LETTER FROM THE DEPARTMENT OF HEALTH REGARDING THEIR ANNUAL LARVACIDE PROGRAM. THIS IS WHERE THEY COME IN AND PUT LARVACIDE IN OUR CATCH BASINS TO REDUCE THE MOSQUITO POPULATION. WE DID HAVE A CASE OF WEST NILE A FEW YEARS AGO SO THIS IS IMPORTANT.

THE ROADS ARE 90% SWEPT. WE BROUGHT IN TWO TRUCKLOADS OF INFIELD MIX FOR THE PARKS, BUT BECAUSE OF THE WEATHER WE HAVEN’T BEEN ABLE TO SPREAD IT YET. WE ARE WORKING ON ALL THE FIELDS. WE ARE PATCHING POTHOLES, WORKED WITH PHIL ON VARIOUS WATER LINE BREAKS. WE TOOK CARE OF RUMSEY ROAD, AND WE ARE SPEAKING TO CONTRACTORS ABOUT DOING SOME ROADS THIS SUMMER. WE ARE HAULING ITEM 4 AND SAND. THE BEACH WAS CLEANED UP AND WILL OPEN MEMORIAL DAY WEEKEND.

MAYOR DWYER – THE ONLY HOLD UP THERE IS WE ARE TRYING TO WORK WITH O &R SO WE AREN’T DUPLICATING WORK.
BEN ASTORINO – YES. RUMSEY, DIVISION AND LAKELANDS AVE EXTENSION ARE THE ONES WE ARE LOOKING TO GET DONE. I DO HAVE TO GET THE NEW PRICES FOR THIS YEAR
TRUSTEE HOLDER – IS ANYONE GOING TO BE CLEANING THE BATHROOMS AT THE FIELD THIS YEAR?
BEN ASTORINO – YES, WE WILL BE CLEANING THEM ON MONDAYS, WEDNESDAYS AND FRIDAYS. WE BROUGHT IN A COUPLE OF PART TIMERS.
POLICE – REPORTED BY CHIEF JOHN HANSEN
FOR THE MONTH OF APRIL, WE HANDLED 1,454 COMPLAINTS, MADE 21 ARRESTS, ISSUED 81 TRAFFIC TICKETS, 1 PARKING TICKET AND INVESTIGATED 3 MOTOR VEHICLE ACCIDENTS.
MAYOR DWER – CAN WE GET A BOUY OUT BY THE EAST ARM ROWING CLUB.
COMMISSION REPORTS
TRUSTEE HOLDER – THE SCHOOL BUDGET VOTE IS TOMORROW FROM 111:00 TO 9:00 IN THE ELEMENTARY SHOOL GYM. THERE ARE ALSO TWO BOARD SEATS OPEN.
THE CONCERTS ARE BOOKED FOR THE YEAR AND THE CONCERT CARDS ARE DONE. WE ARE GOING TO HAVE GROUP EXERCISE BACK AGAIN DOWN AT THE BEACH, ALONG WITH ZUMBA AND YOGA EVERY WEEKEND. THESE ARE FREE TO THE PUBLIC AND RUN JUNE THROUGH AUGUST EXCEPT ON RAINY DAYS.
THE CHAMBER OF COMMERCE RAN FAKE AT THE LAKE DOWN AT THE BEACH THIS PAST WEEKEND WITH SOME REALLY GREAT BANDS.

TRUSTEE HOWLEY REPORT – IN THE POLICE DEPARTMENT WE DID HAVE ONE RESIGNATION FOR A LONG-TERM EMPLOYEE AND MAY HAVE A FEW PART TIMERS LEAVING AS WELL.
WATER REPORT – WRITTEN BY PHIL LANDRU
THE DEPARTMENT WOULD LIKE TO REPORT THAT THINGS ARE RUNNING WELL AT THE PLANT. THE FACILITY IS MAKING EXCELLENT WATER AND THE WELLS ARE COTINUING TO KEEP OUR STORAGE TANKS FULL. THE OPERATORS REPLACED A DRIVE GEAR UNIT IN THE FLOCCULATOR THAT RUNS THE MIXING PADDLES. THE UNIT HADNT BEEN SOUNDING TOO HEALTHY AND WAS CONTINUING TO TRIP THE CONTROLLERES TORQUE OVERLOAD PROTECTION AND SHUT THE WHOLE FLOCCULATOR DOWN. SUMMER WATER IS FULLY OPERATIONAL, ASIDE FROM TWO MINOR LEAKS THE SYSTEM WENT ONLINE WITHOUT ANY MAJOR PROBLEMS. THE OPERATORS HAVE REPORTED A FAULTY FLOW METER AND ARE TRYING TO DETERMINE EXACTLY WHAT THE ISSUE IS. THE PROBLEM IS INTERMITTENT AND AFTER MUCH CORRESPONDENCE WITH THE MANUFACTURER, ITS BEEN TOUGH TO FIGURE OUT IF ITS ELECTRICAL OR MECHANICAL.
A BROKEN CHEMICAL FEED PUMP DIAPHRAGM HAD TO BE REPLACED ON OUR MAIN COAGULANT DOSING PUMP. THE VILLAGE’S ANNUAL WATER QUALITY REPORT HAS BEEN UPDATED AND SUBMITTED TO THE COUNTY HEALTH DEPARMMEMT FOR APPROVAL TO BE POSTED ON THE VILLAGE WEBSITE. THE NEW WELL PROJECT IS CONTINUING TO MOVE FORWARD. THE WELL CASING AND SCREEN IS IN AND READY FOR A PUMP TO BEGIN SENDING OVER LARGE VOLUMES OF WATER. THE NEXT PHASE OF THE PROJECT IS GETTING THE NECESSARY PIPE WORK COMPLETED TO BRING THIS MUCH NEEDED WATER INTO THE PLANT. ALONG WITH A PUMP AND ALL THE NECESSARY ELECTRIC TO INTEGRATE IT INTO THE TREATMENT AND CONTROL PROCESS.
MAYOR DWYER – A FEW YEARS AGO WE HAD TALKED ABOUT THE WATER LINES UP IN WAH TA AWAH. THIS IS THE FIRRST YEAR IN A LONG TIME THAT WE HAVEN’T HAD MAJOR ISSUES UP THERE. WE HAVE REPLACED SOME LINES UP THERE OVER THE YEARS. ITS MUCH CHEAPER TO PLAN AHEAD, THEN TO HAVE TO PLAY CATCH UP.
TRUSTEE SELLIER REPORT
FOR THE MONTH OF APRIL IN THE BUILDING DEPARTMENT WE TOOK IN $11,112.00 WHICH IS DOUBLE THE PRIOR MONTH DUNKIN DONUTS IS RESPONSBILE FOR ABOUT 60% OF THAT. THE PLANNING BOARD MET WITH THE MINTURN FOOD TRUCK PROJECT. DOT HAD SOME CONCERNS ABOUT TRAFFIC, AND SOME ADDITIONAL SIGNAGE WAS SUGGESTED. THEY WILL BE BACK AGAIN IN MAY. THE ZONING BOARD ALSO MET IN APRIL WITH ONE APPLICANT WHO DIDN’T COMPLY FULLY WITH THE MAILINGS REQUIREMENT SO THAT APPLICATION WAS PUSHED TO MAY AS WELL.

OLD BUSINESS
RECYCLING/GARBAGE CONTRACT – WE WENT OUT TO BID FOR THIS CONTRACT BECAUSE OF A RECYCLING CHALLENGE. OUR CONTRACT WITH IWS EXPIRES JUNE 1ST. WE WENT OUT TO BID AND CERTAIN THINGS WERE BROUGHT TO OUR ATTENTION ABOUT THE WINNER OF THE BID SO AT THIS POINT IN TIME WE ARE NOT GOING TO AWARD THE BID. WE HAVE SIGNED A SHORT-TERM EXTENSION WITH OUR CURRENT HAULER UNTIL WE FIGURE OUT HOW TO PROCEED HERE.
LAKE MANAGEMENT – WE APPLIED THE HERBICIDE AQUATHOL K ON FRIDAY IN THE NORTH ARM. WE WILL HAVE ANOTHER TREATMENT IN THE NEXT TWO WEEKS. WE HAVE TWO HYDRORAKING PROJECTS THIS YEAR AS WELL. ONE IN THE WEST ARM AND ONE IN THE LAGOON IN GREENWOOD PARK.
SIDEWALKS – MAYOR DWYER STATED I MET WITH THE ENGINEER AND CMC ON SITE FOR THE MOUNTAIN LAKES SIDEWALK WHICH WE HAVE A GRANT FOR AND THEN WE HAVE ANOTHER GRANT FOR THE GARDEN CENTER TO THE FIRE DEPT.
MAYOR DWYER – THE WELL IS BEING BROKEN DOWN INTO DIFFERENT PHASES. WE ARE GOING TO DIG ALL THE TRENCH WORK OURSELVES AND THEN JUST GO OUT TO BID FOR THE PARTS. WE WILL GET THREE QUOTES AND GO WITH THE CHEAPER PRICES. WE WILL BID OUT THE PRICES, PUMPS, ETC. AND THEN FINISH UP THE WELL. WE HAVE BEEN DELAYED SO LONG DUE TO ALL OF THE RAIN WE HAVE HAD. WE DO HAVE A BACK UP WELL THAT WE CAN USE IF NECESSARY, IT HAS MET ALL OF TODAYS STANDARDS, AND WE HAVE SENT INFORPERMITS TO REOPEN IT IF NECESSARY.

THIS COMPANY IS ENDORSED BY NYCOM AND IS AN AGGREGATION OF POWER AND ENERGY TO SUPPLY IT TO THE MARKET AT A CHEAPER RATE. IF YOU PAY 10 CENTS FOR KILOWATT HOUR TO O & R, IF WE ALL JOIN TOGETHER WE CAN GET A BULK RATE PRICE. THE VILLAGE BOARD WOULD SIGN ON TO THIS PROGRAM AND VILLAGE RESIDENTS WOULD AUTOMATICALLY BE ENROLLED INTO THIS PROGRAM. YOU DO HAVE THE ABILITY TO OPT OUT OF THIS PROGRAM. THEY SEND A LETTER OUT TO EVERY RESIDENT EXPLAINING THE PROGRAM. WE ARE REQUIRED TO PASS A LOCAL LAW THAT ALLOWS THEM TO LOOK AT OUR USERS. WE NEED TO HAVE A PUBLIC HEARING AND WE WILL INVITE NYMEP AND OTHERS TO COME AND EXPLAIN THEIR PROGRAMS AND WE WILL ALL BE ABLE TO ASK QUESTIONS OF THEM ALL. THE PUBLIC HEARING WILL BE 6:00 AT JUNE 17TH. 2019 PRIOR TO THE NEXT VILLAGE BOARD MEETING.
