MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE TO THE FLAG. 

 

ROLL CALL BY MAYOR DWYER.  CLERK OLSEN, ATTORNEY BUCKHEIT AND MAYOR DWYER ARE PRESENT, EVERYONE ELSE PRESENT VIA ZOOM.

LETTER FROM JAN DEARLING WHO IS A REPRESENTATIVE ON THE COMMITTEE FOR HUMANE GEESE CONTROL.  THEY ARE LOOKING FOR PERMISSION TO USE DOGS ON THE THOMAS P MORAHAN PARK TO CONTROL THE GEESE POPULATION.  BASICALLY, DOG WALKERS ARE ALLOWED AT CERTAIN TIMES OF THE DAY AS LONG AS THEY HAVE A PERMIT.  WE WILL BE AUTHORIZING THE CONTINUATION OF THIS PROGRAM AS ITS EXTREMELY IMPORTANT FOR THE CLEANLINESS OF OUR PARKS AND THE SAFETY OF OUR KIDS.   I DID PUT IN MY COLUMN THIS WEEK THAT THEY ARE LOOKING FOR VOLUNTEERS FOR THAT COMMITTEE.  IT’S THE TIME THAT GEESE ARE PAIRING UP AND LOOKING FOR NESTING SITES.  WE DON’T WANT THEM TO BE COMFORTABLE AT OUR PARKS.  YOU HAVE TO FILL OUT A WAIVER AND BE REGISTERED.  THE DOG MUST BE FRIENDLY AND ON A LEASH AT ALL TIMES. 

 

LETTER FROM DOMINICK GUSTO AND CHRISTIAN RONN AT 5 LOCUST.  THIS INDIVIDUAL PURCHASED PROPERTY IN WAH TA WAH PARK THAT ADJOINS OUR PLAYGROUND.  THEY ARE ASKING IF THEY CAN PURCHASE A PIECE OF THAT PROPERTY THAT IS UNUSED BY US, IT IS OUTSIDE THE FENCE AND UNMAINTAINED.  IT’S A SMALL PORTION, 20 FEET BY 100 FEET APPROXIMATELY.  IF THEY PURCHASE IT AND ADD IT TO THEIR LOT IT NOW BECOMES A BUILDABLE LOT FOR THEM.  IN SPEAKING WITH THE ATTTORNEY, WE CAN’T JUST SELL PROPERTY WITHOUT GOING THROUGH CERTAIN STEPS.  WE MUST ASCERTAIN ITS VALUE AND FOLLOW CERTAIN LEGAL REQUIREMENTS SUCH AS SURVEYING, ETC WHICH COSTS I HAVE ADVISED HIM WOULD ALL BELONG TO HIM.  I TOLD HIM AFTER THAT I WILL BRING IT TO THE BOARD AND WE WILL FOLLOW THE PROPER PROCEDURES, WE MAY HAVE TO BID IT OUT.  OBVIOUSLY, THE PROPERTY WOULD BE USELESS TO ANYONE BUT THE ADJOINING PROPERTY OWNER.  WE WILL FOLLOW THE PROPER LEGAL STEPS.  IF ANYONE WANTS TO GO LOOK AT THE PROPERTY PLEASE DO.

 

ATTORNEY BUCKHEIT STATED WE COULD GO THROUGH A SEALED BIDDING PROCESS AND THAT WOULD SATISFY THE LEGAL REQUIREMENTS. 

 

LETTER FROM A RESIDENT ASKING TO PARK ON PROPERTY OWNED BY US.  IT BELONGS TO AN OLD PUMPHOUSE WE OWN BUT DO NOT USE.  HE HAS ASKED IF HE CAN PARK THERE AND HIS GUESTS CAN PARK THERE.  OUR GENERAL POLICY IS WE DON’T RESTRICT PARKING.  WE CANNOT GRANT EXCLUSIVE RIGHTS TO PARK ON OUR PROPERTY.  HE CAN PARK THERE, BUT SO CAN HIS NEIGHBORS.

TOWN COUNCILMAN FLOYD DEANGELO VIA ZOOM SAID HAPPY ST PATRICKS DAY, AND IF ANYONE HAS ANY QUESTIONS, I’D BE GLAD TO ANSWER THEM.

 

MAYOR DWYER STATED AS YOU KNOW SUPERVISOR SWEETON AND I HAVE BEEN WORKING DILIGENTLY ON THE BEACH AGREEMENT.  IT’S BEEN A GOOD PARTNERSHIP AND WE APPRECIATE IT.

WE’VE BEEN BUSY PATCHING POTHOLES, SWEEPING STREETS, WE HAVE A WATER MAIN BREAK WILL BE DIGGING TOMORROW. 

 

POLICE           REPORTED BY LT ADAM EIRAND

 

FOR THE MONTH OF FEBRUARY, THE GREENWOOD LAKE POLICE DEPARTMENT HANDLED 1,152 COMPLAINTS.  WE MADE 8 ARRESTS, ISSUED 108 TRAFFIC TICKETS, 3 PARKING TICKETS AND INVESTIGATED 10 MOTOR VEHICLE ACCIDENTS. 

 

MAYOR DWYER STATED LT EIRAND AND I HAVE BEEN WORKING VERY HARD ON THIS NAVIGATION LAW AND ITS LOOKING VERY PROMISING. 

 

TRUSTEE SELLIER ASKED DPW COMMISSIONER BILL ROE ABOUT TAKING CARE OF THE TREE AT THE BARK PARK.

TRSUTEE HOLDER STATED A SCHOOL BOARD MEETING IS GOING ON NOW, SO I’M OBVIOUSLY NOT THERE.  THEY HAVE STARTED MODIFIED SPORTS.  MYSELF, MATT BUCKLEY AND AARON NOWAK WENT DOWN THERE AND GAVE THEM KEYS, ETC.  HIGH SCHOOL SPORTS ARE STARTING RIGHT NOW, FALL SPORTS.  THEY ARE GOING BACK TO SCHOOL FIVE DAYS A WEEK.  LITTLE LEAGUE AND GIRLS’ SOFTBALL ARE BOTH DOING REGISTRATIONS.  I AM WORKING ON BOOKING CONCERTS FOR THE BEACH. 

 

TRUSTEE HOLDER – ARE WE GOING TO BE OPENING UP THE COMMUNITY CENTER ANY TIME SOON?

 

MAYOR DWYER- I AM THINKING IN SEPTEMBER FOR THE TEEN CENTER.  WE CAN POSSIBLY OPEN IT UP TO MEETINGS, ETC OVER THE SUMMER.  WE CAN DISCUSS IT.

 

TRUSTEE HOWLEY REPORT – I JUST WANT TO THANK ALL THE PARKS GUYS AND DPW GUYS FOR ALL THE WORK OVER THE WINTER.  GREAT JOB.

 

DEPUTY MAYOR KELM – WE HAVE BEEN DOING GIRLS SOFTBALL REGISTRATION.  WE MET LAST TUESDAY FOR IN PERSON REGISTRATION.  FORMS ARE ONLINE AND CAN BE DOWNLOADED.  THERE WILL BE ANOTHER IN-PERSON REGISTRATION AT THE SENIOR CENTER THIS FRIDAY.

 

THE LIBRARY IS DOING GREAT THINGS.  THEY HAVE AWESOME PROJECTS DISPLAYED.  CHECK OUT THEIR PROGRAMS.    SENIOR CENTER IS STILL NOT OPEN.

 

MAYOR DWYER – THEY STILL HAVEN’T GIVEN US ANY DIRECTION ON THAT. 

 

TRUSTEE KELM – THE LITTLE LEAGUE, AND GIRLS’ SOFTBALL PARADE IS ON APRIL 17TH SO PLEASE REGISTER AS SOON AS POSSIBLE SO THAT WE CAN MAKE TEAMS.  BARRY BARKIN, MATT BUCKLEY AND ANGELA SORRENTINO ARE ALL GOING TO BE HELPING WITH THE PROGRAM THIS YEAR. 

 

TRUSTEE SELLIER REPORT – IN THE MONTH OF FEBRUARY THE BUILDING DEPARTMENT TOOK IN $4600 HIGHLIGHTED BY 396 SEPTIC LETTERS SENT.  THE PLANNING BOARD DID NOT MEET.  THE ZBA HAD AN APPLICANT BUT THERE WAS A WEATHER ISSUE THAT NIGHT SO THEY WERE POSTPONED TO MARCH.  THE BARK PARK WATER HAS BEEN TURNED OFF AS THEIR WAS A LEAK THERE AND IT NEEDS TO BE REPAIRED.  WE DID POST IT ON OUR WEBSITE AND SOME OF THE VILLAGE ONES. 

 

MAYOR DWYER STATD WE REQUESTED QUOTES ON UPGRADING BUILDING DEPT SOFTWARE.  WE CURRENTLY USE MUNICITY WHICH IS SERVER BASED, WHICH MEANS WE HOST IT HERE AND IS INACCESSIBLE FROM THE CLOUD.  IT IS OUTDATED AND WE WANTED TO GET NEW QUOTES.  THEY TOOK A LONG TIME TO GET BACK TO US.  WE ARE LOOKING AT UPGRADING IT SO THAT YOU CAN APPLY ONLINE FOR A BUILDING PERMIT.  THE APPLICATION IS ONLY AVAILABLE TO DOWNLOAD ONLINE NOW AND PRINT OUT.  YOU COULD REQUEST INSPECTIONS, TRACK APPLICATION PROCESSES ETC.  THIS IS ABOUT 10,000 TO UPGRADE AND BE CLOUD BASED AND ACCESSIBLE TO THE PUBLIC.  ANYONE CAN COME IN AND LOOK AT BUILDING DEPT FILES, NORMALLY.  THIS WAS JUST GIVEN TO US TODAY SO IT IS NOT ON THE AGENDA BUT IS SOMETHING WE ARE PROBABLY GOING TO MOVE FORWARD WITH. 

 

ATTORNEY BUCKHEIT REPORT – EARLIER TODAY I SENT MY WRITTEN REPORT TO THE BOARD WHICH IS MOSTLY CONFIDENTIAL IN NATURE BUT I AM AVAILABLE TO ANSWER ANY QUESTIONS.    I WOULD COMMEND THE MAYOR FOR LOOKING INTO THE UPGRADE THE SOFTWARE REQUIREMENTS FOR THE BUILDING DEPARTMENT FOR THE RESIDENTS.  IT WOULD BE VERY HELPFUL TO RESIDENTS AND POTENTIAL BUYERS.  THE BENEFITS WOULD GREATLY OUTWEIGH THE COSTS.

WATER BILLS ARE IN THE MAIL AS OF LAST FRIDAY.  IF YOU DON’T RECEIVE ONE PLEASE GIVE US A CALL.  THERE ARE SOME LEAKS OUT THERE AND SOME HIGH BILLS.  WE WILL BE WORKING WITH THOSE PEOPLE.  WE HAVE BEEN WORKING ON THE NEW BUDGET.  WE HAVE A BRAND-NEW PHONE SYSTEM AT VILLAGE HALL, WITH SOME NEW TECHNOLOGY. 

 

MAYOR DWYER STATED WE ARE TRYING TO STREAMLINE THINGS.  YOU CAN NOW LEAVE ME A VOICEMAIL IF YOU ARE TRYING TO REACH ME.  IT MAKES THINGS EASIER FOR VILLAGE HALL, COURT, SENIOR CENTER, ETC.

 

OLD BUSINESS

 

JEFF HART SCOREBOARD – AT THE LAST BOARD MEETING I SUGGESTED THAT WE SPLIT THE COST WITH THE LITTLE LEAGUE.  I DID GET A CALL FROM JEFFS SON WHO SAID IWS WHO IS THE COMPANY JEFF WORKED FOR HAS OFFERED TO PAY FOR 100% OF THE SIGN.  WE WOULD HAVE LOVED TO CONTRIBUTE, BUT IT IS VERY NICE OF THEM AND FREES UP THE LITTLE LEAGUE MONEY TO BUY CLAY, ETC.   WE APPRECIATE IWS STEPPING UP.

 

WATER DEPARTMENT – THEY HAVE IDENTIFIED A COUPLE OF LEAKS IN THE SYSTEM, ONE BEING AT THE DOG PARK AND A LARGER ONE ON JERSEY AVE.  I’M SURE THEY WON’T BE THE LAST.  MAYOR DWYER STATED TOMORROW MORNING THEY WILL PROBABLY BE SHUTTING DOWN A SECTION OF JERSEY AVENUE.

 

TRUSTEE SELLIER STATED WHAT ABOUT NEW JERSEY TRANSIT, DOES SOMEONE NOTIFY THEM?

NY STATE EXECUTIVE ORDER 203- MAYOR DWYER STATED THIS IS THE POLICE REFORM THAT LT EIRAND AND TRUSTEE HOWLEY HAVE BEEN WORKING ON.  WE HAVE LEFT THE PUBLIC HEARING OPEN FOR THE LAST 30 DAYS SINCE OUR LAST MEETING.  I DID RECEIVE ONE COMMENT THROUGH EMAIL AND THAT WAS IT.  I WILL ASK THE BOARD TO ADOPT THE PLAN LATER THIS EVENING AND THEN WE WILL SUBMIT IT TO THE STATE OF NEW YORK PER THEIR INSTRUCTIONS. 

 

TRUSTEE HOWLEY STATED LT EIRAND WAS THE GUY BEHIND THIS AND HE DESERVES ALL OF THE CREDIT. 

 

REFUSE BID-MAYOR DWYER STATED WE PUT TOGETHER A BID PACKAGE AND WE ARE JUST WAITING FOR THE BIDS TO COME IN.  THEY ARE DUE TO COME IN APRIL 2ND.  WE CANNOT COMPLETE OUR BUDGET UNTIL WE GET THESE FIGURES, AS THEY ARE A BIG PART OF OUR BUDGET. 

 

THOMAS P MORAHAN PARK – ATTORNEY BUCKHEIT IS REVIEWING THE FINAL DRAFT OF THE INTERMUNICIPAL AGREEMENT AND AS SOON AS I GET THAT BACK FROM HIM, IT WILL GO TO SUPERVISOR SWEETON TO LOOK OVER.  IT IS A BIG CONTRACT AND SHOULD BE SCRUTINIZED.  WE ARE IN THE FINAL STAGES.  I EXPECT TO EXECUTE IT WITHIN FIVE DAYS,

 

PART TIME POLICE CONTRACT – WE SUBMITTED OUR FINAL COMMENTS BACK TO THEM AND WE ARE AWAITING THE ACCEPTANCE OF OUR TERMS.  ONCE WE GET THE APPROVAL, WE WILL BRING IT TO THE BOARD AND GO OVER THE NEGOTIATIONS AT WHICH TIME IT WILL BE APPROVED OR DENIED.

 

NAVIGATION FUNDING STATE AID – MAYOR DWYER STATED I HAD A 40 MINUTE CONVERSATION WITH SENATOR MARTUCCI ABOUT THIS BILL, AND THAT HE IS GETTING A LOT OF SUPPORT.  AS A STATE SENATOR IN THE MINORITY, YOU ARE ONLY ALLOWED TO SPONSOR TEN BILLS.  THIS WOULD GET US NAVIGATION FUNDING FROM THE STATE OF NEW YORK.  THE STATE IS COLLECTING MONEY FROM BOAT REGISTRATIONS AND THEY ARE NOT GIVING IT BACK TO THE VILLAGE OF GREENWOOD LAKE WHICH HAS A VITAL POLICE NAVIATION UNIT ON OUR LAKE.  WE ARE BEING UNDERFUNDED BY THE STATE.  WE ARE HOPING TO ADVANCE THIS BILL AND GET UP TO 50% OF OUR NAVIGATION FUNDING.  LAST YEAR EVERYONE WAS LOOKING TO BUY BOATS AND ITS ONLY GOING TO GROW.  THIS IS A VERY IMPORTANT AND LONG OVERDUE CONCEPT.

NEW BUSINESS

 

FIRE DEPARTMENT DISPATCHING – LT EIRAND STATED WE USED TO DISPATCH FOR THE FIRE DEPARTMENT A COUPLE OF YEARS AGO.  THEY LEFT AND WENT WITH A COUPLE OF DIFFERENT SERVICES.  THEY WOULD LIKE TO COME BACK TO THE VILLAGE ALONG WITH 911.  THEY WOULD PAY FOR ALL OF THE RADIOS, ETC THAT WOULD NEED TO GO BACK INTO THE DISPATCH OFFICE.  THEY WANT TO TRY AND KEEP THE SERVICE MORE LOCAL. 

 

TRUSTEE HOLDER – I THINK THEY HAVE TO WORK HAND IN HAND AND THEY SHOULD BE TOGETHER. 

 

MAYOR DWYER – DID YOU TELL THEM THAT WE ARE TRYING TO GET THE AMBULANCE CORP BACK AS WELL.

 

LT EIRAND, I HAVEN’T AS OF YET.  THE SYSTEM THAT THE FIRE DEPARMENT USES IS THE SAME AS THE AMBULANCE CORP.  EVERYOE HAS NEW RADIO SYSTEMS. 

 

MAYOR DWYER STATED THE AMBULANCE CORP FELT THAT THERE WERE SOME ISSUES WITH THE RADIO CAPACITY OUTSIDE OF THE VILLAGE.  WE NOW ALL HAVE HIGH BAND RADIOS SO THAT ISSUE NO LONGER EXISTS.  THE TOWN OF WARWICK CURRENTLY PROVIDES DISPATCHING FOR THE AMBULANCE CORP.    WE DON’T FEEL THAT THIS IS A SERVICE WE NEED TO CHARGE FOR, WE JUST WANT TO SEE SOME CONSISTENCY.  WE HAVE GREAT LEADERSHIP UNDER LT EIRAND.  THERE’S NO GUARANTEE THAT WE WILL GET THE AMBULANCE CORP AS WELL.  

 

LT EIRAND STATED THE FIRE DEPARMENT HAS ALREADY VOTED ON IT. 

 

FARMERS MARKET – MAYOR DWYER STATED TH IS HAS BEEN TALKED ABOUT FOR YEARS.  MAYOR DWYER STATED I ALWAYS THOUGHT IT REALLY WOULDN’T WORK DOWNTOWN IT WOULD BE THE SAME THING AS WARWICK, IN A PARKING LOT.  I MENTIONED THE IDEA OF HAVING A FARMERS’ MARKET AT THE MORAHAN WATERFRONT PARK.   I HAVE HAD DISCUSSIONS WITH THE CHAMBER AND WITH THE GARDEN CENTER AND IT HAS BEEN RECEIVED SO WELL.  I THINK IT WILL BE SUCCESSFUL AS IT WILL BE UNIQUE AS IT WILL BE ON A BEACH.  WE WILL KEEP IT SMALL, IN SEPTEMBER AND OCTOBER AFTER THE BEACH IS CLOSED.  HOPEFULLY IT WORKS OUT WELL AND BRING PEOPLE INTO THE COMMUNITY.  WE HAVN’T NAILED DOWN ANY DETAILS. 

 

TRUSTEE SELLIER – WHO WOULD SPONSOR IT?

 

MAYOR DWYER STATED PROBABLY SPONSORED BY THE VILLAGE SO THAT WE COULD GET SOME OF THE REVENUE, AT LEAST FOR YEAR ONE.  WARWICK HAS ITS OWN NONPROFIT THAT RUNS THEIR FARMERS MARKET. 

 

MAYOR DYWER STATED I DID REACH OUT TO THE GARDEN CENTER AND NASIM TO SEE HOW THEY WOULD REACT TO IT, BUT THEY WERE FINE WITH IT.  I THINK IT’S A WINNING CONCEPT AND WE’D APPRECIATE ANY OTHER FEEDBACK.  THIS IS AN IDEA PEOPLE HAVE BROUGHT TO ME MANY TIMES.

MAYOR DWYER STATED THEY CAN ALWAYS JOIN IT.  WARREN HAS EVEN OFFERED TO GET FARMS ON BOARD. 

 

TOWN COUNCILMAN FLOYD DEANGELO – STATED I THINK THAT’S A WONDERFUL IDEA AND A GREAT USE OF THE BEACH.  

 

FEDERAL FUNDING – MAYOR DWYER STATED AT LAST MONTHS MEETING I MENTIONED THAT IN THE STIMULUS BILL, THERE IS MONEY FOR LOCAL GOVERNMENTS.  THE TOWN OF WARWICK IS GETTING OVER 3 MILLION DOLLARS AND WILL DISTRIBUTE IT OUT TO THE VILLAGES.  I’M NOT SURE RIGHT NOW WHAT THE FUNDING CAN BE USED FOR.  I BELIEVE ITS TO MAKE UP FOR LOSS OF REVENUE, FOR THINGS SUCH AS CLOSED COURTS, NO RENTAL INSPECTIONS, ETC.  I EXPECT TO GET ANYWHERE FROM $200,000 – 300,000.  WE HAVE BEEN KEEPING THINGS LEAN THIS YEAR AND AREL LIVING WITHIN OUR MEANS.  WE DON’T NEED THE MONEY FROM THE GOVERNMENT BUT I WILL NOT TURN IT DOWN.  I WANT TO COMMEND THE VILLAGE STAFF.

 

2021-2022 BUDGET – MAYOR DWYER STATED BETH, PAT MYSELF ,THE DEPARTMENT HEADS HAVE ALL BEEN WORKING ON THIS FOR A COUPLE OF MONTHS NOW.  IT’S HARD TO CONCLUDE WHERE WE WILL BE BECAUSE OF OUTSTANDING ISSUES.  WE DON’T KNOW WHAT WE CAN SPEND THE STIMULUS MONEY ON AND HOW IT CAN OFFSET SOME OF OUR BUDGET.  WE ALSO NEED THE SANITATION BIDS, BEACH FUNDING AND REVENUE ESTIMATES.  THERE ARE STILL MANY COMPONENTS.  THE BOARD HAS BEEN GIVEN A TENTATIVE BUDGET; I WILL PUT COPIES ON THE VILLAGE WEBSITE FOR THE PUBLIC TO LOOK AT.  NOT MUCH HAS CHANGED OUTSIDE OF THE BEACH BUT COSTS HAVE INCREASED IN HEALTH INSURANCE, PROBABLY GARBAGE COLLECTION.  THE POLICE DEPARTMENT HAS KEPT COSTS UNDER CONTROL.  PLEASE REVIEW THE BUDGET AND GET BACK TO ME WITH ANY QUESTIONS OR CONCERNS OR SUGGESTIONS.    THE TAX CAP IS LESS THAN 1.1PERCENT.  STATE AID IS BEING REDUCED IN THE STATE BUDGET AND WE DON’T KNOW WHAT WILL GET PASSED OR EVEN WHO THE GOVERNOR MIGHT BE.

 

MAYOR DWYER STATED WATER GRANTS ARE NOW BECOMING AVAILABLE AS WELL SO THAT IS GOOD NEWS.

 

EVENTS:

 

ELECTION DAY IS TOMORROW FROM 12-9 AT THE SENIOR CENTER ON WINDERMERE AVENUE.  MAYOR DWYER STATED THAT TRUSTEE KELM AND TRUSTEE HOWLEY AND MYSELF ARE UP FOR ELECTION.  I JUST WANT TO THANK THEM ALL. WE ARE RUNNING UNOPPOSED.

 

FIREWORKS – WILL BE JULY 3RD A SATURDAY. 

 

STREET FAIR WILL BE JUNE 12TH.   HOPEFULLY THERE ARE NO RESTRICTIONS THIS YEAR. 

 

SEPTEMBER 19TH WILL BE THE ST PATRICKS DAY PARADE.

 

TRUSTEE KELM – DID WE EVER DO A CITIZEN OF THE YEAR FOR THE FOURTH OF JULY PARADE?

 

MAYOR DWYER – NO WE DIDN’T DISCUSS IT, BUT WE WILL GO INTO EXECUTIVE SESSION TO DISCUSS IT TONIGHT.
