MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE TO THE FLAG.

MAYOR DWYER STATED WE ARE HERE PHYSICALLY THIS MONTH INSTEAD OF A ZOOM MEETING AND WE ARE ALL WEARING MASKS INCLUDING MEMBERS OF THE PUBLIC.

 

ANNOUNCMENTS:      HAPPY BIRTHDAY TO TRUSTEE HOLDER.

 

COVID UPDATE – WE ARE IN PHASE 2 RIGHT NOW AND LOCALLY OUR BUSINESSES ARE OPEN FOR OUTDOOR DINING ONLY, CONSTRUCTION HAS RESUMED, RETAIL STORES ARE OPEN, PEOPLE CAN GATHER IN GROUPS OF 10 OR LESS.  THERE ISN’T A LOT OF GUIDANCE COMING FORTH, ESPECIALLY CONCERNING ENFORCEMENT AND WHAT IS OUT THERE IS DIFFICULT TO UNDERSTAND.  THE GOVERNOR HAS AUTHORIZED THE SLA TO EXPAND UPON LICENSES FOR THEIR OUTDOOR PROPERTIES SO YOU MAY BE SEEING MORE OUTSIDE TABLES IN PARKING LOTS, ETC.  MY NEWSPAPER COLUMN WAS BASED ON FOLLOWING THE RULES FOR THESE BUSINESSES BECAUSE THE CONSEQUENCES OF BREAKING THE RULES FALLS ON THE BARS AND RESTAURANTS NOT THE PATRONS.  SO, LETS ALL BE MINDFUL OF THAT.  A LOT OF THE BUSINESSES ARE UNDERSTAFFED SO WE NEED TO SUPPORT THEM RESPONSBILY, IN TERMS OF RECREATION, PLAYGROUNDS AND PARKS ARE GETTING READY TO OPEN THE END OF THIS WEEK OR NEXT WEEK.

 

CORRESPONDENCE IS POSTED. 

 

LETTER FROM ORANGE COUNTY DEPARTMENT OF HEALTH REGARDING MOSQUITO SURVEILLANCE.  WE HAVE HAD WEST NILE VIRUS MOSQUITOES A FEW YEARS BACK, SO WE HAVE BEEN MONITORING THIS EVERY YEAR.  IT STARTS JUNE 15TH AND GOES THROUGH OCTOBER.  THEY ENCOUAGE PEOPLE TO GET RID OF STANDING WATER ON THEIR PROPERTY AND BE CAUTIOUS AROUND PARTS OF THE LAKE THAT DON’T MOVE.

TOWN COUNCILMAN FLOYD DEANGELO – EVERYONE HAS BEEN COMPLYING WITH THE PARK AND BEACH RULES WHICH IS GOOD. 

 

DEPARTMENT HEAD REPORTS

 

DPW    DEPUTY COMMISSIONER BILL ROE

 

ALL OF THE PARKS AND PLAYGROUNDS AND BEACH ARE OPEN AND ARE SANITIZED EVERY MORNING.  WE’D LIKE TO THANK THE POLICE DEPARTMENT FOR THEIR HELP AT THE BEACH.  IT IS TOWN RESIDENTS ONLY THIS YEAR.  IN THE VILLAGE WE HAVE A ROAD CREW OUT EVERY DAY.  WE ARE SWEEPING DAILY.  WE HAD TWO WATER TAPS, HAD A WATER BREAK ON TEN EYCK.  WE ARE FILLING POT HOLES AND HAVE DONE A LITTLE WORK AT THE BEACH ADDING SOME TOPSOIL.

 

MAYOR DWYER – CAN WE GET THE MOWER OUT ON VILLAGE DRIVE THAT WOULD BE GOOD. 

 

TRUSTEE KELM – CAN WE GET THE SOFTBALL FIELD READY AT BRIAN BENNETT FIELD.  IT NEEDS A LOT OF WORK AND EVENTUALLY THEY ARE GOING TO PLAY.

 

POLICE           REPORTED BY:           LT. ADAM EIRAND

 

FOR THE MONTH OF MAY THE POLICE DEPARTMENT HANDLED 1460 COMPLAINTS, WE MADE 6 ARRESTS, 18 TRAFFIC AND PARKING TICKETS, 2 MOTOR VEHICLE ACCIDENTS, 10 NAVIGATION COMPLAINTS, 1 NAVIGATION TICKET.  WE HAD AN EXTRA PATROL AT THE BEACH TO MOVE NON-RESIDENTS ALONG.  THE LACK OF SOCIAL DISTANCING IS AN ISSUE AND WE WILL HAVE EXTRA PATROLS IN THE LAKE.  WE HAVE ALSO RECEIVED COMPLAINTS ABOUT SPEEDING IN THE ARM OF THE LAKE AND THE PATROLS ARE WATCHING FOR IT.  WARNINGS DO NOT SEEM TO BE EFFECTIVE AT THIS POINT.  THE MEMBERS OF THE POLICE DEPARMENT WOULD LIKE TO VOLUNTEER SOME TIME TO HELP CLEAN UP THE VILLAGE.  OUR PLAN WAS TO HOP UNDER THE WATERSTONE BRIDGE AND CLEAN UP THE GRAFITTI AND CLEAN UP THE GRAFFITTI IN THE ORCHARD SECTION.

 

MAYOR DWYER – LT. EIRAND IS BEING PROMOTED TO PROVISIONAL CHIEF ON JUNE 20TH SINCE CHIEF HANSEN IS RETIRING ON JUNE 19TH.    HE HAS DONE A GREAT JOB FOR THE POLICE DEPARTMENT AND WE ARE PROUD TO HAVE YOU.

 

WATER DEPT              REPORTED BY:           PHIL LANDRU

 

THE NEW WELL IS UP AND RUNNING AND PROVIDING PLENTY OF WATER AND THE TANKS ARE FULL.  I AM STILL HAVING ISSUES WITH CONTROLS.  THE WELL ONLY KNOWS WHETHER TO RUN OR NOT RUN.  IT HAS TO BE ABLE TO COMMUNICATE.  I HAVE TO WATCH EVERY BACKWASH, ETC TOTURN THE WELL OFF DURING THAT TIMES WHICH KEEPS ME ON THE GO.  IM HOPING, THEY WILL GET OUT HERE SOON TO HOOK UP THE COMMUNICATIONS SYSTEM.  ITS IMPOSSIBLE TO SCHEDULE A FLUSH UNTIL THIS IS DONE.  LEAD AND COPPER TESTING IS OUT FOR SAMPLING NOW.  I HAD AN EPISODE TODAY AND MEMORIAL DAY WEEKEND FOR EXCESSIVE USAGE AND IT IS ALMOST LIKE A MILD FLUSH AND THERE WERE COMPLAINTS OF BROWN WATER.  WE REALLY NEED TO DO A THOROUGH AND COMPLETE HYDRANT FLUSH SOON.  THERE WAS A VERY LOOSE SPROCKET IN THE FLOCULATOR AS WELL.  I HAVE A PROBLEM WITH A LOOSE CHAIN AS WELL.  THE PARTS ARE ON ORDER.

TRUSTEE HOLDER – THE SCHOOL BOARD VOTE BALLOTS HAVE TO BE IN BY TOMORROW AND THEN WILL BE COUNTED.  CONCERTS AND EXERCISE PROGRAMS WILL BE STARTING SOON.  THERE WILL BE TEN SESSIONS FROM THE START DATE.  CONCERTS ARE TENTATIVE DEPENDING ON WHAT PHASE WE ARE IN AT THE TIME. 

 

MAYOR DWYER – SO IF THEY DON’T GET CANCELED, THEY WILL BE STARTING ON JULY 4TH, IS THAT CORRECT?

 

TRUSTEE HOLDER – THATS CORRECT.   ALL OF THE BANDS AND THE SOUND GUY KNOW THIS IS BASED ON WHEN WE CAN OPEN UP.

 

TRUSTEE HOWLEY – MY TWO COMMITTEES ALREADY REPORTED.  I’D LIKE TO THANK PHIL LANDRU FOR DOING A GREAT JOB KEEPING US UP AND RUNNING.  ID ALSO LIKE TO CONGRATULATE LT EIRAND ON HIS UPCOMING APPOINTMENT.  I LOOK FORWARD TO WORKING WITH HIM.

 

TRUSTEE KELM – THE LIBRARY CONSTRUCTION IS MOVING ALONG WELL.  THE SENIORS ARE NOT MEETING, BUT DONNA DOES CALL THEM ALL THE TIME.

 

TRUSTEE SELLIER – BUILDING DEPARTMENT IN THE MONTH OF MAY TOOK IN A LITTLE OVER $4000.00 IN THE MONTH OF MAY, WHICH IS A NICE UPTICK IN ACTIVITY.  THE PLANNING BOARD MET IN MAY WITH TWO APPLICANTS VIA ZOOM.  THE GARDEN CENTER IS A CONTINUING APPLICATION.  HASTINGS GOT A CONDITIONAL APPROVAL FROM THE BOARD.  THE ZONING BOARD DID NOT MEET IN MAY.  THE BARK PARK WILL BE REOPENING SOON, BUT WE HAVE A FEW CONSTRUCTION THINGS GOING ON WITH DRAINAGE, ETC.  IT IS A VOLUNTEER RUN PARK AND THERE ARE ALSO A FEW ISSUES THE BOARD HAS TO FINALIZE AS FAR AS SANITIZING, ETC.  I WILL BE SPEAKING TO THE BOARD THIS WEEK AND THEN WILL GIVE YOU A DATE.

EIRAND IN HIS NEW POSITION.  I HAVE SPENT AN IMMENSE AMOUNT OF TIME DOING RESEARCH ABOUT REOPENING BUSINESSES IN THE VILLAGE.  WE CONTINUE TO DO SO.  IF SOMEONE HAS A QUESTION ABOUT THEIR BUSINESS REOPENING, I WILL ANSWER THEM. 

 

VILLAGE CLERK REPORT – PATRICIA OLSEN STATED CONGRATULATIONS TO LT EIRAND AND TO CHIEF HANSEN FOR HIS RETIREMENT.  CURRENTLY WE HAVE BEEN CLOSED TO THE PUBLIC AND HAVE A DROP BOX AT THE POLICE STATION WHICH HAS BEEN WORKING OUT GREAT.  THERE HAVE BEEN NO ISSUES.  WE ARE THERE TO ANSWER PHONES.  WE ARE COLLECTING TAXES NOW AND WATER BILLS.  WE ARE TAKING COMPLAINTS ABOUT POT HOLES, ETC.

MAYOR DWYER – WE WILL BE DOING NOTARY BY APPOINTMENT. YOU WILL NEED TO CALL VILLAGE HALL AND MAKE AN APPOINTMENT WITH BETH FARRELL WHO IS THE NOTARY.  UNTIL WE ARE OPEN JUST CALL VILLAGE HALL AT 477-9215 TO MAKE AN APPOINTMENT. 

 

OLD BUSINESS

 

COMMUNITY DEVELOPMENT PROJECTS – WE ARE MEETING WITH THE CONTRACTOR TOMORROW TO DISCUSS BEGINNING THESE PROJECTS.  THE SENIOR CENTER WILL HAVE AN ADA COMPLIANT DOORWAY, SOME WALL REPAIR AND OTHER MINOR REPAIRS.  THE VILLAGE HALL WILL ALSO HAVE AN ADA COMPLIANT DOORWAY, WINDOW AND BATHROOM.  THE 17A SIDEWALK BETWEEN CABLEVISION AND BLACK BEAR WINE SHOULD ALSO START WITHIN THE NEXT MONTH OR TWO.  WE ARE AWAITING FINAL DOT APPROVALS.

 

VILLAGE WATER MASTER PLAN – MAYOR DWYER STATED AS PHIL LANDRU MENTIONED HE HAS SPOKEN WITH THE ENGINEER AND WENT OVER WHAT WE ARE EXPECTING AND SHOULD GET A DRAFT WITHIN THE NEXT COUPLE OF WEEKS.

 

2020 LAKE MANAGEMENT – WE ARE ON TRACK WITH OUR LAKE MANAGEMENT PLAN.  WE WILL BE TREATING THIS WEDNESDAY ON THE EAST AND WEST ARM.  THE ALGAE IS A BIG PROBLEM THIS YEAR DUE TO THE MILD WINTER.  THE DEC HAS PROCESSED OUR PERMITS WHILE WORKING AT HOME.  WE WILL BE USING AN ALGAECIDE THIS WEEK AND THEN TWO WEEKS LATER WE WILL BE USING AN HERBICIDE TO TACKLE THE INVASIVE SPECIES.  THE ONLY RESTRICTION IS A 24 HOUR SWIM RESTRICTION IN THE TREATMENT AREAS WHICH INCLUDE THE SWIMMING BEACHES AT WAH TA WAH PARK AND WINDERMERE PARK AND I HAVE BEEN TOLD NEITHER BEACH WILL BE OPEN.  NOT MANY PEOPLE SWIM IN THE CHANNELS.  THERE WAS A SMALL HAB IDENTIFIED OFF OF LAKEWOOD RD WHICH WAS REPORTED TO THE DEC.  GENERALLY, THESE WILL BE IN STANDING WATER AND WILL BE GREEN AND LOOK LIKE ALGAE.  I MET WITH LT EIRAND AND HE MET WITH THE POLICE STATION SO THEY ALL KNOW WHAT TO LOOK FOR AND WHAT TO DO.  WE ARE WORKING WITH THE DEC AND MONITORING IT.  THE ALGAECIDE TREATMENT WHOULD HELP.

 

THOMAS P MORAHAN PARK – I JUST WANT TO THANK THE TOWN BOARD FOR RESTRICTING THIS BEACH TO TOWN RESIDENTS ONLY THIS YEAR.  TRADITIONALLY IT WAS OPEN TO ANYONE.  WE HAVE BEEN TRYING TO GET THIS FOR YEARS, AND WE ARE VERY THANKFUL THAT IT HAPPENED AT LEAST FOR THIS YEAR. 

 

GROW LOCAL GWL – THEY ARE MOVING FORWARD WITH PLANS TO REDEVELOP THE PROPERTY ON POPLAR STREET INTO A GARDEN WHICH WILL BE AN EDUCATIONAL AND COMMUNITY SHARED GARDEN.  WE SHOULD GET A FINAL PLAN THEY HAVE CREATED A 501 3C.

 

GOOD ENERGY – WE WERE APPROACHED ABOUT A YEAR AGO BY A COMPANY THAT PROVIDES ENERGY SERVICES AND THEY ARE ENDORSED BY NYCOM AND THEY GROUP TOGETHER ENERGY PURCHASE ENERGY.  IT WOULD BE UNIQUE FOR THE GOVERNMENT TO CHANGE A CITIZENS BILL AND WE ARE GOING TO LAUNCH A POLL INTO THE COMMUNITY AND WILL ONLY MOVE FORWARD IF THE COMMUNITY WANTS US TO.  MORE INFORMATION WILL COME.

 

THE VILLAGE BOARD MET EARLIER AT THE WORKSHOP AND DECIDED WE WOULD LIKE TO STILL HAVE THE FOURTH OF JULY PARADE THIS YEAR.  WE WILL REACH OUT TO ALL THE ORGANIZATIONS AND WILL MAKE SURE MARCHERS MAINTAIN SIX FOOT DISTANCE.  IT SHOULD HELP OUT SOME OF OUR BUSINESSES AND WE NEED SOME UNITY DURING THIS CRAZY TIME.  FIREWORKS ARE POSTPONED UNTIL SEPTEMBER 26TH WHICH IS ALSO THE STREET FAIR.  HOPEFULLY WE WILL BE KIND OF BACK TO NORMAL BY THEN. 

 

PAVING PLAN – DEPUTY COMMISSIONER ROE IS LOOKING INTO GETTING US PRICES FOR PAVING WHICH GENERALLY OCCURS IN JULY OR AUGUST TO GET SOME OF OUR ROADS DONE.  WE WILL BE DOING THE ROADS THAT ORANGE AND ROCKLAND RIPPED UP LAST YEAR.

 

O & R WORK – MAYOR DWYER STATED THE GAS LINE REPLACEMENT WILL NOT BE GOING ON THIS YEAR.  WE ARE ON THE LIST FOR NEXT YEAR FOR ROADS THAT HAVEN’T BEEN PAID RECENTLY.

 

POLICE CHIEF POSITION – MAYOR DWYER STATED WE ARE IN A RESTRICTED ENVIRONMENT RIGHT NOW SO RETIRING A CHIEF AND GETTING A NEW ONE CAN’T REALLY BE CELEBRATED AS THEY SHOULD.  MOST VILLAGES USUALLY HAVE AN ABRUPT ENDING TO A CHIEF BUT WE HAVE NOT.  LT EIRAND HAS BEEN A POLICE OFFICER HERE IN THIS VILLAGE FOR QUITE A WHILE NOW AND WILL BE A GREAT ADDITION AS CHIEF.  CHIEF HANSEN WAS HERE FOR A LONG TIME AND WE WISH HIM WELL ON HIS RETIREMENT.
