TOWN SUPERVISOR MICHAEL SWEETON – THE BEACH HAS NOT BEEN AFFECTED BY THE ALGAE BLOOM SO FAR. WE HAVE FOLLOWED THE VILLAGE WITH SEPTIC LAWS AND FERTILIZER LAWS AND AT LEAST IN NEW YORK WE ARE TRYING TO DO OUR PART TO KEEP PHOSPHORUS LEVELS LOW.
POLICE REPORTED BY DETECTIVE LEANNE GAYLER
FOR THE MONTH OF JUNE 2019, WE HAD 1602 COMPLAINTS, MADE 122 ARRESTS, ISSUED 81 TRAFFIC TICKETS, 1 PARKING TICKET, INVESTIGATED 10 MOTOR VEHICLE ACCIDENTS, 16 NAVIGATION COMPLAINTS AND 1 NAVIGATION TICKETS. CHIEF HANSEN IS VERY HAPPY WITH THE FIREWORKS AND THANKS THE ORANGE COUNTY SHERIFFS OFFICE FOR THEIR ASSISTANCE. I SAW SOME REALLY GOOD FEEDBACK. ON JUNE 9TH WE HAD OUR ANNUAL BICYCLE RODEO WITH ABOUT 40 KIDS AND WITH GENEROUS DONATIONS WE WERE ALLOWED TO GIVE AWAY SOME BIKES. WE DO STILL HAVE A SUBSTANCE ABUSE PROGRAM GOING ON. NATIONAL NIGHT OUT IS CANCELLED THIS YEAR BUT WE WILL BE HAVING AN EVENT IN SEPTEMBER.

RECREATION – THERE IS AN INTERNATIONAL SOCCER CAMP COMING FROM JULY 29TH TO AUG 2ND.
SCHOOL BOARD – SARAH HADDEN IS NOW THE OFFICIAL SUPERINTENDENT AS OF JULY 1ST. THEY ARE RUNNING A SUMMER PROGRAM FOR THE INCOMING KINDERGARTEN KIDS TO GET THEM READY FOR THE SCHOOL YEAR.
CHAMBER – I GAVE OUT THEIR AWARD AT THE MIDDLE SCHOOL GRADUATION. THEIR NEXT MIXER IS GOING TO BE SEPTEMBER 24TH . GWL SKATEBOARD AUCTION IS AUGUST 25TH WITH MUSIC.
TRUSTEE HOWLEY REPORT –
POLICE – EVERYTHING IS BASICALLY STATUS QUO WITH THE DEPARTMENT. WE HAVENT INTERVIEWED ANY PART TIMERS LATELY.
WATER – THE WATER DEPARTMENT WOULD LIKE TO REPORT THAT OUR TWO WELLS ARE CURENTLY MEETING SUMMER DEMAND FOR THE TIME BEING, BUT NOT BY MUCH. THE TREATMENTS THAT WERE PERFORMED ON EACH WELL IN LATE JUNE HAVE GIVEN US JUST ENOUGH WATER TO KEEP OUR STORAGE TANKS FULL. RIGHT AFTER THE TREATMENTS, THE COMBINED LOW INTO THE PLANT WAS AROUND 215 GPM, WITH THE STATIC WATER LEVEL HOLDING AT A COMFORTABLE HEIGHT ABOVE THE PUMPS. WE AE ALREADY DOWN TO 195 GPM WITH THE LEVELS DROPPING. IVE BEEN KEEPING THE MAYOR UP TO DATE ON THE CONTINUING DECLINE IN PROGUCTION, AND HE HAS BEEN PUTTING PRESSURE ON THE DEC TO GIVE US THE NICESSARY APPROVALS TO PUT OUR NEW WELL INTO SERVICE.
WE DID ANOTH ROUND OF LEAD AND COPPER SAMPLES IN JUNE. WE ARE BARELY IN EXCEDANCE FOR COPPER. THIS REQUIRES US TO CONTINUE TESTING EVERY SIX MONTHS. THE HEALTH DEPT IS URGIN US TO PUT IN COSTLY PH LEVEL MEASURES TO ADDRESS OUR MILD CORROSION CONTRROL ISSUES. THEY WILL BE MET WHEN WE CAN START USING OUR NEW WELL.
THE SUMMER SYSTEM IN WAH TA WAH PARK, HAS BEEN RELATIVELY TROUBLE-FREE SINE THE REPLACEMENT OF MUCH OF THE OLD GALVANIZED PIPE WITH NEW PLASTIC. WE REPLACED A RECYCLING PUMP THAT HAS THE TASK OF PUMPING WASTEWATER OUT OF THE PLANT AS PART OF THE SPDES DISCHARGE REMOVAL PROCESS. THE PUMP HAD A BROKEN SHAFT AND WAS REPLACED. WE WOULD LIKE TO THANK THE TOWN DPW FOR ASSISTANCE WITH A WATER BREAK, A LINE TAP AND OTHER SERVICE LINE RELATED REPAIRS.
TRUSTEE KELM REPORT
THE GREENWOOD LAKE 5 K IS AUGUST 3RD AND YOU CAN STILL SIGN UP ONLINE. AT THE FB PAGE OR THE VILLAGE WEBPAGE. ALL PROCEEDS THIS YEAR ARE GOING TO THE TEEN CENTER. IT IS A WALK/RUN AND A GOOD WAY TO WALK THE VILLAGE.
SWIM LESSONS – THE FIRST SESSION IS OVER THIS THURSDAY. I WOULD LIKE TO THANK CARYN AND THE LIFEGUARDS FOR THEIR HARD WORK. THERE ARE A FEW SPOTS LEFT IN THE AUGUST SESSION WHICH RUNS THE 5TH THROUGH THE 26TH. YOU CAN STOP BY VILLAGE HALL TO SIGN UP.
SENIORS – THEY HAVE BEEN HAVING A VERY BUSY SUMMER. THEY JUST TOOK A TRIP TO SANDS. OFFICE OF THE AGING IS COMING ON JULY 31ST TO DO BLOOD PRESSURE CHECKS. THEY ARE HAVING LUNCH AT THE CONTINENTAL THIS MONTH AND THE SENIOR PICNIC IS INAUGUST.
LIBRARY – THEY ARE LOOKING AT A GRANT TO RENOVATE THE YOUTH CENTER, THE SUMMER READING PROGRAMM IS GOING STRONG WITH 150 KIDS AND 60 ADULTS. GO CHECK OUT THE PROGRAMS THEY ARE OFFERING AT GWL LIBRARY.COM.
TRUSTEE SELLIER REPORT – IN THE MONTH OF JUNE THE BUILDING DEPARTMENT TOOK IN $5,839.00 WITH 26 BUILDING PERMITS, 8 ABSTRACT FEES, 4 ANNUAL INSPECTIONS.
PLANNING BOARD – MET IN THE MONTH OF JUNE WITH ONE APPLICANT AND IT WAS A CONTINUED APPLICATION THAT NEEDED VARIANCES FROM THE ZBA. IT WAS APPROVED.
ZBA MET WITH ONE APPLICANT FROM EAST SHORE ROAD, WHERE THE APPLICANT WOULD LIKE TO ADD TWO ACCESSORY STRUCTURES NEXT TO THE PINK HOUSE. THEY NEED TO HAVE A PUBLIC HEARING AND THERE ARE SOME STEEP SLOPE ISSUES THAT HAVE TO BE ADDRESSED BEFORE THE PLANNING BOARD. THERE WERE A LOT OF INTERESTED PARTIES
ATTORNEY BUCKHEIT REPORT – IVE BEEN LOOKING AT UPDATING THE VILLAGES SEXUAL HARASSMENT POLICY AND HAVE PREPARED A DRAFT. THE REST OF MY REPORT IS CONFIDENTIAL IN NATURE.

I WANTED TO REMIND EVERYONE THAT WE ARE STILL COLLECTING TAXES. IF PAID IN THE MONTH OF JULY THERE IS A 5% PENALTY AND IT GOES UP MONTHLY UNTIL THE END OF OCTOBER. IF YOU HAVE POTHOLE COMPLAINTS, OR GARBAGE OR ANY OTHER ISSUES PLEASE CALL MY OFFICE AT 477-9215. THE CONCERT SCHEDULE IS ON THE CALENDAR.
OLD BUSINESS
MAIN REPLACEMENT WITH ORANGE AND ROCKLAND – WE WERE ABLE TO NEGOTIATE $177,000 FOR THEM TO REPLACE THE MAIN WHICH ALLOWS US TO REPAVE THE ROAD. THEY ARE DOING A MAIN REPLACEMENT PROJECT IN THE FLATS AND THE ROADS ARE PRETTY WIDE, SO THEY ARE PAYING FOR HALF OF THE ROAD TO BE REPAVED AND THE VILLAGE WILL PAY THE REST. THE ROADS BEING DONE NOW IS WINDERMERE AVE BY MURRAY AND THEN THE SERVICE TAPS HAVE TO BE REDONE AS WELL. THEY ARE DOING MURRAY TO THE INTERSECTION OF HAZEN, THEN CHURCH ST, MAPLE STREET, LAUREL AND MYRTLE. WE IDENTIFIED ROADS ON OUR PAVING LIST SO THAT THESE ROADS WERE SCHEDULED TO BE REPAVED ANYWAY. THEY HAVE BEEN KNOCKING ON DOORS TO LET RESIDENTS KNOW WHAT IS GOING ON.
PAVING AND ROAD WORK – WE ARE HOPING TO HAVE SOME PAVING DONE IN AUGUST. WE WERE SKIPPED LAST YEAR BECAUSE WE RELY ON STATE BID AND THERE WAS SO MUCH RAIN, THEY JUST DIDN’T GET TO US.
REFUSE CONTRACT – WE HAVE COUNSEL TO GO THROUGH THE LATEST GARBAGE BID. THEY REDRAFTED THE ENTIRE BID AND MADE SUBSTANTIAL CHANGES TO THE BIDAND WE WILL BE REBIDDING AS OF NEXT WEDNESDAY, JULY 31ST.
ATTORNEY BUCKHEIT – WE MADE MATERIAL CHANGES TO THE BID.
SIDEWALK PROJECT – MAYOR DWYER STATED WE ARE STILL MOVING FORWARD WITH THESE PROJECTS, ON WINDERMERE AVE AND MOUNTAIN LAKES LANE.
HUD PROJECTS – WE ARE ABLE TO TRANSFER MONEY FROM THE ELKS TO THE SENIOR CENTER. THEY ARE HAVING A MAJOR SHAKE UP IN HUD SO EVERYTHING HAS BEEN DELAYED. WE DID GET MORE MONEY.

LAKE ALGAE ISSUE – I UNDERSTAND THAT NOT EVERYONE IS ON FACEBOOK. I DID WRITE MY COLUMN FOR THE NEWSPAPER TODAY WITH A BRIED EXPLANATION OF WHAT IS HAPPENING. FOR THOSE OF YOU THAT DON’T KNOW, THE TOWN OF WEST MILFORD AND THE STATE OF NEW JERSEY IDENTIFIED SOME HARMFUL ALGAE IN THE SOUTHERN END OF GREENWOOD LAKE. FROM THAT TIME FORWARD WE HAVE BEEN IN CONSTANT CONTACT WITH THE NJ DEP, THE NYS DEC, THE TOWN OF WEST MILFORD, THE TOWN OF WARWICK, ORANGE COUNTY, ASSEMBLYMAN BRABANEC AND THE LAKE COMMISSION TO MAKE SURE THERE IS NO HARMFUL ALGAE IN THE NEW YORK SIDE. WE HAVE BEEN TESTING THE WATER, SURVEYING FROM DRONES, HAVING THE DEC SURVEY, THE DEPARTMENT OF HEALTH HAS CONDUCTED SURVEYS AT THE THOMAS P MORAHAN WATERFRONT PARK. UP UNTIL THIS POINT WE HAVE FOUND NO EVIDENCE OF ALGAE ON THIS SIDE OF THE LAKE. NEW TESTING RESULTS ARE NOT IN BUT SHOULD BE BY TUESDAY OR WEDNESDAY AND WE WILL KEEP THE PUBLIC INFORMED OF THE RESULTS. AS OF RIGHT NOW GO OUT AND HAVE FUN, ENJOY THE WATER.

WHEREAS, the Village of Greenwood Lake, Inc., desires to find ways to reduce electricity and/or natural gas costs for residential and commercial customers throughout the Village of Greenwood Lake, Inc.;
WHEREAS, the Village of Greenwood Lake, Inc., desires to adopt and approve through local law a Community Choice Aggregation Energy Program;
WHEREAS, the Village of Greenwood Lake, Inc., has been approached by Good Energy, L.P. regarding the possibility of Good Energy, L.P. acting as Administrator of the Village of Greenwood Lake, Inc., Community Choice Aggregation Energy Program;
WHEREAS, the Village of Greenwood Lake, Inc., has determined that Good Energy, L.P. is qualified to act as Administrator of the Village of Greenwood Lake, Inc., Community Choice Aggregation Energy Program;
Village of Greenwood Lake, Inc., desires to work with Good Energy, L.P., to take any and all steps necessary and required by the New York State Law and the policies, programs and orders of all State administrative agencies to evaluate, negotiate and contract for the implementation of the Community Choice Aggregation Energy Program, if the Village of Greenwood Lake, Inc., determines the same to in the best interest of the Village of Greenwood Lake, Inc.,
NOW, THEREFORE, BE IT RESOLVED, that the Village of Greenwood Lake, Inc., resolves as follows:
- The Village of Greenwood Lake, Inc., finds that the exploration of potential use of the Community Choice Aggregation Energy Program, in the Village of Greenwood Lake, Inc., is in the best interest of residential and commercial electricity and natural gas customers within the Village of Greenwood Lake, Inc.
- The Village of Greenwood Lake, Inc., hereby approves Good Energy, L.P. to act as Community Choice Aggregation Energy Program and authorizes the necessary Village of Greenwood Lake, Inc., officials to work with Good Energy, L.P. to conduct preliminary analyses, design programs, and procure electricity and natural gas service from an energy service company, as well as to take any and all steps necessary and required by the New York Law and the policies, programs and orders of all State administrative agencies, including but not limited to conducting an RFP to select an energy provider, and to negotiate and enter into any such agreements, including power purchase agreements to facilitate the implementation of the Village of Greenwood Lake, Inc., Community Choice Aggregation Energy Program if the Village of Greenwood Lake, Inc., determines the same to in the best interest of the Village of Greenwood Lake, Inc., electric and natural gas customers.
- The Village of Greenwood Lake, Inc., and/or members of the Board of Trustees of the Village of Greenwood Lake, Inc., as appropriate, or as otherwise required by law, are hereby authorized , empowered and directed to execute and deliver such documents and take all such action on behalf of the Village of Greenwood Lake, Inc., as may be deemed necessary, appropriate or advisable to carry out the intent or purpose of the foregoing resolutions,
- The execution, delivery and performance by the Mayor, and Board of Trustees, as appropriate or as otherwise required by law, for and on behalf of the Village of Greenwood Lake, Inc., of all such further instruments and documents required in connection with the implementation of a Community Choice Aggregation Energy Program, each in form and substance approved by the Village of Greenwood Lake, Inc., and the Board of Trustees, as appropriate or as otherwise required by law, by his/her/their signature thereon being conclusive evidence of such approval, are hereby in all aspects approved, adopted and authorized by and behalf of the Board of Trustees of the Village of Greenwood Lake, Inc.
- The foregoing resolution shall remain in full force and effect until revoked or amended by subsequent resolution of the Board of Trustees of the Village of Greenwood Lake, Inc.

MAYOR DWYER STATED WE DID PASS THE PUBLIC COMMENT SECTION OF THIS MEETING, BUT MR. HASTINGS JUST CAME IN AND IF HE WOULD LIKE TO ADD ANY COMMENTS, HE MAY DO SO AT THIS TIME.
ERIC HASTINGS – REGARDING THE DEP IN NJ AND I SPOKE WITH A COMPANY TODAY THAT IS OFFERING an OZINATOR TO HELP BREAK UP THE CELLS, BUT THAT ALSO RELEASE THE TOXINS. WE ONLY WOULD HAVE TO PUT THESE AT THE HOTSPOTS. IT’S A NATURAL THING FOR THESE ALGAE BLOOMS TO BE IN THIS LAKE. EVERYONE ON THE NEW JERSEY END IS ACTING SO SURPRISED WHEN THEY HAVE KNOWN SINCE 1994 WHEN THE ARMY CORP OF ENGINEERS TOLD THEM. THE NJ DEP IS “MONITORING” THE SITUATION. THE WATER JUST NEEDS TO BE FILTERED AT THE HOTSPOTS. MONTCLAIR UNIVERSITY HAS BEEN MONITORING THE LAKE FOR YEARS. ALTHOUGH THERE ARE ONE OR TWO HOTSPOTS ON TE NEW YORK END, THEY ARE FAR UP IN THE NORTH END. IN NEW JERSEY, THE CLOSER YOU GET UP BELCHERS CREEK, THE LEVELS ARE OFF THE CHARTS. I AM ON THE BISTATE COMISSION AND WE HAD A VERY CONTENTIOUS MEETING. I WAS IN THE WATER ALL WEEKEND.
MAYOR DWYER – CAN YOU SEND ME INFORMATION ON THE OZINATORS?

ERIC HASTINGS – THE CONDITIONS OF THAT END OF THE LAKE ARE HORRENDOUS, AND THEY WERE RIPE FOR THE BLOOMS. I HAVE SPOKEN WITH A LOT OF LOCAL BUSINESSES AND LANDLORDS AND I BELIEVE THAT GREENWOOD LAKE HAS BEEN ON THE UPSWING. PEOPLE ARE LEAVING WEST MILFORD.
MAYOR DWYER – WE HAD ROCK UNDERGROUND BROUGHT HERE FROM WEST MILFORD.
ERIC HASTINGS – THE FIRST FLOOR OF MY BUILDING IS A DAY CARE, SO THIS BUSINESS ON THE SECOND FLOOR IS PERFECT. WE BELIEVE THIS PROBLEM WE ARE HAVING WITH THE LAKE IS NOT INSURMOUNTABLE. I WANT TO FIX THIS PROBLEM. WE MET WITH SEVERAL BUSINESS PEOPLE AND THEY ARE BEHIND ANY TYPE OF AGGRESSIVE SOLUTION TO THIS PROBLEM. MONITORING IS NOT THE SOLUTION TO THIS PROBLEM.
