TRUSTEE HOWLEY REPORT – IN THE WATER DEPARTMENT FOR THE MONTHS OF FEBRUARY AND MARCH, WE ARE STILL WORKING WITH DELAWARE ENGINEERING ON FINALIZING PROCUREMENT ON A GENERATOR THAT CAN RUN BOTH OUR NEW WELL AND THE LAKELANDS PUMP STATION IN THE EVENT OF AN EXTENDED POWER OUTAGE.  WE ARE ALSO WORKING ON A VARIABLE FREQUENTCY DRIVE PROJECT FOR THE PUMP STATION THAT WILL TURN THOSE HIGH-VOLUME PUMPS ONAND OFF SLOWLY TO MANAGE THE MOVEMENT OF WATER TRHOUGHTOUT THE ENTIRE VILLAGE.  THE OPERATOR FEELS THAT THE ABRUPT NATURE OF THE PUMPS OPERATION HAS BEEN CREATING LOCALIZED WATER QUALITY ISSUES.

THE VILLAGE HAS TAKEN DELIVERY OF ANEW ROTRON BLOWER TO REPLACE THE BROKEN UNIT ON THE #2 FILTER BED.  THE BLOWERS SCOUR THE FILTER MEDIA WITH AIR DURING THE RINSE AND BACKWASH CYCLES.  THREEE INSTALLATION BIDS WERE SUBMITTED FOR SLECTION AND APPROVAL BY THE VILLAGE BOARD.  KOESTEER ASSOCIATES HAS JUST REPLACED OUR BACK UP HIGH LIFT PUMP AND COME BACK TO INSTALL AND WIRE THE MOTOR.  THE MULTI STATE LIFT PUMPS SEND FINISHED WATER UP TO OUR STORAGE TANKS.  THIS PUMP WAS ORIGINAL TO THE PLANT.

A NUMBER OF FROZEN AND BUSTED PIPES AND METERS HAVE BEEN SHOWING UP IN EMPTY HOMES.  THE DEPARTMENT HAS SHUT OFF A GOOD HALF DOZEN SERVICES TO THESE HOMES THAT ARE RESPONSIBLE FOR HIGHER THAN TYPICAL USAGE FOR THIS TIME OF YEAR.

OLD BUSINESS

LAKE MANAGEMENT – MAYOR DWYER STATED WE HAVE HYRDRORAKING, WEED HARVESTING AND CHEMICAL TREATING AS OUR PLAN FOR THE LAKE.  WE ARE WORKING WITH THE LAKE COMMISSION TO TRY AND SECURE FUNDING.  PEOPLE WONDER IF THE DRAWDOWN IS EFFECTIVE.  WE HAD OVER FIFTY PERMITS AT A VALUE ESTIMATED AT 1 MILLION DOLLARS.  THIS IMPROVED HOME VALUES AND HELPS PROTECT THE SHORELINE.  ITS PROVEN THAT EVERY SPRING AND SUMMER AFTER A DRAWDOWN, THE LAKE IS CLEARER AND HEALTHIER.  SPRING WATER FILLS UP THE LAKE ALONG WITH RUNOFF.  IT’S A SUCCESSFUL PROGRAM.  SOMETHING THAT HAS BEEN DISCUSSED IS HAVING A DRAWDOWN EVERY COUPLE YEARS, BUT ONLY DRAWING IT DOWN TWO OR THREE FEET INSTEAD OF FIVE.  I RECEIVED A CALL TODAY FROM A RESIDENT WHO RAN OUT OF TIME WHILE DEALING WITH THE DEC AND COULDN’T FINISH THEIR PROJECT.  THE ANTONS PROPERTY WHICH IS NOW BENJAMINS’ STEAKHOUSE DIDN’T REALIZE WE WERE HAVING A DRAWDOWN AND THEY TRIED TO GET A PERMIT AT THE LAST MOMENT AND WERE TOO LATE.  THE LAKE COMMISSION DID A GREAT JOB EDUCATING PEOPLE.

MUNICIPAL WATER GRANT – WE ARE STILL WAITING ON THIS.  POLITICS PLAYS A PART.  I BELIEVE THE STATE IS WAITING TO FINALIZE ITS BUDGET BEFORE IT ANNOUNCES THESE GRANTS.  WE APPLIED FOR ONE AND ARE WAITING TO HEAR.

ROUTE 17A SIDEWALK – WE HAVE TO DEAL WITH NYS DOT, ORANGE AND ROCKLAND, VERIZON, THE DEC, ETC.  IT HAS BEEN A CHALLENGE TO GET DONE.  IT IS PART OF A $150,000 GRANT THAT WE RECEIVED FROM COMMUNITY DEVELOPMENT FOR HANDICAP ACCESSIBILITY IN THE VILLAGE.

WINDERMERE AVE SIDEWALK – MAYOR DWYER STATED WE ARE REBIDDING THIS YET AGAIN BETWEEN OAK AND CHESTNUT.  WE BID IT OUT A COUPLE YEARS AGO BUT THE PRICES WERE ASTRONOMICAL AT THE TIME.  WE USE CHIPS MONEY TO PAY FOR THIS AND WE GET A GOOD ALOTMENT FROM THE STATE.

WATERSTONE ROAD SIDEWALK EXTENSION. – WE WANT TO CONNECT A FEW HUNDRED FEET TO GET TO LINDEN AVENUE.  WE DIDN’T HAVE THE MONEY WHEN WE DID IT INITIALLY BUT I WOULD LIKE TO GET A PRICE ON THAT AND COMPLETE IT.

OLD ANTONS PROPERTY – MAYOR DWYER STATED MANY PEOPLE HAVE HEARD BY NOW THAT BENJAMINS STEAK HOUSE HAS PURCHASED THIS PROPERTY AND THEY ARE GOING TO DEVELOP IT INTO A STEAKHOUSE, HOTEL AND RESORT.  THEY STARTED OFF IN MANHATTAN WITH TWO STEAKHOUSES, AND THEY ARE IN THE TOP FIVE.  THEY HAVE SINCE OPENED ONE IN WESTCHESTER AND TWO IN JAPAN.  THE ONE IN WESTCHESTER IS LISTED AS ONE OF THE BEST IN THE TRI STATE AREA.  THE INVESTMENT IS BETWEEN $10 AND $20 MILLION.  THEY CANNOT PRESERVE THE OLD BUILDING.  IT WAS GUTTEDABOUT TEN YEARS AGO WITH THE VISION OF RENOVATING BUT NOTHING WAS EVER DONE.  IT HAS SINCE HAD WATER IN THE BASEMENT FOR YEARS AND CANNOT BE RESTORED.  IT WOULD BE TOO DIFFICULT.  I HAVE SEEN PRELIMINARY PLANS AND WILL LOOK AMAZING AND FIT IN WITH THE CHARACTER OF OUR VILLAGE.

PAVING – WE WILL BE PAVING LAKELANDS THIS YEAR.  OUR NEXT ALLOTMENT FROM THE STATE SHOULD BE KNOWN LATER THIS WEEK.

TRUSTEE KELM – STATED A COUPLE OF MONTHS AGO THE ROAD UP BY ME WAS DUG UP AND ITEM 4 WAS PUT IN AND CONES PUT UP.  IT HAS BEEN THAT WAY ALL WINTER.  I CAN’T SEEM TO GET ANYONE FROM DPW TO ANSWER ME.

MAYOR DWYER STATED I WILL TAKE CARE OF IT.

MAYOR DWYER STATED PAVING WILL PROBABLY HAPPEN IN JULY OR AUGUST SINCE WE ARE A SMALL COMMUNITY.

NEW BUSINESS

THOMAS MORAHAN WATERFRONT PARK – MAYOR DWYER STATED THIS WILL BE OUR SECOND YEAR MANAGING THIS PROPERTY AND WE ARE ALLOWING PEOPLE TO USE IT RIGHT NOW AS A PASSIVE BOAT LAUNCH.  THIS MUST BE A BOAT YOU CAN CARRY TO THE LAKE, A CANOE, KAYAK ETC.  ONCE THE BEACH OPENS FOR SWIMMING YOU WILL NO LONGER BE ABLE TO LAUNCH.  WE HAVE OPENED BEACH PASSES PURCHASING ONLINE.  THE FEES ARE STAYING THE SAME UP UNTIL JUNE 1ST.  AFTER THAT DATE THE FEES WILL BE GOING UP.

THE BEACH FEES ARE EXTREMELY LOW LOOKING AROUND AT OTHER BEACHES SO THE PRICES ARE GOING TO GO UP.  ONCE OF THE REASONS WE HAVE EVENTS DOWN AT THE BEACH IS TO MAKE MONEY TO COVER THE COSTS OF RUNNING THE BEACH AND PRESERVING IT.   PASSES CAN BE PURCHASED IN PERSON AT THE CLERKS OFFICE.

PERMITS FOR FISHING ARE NECESSARY TO FISH OFF OUR BEACH OR GAZEBO IF YOU ARE NOT A TOWN RESIDENT.  PERMITS ARE ONLY AVAILABLE DURING VILLAGE HALL HOURS AND MUST BE PURCHASED DAILY.  NO FISHING PERMITS ARE AVAILABLE FOR THE WEEKENDS.  THIS WAY ONLY RESIDENTS CAN USE THE PROPERTY ON THE WEEKENDS.  I

WANT TO THANK ED BILELLO FOR ALL HIS WORK ON THE PARK.

IRISH FESTIVAL – MAYOR DWYER STATED TRUSTEE HOLDER COVERED THIS PRETTY THOROUHGLY.

FOURTH OF JULY – FRIDAY NIGHT CONCERT WHICH WILL REQUIRE PURCHASE OF A TICKET.  SATURDAY JULY 2ND WILL BE THE FIREWORKS WHICH WILL BE A FREE EVENT AS USUAL.  THE RAINDATE IS THE FOLLOWING SATURDAY.

SHORT TERM RENTAL FEES – MAYOR DWYER STATED WE JUST HEARD THAT THE TOWN OF WARWICK HAS RAISED ITS SHORT-TERM RENTAL FEES AND WE WANT TO BE CONSISTENT AROUND THE LAKE.  WARWICK MODELED THEIR LAW AFTER OURS.  WE ARE GOING TO BE INCREASING OUR FEES AS WELL.  THESE ARE PEOPLE WHO ARE MAKING SUBSTANTIAL RENTAL INCOME OFF THEIR HOMES.  THE COST TO US TO REGISTER, MAINTAIN, INSPECT THESE HOMES IS ALSO SUBSTANTIAL.  WE WANT TO HAVE A FAIR PLAYING FIELD.  THERE WILL BE A RESOLUTIION LATER ON THESE FEES.

HOME RULE ON NAVIGATION LAW – THIS IS SOMETHING WE HAVE TO DO IN ORDER TO GET MONEY DUE TO US FOR YEARS FOR NAVIGATION.  THE STATE HAS BEEN COLLECTING MONEY ON BOAT REGISTRATIONS AND WE HAVE BEEN WORKING WITH OUR STATE ASSEMBLY TO GET THE MONEY THAT HAS BEEN DUE TO US FOR YEARS.  THEY COLLECT BOAT REGISTRATION MONEY AND A PORTION OF THAT IS SUPPOSED TO GO TO THE MUNICIPALITIES THAT HAVE NAVIGATION UNITS OUT ON THEIR LAKES, RIVERS, ETC.  WE WERE INELIGIBLE TO COLLECT THAT MONEY BECAUSE OF A LOOPHOLE AND WE HAVE WORKED TO FIX THAT AND SHOULD NOW BE ELIGIBLE FOR THE MONEY AT UP TO 50% OF OUR NAVIGATION BUDGET.  WE HAVE TO PASS A HOME RULE LAW.

PBA CONTRACT – MAYOR DWYER SAID WE ARE GOING TO GO INTO EXECUTIVE SESSION TO DISCUSS THE PBA CONTRACT AND WILL THEN COME BACK INTO OUR REGULAR SESSION TO VOTE ON IT.

CVS PROPERTY PURCHASE – MAYOR DWYER STATED I HAVE HEARD A LOT OF COMPLAINTS ABOUT THE CONDITION OF THE PARKING LOT.  TRUSTEE SELLIER AND I MET WITH THE NEW OWNER OF THE CVS PROPERTY AND DISCUSSED THE PARKING LOT.  ITS IN THE LEASE THAT CVS HAS TO FIX THAT.  HE ALSO ASKED WHAT WE WOULD LIKE TO SEE IN THE VACANT STORE THAT IS THERE AND HE IS OPEN TO IMPROVING THE PROPERTY.  CVS IS NOT GOING ANYWHERE, THEY JUST RENEWED A 20 YEAR LEASE.

CLERKS POSITION – MAYOR DWYER STATED PAT OLSEN HAS DECIDED TO RETIRE THIS SUMMER.  SHE WAS ANOTHER PERSON THAT WAS NOMINATED FOR CITIZEN OF THE YEAR BECAUSE OF HER DEDICATION TO OUR COMMUNITY.  SHE SHOWS UP EARLY AND STAYS LATE WHENEVER NECESSARY.  WE HAVE BEEN LUCKY TO HAVE HER AS THE VILLAGE CLERK.  BETH FARRELL WILL BE LEAVING AS WELL.  THEY DID TELL ME ABOUT FIVE YEARS AGO THEY WERE GOING TO DO THIS.  THE TWO OF THEM HAVE HAD MY BACK AND THE COMMUNITIES BEST INTEREST.  SO, THE CLERK AND THE DEPUTY CLERK ARE LEAVING AT THE SAME TIME.  WE WILL BE SOLICITING FOR BOTH POSITIONS.  BETH’S POSITION RIGHT NOW IS CIVIL SERVICE BUT WE ARE CONSIDERING MAKING THAT POSITION PART TIME.  THEY ARE MAYOR’S APPOINTMENTS.  YOU CAN PICK UP APPLICATIONS AT VILLAGE HALL.    WE HAVE TO START LOOKING AND WE WILL POST THE DETAILS SOON.
