ANNOUNCEMENTS

 

MAYOR DWYER STATED THE PARADE AND FIREWORKS WILL BOTH TAKE PLACE ON JULY 4TH THIS YEAR.  THE PARADE WILL KICK OFF AT 11:00AM LED BY OUR CITIZENS OF THE YEAR, NANCY TAYLOR AND JIM CLIFFORD DRIVEN BY TOWN COUNCILMAN FLOYD DEANGELO.  FIREWORKS USUALLY KICK OFF AT 9:00PM.  THE BEST PLACE TO WATCH IS THOMAS MORAHAN WATERFRONT PARK.  IT IS OPEN TO ANYONE. 

 

MAYOR DWYER STATED WE ARE GOING TO BE HAVING THREE TEEN NIGHTS AT THE BEACH.  WE WILL ASK THE LIFEGUARDS TO STAY, HAVE SOME MUSIC AND THEN AROUND 9 WE WILL HAVE MOVIES.  IT WILL GIVE THE TEENS AN OPPORTUNITY TO HAVE THE BEACH TO THEMSELVES.  JULY 2ND WILL BE THE FIRST, JULY 30TH AND SEPTEMBER 3RD

TOWN COUNCILMAN FLOYD DEANGELO STATED AS YOU MIGHT BE AWARE OF THE TOWN HAS A FRIENDLY VISITORS PROGRAM THAT HELPS NEIGHBORS WITH SHOPPING, OR DOCTORS VISITS, AND WE NEED VOLUNTEERS VERY BADLY.  WE WILL HAVE TWO TRAINING PROGRAMS AND YOU CAN SIGN UP BY CALLING 986-1124, EXT 400.  IF YOU CAN SPARE SOME TIME, IT’S A GREAT PROGRAM.

WE HAVE BEEN WORKING ON WATERSTONE ROAD TO PREPARE IT FOR PAVING, WHICH SHOULD START ON WEDNESDAY.  WE HAVE THE WEED HARVESTER GOING AND WE ARE WORKING ON ROAD GRIT, ETC, AND THE CULVERT ON LAKE DRIVE. 

 

POLICE           REPORTED BY LT ADAM EIRAND

 

FOR THE MONTH OF MAY 2021, THE POLICE DEPARTMENT HANDLED 1,683 COMPAINTS, MADE 8 ARRESTS, ISSUED 167 TRAFFIC OR PARKING SUMMONSES, INVESTIGATED 3 MOTOR VEHICLE ACCIDENTS, ISSUED 14 VILLAGE ORDINANCE SUMMONSES AND INVESTIGATED 46 NAVIGATION COMPLAINTS.  I WANT TO THANK THE OFFICERS AND DISPATCHERS AND THE CHAMBER FOR ALL THEIR HARD WORK FOR THE STREET FAIR.  THE ENTIRE EVENT WAS EXECUTED FLAWLESSLY. 

 

WATER           REPORTED BY PHIL LANDRU

 

WE CONDUCTED DAILY, WEEKLY AND MONTHLY SAMPLING AND REPORTING.  THE WELLS ARE MAKING PLENTY OF WATER.  LEAD AND COPPER SAMPLES ARE BEING PICKED UP WEDNESDAY TO GET THEM IN BEFORE THE JUNE 30 DEADLINE.  WE HAD A SECOND CONTROL MODULE GO BAD BUT WE FIGURED THAT OUT.  I WANT TO THANK THE DPW FOR THEIR ASSISTANCE WITH A COUPLE OF LEAKS IN THE DISTRIBUTION SYSTEM.  WE ARE GOING TO BE SCHEDULING REPLACEMENT OF A FEW DEFECTIVE HYDRANTS. 

 

AMBULANCE  REPORTED BY NANCY DEANGELO

 

WE HAVE HANDLED 180 CALLS SO FAR AND IT HAS BEEN BUSY.  THERE WERE 34 CALLS IN MAY.  THE ELKS AND THE LIONS ARE DOING THE OLD CHICKEN BARBECUE FUNDRAISER. 

 

TRUSTEE HOLDER REPORT

 

SCHOOL BOARD – WE WANT TO WELCOME OUR NEWLY ELECTED SCHOOL BOARD MEMBERS MIKE ELMSWORTH, PATTY KAMINSKI AND JON THURBER.  THIS PAST SATURDAY THE GREENWOOD LAKE MIDDLE SCHOOL EIGHTH GRADERS GRADUATED.  THE THIRD GRADE HAD ITS MOVING UP CEREMONY TODAY AT THE BEACH.  CHESTER HIGH SCHOOL GRADUATION IS THIS FRIDAY AND WARWICK IS SATURDAY. 

 

CHAMBER OF COMMERCE – TRUSTEE HOLDER STATED THEY HAD A SUCCESSFUL STREET FAIR ON JUNE 12TH AND THANK YOU FOR ORGANIZING AND THEY WANTED ME TO THANK THE POLICE DEPARTMENT, THE DPW, THE PARKS DEPT FOR ALL THEIR HELP. 

 

CONCERT CARDS HAVE BEEN PRINTED AND THEY ARE HERE OR CAN BE PICKED UP AT VILLAGE HALL.

THE SENIOR CENTER IS NOW OPEN.  DONNA GARLEY WOULD LIKE TO THANK JOHN BLANOS FOR BUYING LUNCH FOR THE SENIORS.  OFFICE OF THE AGING WILL BEGIN THEIR WEEKLY LUNCHES ON WEDNESDAYS STARTING IN JULY.  THEY WILL ONLY BE SCHEDULING LOCAL TRIPS THIS YEAR.  WE’D LIKE TO THANK THE SENIORS THAT MADE THE BEAUTIFUL WREATH THAT THEY DONATED TO THE VILLAGE.  EXERCISE PROGRAMS ARE GOING ON OUTSIDE, YOGA TUESDAY AND THURSDAY AT 10:30.  WEDNESDAY AND FRIDAY AT 10:00 IS ZUMBA CLASSES.

GIRLS SOFTBALL IS WRAPPING UP.  T HEY HAD A GREAT SEASON AND WE WERE ABLE TO EXTEND IT TO THE WEST MILFORD GIRLS.  WE ALSO STARTED A HIGH SCHOOL TRAVEL LEAGUE.

TRUSTEE SELLIER REPORT

 

IN THE MONTH OF MAY, THE BUILDING DEPT TOOK IN $5,900 IN THE MONTH OF MAY HIGLIGHTED BY 64 SEPTIC LETTERS SENT OUT, 24 BUILDING PERMITS, 19 COS.  THE ZONING AND PLANNING BOARD DID NOT MEET IN THE MONTH OF MAY.  WE DID HAVE AN ADDITIONAL PLANNING BOARD ALTERNATE NAMED, MARK PALMIERI.

 

MAYOR DWYER STATED I WANTED TO COMPARE REVENUE IN THE BUILDING DEPARTMENT TO 2019 AND WE BROUGHT IN $12,000 MORE THIS YEAR.  A LOT OF WORK IS GOING THROUGH THE BUILDING DEPARTMENT RIGHT NOW. 

 

ATTORNEY BUCKHEIT – THE MAJORITY IS CONFIDENTIAL.  I DO WANT TO MENTION I ATTENDED THE BISTATE COMMISSION MEETING.  I ATTENDED THE STREET FAIR.  I WANT TO THANK TWO WEST POINT GRADS FOR THE FLAG FOOTBALL EVENT THIS PAST WEEKEND.  THEY WERE BOTH ON THE WEST POINT FOOT BALL TEAM.  WE HAD A PICNIC AFTERWARDS AND IT WAS A FUN EVENT. 

 

OLD BUSINESS

 

WATER DEPARTMENT – MAYOR DWYER STATED WE HAVE BEEN TALKING ABOUT ALWAYS LOOKING FOR NEW SOURCES OF WATER.  WE RELY ON WELLS IN THE VILLAGE IF YOU GET MUNICIPAL WATER.  THERE IS A HEAVY TREATMENT PROCESS BECAUSE OF IRON AND MANGANESE.  WE ARE LOOKING AT ALTERNATE SITES WHICH MIGHT NOT REQUIRE AS MUCH TREATMENT.  THE WELL PROCESS IS FULL OF BUREAUCRATIC RED TAPE.  WE FEEL THAT IS ONE OF OUR MOST IMPORTANT FUNCTIONS AS A BOARD. 

 

2021 PAVING – WE ARE STARTING PAVING THIS WEEK.  THE TOWN OF WARWICK IS PAVING AS WELL.  WE ARE REPAVING THE ORCHARD SECTION, BEHIND THE OLD VILLAGE BARN, OPPOSITE OF DUNKIN DONUTS AS WELL AS WATERSTONE ROAD.  WE WILL BE DOING DRAINAGE ON WATERSTONE AS WELL.  WEATHER PERMITTING, WE WILL BE DONE IN A WEEK. 

 

MORAHAN WATERFRONT PARK – TRUSTEE HOWLEY IS AWAY BUT HE IS MY LEAD FOR THE BEACH.  ONE MONTH END IT IS GOING WELL.  IT IS A DIFFICULT PROCESS.  THE RESIDENTS ARE HAPPY AND WE ARE WORKING HARD.  THE BEACH IS OPEN EVERY DAY FROM 10:00 – 6:00 TO TOWN OF WARWICK RESIDENTS ONLY.  THAT HAS BEEN AN INCREDIBLE DIFFERENCE.  WE WANT TO KEEP IT RESIDENTS ONLY FOR THE BEACH ONLY.  YOU CAN ATTEND EVENTS THERE. 

 

FARMERS MARKET – THIS WILL BE AT THE BEACH IN SEPTEMBER AND OCTOBER.  IT WILL BEGIN SEPTEMBER 11TH.  THIS IS THE 20TH ANNIVERSARY OF THE ATTACK ON OUR COUNTRY AND WE WANTED TO HAVE AN EVENT, ALONG WITH A 5K.  IT WILL BE EVERY SATURDAY WITH VENDORS, MUSIC, ETC.  IT WILL BE ALL REGIONAL VENDORS.  HOPEFULLY IT WILL BE A SUCCESS. 

 

17A SPEED LIMIT – WE REQUESTEFD THE STATE CHANGE THE SPEED LIMIT ON 17 A AS YOU ARE LEAVING THE VILLAGE TOWARDS WARWICK AND TO MAKE IT 30 MILES AN HOUR TO THE VILLAGE LINE.  THAT IS THE ONLY STRETCH OF ROAD OVER 30 IN THE VILLAGE.  THE STATE APPROVED IT AND WE EXPECT IT TO CHANGE VERY SHORTLY.  I WANT TO THANK LT EIRAND FOR HELPING OUT WITH THAT PROCESS. 

 

WAH TA WAH PARK PROPERTY – WE DECLARED EXCESS PROPERTY FOR A SMALL OVERGROWN PIECE OF PROPERTY BY OUR PUMP STATION.  IT IS NO USE TO US.  THE NEIGHBOR NEEDED THAT PROPERTY TO BUILD A HOUSE.  WE PUT IT OUT TO BID AND THEY WERE THE ONLY BID AND WE WILL ADOPT A RESOLUTION TO SELL IT TONIGHT. 

 

MARIJUANA LEGALIZATION – NEW YORK STATE PASSED A LAW LEGALIZING RECREATIONAL MARIJUANA USE, WHICH MEANS YOU CAN STAND OUTSIDE OF OUR COURTHOUSE AND SMOKE A JOINT IN PUBLIC.  WE DON’T FEEL THAT IS RIGHT.  WE THINK MARIJUANA SHOULD BE TREATED SIMILAR TO ALCOHOL.  WE WANT TO PASS A LOCAL LAW THAT  IT SHOULDN’T ALLOW YOU TO SMOKE IN PUBLIC.  IT WILL BE IN THE SAME AREA AS OPEN CONTAINER.  IN ADDITION, WE ARE LOOKING AT A LOCAL LAW TO RESTRICT RETAIL SALES IN THE VILLAGE AS WELL.   MAYOR DWYER STATED WE DECIDED WE DON’T FEEL THAT A MARIJUANA DISPENSARY IS NECESSARY WITH A ¼ MILE OF A SCHOOL SOME MAY SAY THAT’S HYPOCRITICAL BECAUSE WE HAVE ALCOHOL SALES.  IF WE DON’T PASS A LAW BY DECEMBER 31ST, WE WILL NEVER BE ALLOWED TO.  WE WILL BE BINDING EVERY FUTURE GOVERNMENT.  THE LAW COULD BE RESCINDED LATER IF NECESSARY.  WE HAVE A PUBLIC HEARING OPEN FOR CONSUMING MARIJUANA IN PUBLIC SO IF ANYONE WANTS TO SUBMIT COMMENTS, THEY CAN EMAIL ME AT MAYOR@VILLAGEOFGREENWOODLAKE.ORG OR THE CLERK AT VCMGWL@YAHOO.COM, MAIL IT IN TO PO BOX 7 GREENWOOD LAKE NY.  PLEASE GET YOUR COMMENTS IN.  `

 

LAKE MANAGEMENT – MAYOR DWYER STATED WE HAVE A COMPANY THAT COMES IN A MONTHLY BASIS, CHECKING WATER TEMPERATURES, WEED GROWTH, OXYGEN AND ALGAE LEVELS, PHYSICAL SURVEYS AND WEED INVENTORIES.  THINGS ARE LOOKING POSITIVE ON THE LAKE.  TEN YEARS AGO, YOU COULD ALMOST WALK ACROSS THE WEEDS.  NOW YOU CAN GO OUT IN A KAYAK AND SWIM IN THE ARM. 

 

WEED HARVESTING – WE ARE WEED HARVESTING IN THE NORTH ARM.  IT IS ESSENTIALLY MOWING THE LAKE BUT IT IS THE ONLY APPROACH ALLOWED IN THE NORTH ARM.  THE DEC WILL NOT ALLOW HERBICIDES, ETC.  WE ARE TALKING ABOUT BUDGETING FOR A HYDRORAKE PROGRAM BECAUSE I FEAR THOSE RESIDENTS’ MAY NO LONGER BE ABLE TO ACCESS THE LAKE.  ITS IS GETTING FILLED IN MORE AND MORE EVERY YEAR.  WE ARE CONSTANTLY MONITORING FOR THAT BLUEGREEN ALGAE. 

 

POPLAR STREET – WE TALKED ABOUT SOME CHALLENGES WE WERE HAVING WITH THE GARDEN AND THE RESIDENTS.  WE HAD A MEDIATION SESSION AND ARE TRYING TO WORK OUT SOME DIFFERENCES.  IT IS LOOKING REALLY GOOD OVER THERE. 

 

NEW BUSINESS

 

2021 RECYCLING GOALS

 

MAYOR DWYER STATED ABOUT TWO YEARS AGO WE IDENTIFIED A PROBLEM WITH THE ECONOMICS OF RECYCLING.  CHINA REFUSED TO TAKE OUR RECYCLING AND THE COSTS STARTED INCREASING DRAMATICALLY.  I APPROACHED OUR CONTRACTOR AND ASKED THEM TO LOOK INTO HOW ACCURATE WE ARE REYCLING.  WE ARE WORKING WITH THEM TO SET A BENCHMARK AND WILL DEVELOP AN EDUCATION CAMPAIGN TO RE-EDUCATE THE PUBLIC ON EFFECTIVE RECYCLING.  OUR GOAL IS TWO-FOLD, TO HELP THE PLANET AND TO SPEND AS LITTLE AS POSSIBLE.  A LOT OF PEOPLE DON’T UNDERSTAND THAT IF YOU DON’T CLEAN OUT YOUR PEANUT BUTTER JAR, YOU’VE CONTAMINATED THE WHOLE BATCH OF RECYCLING.  EVERY MONTH WE WILL RECORD INFO.  TRUSTEE KELM THOUGHT OF A MAGNET FOR EVERYONES REFRIGERATOR SHOWING HOW TO RECYCLE EFFECTIVELY.  THERE IS A NATIONAL AVERAGE OF 34% EFFECTIVENESS AND GREENWOOD LAKE IS ONLY 26% EFFECTIVE.  I WOULD LIKE TO SEE THAT RISE TO 75%.

 

 

POSSIBLE SWIM LESSONS – MAYOR DWYER STATED WE WEREN’T CERTAIN WE WERE GOING TO DO THIS THIS YEAR, WITH TAKING OVER BEACH AND COVID.  TRUSTEE KELM IS WORKING WITH SOMEONE TO GET THE PROGRAM UP AND RUNNING. 

 

COMMUNITY SIGN COMPLETED – MAYOR DWYER STATED THIS IS AN ELECTRONIC SIGN AT BEN WINSTANLEY PARK.  I HOPE EVERYONE LIKES IT; IM SURE SOME WON’T BUT WE HEAR ALL THE TIME THAT PEOPLE DIDN’T KNOW ABOUT THINGS HAPPENING SO WE DECIDED TO GO WITH THE SIGN. IT LOOKS NICE AND HOPEFULLY WILL KEEP PEOPLE MORE INFORMED. 

 

2021/2022 DRAWDOWN – AS IT STANDS NOW MAYOR DWYER STATED, THERE IS A SCHEDULED DRAWDOWN THIS FALL AND WINTER OF THE LAKE.  IN THE BUILDING DEPARTMENT THEY ARE WORKING WITH THE DEC ON A JOINT EXPEDITED APPLICATION FOR PROPERTY OWNERS WHO WANT TO DO SEDIMENT REMEDIATION OR BULKHEAD REPAIRS.  IT IS USUALLY A SIX-MONTH PROCESS WITH THE DEC. BUT IF WE SUBMIT IT FOR YOU IT IS STREAMLINED.  

 

JUNETEENTH RESOLUTION – THREE WEEKS AGO WE GOT A COPY OF A RESOLUTION FROM SOME CONCERNED CITIZENS THAT THEY WANTED US TO ADOPT.  I THANK THEM FOR TAKING THAT TIME.  I SENT THAT RESOLUTION TO THE VILLAGE BOARD AND IT WAS UNANIMOUSLY REJECTED AND IT WAS DECIDED, WORKING WITH THE TOWN OF WARWICK AND THE OTHER VILLAGES IN OUR COMMUNITY WE TRIED TO PUT SOMETHING TOGETHER THAT WORKED FOR ALL OF US BUT WAS SOMEHOW UNIQUE.  WE FEEL INCREDIBLY UNIQUE IN THIS COMMUNITY.  THE RESOLUTION THAT WAS SENT IN WAS HIGHLIGHTED BLACK LIVES MATTER AND THE JUNETEENTH HOLIDAY, IT DENOUNCED RACISM IN GENERAL.  WE CHANGED IT A LITTLE.  I WILL READ THE RESOLUTION SHORTLY BEFORE I LET THE PUBLIC SPEAK.  OUR VILLAGE BOARD SPEAKS FOR ITSELF WHEN IT COMES TO INCLUSIVITY.  OUR ACTIONS AND CONSISTENT GOALS AND EFFORTS SPEAK FOR THEMSELVES.  WE ABSOLUTELY REJECT RACIAL BIASES, AND ETHNIC BIASES, AND SEXUAL BIASES.  WE DON’T FEEL THAT THE ONE SIZE FITS ALL RESOLUTION FITS OUR COMMUNITY.  WE PUT FORTH OUR OWN AND I WILL NOW READ IT. 

 

RESOLUTION #3 OF 2021/2022 OF THE VILLAGE OF GREENWOOD LAKE COMMEMORATING JUNETEENTH AND AFFIRMING OUR COMMITMENT TO REJECT RACISM AND INTOLERANCE. 

 

WHEREAS GOVERNOR ANDREW CUOMO AND THE NYS LEGISLATURE HAS DECLARED JUNETEENTH A PUBLIC HOLIDAY COMMEMORATING THE END OF SLAVERY IN AMERICA AND A DAY TO CELEBRATE BLACK AND AFRICAN-AMERICAN ACHIEVEMENTS AND;

WHEREAS THE VILLAGE OF GREENWOOD LAKE TAKES PRIDE IN THE DIVERSITY AND RICHNESS OF CULTURES THAT HAVE FOUND HOMES IN OUR COMMUNITY AND;

WHEREAS, THE VILLAGE OF GREENWOOD LAKE RECOGNIZES THAT THERE ARE INJUSTICES PERPRETRATED BY INDIVIDUALS WITH RACIAL PREJUDICE AND MALICIOUS INTENT TARGETING PEOPLE OF COLOR AND THAT THERE IS A NEED TO RESPOND TO THESE INJUSTICES AND STRUGGLES WHEREVER THEY MAY EXIST; AND

WHEREAS, THE VILLAGE OF GREENWOOD LAKE RECOGNIZES THAT RACISM IS A CONCERN IN ALL COMMUNITIES AND WE WILL CONTINUE TO ENSURE THAT DIVERSITY IS A MAJOR CONSIDERATION IN ALL OUR POLICIES AND PROCEDURES; AND

WHEREAS, THE VILLAGE OF GREENWOOD LAKE STANDS WITH PEACEFUL PROTESTORS DEMONSTRATING THEIR COMMITMENT TO ENDING INTOLERANCE AND INEQUALITY AND

WHEREAS, THE VILLAGE OF GREENWOOD LAKE RECOGNIZES THE IMPORTANCE OF THE RIGHT TO FREE SPEECH AND DEMONSTRATION AS ESSENTIAL TO OUR NATIONS IDENTITY AND GIVES OUR UNWAVERING SUPPORT TO THE FIGHT AGAINST RACISM AND HATRED; AND

MAYOR DWYER STATED THAT WILL BE PUT FORTH LATER. 

 

PRIVELEGE OF THE FLOOR ON ANY GENERAL TOPIC.

 

JOAN TIRRELL STATED I RESPECT WHAT YOU SAID AS TO HOW YOUR PROCESS WAS DEVISED.  I STAND HERE AND WANT TO SAY WHY PARTICULAR LANGUAGE WAS SUBMITTED.  THIS PAST WEEKEND THERE WAS A BIG COMMUNITY EVENT THIS PAST WEEKEND AND I FELT LOVE, SOLIDARITY BEAUTY JOY AND HOPE.  HOPE THAT WHAT WE ALL EXPERIENCED ON SATURDAY IS WHAT OUR COMMUNITY CAN BE EVERY DAY.  I AM STANDING WITH OTHERS HOPING YOU WOULD HAVE ADOPTED OUR LANGUAGE SPECIFICALLY IN TERMS OF BLACK LIVES MATTER AND CONDEMNING PANDEMIC RACISM.  BLACK LIVES MATTER HAS BEEN CALLED A RADICAL FRINGE AND I AM HERE TONIGHT TO PROPOSE THAT IT IS NOT.  FROM ABOLITION TO THE CIVIL RIGHTS MOVEMENT IT IS A GROUP TRYING TO OVERCOME SYSTEMIC RACISM.  A 2020 STUDY OF BLACK LIVES MATTER EVENTS SHOWS THAT IS 96% THERE WAS NO PROPERTY DAMAGE, NO INJURIES, ETC.  THERE WAS LOOTING AND VIOLENCE ASIDE FROM PROTESTORS.   BLACK LIVES MATTER IS AN INCLUSIVE ORGANIZATIONS BECAUSE I TOO AM A PART OF IT, A WHITE WOMAN WHO HS LIVED HERE FOR 20 YEARS.  EACH OF US WAS BORN INTO STRUCTURAL RACISM.  WE DIDN’T CREATE IT WE WERE BORN INTO IT DEPENDING ON OUR SKIN COLOR, WE HAVE HAD BIASES, PREJUDICES OR PRIVELEGE ASSIGNED TO US.  THE CULTURAL DECK HAS BEEN STACKED AGAINST BLACK PEOPLE.   IF YOU DON’T BELIEVE THAT I ASK THE FOLLOWING QUESTION:  ALL THINGS BEING CONSIDERED WOULD ANYONE HERE TRADE WHITE SKIN FOR BLACK. I WOULDN’T.  SYSTEMIC RACISM CAME TO OUR SHORES IN 1526 WITH THE FIRST AFRICAN SLAVES.  IT HAS REMAINED DEEPLY ROOTED.  THIS ISN’T ABOUT CALLING OUT INDIVIDUALS, ITS ABOUT CALLING OUT STRUCTURAL RACISM.  WE NEED TO UNDERSTAND AND ACKNOWLEDGE WHAT EXISTS AND TAKE STEPS TO CORRECT IT.  BLACK LIVES MATTER IS NOT RADICAL, IT IS PEACEFUL, MULTI RACE GROUP THAT IS DEDICATED TO JUSTICE FOR ALL.  IT IS NOT ANTI BLUE LIVES.  IT ASKS NO ONE ELSE TO GIVE UP THEIR RIGHTS IT JUST ASKS THAT BLCK LIVES BE ACCORDED THE SAME RIGHTS, OPPORTUNITIES.  SYSTEMIC RACISM REFERS TO SYSTEMS IN PLACE THAT DISCRIMINATE AGAINST PEOPLE OF COLOR.  FROM MATERNAL DEATH RATES, POVERTY RATES, FAMILY LEGACY, INCARCERATION, WEALTH ETC.  ONE EXAMPLE IS OUR REALTOR TOLD US NOT TO BUY IN CERTAIN NEIGHBORHOODS BECAUSE THEY WERE BLACK.  WE DAY NOT HERE, BUT IT IS HERE AND WE MUST STOP ASKING OUR BLACK CITIZENS TO PROVE IT.  YOUR RESOLUTION IS AN IMPORTANT OPPORTUNITY TO BECOME MORE AWARE OF SYSTEMIC RACISM AND I APPRECIATE THAT. 

 

MAYOR DWYER STATED YOU MENTIONED SYSTEMIC, AND MY ISSUE IS HOW DOES THIS APPLY IN GREENWOOD LAKE.  THE GOVERNMENT PROMOTES RACIAL EQUALITY INCLUDING THIS BOARD, APPOINTMENTS TO THE POLICE DEPARTMENT, OUR ZONING AND PLANNING BOARDS, WE HAVE PEOPLE OF COLOR ON ALL OF THEM.

 

JOAN TIRREL SAID I CAN APPRECIATE THAT BUT THEN WHY WERE THE WORDS SYSTEMIC RACISM OBJECTIONABLE.  I FEEL LIKE THIS RESOLUTION, WE WERE ASKING OUR FOUR BOARDS FOR A SYMBOLIC GESTURE TO THAT LANGUAGE, NOT BECAUSE YOU AREN’T DOING IT, BUT BECAUSE YOU ARE.  THERE ARE MANY BLACK PEOPLE IN OUR TOWN THAT CAN’T BUY A HOUSE IN THE SAME AREAS, EVEN THOUGH THE LAWS SAY THEY CAN.  I CAN ONLY SPEAK TO THE TIP OF THE ICEBERG.  SUSTEMIC RACISM EXISTS IN EVERY COMMUNITY AND IT FLIES UNDER THE RADAR OF WHITE PEOPLE BECAUSE WE DON’T HEAR THOSE COMPLAINTS. 

MAYOR DWYER ASKED WAS IT YOUR EXPERIENCE THAT THIS OCCURRED IN GREENWOOD LAKE?

 

JOAN TIRREL, IT OCCURRED IN THE TOWN OF WARWICK AND WE ALL LIVE IN THAT TOWN. 

 

MAYOR DWYER REPLIED SAYING THAT SYSTEMIC RACISM EXISTS HERE IS SAYING THAT IT IS INGRAINED IN US AND THAT IT IS INSTITUTIONALIZED IN OUR LEVEL OF GOVERNMENT.  THAT IS THE WAY I TOOK IT. 

 

JOAN TIRREL – I TAKE WHAT YOU ARE SAYING AS TRUTH.  I THINK YOU COULD STAND AS THE GOVERNING BODY NOW. 

 

MAYOR DYWER REPLIED WE ARE A LOCAL GOVERNMENT AND WE ARE NOT ADDRESSING NATIONAL POLICIES.  I’D LIKE TO HEAR DATA IF IT RELATES TO THE VILLAGE OF GREEWNOOD LAKE. 

 

TRUSTEE SELLIER ASKED YOU DO SEE THAT I AM BLACK RIGHT?  I HAVE LIVED HERE FOR OVER TWELVE YEARS AND I’VE SERVED ON THIS BOARD FOR SEVEN.  MAYOR DWYER SAID APPOINTED BUT I AM ACTUALLY ELECTED SO EVERY TWO YEARS I HAVE TO GO KNOCK ON DOORS AND ASK PEOPLE TO SIGN MY PETITION AND RE-ELECT ME.  WHEN THE MAYOR TALKS ABOUT SYSTEMIC RACISM, I PERSONALLY READ THE RESOLUTION AND TO BE FRANK I THOUGT IT WAS OFFENSIVE TO ME AS A BLACK PERSON LIVING IN THIS COMMUNITY AND SERVING ON THIS BOARD.  MAYOR DWYER, DEPUTY MAYOR KELM APPROACHED ME TO RUN FOR OFFICE YEARS AGO FOR A SEAT THAT WAS EXPIRING AND I DIDN’T EVEN SUPPORT HIM AS MAYOR BACK THEN.

TRUSTEE SELLIER BUT YOU ARE TALKING ABOUT OUR COMMUNITY WHAT YOU ARE SAYING FROM A NATIONAL RHETORIC MAKES SENSE.  MY DAUGHTER IS IN THE SCHOOL SYSTEM AND MY WIFE IS ASIAN. 

 

JOAN TIRREL – DO YOU REALIZE THAT BLACK CHILDREN IN SCHOOLS ARE OFTEN DISCIPLINED MORE HARSHLY. THERE IS VERY LITTLE DATA AND I AM NOT SUGGESTING THIS BOARD IS DOING ANYTHING INTENTIONALLY, BUT THERE ARE PATTERNS THAT EXIST AND IF YOU ARE BLACK, AND I WOULD LIKE TO LET MY COLLEAGUE PAT SPEAK. 

 

PAT  MCMILLAN STATED MYSELF AND JOAN SUBMITTED A RESOLUTION IN SUPPORT OF BLACK LIVES MATTER AND OUR HOPE WAS THAT EVERYONE WOULD TAKE A STAND AND A VOTE IN SUPPORT OF BLACK AND BROWN PEOPLE EVEN THOUGH WE ARE NOT A MAJORITY.  BLACK LIVES MATTER IS NOT A TERRORIST ORGANIZATION BUT LIKE ANY OTHER MOVEMENT SOME SUPPORTERS HAVE COMMITTED RANDOM ACTS.  RESEARCH WHAT BLACK LIVES MATTERS IS.  WE WANT PEOPLE TO UNDERSTAND THAT SYSTEMIC RACISM STILL EXISTS.  I HEAR THAT YOU ARE SAYING SYSTEMIC RACISM DOESN’T EXIST IN GREENWOOD LAKE.  YOU DON’T LIVE IN A BUBBLE AND THERE ARE PEOPLE THAT ARE BEING HURT. 

 

MAYOR DWYER STATED I NEVER SAID THAT RACISM DOESN’T EXIST.  OF COURSE, IT DOES.  OUR PROCLAMATION STATES THAT, BUT SYSTEMIC RACISM IS VASTLY DIFFERENT. 

 

PAT MCMILLAN STATED WE NEED OUR LEADERS TO LEAD BY EXAMPLE.   SHE LISTED OFF MANY STATISTICS SHOWING THE DISPARITIES THAT EXIST IN INCARCERATION RATES, HEALTH ISSUES, WEALTH, ETC.  POLICE BRUTALITIES, ETC.  WE SEE ALL THIS IN THE TOWN OF WARWICK, THE DISPARITIES BETWEEN GRADUATION RATES FOR WHITES AND BLACKS, ETC.

 

MAYOR DWYER STATED YOU ACTUALLY HAVE FIGURES FOR GREENWOOD LAKE?  I WOULD LOVE TO SEE THEM. 

 

PAT  MCMILLAN STATED I WILL GET THEM TO YOU.  SHE WENT OVER SUSPENSION RATES.  WE ARE NOT TRYING TO INDITE ANYONE HERE WE ALL INHERITED THEM.  THE FACTS REMAIN THAT BLACK AND BROWN PEOPLE STILL SUFFER INJUSTICES ALL THE TIME.  THOSE OF US SUBMITTED THE RESOLUTIONS ASKED OUR LEADERS TO LISTEN TO THEIR BLACK AND BROWN CONSTITUENTS.  WE ARE NOT ASKING FOR MORE THAN ANYONE ELSE.  TO THOSE WHO SAY ALL LIVES MATTER I STRONGLY SUGGEST THAT YOU DO THE RESEARCH AND I THANK YOU FOR YOUR TIME.  TO TRUSTEE SELLIER I WILL SAY I BASICALLY LIVE A PRIVELEGED LIFE AS A BLACK WOMAN.  I HAVEN’T BEEN TREATED AS BAD AS OTHERS. 

 

MAYOR DWYER STATED I STRONGLY BELIEVE IN OUR RESOLUTION AND WHAT WE HAVE DONE.  YOU HAVE MENTIONED THAT KIDS IN OUR COMMUNITIES OUR EXPERIENCEING RACISM OR HAVING A HARD TIME IN OUR SCHOOL DISTRICTS AND I WOULD STRONGLY SUGGEST THAT YOU ASK THEM TO REACH OUT TO MYSELF OR TO TRUSTEE SELLIER FOR SOME GUIDANCE.  ABOUT A YEAR AGO I HEARD ABOUT A RALLY THAT WAS GOING TO HAPPEN AT OUR BOAT LAUNCH.  I KNEW ONE OF THE PEOPLE PLANNING IT.  I TRIED REACHING OUT TO THEM TO SAY WE CAN’T DO ANYTHING IF YOU DON’T LET US KNOW.  IF PEOPLE ARE REACHING OUT TO YOU THEN PLEASE DIRECT THEM TO US.  WE NEED TO ELIMINATE DEVISIVENESS.

 

NANCY DEANGELO STATED I THINK THAT PEOPLE SHOULD INVESTIGATE THE “ BAD” END OF OUR TOWN AND THE HISTORY OF IT.  I THINK IT IS ONE REASON PEOPLE COME HERE AND STAY HERE.  PEOPLE ARE ALWAYS WELCOMED TO THIS COMMUNITY.  THIS VILLAGE HAS ALWAYS WELCOMED EVERYONE TO IT.  ANYONE THAT DOESN’T AGREE IS FLYING IN THE FACE OF OUR HISTORY.  WHEN YOU LOOK BACK TO WHEN THIS WAS A GERMAN STRONGEHOLD AND I HAD A SWASTIKA CARVED INTO MY BASEMENT FLOOR WE ALLOWED EVERYONE TO COME TO GREENWOOD LAKE. 

 

RESIDENT CAMILLA -I LIVE IN WARWICK.  IT CONCERNS ME THE RESOLUTION THAT THEY ARE TRYING TO PUSH.  EVERYONE HERE CONDEMNS RACISM BUT WE ALL KNOW IT EXISTS.  IT IS NOT RIGHT TO DISCRIMINATE AGAINST PEPLE BECAUSE OF THEIR SKIN COLOR.  WHAT CAN WE DO ABOUT IT.?  WE NEED TO CHANGE SO THAT EVERYONE IS INCLUDED.  I AM FROM ARGENTINA AND I ALWAYS TEACH MY KIDS TO NOT DISCRIMINATE.  I WANT TO READ YOU SOME HEADLINES…   SHE READ MANY HEADLINES.  UNDECIPHERABLE BUT BASICALLY QUESTIONING SOME OF THE RHETORIC OF BLACK LIVES MATTER GROUPS, QUESTIONING WHO THEY SUPPORT INCLUDING SOME TERRORISTIC LEADERS, QUESTIONING WHY FORMER LEADERS LEFT THE GROUP.  I DON’T SEE THAT BLACK LIVES MATTER AS A GROUP DOES ANYTHING FOR THE BLACK COMMUNITY.

UNKNOWN RESIDENT STATED I SUPPORT KEEPING THE BLACK LIVES MATTER ORGANIZATION OUT OF THE WORDING OF YOUR RESOLUTION.  IT IS A CONTROVERSIAL GROUP TO SAY THE LEAST.   I FELT VERY WELCOME WHEN I CAME HERE.  I THINK YOUR RESOLUTION WAS A GOOD STEP FORWARD.

JOAN TIRREL SAID I WANT TO MAKE VERY CLEAR THAT WE ARE HERE FOR DIALOG WHICH IS ALWAYS CONSTRUCTIVE.  AS A BLACK WOMAN LIVING IN GREENWOOD LAKE, I HAVE EXPERIENCED RACISM FROM BLACK PEOPLE AND WHITE PEOPLE.  I BOUGHT A HOUSE IN GREENWOOD LAKE AND I WORK IN A BLACK ORGANIZATION.  I THINK ITS IMPORTANT TO UNDERSTAND RACISM IS A WORLD-WIDE PROBLEM.  I HAVE NEVER REALLY FELT IT IN GREENWOOD LAKE.

TREVOR BOURNE – RACISM COMES IN MANY FORMS, THERE IS CLASSISM RACISM, INSTITUTIONAL RACISM, SYSTEMIC RACISM.  I REMEMBER MOVING TO WARWICK 25 YEARS AGO, I MOVED BECAUSE OF RACISM.  I WANTED MY CHILDREN OUT OF THAT NEIGHBORHOOD.  I WAS STOPPED AT A STOP SIGN AND FIVE WHITE OFFICERS STOPPED ME AT GUN POINT.  I ASKED WHERE DOES IT STATE THAT YOU CAN PULL ME OVER AND THAT CONFUSED THEM.  THEY WALKED AWAY FROM THE CAR AND JUST CURSED THEM OUT.  THAT WAS THE DAY I DECIDED TO MOVE FROM BROOKLYN.  I GOT PULLED OVER IN SLOATSBURG, TUXEDO, GREENWOOD LAKE AND WARWICK.

BLACK SKIN IS MY REALITY AND I CAN TELL YOU THAT THE RACISM I EXPERIENCE IN WARWICK IS NEVER ENDING.  I PROTESTED A SUPPORTER OF HITLER AND WITHIN TWO MINUTES I WAS SURROUNDED BY CONFEDERATE FLAGS.  WARWICK COPS CAME AND WHEN I ASKED FOR PROTECTION, THEY SAID LEAVE AND GO BACK TO WHERE YOU CAME FROM.  I AM PROTESTING ANTISEMITISM.  HE WENT JANUARY 6TH TO THE CAPITAL. 

 

MAYOR DWYER – STATED IF YOU ARE PROTESTING ANTISEMITISM WHY ISN’T YOUR ORGANIZATION CALLED ALL LIVES MATTER.

TREVOR BOURNE – IT IS NOT INTENTIONAL.  OF COURSE, ALL POLICE OFFICERS AREN’T BAD.  IT’S A THANKLESS JOB AND THEY DESERVE TO BE PAID MORE.  THERE’S NO DOUBT THEY SHOULD BE HELD TO A HIGHER STANDARD.  YOU MAY GET A KID THAT HAS NO RACIST BONE IN HIS BODY AND HE WILL RIDE WITH THE SENIOR GUYS AND THEY WILL SAY BE CAREFUL, THOSE PEOPLE DON’T LIKE US.

Police Station ADA) as described in the proposal. Input from citizens and groups has been received and considered and an application has been prepared which addresses their community concerns. The __Village of Greenwood Lake supports Title VIII of the Civil Rights Act of 1968 (Federal Fair Housing Law) and the New York State Human Rights Law.  It is the policy of _Village of Greenwood Lake__ (name of municipality) to implement programs to ensure equal opportunity in housing for all persons regardless of race, color, religion, ancestry, sex (including pregnancy), national origin, nationality, familial status, marital or domestic partnership status, affectional or sexual orientation, atypical hereditary cellular or blood trait, genetic information, liability for military service, mental or physical disability, perceived disability,  AIDS/HIV status and Lawful Income or Source of Lawful Rent Payment (Section 8).  The _Village of Greenwood Lake__ (name of municipality) further objects to discrimination in the sale, rental, leasing, financing of housing or land to be used for construction of housing, or in the provision of brokerage services because of race, color, religion, ancestry, sex, national origin, handicap or disability as prohibited by Title VIII of the Civil Rights Act of 1968 (Federal Fair Housing Law) and the New York State Human Rights Law. WHEREAS GOVERNOR ANDREW CUOMO AND THE NYS LEGISLATURE HAS DECLARED JUNETEENTH A PUBLIC HOLIDAY COMMEMORATING THE END OF SLAVERY IN AMERICA AND A DAY TO CELEBRATE BLACK AND AFRICAN-AMERICAN ACHIEVEMENTS AND;

WHEREAS THE VILLAGE OF GREENWOOD LAKE TAKES PRIDE IN THE DIVERSITY AND RICHNESS OF CULTURES THAT HAVE FOUND HOMES IN OUR COMMUNITY AND;

WHEREAS, THE VILLAGE OF GREENWOOD LAKE RECOGNIZES THAT THERE ARE INJUSTICES PERPRETRATED BY INDIVIDUALS WITH RACIAL PREJUDICE AND MALICIOUS INTENT TARGETING PEOPLE OF COLOR AND THAT THERE IS A NEED TO RESPOND TO THESE INJUSTICES AND STRUGGLES WHEREVER THEY MAY EXIST; AND
