MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE TO THE FLAG. 

 

ROLL CALL BY VILLAGE CLERK PATRICIA OLSEN.  ALL PRESENT.

 

MAYOR DWYER STATED TONIGHT IS A BITTERSWEEET MEETING.  OUR LONG TIME AND ESTEEMED VILLAGE CLERK IS RETIRING AND THIS IS HER LAST VILLAGE BOARD MEETING. TRUSTEE HOLDER RETIRED AND WAS APPOINTED VILLAGE CLERK AND NANCY CLIFFORD WAS NAMED AS A TRUSTEE IN HER PLACE.  WE ARE EXCITED TO HAVE NANCY JOIN US.  SHE IS A LONG TIME VOLUNTEER AND ADVOCATE OF CAUSES IN THE VILLAGE. 

 

MAYOR DWYER STATED WE ARE GOING TO HAVE A CEREMONIAL SWEARING IN FOR NANCY AND I WOULD LIKE HER FAMILY TO JOIN US.  SHE HAS ALREADY BEEN LEGALLY SWORN IN AT VILLAGE HALL.

 

MAYOR DWYER SWORE IN TRUSTEE NANCY CLIFFORD.

 

TRUSTEE CLIFFORD THANKED THE BOARD FOR THE OPPORTUNITY. 

 

MAYOR DWYER STATED THIS IS TOUGH FOR ME.  PAT’S DAUGHTER KELLY IS HERE TONIGHT.  HE PRESENTED FLOWERS TO PAT.  MAYOR DWYER STATED PAT HAS BEEN HERE FOR 33 YEARS AND SERVED AS CLERK FOR ALMOST 20.  NOT EVERY MAYOR HAS BEEN AS EVEN KEEL AS I AM.  THE CLERKS POSITION IS THE RIGHT HAND FOR THE MAYOR.  I COULDN’T HAVE DONE THIS JOB WITHOUT PAT BY MY SIDE.  SHE GOT MORE DONE THAN ANYONE WOULD UNDERSTAND.  WHEN I TOOK OVER THERE WAS AN ABRUPT TRANSFER AND WE HAD LITTLE IDEA OF WHAT TO DO.  PAT KEPT US ON TRACK.  PEOPLE WILL NEVER REALIZE ALL THAT YOU HAVE DONE AND I AM FOREVER GRATEFUL.  I DON’T KNOW HOW TO REPAY YOU.  I DO HAVE A PROCLAMATION FOR HER. 

 

MAYOR DWYER PRESENTED THE PROCLAMATION TO PAT. 

 

 WHEREAS, Patricia Olsen began her career in the Village of Greenwood Lake 33 years ago, serving as Village Clerk for over twenty three years; and

WHEREAS, Village Clerk Olsen has served thirty-three years with absolute distinction, dedication and pride; and

WHEREAS, Village Clerk Olsen, in her years as the Village Clerk has served alongside countless Village Trustees, multiple Building Inspectors, six Police Chiefs and four Mayors; and

WHEREAS, Village Clerk Olsen has left the Village of Greenwood Lake in a better position than before taking office; and

NOW THEREFORE BE IT RESOLVED THAT I, Jesse Dwyer, Mayor of the Village of Greenwood Lake, along with unanimous consent of the Village Board of Trustees do hereby proclaim July eight as Village Clerk Patricia Olsen Day in the Village of Greenwood Lake.

VILLAGE CLERK PAT OLSEN ASKED KELLI KELM TO PLEASE READ HER SPEECH FOR HER.

 

As I embark on my retirement, I would like to say how humbled I am to have served for the Village of Greenwood Lake and its residents for 33 years.

It all began when I found myself needing something to do after just losing my mom and my daughter Kelly was going off to preschool, I saw an ad in the paper for a part time clerk and went to the Village Hall to apply.

I began as a part time clerk eventually doing payroll and light duties. I waited for a fulltime position which I was hired for in 1996. Soon after I had become severely ill with cancer. The Village Board and employees stood by me and supported me through a very tough year of surgeries and treatment but I pushed to be at work as much as possible.

Fast forward to 1999 when Doris Hawkins retired as Village Clerk/Treasurer and Bill Morris was becoming a mayor after being a Trustee for years. He asked me to take Doris’ job. I immediately said no! I like my small job with no responsibilities, but he convinced me to do it.

A year or so before that Beth Farrell had come along who took Mary Royce’s place as the bookkeeper. Beth and I have worked together for 24 years, hand and hand, good days and bad, through raising our kids and sharing our daily problems. Beth, I know our friendship doesn’t end here with retirement and I couldn’t have asked for a better coworker and friend. You are family to me! In fact, this Village is my family, from coming in early and leaving late was just my normal for me. Bruce didn’t like it too much. He would always tell people when I was on lunch, or off duty, call her tomorrow between 8 and 4, she is not working, but you know I would always help.

During my career I have dedicated myself to getting to know the residents of the Village by name and where they live, trying to help the best I could with the problems and concerns.

It was a few years back when Beth and I decided to retire at 62. As 62 approached Beth, who was a year older than me joked about leaving, but stayed committed to our talk on leaving together, so she waited the extra year for me.

We told Mayor Dwyer and the Board we were leaving in 2 years I really don’t think they believed us. It was about 10 months that we said we were leaving in July and Jesse had said not the same day and Beth said OK a day apart, so a day apart it is. Lol! That was a good laugh.

I have worked with 7 Mayors, 6 Chiefs, 5 Judges, 9 Building Inspectors and too many Board members to name.

But I would like to thank Bill Morris for pushing me into this career path, without your persistence I wouldn’t have met such a great crew of people.

Thank you to Mayor Jesse Dwyer, Trustees Kelli Kelm, Tom Howley, Chad Sellier and the new Village Clerk Katheleen Holder, I know you got this! You have all been a great team and good friends. Good luck to Nancy Clifford and thank you to all my coworkers, Chief Adam Eirand and staff, Ed Bilello, John Shipps, Keith and Donna Garley, Kathy Rousseau, Robin Dunlop, Phil Landru, Ed Mateo, Danielle & Rebecca, John Buckheit you are all my friends and co-workers.

Lastly this past year has been one of the toughest for myself and my daughter and son in law when I lost my husband and father Bruce, he supported me in this job and I thank and miss him terribly, but with loss comes new life and that came along with beautiful happy grandson Carter James and so now the time has come for me to enjoy and relax.

MAYOR DWYER STATED WE WELCOME KATHELEEN HOLDER AS VILLAGE CLERK.  SHE HAS ALWAYS BEEN AN ACTIVE MEMBER OF THE COMMUNITY AND ARE FULLY QUALIFIED TO HOLD THIS POSITION. 

MAYOR DWYER STATED I RECEIVED AN EMAIL ON THE GEESE CONTROL COMMITTEE AND ENCOURAGED THEM TO COME TO THE MEETING TONIGHT. 

THE GEESE CONTROL COMMITTEE GAVE A SHORT PRESENTATION ON THEIR EFFORTS FOR HUMANE GEESE CONTROL.

MAYOR DWYER THANKED THEM FOR THEIR SERVICE TO THE COMMUNITY.

ANNOUNCEMENTS

JULY 2ND EVENTS –  START WITH THE FARMERS MARKET IN THE MORNING AT THE WATERFRONT PARK FROM 8-12.  GROUP EXERCISE AND ZUMBA IN THE MORNING.  THE BEACH OPENS AT 10:00AM.  SWIMMING FROM 10:00AM TO 2:00PM IS FOR TOWN OF WARWICK RESIDENTS ONLY.  FROM 2:00PM TO 8:00PM OUT OF TOWN RESIDENTS CAN BUY PASSES FOR $20.00 A PERSON.  THERE ARE CONCERTS AND VENDORS ALL DAY.  FIREWORKS AT ABOUT 9:15.  THE RAINDATE IS JULY 9TH.  IF YOU ARE A TOWN RESIDENT EVERYTHING IS FREE.  THE PARADE IS AT 11:00 AM AND IS LED BY THE CITIZENS OF THE YEAR MATT AND MARIE VETH.  RAIN OR SHINE FOR THE PARADE. 

 

17A SIDEWALK CONSTRUCTION – BETWEEN GREENWOOD LAKE GARDEN CENTER AND THE OPTIMUM BUILDING IS STARTING CONSTRUCTION ON JULY 5TH AND WILL CAUSE SOME DELAYS.  THIS PROJECT IS GOING TO TAKE ABOUT 5 WEEKS.  THE END RESULT WILL BE A BEAUTIFUL SIDEWALK .

REPORTS OF BOARDS AND DEPT HEADS

CHIEF EIRAND CONGRATULATED TRUSTEE CLIFFORD. HE THANKED PAT OLSEN FOR HER SERVICE TO THE COMMUNITY.THANK YOU FOR ALL YOUR HELP OVER THE LAST COUPLE OF YEARS.  I HAVE WORKED WITH HER FOR THE PAST 14 YEARS.  I’M GONNA MISS YOU.

POLICE – CHIEF EIRAND STATED THE POLICE DEPARTMENT HANDLED 1850 COMPLAINTS IN THE MONTH OF MAY, MADE 11 ARRESTS, ISSUED 199 TRAFFIC PARKING SUMMONSES AND INVESTIGATED 5 MOTOR VEHICLE ACCIDENTS.  WE ARE ISSUING A LOT OF TICKETS ON 17A BY SCOTT LYNCH WAY.  WE RECEIVED QUITE A FEW TRAFFIC COMPLAINTS WHICH WE HAVE BEEN ADDRESSING.  THE PBA HELD A FISHING DERBY THIS PAST WEEKEND.  FOR THE FIREWORKS WE ARE GOING TO HAVE A POLICE OFFICER STATIONED ON WINDERMERE AND POPLAR AT AROUND 2:00 THAT DAY.  WE ARE ONLY GOING TO LET RESIDENTS THROUGH.  UNIFORMED OFFICERS WILL BE STATIONED AT BASICALLY ALL THE SIDE STREETS TO THE BEACH. 

COMMISSION REPORTS

TRUSTEE CLIFFORD – I’VE ONLY BEEN ON THE JOB FOR THREE WEEKS.  I AM THE LIASON FOR THE SCHOOL BOARD AND THE CHAMBER OF COMMERCE.  I WENT TO THE SCHOOL BOARD MEETING AND I HAVE BEEN INTRODUCING MYSELF AROUND TOWN. 

 

TRUSTEE HOWLEY – I WANT TO THANK PAT, LOVE OUR CHATS.  WHEN PAT STARTED THE MAYOR WAS ONLY THREE YEARS OLD.

WATER – THE WATER DEPT FLUSHED HYDRANTS VERY SUCCESSFULLY. 

BEACH – THEY ARE NOW OPEN EVERY DAY AND STAFFED WITH LIFEGUARDS.  THE PARKS DEPARTMENT IS DOING A GREAT JOB KEEPING IT CLEAN AND WE ARE LOOKING FORWARD TO A SAFE SUMMER.

 

TRUSTEE KELM REPORT -SENIOR PICNIC IS IN AUGUST.  THE SENIORS ARE BUSY WITH ACTIVITIES.  IF YOU HAVE ANY QUESTIONS ABOUT EVENTS CALL THE SENIOR CENTER.  THE LIBRARY IS HAVING ITS SUMMER READING PROGRAM.  SWIM LESSONS ARE UP AND RUNNING AND THERE ARE A FEW SPOTS LEFT IN INTERMEDIATE.  YOU CAN CALL ME IF YOU NEED MORE INFORMAITON.  SOFTBALL IS OVER.  I WOULD LIKE TO THANK MATT BUCKLEY ANGELA SORRENTINO AND ALL THE COACHES AND GIRLS.  I WILL NOT SAY GOODBYE TO PAT I JUST WANT TO THANK HER FOR ALL OF HER HELP OVER THE YEARS.   I WILL MISS YOU, BUT I WILL SEE YOU AROUND TOWN. 

 

TRUSTEE SELLIER REPORT – I WILL MISS YOU AND THANK YOU FOR ALL OF YOUR REMINDERS.  FOR THE MONTH OF MAY THE BUILDING DEPARTMENT TOOK IN OVER $8,000, IUNCLUDING SHORT TERM RENTALS AND BUILDING PERMITS.  THE PLANNING BOARD MET IN THE MONTH OF MAY WITH ONE APPLICANT THE GREENWOOD LAKE GARDEN CENTER FOR A BEER GARDEN,  THEY HAVE TO COME BACK NEXT MONTH.  ZBA HAD NO APPLICATIONS.  I ATTENDED THE RIBBON CUTTING FOR THE COMMON GROUND GARDEN ON POPLAR STREET. 

ATTORNEY BUCKHEIT – MY REPORT IS CONFIDENTIAL.  I WANT TO THANK PAT FOR HER DISTINGUISHED SERVICE OVER THE YEARS AND HER GUIDANCE.  I LOOK FORWARD TO SEEING YOU AROUND THE VILLAGE.  I WANT TO WELCOME KATHELEEN HOLDER AS VILLAGE CLERK AND I WANT TO WELCOME TRUSTEE NANCY CLIFFORD. 

MAYOR DWYER STATED I AM REMINDED THAT BETH IS ON THE OTHER END OF THIS RECORDING.  I WANT TO THANK BETH FOR HER 24 YEARS OF SERVICE AS THE BOOKKEEPER AND PAT’S RIGHT HAND MAN.  BETH’S NUMBER ONE ATTRIBUTE BEFORE CHIEF EIRAND KEPT THE POLICE DEPARTMENT RUNNING ON A FINANCIALLY SOUND BASIS.  BETH HAS DONE A GREAT JOB AND WE WILL CERTAINLY MISS HER.  HER REPLACEMENT IS HOLLY BROWN WHO IS GOING TO BE A GREAT ASSET TO THE VILLAGE.  I WANT TO WISH BETH A LOT OF LUCK ON HER RETIREMENT. 

VILLAGE CLERK REPORT – I JUST WANT TO THANK EVERYONE THAT I’VE WORKED WITH AND THANK YOU TO ALL THE RESIDENTS THAT I’VE WORKED WITH OVER THE YEARS.  I WILL BE AROUND.

MAYOR DWYER STATED WE ARE GOING TO FORGO OLD AND NEW BUSINESS.  WE DID HAVE A LONG WORKSHOP.  WE WILL BE GOING INTO EXECUTIVE SESSION TO DISCUSS CONTRACTUAL MATTERS.

THE VILLAGE OF GREENWOOD LAKE IS HEREBY SUGMITTING ITS APPLICATION FOR CONSIDERATION UYNDER THE FY-2023 ORANGE URBAN CONSORTIUM COMMUNITY DEVELOPMENT PROGRAM AND THE CHIEF ELECTED OFFICIAL OR EXECUTIVE OFFICER IS HERE NY AUTHORIZED TO SUBMIT THIS APPLICATION.  INPUT FROM CITIZENS AND GROUPS HAS BEEN RECEIVED AND CONSIDERED AND AN APPLICATION HAS BEEN PREPARED WHICH ADDRESSES THEIR COMMUNITY CONCERNS.  THEY FUTHER CERTIFY THAT THEY HAVE READ AND UNDERSTOOD THE ORANGE URBAN COUNTY CONSORTIUM COMMUNITY DEVELOPMEMT GUIDELINES FOR THE FY-02023 PROGRAM YEAR AND HAVE MET ALL OF ITS APPLICABLE REQUIREMENTS AND THE INFORMATION CONTAINED IN THE APPLICATION IS ACCURATE AND TRUE TO THE BEST OF THEIR KNOWLEDGE.  IF AWARDED CDBG FUNDS, THE MUMICIPALITY SHALL IMPLEMEMT THE ACTIVITIES IN A MANNER TO ENSURE COMPLIOLANCE WITH ALL APPLICABLE FEDERAL STATE AND LOCAL LAWS AND REGULATIONS.
