAVE TWO CANDIDATES THAT ARE RUNNING FOR REELECTION, CHAD SELLIER AND KATHELEEN BUCKLEY. IF YOU STILL HAVENT PAID YOUR WATER BILL IT IS NOW EXTREMELY DELINQUENT AND WE WILL ONLY ACCEPT PAYMENT UNTIL FEBRUARY 1ST. AFTER THAT DATE IT WILL BE A RELEVY ON YOUR JUNE TAX BILL. OLD BUSINESS
LEAD AND COPPER – MAYOR DWYER STATED AS PHIL SAID WE HAVE ALMOST ERADICATED LEAD FROM THE EQUATION. WE WERE NOT PRODUCTING WATER WITH LEAD, BUT THE WATER CORRODES PIPES IN PEOPLES HOMES THAT WERE BUILT PRE-1982 AND USED LEAD SODDER. THERE WERE WATER SAMPLES THAT TESTED POSITIVE FOR LEAD. WE WERE GIVEN PERMISSION TO USE CERTAIN CHEMICALS LEGALLY AND THAT HAS SOLVED THE PROBLEM. COPPER IS STILL AN ISSUE, BUT IT IS A QUALITY OF LIFE ISSUE NOT A HEALTH ISSUE. WE ARE BRINGING THAT LEVEL DOWN, BUT IT IS A SLOWER PROCESS.
NEW MUNICIPAL WELL – TRUSTEE HOWLEY AND PHIL HAVE REPORTED ON THAT. OUR THIRD WELL BORING DID IDENTIFY A GOOD SOURCE OF WATER, BUT WE ARE GOING TO CONTINUE TO TEST TO FIND THE OPTIMUM SPOT.
AIRBNB – MAYOR DWYER STATED WE HAVE THE DRAFT LAW IF ANYONE IS INTERESTED UP HERE ON THE TABLE. IT IS ON OUR WEBSITE, WE SENT IT TO THE TOWN BOARD, PLANNING BOARD, ZONING BOARD AND COUNTY PLANNING BOARD. IT DOES NOT INCLUDE THE FEE AMOUNTS AS OF YET. THEY WILL NOT BE EXHORBITANT. THE PENALTY WILL BE MUCH MORE SIGNIFICANT. THE FEES WILL BE FAIR AND AVAILABLE AT THE NEXT MEETING. WE ARE GOING TO SET A PUBLIC HEARING FOR FEBRUARY 20TH AND AFTER THAT WE WILL VOTE ON IT. PART TIME POLICE CONTRACT – WE HAVE REACHED OUT TO THEM TO LET THEM KNOW THEIR CONTRACT IS EXPIRING AND WE WANT TO START NEGOTIAIONS.
LAKE MANAGEMENT – ONE OF THE DECISIONS WE MADE WHEN WE INTRODUCED HERBICIDES BACK INTO THE LAKE WAS THAT WE WOULD HAVE BENCHMARKED DATA TO ANALYZE THE HEALTH OF THE LAKE. WE WILL HAVE A PRESENTATION BY THE HERBICIDE COMPANY THAT WILL SHOW PRETREATMENT HEALTH AND YEAR TO YEAR FOR THE LAST FIVE YEARS. WEED GROWTH HAS BEEN SIGNIFICANTLY REDUCED. WE DON’T ANTICIPATE A FULL TREATMENT OF HERBICIDE THIS YEAR, SO WE WILL BE USING THE LAKE MANAGEMENT BUDGETED MONEY ON HYDRORAKING. THE BOARD HAS AUTHORIZED ME TO GO OUT TO BID FOR THIS PROJECT. WE DID THIS FIVE YEARS AGO BUT WERE UNABLE TO COMPLETE THE JOB DUE TO LAKE LEVELS.
2018/2019 BUDGET – WE ARE MEETING WITH OUR DEPARTMENT HEADS AND HAVE REQUESTED THEY TURN IN PROPOSED BUDGETS WHICH OF COURSE HAVE ALL THE BELLS AND WHISTLES THAT THEY ARE LOOKING FOR. WE THEN BRING THEM BACK TO REALITY. THERE WILL BE BUDGET MEETING IN MARCH AND THEN WE ADOPT THE BUDGET IN APRIL
LAKE COMMISSION USER FEES – MAYOR DWYER STATED I WANTED TO INFORM THE BOARD THAT THE LAKE COMMISSION IS PUSHING FOR USER FEES AGAIN. I BELIEVE IT’S A LONG WAY OUT AND THEY NEED TO GET AUTHORIZATION FROM BOTH STATES. THEY ASKED FOR MY SUPPORT AND I TOLD THEM I COULDN’T GIVE IT. I HAD ABOUT TEN QUESTIONS I WANTED ANSWERED AND THEY ARE GOING TO GET BACK TO ME WITH ANSWERS.
