WINTER CARNIVAL IS COMING UP OVER PRESIDENTS DAY WEEKEND. WE ARE PARTNERING WITH THE CHAMBER OF COMMERCE. THE WINTER CLASSIC HOCKEY TOURNAMENT IS SCHEDULED THAT WEEKEND AS WELL, IF WE HAVE ICE.

 

FIREWORKS – MAYOR DWYER STATED I KNOW EVERYONE HAS BEEN CALLING VILLAGE HALL AND THE DATE IS SET FOR FRIDAY JULY 3RD, WITH THE PARADE ON SATURDAY JULY 4TH AT 11:00AM.

WE REPLACED CURB BOXES ON MAPLE, MARY AND ARISTOTLE LANE. WE PUT IN 200 FEET OF CULVERT PIPE AND A CATCH BASIN AT THE EMERALD POINT, WE INSTALLED A CATCH BASIN AT 22 EDGEMERE AVE. WE HELPED IN DREDGING THE LAGOON ON WOODLAND DRIVE. WE HAD SNOW STORMS ON THREE DIFFERENT OCCASIONS, WE TRIMMED TREES AND REMOVED BRUSH AND LEAVES WHEN NECESSARY.

 

MAYOR DWYER STATED WE HAVE DONE A LOT OF GREAT DRAINAGE PROJECTS.

 

POLICE             REPORTED BY DETECTIVE JONES

 

IN THE MONTH OF DECEMBER, WE HANDLED 1,468 COMPLAINTS, WE MADE 22 ARRESTS, ISSUED 90 TRAFFIC SUMMONSES, 2 PARKING TICKETS AND RESPONDED TO 11 MOTOR VEHICLE ACCIDENTS.

 

MAYOR DWYER STATED THE AMBULANCE CORP HAS BEEN INCREDIBLY BUSY, AVERAGING 1 OR 2 CALLS A DAY. THEY ARE ALL VOLUNTEERS AND I HAVE TO SAY ARRIVING ON A SCENE AND ALREADY HAVING A POLICE OFFICER THERE PROVIDING ASSISTANCE PROVIDES A CERTAIN LEVEL OF COMFORT. I WANT TO COMMEND THE POLICE DEPARTMENT AND SAY HOW VALUABLE THAT IS FOR RESPONSE TEAMS.

 

TRUSTEE KATHELEEN HOLDER – I KNOW SOMEONE OVER THE WEEKEND WHO NEEDED AN AMBULANCE AND IT WAS UP IN WAH TA WAH AND BECAUSE OF THE WEATHER, THE POLICE MADE SURE THE ROADS WERE CLEAR SO THE AMBULANCE COULD GET UP THERE.

SCHOOL BOARD – THEY WELCOMED A NEW MEMBER NAMED YUKON LEE, WHO TOOK OVER JOHN FINN’S SPOT.

 

RECREATION – REGISTRATION IS NOW AVAILABLE FOR LITTLE LEAGUE. YOU MUST REGISTER THROUGH THE WEBSITE NOW AT GWLLITTLE LEAGUE .COM.   THE GREENWOOD LAKE SOCCER CLUB JUST CELEBRATED THEIR 40TH INDOOR TOURNAMENT. THE WINTER CARNIVAL IS COMING UP AND THEY CURRENTLY HAVE 24 VENDORS PLUS 15 FOOD TRUCKS. THERE WILL BE INDOOR AND OUTDOOR ACTIVITIES FOR KIDS AND ADULTS. THERE WILL BE SHUTTLE BUSES FOM THE LEGION THROUGH THE VILLAGE.   THE ENTERTAINMENT WILL BE PROVIDED BY ROCK UNDERGROUND, WHISKEY RIOT, BLACK DIRT BANDITS, AND OTHERS.

 

ON FEBRUARY 14TH THERE WILL BE A FRIEND IN NEED DOWN AT THE BEACH FOR A LOCAL NYPD POLICE OFFICER WHO IS SUFFERING FROM 9/11 RELATED CANCER. PLEASE COME DOWN AND SUPPORT THAT.

 

TRUSTEE HOWLEY REPORT

 

WATER – THE DEPARTMENT IS PLEASED TO REPORT THAT THE VILLAGED PASSED ITS MOST RECENT ROUND OF LEAD AND COPPER TESTING. TWENTY-ONE SAMPLES WERE COLLECTED FROM SELECTED LOCATIONS IN THE VILLAGE. THERE WAS ONLY ONCE EXEEDANCE FOR COPPER. THE RESULTS WERE SENT IN TO THE COUNTY HEALTH DEPARTMENT ON THE 19TH OF JANUARY WITH THE VILLAGES MONTHLY REPORT. THE HEALTH DEPARTMEMT IS STILL MONITORING THE VILLAGES CORROSION CONTROL ISSUES AND A FULL YEAR OF COMPLIANCE WILL MOVE THE SAMPLING SCHEDULE FREQUENCY BACK TO THREE YEARS INSTEAD OF EVERY SIX MONTHS.

 

THE NEW WELL PROJECT IS IN THE PIPING STAGE TO BE ABLE TO FINALLY START BRINGING WATER INTO THE PLANT, ALONG WITH CONDUIT AND WIRE FOR THE NECESSARY POWER AND CONTROLS TO OPERATE THE PUMP. THE WELL LINE OVER TO THE PLANT RUNS ADJACENT TO THE WETLANDS BUFFER AND PORTION RUNS THROUGH A SMALL STREAM. A PRESENTLY ELEVATED WATER TABLE HAS MADE THE JOB A LITTLE MORE DIFFICULT. WE’VE BEEN MEETING WITH THE VILLAGE ENGINEER AND SEVERAL CONTACTORS TO CHOOSE THE MOST COST EFFECTIVE MEANS OF RUNNING THE LINE WITHOUT DISTURBING THE WETLAND AREA. OUR OPERATORS HAVE BEEN OBTAINING THEIR NECESSARY TRAINING REQUIREMENTS BY COMPLETING STATE APPROVE COURSES THROUGH ONLINE PORGRAMS IN ORDER TO MAINTAIN THEIR TREATMENT LICENSES AND CERTIFICATIONS.  

 

TRUSTEE SELLIER REPORT

 

IN THE MONTH OF DECEMBER, THE BUILDING DEPARTMENT TOOK IN $2100.00. FOR THE YEAR THE BUILDING DEPARTMENT TOOK IN APPROXIMATELY 62,000.00 WHICH IS A 6%INCREASE OVER THE PREVIOUS YEAR. THERE WERE NO ZONING OR PLANNING MEETINGS IN THE MONTH OF DECEMBER.

GIRLS SOFTBALL REGISTRATION IS ONGOING AT VILLAGE HALL FROM 8:00 TO 4:00 MONDAY THROUGH FRIDAY.

DELINQUENT WATER BILLS ARE DUE NO LATER THAN JANUARY 31ST. THEY WILL BE RELEVIED ON FEBRUARY 1ST TO YOUR VILLAGE TAX BILL. CHRISTMAS TREE PICKUPS ARE ONGOING THROUGH JANUARY ON MONDAYS FOR THE WEST SIDE OF VILLAGE AND THURSDAYS FOR THE EAST SIDE. IF THEY HAVE PASSED IT BY, GIVE US A CALL AT VILLAGE HALL AND WE WILL GET IT PICKED UP. VILLAGE ELECTION IS WEDNESDAY MARCH 18TH FOR TWO TRUSTEES FOR TWO YEAR TERMS AT THE SENIOR CENTER FROM 12:00 TO 9:00PM.

OLD BUSINESS

 

WELL PROGRESS – MAYOR DWYER STATED TRUSTEE HOWLEY COMMENTED ON PHILS WATER REPORT THAT WE FINALLY RECEIVED THE DEC PERMITS AND ARE IN THE PROCESS OF TRYING TO TRENCH A FOUR FOOT TRENCH AND HOPE TO HAVE THIS WELL UP AND RUNNING WITHIN THE NEXT 30 DAYS. WE ARE TRYING TO NAVIGATE THESE CHALLENGES.

 

HUD PROJECT UPDATES – THESE ARE GRANTS OFFERED FROM THE FEDERAL GOVERNMENT THROUGH THE COUNTY TO LOCAL MUNICIPALITIES FOR HANDICAP ACCESSIBLE IMPROVEMENTS. WE HAVE PURSUED A HANDICAP ACCESSIBLE DOORWAY AT THE SENIOR CENTER. WE WENT OUT TO BID AND IT CAME IN AT OVER $100,000. WE ARE GOING TO SEE IF WE CAN GET ANOTHER $25000 TOWARDS IT. IF NOT, WE WILL HAVE TO SCALE BACK. WE HAVE TO REPAIR A WALL OVER THERE AS WELL.

 

MAYOR DWYER STATED THE OTHER PROJECT WOULD BE HANDICAP ACCESSIBILITY AT THE VILLAGE HALL FOR THE ENTRANCEWAY AND THE WINDOW TO THE CLERKS OFFICE. WE WERE AWARDED $84000 FOR THAT. THE DOCUMENTS WERE SUBMITTED LAST WEEK AND ONCE APPROVED WE WILL GO OUT TO BID. HOPEFULLY WITHIN THE NEXT SIX MONTHS.

 

WINDERMERE AVE SIDEWALK- WE WENT OUT TO BID IN JUNE OR JULY AND THE BIDS CAME IN HIGH AND WE FELT THAT WAS BECAUSE IT WAS THE MIDDLE OF THE SUMMER. WE ARE GOING TO REBID THAT NOW AND HOPEFULLY WE WILL GET MORE COMPETITIVE BIDS.

 

WATER CONSULTANT BID – AN RFP TO DEVELOP A WATER MASTER PLAN. ONCE OF OUR MOST IMPORTANT RESPONSBILITITES IS TO PROVIDE CLEAN AND FAIRLY PRICED DRINKING WATER TO RESIDENTS. WE HAVE AN 80-YEAR-OLD SYSTEM, WITH PIPES UNDER THE ROAD, AND WE ARE CONSTANTLY PATCHING UP WHAT WE HAVE BUT IT HAS PROVEN TO BE SOMETHING THAT NEEDS LONG TERM CARE. WE ARE LOOKING FOR GRANTS, BUT YOU MUST HAVE AN ENGINEERED REPORT TO DO THAT.   IT WOULD BE GOOD FOR US TO HAV THAT AS WELL. I HAVE THREE ENGINEERS BIDDING IN THIS PROCESS. WE DO NOT NEED TO BID THIS OUT, BUT IT IS IN OUR BEST INTEREST TO DO SO. WE MAY FIND ONE FIRM WILL DO IT CHEAPER, AND ANOTHER TO DO IT BETTER. IN NY WE HAVE THE ABILITY TO CHOOSE THE BEST PRODUCT. THIS PLAN WILL DEVELOP COST MODELS FOR SHORT TERM AND LONG-TERM GOALS, GRANTS THAT ARE AVAILABLE AND WILL BE BROUGHT BACK TO US WITHIN 90 DAYS. I HOPE TO HAVE THE PROPOSALS BEFORE THE NEXT MEETING FOR REVIEW.

 

NEW BUSINESS

 

VLLAGE HOCKEY RINKS – MAYOR DWYER STATED I WANTED TO JUST THANK DUNCAN MCCARTHY AND SEAN AARONSON FOR WORKING ON GETTING THESE RINKS FOR US. ONE PERSON DONATED $10,000 FOR THE RINKS. THEY BELONG TO THE VILLAGE AND ARE TEMPORARY RINKS THAT CAN BE USED EVERY YEAR. THE ONLY THING THAT MIGHT NEED TO BE REPAIRED IS THE TARP. THE LAKE IS NOT ALWAYS FROZEN IN THE WINTER. WE HOPE THIS IS ONE MORE THING TO KEEP KIDS BUSY. THE RINKS ARE ABOUT HALFWAY FROZEN. THEY ARE LOCATED AT THE HELEN KELLY FIELD. SIGNS WILL BE POSTED; HELMETS WILL BE MANDATORY. ONE RINK WILL BE DEDICATED TO HOCKEY AND THE OTHER TO SKATING, AND LEARNING TO SKATE. GROWING UP I’VE LEARNED IF YOU HAVE ONE GOOD RINK, THE REALLY GOOD HOCKEY PLAYERS ARE GOING TO BE PUSHING OUT THE YOUNG SKATERS. THIS WAY EVERYONE WILL HAVE ACCESS. WE HAVE CAMERAS IN THAT AREA ALREADY SO THEY WILL BE MONITORED.

 

GROW LOCAL COMMUNITY GARDEN – MAYOR DWYER STATED TRUSTEE SELLIER HAS BEEN WORKING WITH THIS GROUP IN THEIR ENDEVOUR TO HELP OUR COMMUNITY GROW MORE PRODUCE LOCALLY. A COMMUNAL GARDEN WILL BE ESTABLISHED WITH SHARED RESPONSBILITY. IT’S A WONDERFUL CONCEPT. MORE INFORMATION WILL BE COMING.

 

2020 DRAWDOWN – MAYOR DWYER STATED THE GREENWOOD LAKE COMMISSION WILL BE MEETING ON FEBRUARY 10TH AT 7:00PM AT THE AMERICAN LEGION TO DISCUSS THE DRAWDOWN. THIS IS SOMETHING THAT HAPPENS EVERY 5 YEARS. WE ARE OBLIGATED TO REDUCE PHOSPHORUS AND RUN OFF FROM COMING IN TO OUR LAKE.   EVERY FIVE YEARS, IF THE LAKE IS DRAWN DOWN, DEBRIS CAN BE CLEARED, DREDGING CAN TAKE PLACE, BULKHEADS CAN BE REPAIRED. THERE ARE RISKS INVOLVED.   A FEW YEARS AGO, WE DIDN’T GET MUCH SNOWFALL OR PRECIPITATION TO REFILL THE LAKE. THE LESSON LEARNED IS TO CHANGE THE PLAN IF IT LOOKS LIKE A LESS THAN IDEAL WINTER, WE NEED THE OPTION TO CLOSE THE DAM EARLIER. THAT HAS BEEN DONE. THE BENEFITS FAR OUTWEIGH THE HAZARDS. I BELIEVE THE VILLAGE BOARD WILL UNANIMOUSLY SUPPORT A RESOLUTION FOR THE DRAWDOWN.   IF YOU WANT MORE INFORMATION OR HAVE QUESTIONS, ATTEND THE MEETING.

 

HYBRID POLICE VEHICLES – LT. ADAM EIRAND BROUGHT THE IDEA TO ME OF PURCHASING HYBRID POLICE VEHICLES. THROUGH A QUICK ANALYSIS, THE EXRA $4000 PURCHASE PRICE WILL BE OUTWEIGHED BY THE SAVINGS IN FUEL COSTS ALONE. THE BOARD HAS AUTHORIZED ME TO FURTHER RESEARCH HYBRID VEHICELS.

 

PART TIME POLICE CONTRACT – WE ARE GOING TO GO INTO EXECUTIVE SESSION TO DISCUSS OUR PART TIME POLICE CONTRACT AND SOME CHANGES WE WOULD LIKE TO MAKE. WE WILL COME BACK INTO REGULAR SESSION.

ON THE BACK YOU CAN SEE A DRAINAGE GRATE THAT HAS NO JUNCTION BOX. WE HAVE WORKED WITH THE ROAD DEPARTMENT TO GET PERMISSION TO PUT A JUNCTION BOX IN THERE. THOSE PICTURES SPEAK FOR THEMSELVES. I AM HERE TO GET PERMISSION FROM THE BOARD BECAUSE THAT WALL IS NOT ONLY ON MY PROPERTY BUT IT IS ALSO ON VILLAGE PROPERTY. I’D LIKE TO PUT IN A NEW WALL, LIKE THE ONE ON LARUE ROAD. IT’S A SUBSTANTIAL DIFFERENCE AND MADE OF ENGINEERED RECON BLOCK. YOU SHOULD ALLOW ME TO DO THIS FOR A COUPLE OF REASONS. THE WALL IN CHESTER, WAS PROBABLY IN THE NEIGHBORHOOD OF $200,000. I HAVE A STEAMSHOVEL ON SIGHT. THE BLOCK IS USED EXTENSIVELY ON BULKHEADS AND ROADS AROUND THE LAKE. IF YOU ALLOW ME TO DO IT THE WORK CAN BE DONE IMMEDIATELY. I WENT TO THE PLANNING BOARD, BUT THEY MADE ME REMOVE THE WALL FROM MY PLANS AND COME TO YOU BECAUSE OF THE LOCATION OF THE WALL.

MAYOR DWYER – I TOLD THE PLANNING BOARD CHAIRMAN THAT WE WOULD NOT MOVE FORWARD WITH THIS UNTIL YOU GOT PLANNING BOARD APPROVAL. I HAD A VERY CLEAR CONVERSATION WITH THE PLANNING BOARD. I THINK YOU AND I AND THE PLANNING BOARD CHAIRMAN AND THE ENGINEER AND TRUSTEE SELLIER SHOULD SIT DOWN AND DISCUSS THIS. YOU HAVE MY CELL PHONE NUMBER.

AUTHORIZES THE MAYOR TO EXECUTE AN ADDENDUM TO THE OFFICERS ENDOWMENT ASSOCIATION CONTRACT WHICH WILL INCREASE SALARIES BASE RATE AND CREATE ADDITIONAL STIPENDS AND ALTER AND SIMPLIFY THE LONGEVITY RATE SCHEDULE FOR PART TIME POLICE OFFICERS. AS PER THE DISCUSSED DOCUMENT, EXCEPT A MINOR CHANGE TO REDUCE THE HOURLY RATE TO APPROXIMATELY $24.25 TO GET THEM TO THE RATE OF $25.00 BY JUNE 1ST.
