TRUSTEE HOLDER REPORT – I WANT TO CONGRATULATE ALL THOSE GRADUATING FROM CHESTER AND WARWICK AND GREENWOOD LAKE MIDDLE SCHOOL INCLUDING MY BOYS. AT THE SCHOOL BOARD MEETING THEY TENURED TWO STAFF MEMBERS AND AN ADMINISTRATIVE MEMBER. THEY AREHOLDING A SUMMER ACADEMY IN THE ELEMENTARY AND MIDDLE SCHOOLS. THE KIDS HAD TO PRESIGN UP FOR THEM.
THE LIBRARY SUMMER PROGRAM IS HOLDING REGISTRATION,THE DATES ARE THURSDAY JUNE 21ST AND FRIDAY JUNE 22ND AND YOU MUST HAVE AN ACTIVE LIBRARY CARD TO REGISTER.
TRUSTEE HOWLEY REPORT- IN THE POLICE DEPARTMENT WE ARE ACTIVELY RECRUITING PART TIME POLICE OFFICERS. WE HAVE A TURNOVER BECAUSE OF YOUNG GUYS LOOKING FOR FULL TIME WORK. THE MAYOR AND I WILL BE INTERVIEWING FOUR APPLICANTS ON FRIDAY. THE PART TIME CONTRACT IS SETTLED.
TRUSTEE KELM – I JUST WANT TO LET EVERYONE KNOW WE HAD A SUCCESSFUL STREET FAIR WITH A LITTLE OVER 80 VENDORS THIS YEAR. I’D LIKE TO THANK THE COMMUNITY FOR COMING OUT AND MY HUSBAND FOR DOING THIS WITH ME EVERY YEAR, IT IS NOT AN EASY TASK. I WANT TO THANK THE VENDORS THAT COME YEAR AFTER YEAR. THIS WAS OUR LAST YEAR RUNNING IT AND WE ARE PASSING IT BACK TO THE CHAMBER TO RUN.
AFTER MONTHS AND MONTHS OF TRUSTEE HOLDER AND MYSELF LOOKING FOR A CERTIFIED SWIM INSTRUCTOR, WE COULDN’T FIND ANYONE THAT WAS QUALIFIED AND AVAILABLE TO INSTRUCT SWIM LESSONS. THERE WILL BE NO SWIM LESSONS THIS YEAR. WE HAVE A PROSPECTIVE INSTRUCTOR FOR NEXT YEAR. I ALSO WANT TO CONGRATULATE ALL THE GRADUATES THIS YEAR. PLEASE REMEMBER SCHOOL IS OUT. KIDS WILL BE OUT AND ABOUT SO USE CAUTION WHEN DRIVING THE STREETS THIS SUMMER.
MAYOR DWYER – I WANT TO THANK YOU AND ERIC FOR THE YEARS OF DEDICATION TO MAKING THE STREET FAIR A SUCCESS.
TRUSTEE SELLIER REPORT – IN REGARD TO THE SHORT-TERM RENTAL LAW WHICH WENT INTO EFFECT ON JUNE 1ST, WE HAVE APPROVED SIX APPLICATIONS AND THERE ARE ANOTHER SIX THAT ARE GOING THORUGH THE APPROVAL PROCESS AND INSPECTION. THERE HAS BEEN ONE DENIAL AND FOUR VIOLATIONS ISSUED SO FAR. THE PLANNING AND ZONING BOARDS MET DURING THE MONTH. THERE WERE THREE APPLICANTS. DUNKIN DONUTS IS IN FRONT OF THE PLANNING BOARD. THEY HAVE HAD A PUBLIC HEARING AND GONE TO THE ZONING BOARD. I ATTENDED THE REGATTA HOSTED BY THE EAST ARM ROWING CLUB. THEY CELEBRATED THE 20TH YEAR OF THE LEARN TO ROW PROGRAM. THEY HAD 22 BOATS THAT ENTERED 11 RACES SO IT WAS A SUCCESSFUL EVENT.
ATTORNEY BUCKHEIT REPORT – ONCE AGAIN I HAVE A RATHER LENGTHY REPORT WHICH IS MOSTLY CONFIDENTIAL IN NATURE. IT HAS BEEN GIVEN TO THE BOARD AND I’M AVAILABLE TO ANSWER QUESTIONS. I ATTENDED THE STREET FAIR AND WANT TO THANK EVERYONE FOR PUTTING IT TOGETHER AND CONGRATS TO ALL THE GRADUATES. I HAVE LEARNED SOMEONE FROM GREENWOOD LAKE WILL BE ATTENDING WEST POINT.
VILLAGE CLERK REPORT – TAX BILLS WENT OUT JUNE 1ST AND ARE PAYABLE BY JULY 1ST WITHOUT PENALTY. IF YOU DIDN’T RECEIVE IT OR HAVE QUESTIONS PLEASE CALL. IF YOU HAVE ANY CONCERNS ABOUT POTHOLES, GARBAGE, LEAF BAGS ETC. PLEACE CALL THE OFFICE. WE NEED TO SCHEDULE A PUBLIC HEARING BEFORE THE NEXT MEETING WHICH WILL BE JULY 16TH TO AMEND THE SHORT-TERM RENTALS.
MAYOR DWYER- IS EVERYONE GOOD WITH A JULY 16TH MEETING.

OLD BUSINESS
NEW MUNICIPAL WELL – WE ARE PLUGGING AWAY. THE WELL WILL BE DRILLED IN THE NEXT COUPLE OF WEEKS. DPW IS GOING TO DO THE TRENCH WORK WHICH WILL SAVE US ABOUT $60,000. WE SHOULD COME IN $50,000 UNDER BUDGET AND IT SHOULD BE UP AND RUNNING BY THE MDDLE OF AUGUST.
SKATE PARK GRANT – THE BOARD AUTHORIZED ME TO SUBMIT A GRANT APPLICATION ON BEHALF OF THE SKATEPARK FOR $100,000 TO SENATOR BONACIC’S OFFICE. WE USUALLY USE THIS GRANT FOR PARKING LOTS, SIDEWALKS, ETC.
SHORT TERM RENTAL – JUNE 1ST THE LAW TOOK EFFECT. SIX APPROVED APPLICANTS, SIX PENDING APPLICANTS, ONE DENIED APPLICATION AND FOUR VIOLATIONS. PEOPLE ARE TRYING TO COMPLY WITH THE LAWS AND THOSE THAT ARE NOT WILL BE DEALT WITH.
FIREHOUSE AND COMMUNITY CENTER – AS MANY PEOPLE HAVE NOTICED THE FIRE DEPARTMENT HAS MOVED INTO THE NEW BUILDING. THE OLD FIREHOUSE IS NOW THE VILLAGE COMMUNITY CENTER AND WE WILL BE RENOVATING DURING THE SUMMER TO SERVE THE TEENS AND OTHER ORGANIZATIONS. IT WILL BE FOR ESTABLISHED ORGANIZATIONS THAT ARE INSURED AND WE LOOK FORWARD TO THIS BUILDING SERVING A NEED IN THHE COMMUNITY.
NEW BUSINESS
VILLAGE / LIBRARY SHARED PROPERTY – MAYOR DWYER STATED THE VILLAGE HAS AN AGREEMENT WITH THE LIBRARY THAT WE OWN A ROOM THERE. WE DON’T NEED IT AND WOULD LIKE TO GIVE IT TO THE LIBRARY SO THAT THEY CAN APPLY FOR GRANTS TO USE THERE. WE WILL EXECUTE A CONTRACT TO GIVE THAT ROOM BACK.
ATTORNEY BUCKHEIT – IF WE ARE NOT USING IT AND HAVE THE POTENTIAL FOR ANY LIABILITY THERE, WE SHOULD DECLARE IT EXCESS PROPERTY AND GET RID OF IT.
TOWN WIDE VISION PROCESS – THE TOWN AND VILLAGES HAVE ALL COME TOGETHER FOR THIS AND COMPLETED IT TWO OR THREE MONTHS AGO. THIS DOCUMENT WILL BE KEPT AT VILLAGE HALL. THE BOARD IS LOOKING AT THIS AND COMPARING IT WITH THE COMPREHENSVE PLAN WHICH WE WERE WORKING ON AND WE WILL REVISIT THIS.
INDEPENDENCE DAY PARADE AND FIREWORKS – THESE WILL BOTH BE JULY 7TH. THE PARADE IS AT 11:00AM AND WILL KICK OFF ON WATERSTONE ROAD AND END AT FITZULA’S. THE NEW FIREHOUSE WILL BE HAVING A BARBECUE THAT ALL ARE WELCOME TO ATTEND AFTERWARD. FIREWORKS ARE ABOUT 9:00AM. IF YOU GO TO THE BEACH, PARK DOWNTOWN IN A MUNICIPAL LOT. THERE WILL BE NO PARKING AT THE BEACH OR THE CLOSE SIDE STREETS. OUR FIREWORKS LAST YEAR MADE THE COVER OF THE ORANGE MAGAZINE AND THE YEAR BEFORE WE MADE THE COVER OF ORANGE COUNTY TOURISM MAGAZINE.
LAKE TREATMENT – APPROVAL JUST CAME IN FROM THE DEC AND WE WILL BE TREATING THE LAKE ON TUSDAY JUNE 26TH. HERBICIDE RODEO WHICH ATTACKS WATER CHESTNUTS WHICH IS AN INVASIVE PLANT. THERE IS NO RESTRICTION WITH THIS CHEMICAL OTHER THAN DRINKING THE WATER. AQUATHOL K IS ALSO BEING USED WHICH TARGETS EURASIAN MILFOIL. IT HAS A 24 HOUR SWIM RESTRICTION WHICH WILL BE IN THE EAST ARM OUT TO CHAPEL ISLAND AND THE WEST ARM OUT TO DEFEO’S. WAH TA WAH PARK BEACH, WINDERMERE PARK BEACH WILL BE AFFECTED FOR 24 HOURS. ON THURSDAY THE 28TH ALL RESTICTIONS WILL BE ISSUED.

MAYOR DWYER – I WANT TO THANK TRUSTEE HOLDER FOR COMING UP WITH A TERRIFIC LINE UP OF CONCERT DOWN AT THE BEACH, AND THEY ARE ALL FREE. THE THEATER IS THE ONLY THING THAT IS CHARGED FOR AND THAT IS BECAUSE THEY ARE PROFESSIONAL ACTORS.

DONNA GARLEY – ONE OF MY SENIORS ASKED ME TO READ A NOTE FOR HER BECAUSE SHE IS IN A WHEEL CHAIR. DEAR FIRE DEPARTMENT, I WANT TO GIVE THE DEPARTMENT A SHOUT OUT FOR BUILDING A PERFECT SIDEWALK AND RAMPS AND MAKING IT HANDICAP ACCESSIBLE. YOU MADE IT A LOT SAFER FOR ME. CAN’T THANK YOU ENOUGH.

RESOLUTION #1 OF 2018/2019
Resolution Authorizing the Village of Greenwood Lake to Participate in the NYS DOS 2018-2019 Local Government Efficiency Grant Application for the Orange County Water Efficient Fleet Wash Project
Resolution authorizing the Village of Greenwood Lake to participate in the New York State Department of State (NYSDOS) 2018-2019 Local Government Efficiency Grant application for the Orange County Water Efficient Fleet Wash Project and support the joint application by the County of Orange, the Village of Greenwood Lake, the Town of Goshen, the Village of Goshen and other municipalities, for the purpose of seeking funding for the installation of a shared water efficient Fleet Wash at the Orange County Department of Public Works Complex.
WHEREAS, the County of Orange, the Village of Greenwood Lake, the Town of Goshen, the Village of Goshen and other municipalities share a particular interest in the prospects of constructing a shared Fleet Wash facility which would serve multiple municipalities and county departments and would provide a vehicle washing system to accommodate motor pool vehicles, trucks and heavy equipment to extend the useful life of equipment and, ultimately, save taxpayer dollars in each of the involved municipalities, and
WHEREAS, the County of Orange will be the lead applicant for this grant application, and
WHEREAS, the Town of Goshen and the Village of Goshen will be co-applicants; and
WHEREAS, the County of Orange will be the source of the 10% cash match required in the application regulations by NYS DOS, and the maximum funding request to the Local Government Efficiency Grant Program to complete the construction of the shared Fleet Wash facility will not exceed $700,000.
NOW, THEREFORE, BE IT RESOLVED:
- The Village of Greenwood Lake will participate as the co-applicant in the above specified application and the scope of work includes the construction of a 40’ x 50’ water efficient Fleet Wash building to provide vehicle washing operations while using green technology to reduce the water and prevent the discharge of various contaminants to nearby ground and surface water systems.
- The Village of Greenwood Lake intends to enter into an inter-municipal agreement which will describe the scope of shared services in detail; and
- The Village Mayor is authorized to execute any and all papers and agreements required in connection with such application, subject to review thereof by the Village Attorney for purposes of form and content.

RESOLUTION # 2 OF 2018/2019
AUTHORIZES THE MAYOR TO DECLARE THE VILLAGE OWNED RECREATION ROOM AT THE GREENWOOD LAKE PUBLIC LIVRARY TO BE EXCESS, AND FURTHER AUTHORIZES THE MAYOR TO TRANSFER ANY INTEREST OF THE VILLAGE IN SAME RECREATION ROOM TO THE GREENWOOD LAKE PUBLIC LIBRARY.
