TRUSTEE SELLIER – IN THE LAST MONTH I HAVE SEEN SO MANY CARS PULLED OVER BY TOWN OF WARWICK.
CHIEF HANSEN – THEY NORMALLY DON’T PATROL HERE, BUT IF THEY SEE SOMETHING WHILE DRIVING THROUGH ITS CERTAINLY THEIR RIGHT TO DO SOMEHTING ABOUT IT.

I WANT TO THANK THE SCHOOL DISTRICT FOR ALL THEIR HELP WITH THE INDOOR SOCCER TOURNAMENT THAT WAS JANUARY 5TH AND 6TH AT THE MIDDLE SCHOOL. THEY PROVIDED SECURITY AND WE HAD A LOT OF GREAT COMPLIMENTS AABOUT THE SECURITY. WE HOSTED OVER 30 TEAMS AND THEY WERE IMPRESSED.

IT IS A $45.00 REGISTRATION FEE AND THEY ARE DOING THREE DIVISIONS THIS YEAR; T-BALL WHICH IS K-1ST, JUNIORS 2ND-5TH, SENIORS 6TH-9TH. THERE IS ALSO A REGISTRATION ON SATURDAY AT VILLAGE HALL BETWEEN 11;00 AND 1. THEY WILL ALSO BE AT GIRL SCOUT THINKING DAY IN FEBRUARY. COME ON OUT AND SIGN UP.
WINTER CARNIVAL – WILL BE ON FEBRUARY 16TH AND 17TH AT THE THOMAS MORAHAN PARK. THERE WILL BE ACTIVITIES WHETHER OR NOT THE LAKE IS FROZEN. THERE WILL BE FOOD, GAMES AND A BAND, SO COME ON OUT WITH YOUR FAMILY.
TRUSTEE SELLIER REPORT – FOR THE MONTH OF DECEMBER THE BUILDING DEPARTMENT TOOK IN $2,866.00. 9 BUILDING PERMITS, 2 RENTAL INSPECTION LETTERS SENT. THEY DID NOT HAVE A PLANNING OR A ZONING MEETING DURING DECEMBER. THE MAYOR AND I CONDUCTED INTERVIEWS FOR THE BUILDING INSPECTOR POSITION WHICH INCLUDED SEVEN INDIVIDUALS AND WE HAVE ONE MORE TO INTERVIEW AND THEN WE WILL BE MAKING A DECISION.
ATTORNEY BUCKHEIT REPORT – I HAVE A LENGTHY REPORT THAT I HAVE SUBMITTED TO THE BOARD MEMBERS MOST OF WHICH IS CONFIDENTIAL BUT I WOULD LIKE TO BRING TWO PARCELS OF PROPERTY TO THE ATTENTION OF THE VILLAGE BOARD. I HAVE AN ENGINEERING DEGREE AS WELL AND HAVE BEEN ACKNOWLEDGED AS AN ENGINEERING EXPERT BY THE COURT OF NEW YORK FOR OPINION IN TRIAL. I WANT TO MAKE RECOMMENDATIONS TO THE VILLAGE BOARD ON TWO PROPERTIES THAT CONCERN ME RIGHT NOW. THE FIRST IS 4 COURT AVE AND 6 COURT AVE. THE FIRST PARCEL HAS A BOATHOUSE IN DIRE NEED OF DEMOLITION. A GOOD PORTION OF THE STRUCTURE IS CAVING IN. I HAVE VISITED THESE PROPERTIES OVER THE PAST FEW MONTHS WITH THE BUILDING INSPECTOR. THERE ARE BROKEN BOATS ALL AROUND THIS PROPERTY, ABOUT 25% OF THE ROOF IS CAVED IN WITH SNOW AND ICE ON IT. IT IS AN ATTRACTIVE NUISANCE TO CHILDREN AND IS IN DANGER OF COLLAPSE. THERE ARE HOLES IN THE WALL, CRACKED FOUNDATION, AND IT IS EXTREMELY UNSAFE.
THE PROPERTY LOCATED AT 6 COURT AVE HAS A STRUCTURE THAT MAY HAVE BEEN RESIDENTIAL. THE ROOF LINE IS AT RISK OF CAVING IN, THERE ARE CRACKS IN THE FOUNDATION AND YOU CAN SEE THROUGH IT. THE WALLS ARE CRACKED, VERMIN ARE PRESENT. THE DOOR IS UNSECURE AND THE WINDOWS ARE BROKEN. IT APPEARS THAT THERE IS SO MUCH GARBAGE OR DEBRIS THAT A FIREFIGHTER COULDN’T PASS THROUGH. ALL OF THIS LEADS US TO CONCLUDE THIS IS AN UNSAFE PROPERTY.
I WANT THE VILLAGE BOARD TO LOOK AT SECTION 42 OF THE VILLAGE CODE, SUBSECTION C, WHICH BASICALLY STATES IF ANY STRUCTURE HAS DETERIORATED FROM ITS ORIGINAL STATE TO THE DEGREE THAT IT CANNOT BE RESTORED, IT SHOULD BE DEMOLISHED. IN ALL CASES WHERE AN UNSAFE BUILDING IS A FIRE HAZARD, IT SHOULD BE DEMOLISHED. IT IS MY EXPERT OPINION THAT THIS IS APLICABLE TO BOTH 4 AND 6 COURT AVE. THE CODE 40-6 STATES IN CASES WHERE THERE IS AN IMMEDIATE DANGER TO PERSONS, THE BOARD OF TRUSTEES SHALL CAUUSE THE IMMEDIATE REPAIR OR DEMOLITION OF SAID BUILDINGS AND THE COST SHALL BE RELEVIED. I HAVE PREPARED A LETTER ALONG ITWH THE BUILDING INSPECTOR. IT IS CLEAR THAT AN UNSAFE BUILDING HAS INFESTION, FOUNDATION WALLS THAT ARE NOT STRUCTURALLY SOUND. EXTERIOR PORTCHES WHICH LACK HAND RAILINGS, ETC. THESE BUILDINGS ARE UNSAFE, ONE IS ALREADY STARTING TO FALL DOWN. THEY ARE FIRE HAZARDS, THEY PROPOSE A RISK TO CHILDREN. I AM GOING
TO PROPOSE THE FOLLOWING:
RESOLUTION #28 OF 2018/2019

OLD BUSINESS
NEW WELL – THIS IS A LENGHY PROCESS. AFTER MANY ATTEMPTS TO FIND WHERE THE BEST WELL WOULD BE, WE DECIDED VINE STREET BY THE BASKETBALL COURT WILL BE THE SITE. WE JUST PERFORMED TESTING WHICH SHOWS IT WILL PRODUCE 280 GALLONS PER MINUTE. IT SHOULD PROVIDE WATER LONG TERM. WE HAD TO WAIT TO DO TESTING FORR A FIVE DAY RAIN FREE PERIOD. TRENCHES NEED TO BE DUG AND WE NEED THE DEC TO GIVE US A PERMIT TO DIG THROUGH THE WETLANDS.
HUD PROJECTS – WE HAD WALK THROUGHS LAST WEEK FOR THE SENIOR CENTER PROJECT AND THE ELKS CLUB BATHROOM PROJECT WITH A TOTAL OF FIVE CONTRACTORS. BIDS ARE DUE JANUARY 31ST AND WORK SHOULD START SHORTLY AFTER.

BUBBLERS – THE BOARD DISCUSSED AT OUR WORKSHOP LOOKING INTO REGULATIONS FOR BUBBLERS, WHICH LAKEFRONT OWNERS MAY USE TO KEEP THE DOCK FROM FREEZING. IF YOU LIVE ON THE MAIN PART OF THE LAKE, THE DANGEROUS TIME OF YEAR IS SPRING WHEN DRIFTING ICE FLOWS DOWN. I HAVE ALREADY DONE SOME RESEARCH, BUT WE MAY PASS OUR OWN SO THAT IT CONSTITUTES A FAIR POLICY TO HOMEOWNERS AS WELL AS PPEOPLE WHO MAY WANT TO USE THE LAKE.

PROPERTY MAINTENANCE – YOU HEARD ATTORNEY BUCKHEIT OUTLINE WHAT IS NEEDED FOR 4 AND 6 COURT AVE.
2019 LAKE MANAGEMENT – I MET WITH LAKE SOLITUDE WHICH IS THE COMPANY THAT HAS BEEN MANAGING LAKE MAINTENANCE OVER THE LAST FEW YEARS WE WENT OVER SOME POTENTIAL PRODUCTS WHICH INCLUDE SOME SEDIMENT REMOVAL. WE WEREN’T ABLE TO FINISH THE PROJECT ON THE WEST SIDE OF THE LAKE BY DEFEO’S MARINA LAST YEAR, SO HOPEFULLY WE CAN DO IT THIS YEAR. BY THE END OF THE WEEK WE WLL HAVE SOME PRICING. LAST YEAR I PUT TOGETHER THE PERMIT APP FOR THE DEC, ETC. I AM CURIOUS TO SEE HOW MUCH IT WILL COST THEM TO DO THIS. EITHER WAY WE WILL BE APPLYING FOR THE PROPER PERMITS. WE ARE HOING THE DEC WILL LET US MAKE GOOD HEADWAY.
PRIVELEGE OF THE FLOOR.
RESIDENT CAROLE FLOOD – I HEARD YOU SAY THAT PROPERTY OWNERS HAVE TEN HOURS AFTER THE END OF A STORM TO SHOVEL AND CLEAR SIDEWALKS. WHO POLICE’S THAT?
MAYOR DWYER – THIS STORM I WENT AROUND AFTER, BECAUSE IT WAS A HOLIDAY, BUT NORMALLY IT WOULD BE THE BUILDING INSPECTOR WHO WOULD BE CHECKING ON THAT. THIS ONE WAS PRETTY GOOD, THERE WERE SOME INSTANCES WHERE SOMEONE PPLOWED SNOW ONTO SOMEONE ELSE PROPERTY. LAST YEAR WE ISSUED 20 OR SO VIOLATIONS FOR NOT SHOVELING SIDEWALK.
CAROLE FLOOD – AND THE SNOW SHOULD BE SHOVELED INTO WINDERMERE AVE?
MAYOR DWYER – NO, THAT’S NOT LEGAL. THE DPW WILL COME AROUND TYPICALLY IF THEY CAN AND HELP REMOVE LARGE AMOUNTS OF SNOW. IF YOU HAPPEN TO SEE THAT HAPPENING PLEASE LET US KNOW.
