MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE.

ROLL CALL BY VILLAGE CLERK PATRICIA OLSEN.  MAYOR DWYER, ATTORNEY BUCKHEIT AND PATRICIA OLSEN PRESENT IN THE ROOM, TRUSTEE HOLDER, TRUSTEE HOWLEY AND TRUSTEE KELM PRESENT VIA ZOOM.

MAYOR DWYER STATED WE ARE TWO MONTHS INTO THE NEW YORK PAUSE ACT, WHERE BASICALLY EVERYONES LIVES WERE PUT ON HOLD AND CHANGED.  I AM OPTIMISTIC THAT THERE IS LIGHT AT THE END OF THE TUNNEL.  SOME OF THE COUNTIES UPSTATE HAVE STARTED TO OPEN IN PHASE 1.  I HAD A CONFERENCE CALL WITH THE COUNTY EXECUTIVES OFFICE TODAY AND I WOULD LIKE TO SHARE SOME INFORMATION FROM THAT MEETING.  WE DO THAT CALL EVERY DAY AND ARE GIVEN STATISTICS AND UPDATES DAILY.  AS IT STANDS THERE ARE 10,158 CONFIRMED CASES IN ORANGE COUNTY AND 419 PEOPLE HAVE DIED.  A GOOD NUMBER IS 1154 HAVE RECOVERED.  IM SURE MANY MORE HAVE.  MOST PEOPLE TESTING POSITIVE HAVE FEW IF ANY SYMPTOMS AND WE HAVE LEARNED YOU CAN BE A CARRIER OF THIS DISEASE AND NOT SHOW ANY SYMPTOMS.  THERE IS A 72% ICU BED AVAILABILITY IN ORANGE COUNTY.  WHEN A PATIENT IS ADMITTED FOR COVID 19 THEY ARE NORMALLY PUT IN THE ICU AND OFTEN ON A VENTILATOR.  AT ONE TIME WE ONLY HAD 20% AVAILABILITY OF ICU BEDS.  THAT IS ONE OF THE NUMBERS THAT DETERMINE WHEN YOU CAN REOPEN.  I WANT TO HEAR WHEN ORANGE COUNTY WILL REOPEN AS DOES EVERYONE ELSE.  PHASE 1 IS NOT REALLY OPEN BUT IT IS A START.  THE GOVERNOR HAS SAID IF THE REGION MAKES THE CUT UNDER PHASE 1 AND THEY MEET ALL SEVEN OF THE CRITERIA THEY CAN START TO OPEN.  WE ARE THE MIDHUDSON REGION, WHICH INCLUDES WESTCHESTER AND ROCKLAND COUNTY.  THERE IS A CHANCE THAT WE WILL OPEN BY THE END OF THE WEEK FOR CONSTRUCTION AND SOME RETAIL.  IN PHASE1 CONSTRUCTION, AGRICULTURE, FISHING AND HUNTING, RETAIL LIMITED TO CURBSIDE OR IN STORE PICKUP.  IF YOU ARE IN A REGION THAT IS NOT OPEN AND YOU ARE NON-ESSENTIAL, IF YOU CAN DELIVER YOU CAN BE OPEN.  MANUFACTURING, WHOLESALE TRADE ARE ALSO IN PHASE 1.  IN PHASE 2 ITS PROFESSIONAL SERVICES, LIKE LAW FIRMS, REAL ESTATE, ENGINEERING, ETC, RETAIL FOR EXPANDED CURBSIDE PICKUP, ADMINISTRATIVE SUPPORT.  IN PHASE III IS RESTAURANT AND FOOD SERVICES WITH OCCUPANCY CAPS.   PHASE 4 IS ARTS, ENTERTAINMENT AND RECREATION.  ON THE NEW YORK STATE WEB PAGE THERE IS A MORE DETAILED LIST.

TRUSTEE HOLDER – I HEARD THAT WE WERE AT FIVE, BUT HAVE NOW DROPPED DOWN TO FOUR CRITERIA MET.

MAYOR DWYER STATED YES, WE ARE AT FOUR.  WE STILL HAVE A GOOD SHOT TO OPEN ON FRIDAY.  THIS MEETING IS GOING TO STAY INFORMAL SO ANYTIME ANY TRUSTEES HAVE A QUESTION PLEASE ASK.  I THINK THE GATES WILL OPEN SOON.  THE UNEMPLOYMENT THING IS A LITTLE TRICKY.  PEOPLE ARE GETTING PAID MRE RIGHT NOW TO STAY HOME.

TRUSTEE SELLIER – WHEN IS VILLAGE HALL GOING TO OPEN?

MAYOR DWYER – ITS DISCRETIONARY RIGHT NOW.  WE HAVE BEEN WORKING AND ROTATING STAFF AND WE ARE LOOKING TO BRING EVERYONE BACK BUT WE WILL CONTINUE TO REMAIN CLOSED TIL PROBABLY MID JUNE.

TRUSTEE KELM – WHAT ABOUT THE SENIOR CENTER?

MAYOR DWYER – THAT WOULD BE IN THE LAST PHASE AND MAYBE EVEN BEYOND THAT.  I CAN’T SEE IT OPENING THIS SUMMER.  WE’LL SEE WHAT GUIDANCE COMES OUT.  THE CAPACITY WILL CERTAINLY BE MUCH LOWER.

TRUSTEE KELM – I KNOW THE SENIORS WANT TO GET BACK THERE.

TRUSTEE SELLIER – WHAT ABOUT THE COURTS AND THE BEACH?

MAYOR DWYER – ACCORDING TO ATTORNEY BUCKHEIT, THE COURTS WILL REMAIN CLOSED AT LEAST UNTILMID JUNE.  I HAVE THE BEACH ON THE AGENDA TO SPEAK ABOUT.  THE BEACH IS EXPECTED TO OPEN NEAR LATE JUNE AND WILL ONLY ALLOW LOCAL TOWN RESIDENTS THIS YEAR.  THE SUPERVISOR AND I WILL BE IN CLOSE CONTACT ABOUT HOW TO MAKE THAT WORK.

ATTORNEY BUCKHEIT – I ANTICIPATE PEOPLE WILL HAVE QUESTIONS ABOUT BONAFIDE GUESTS.

MAYOR DWYER – THAT WILL BE DISCUSSED HOW TO HANDLE THAT.  IF ANYONE HAS SUGGESTIONS PLEASE EMAIL ME OR MIKE SWEETON.  I THINK IT’S A GOOD IDEA.

COVID TESTING – THE TOWN OF WARWICK DID TESTING FOR ANTIBODIES AND I THOUGHT IT WAS A GREAT IDEA SO WE ARE DOING IT TOO THROUGH MIDDLETOWN MEDICAL AND HAVE OFFERED IT TO ALL OF OUR EMPLOYEES AND ELECTED OFFICIALS.  IT IS A FREE SERVICE THAT WILL GO THROUGH YOUR INSURANCE, AND IF YOU DON’T HAVE INSURANCE IT WILL BE FREE.  YOU HAVE TO HAVE A QUICK TELEMEDICINE VISIT FIRST AND THEN IT’S A BLOOD DRAW.  ITS NOT MANDATORY, IT IS A VALUABLE SERVICES THOUGH.

VILLAGE CLERK PATRICIA OLSEN – HAS ANYONE SIGNED UP?

TRUSTEE KELM – I DID BUT HAVEN’T GOTTEN A PHONE CALL YET.

VISITING ELECTED OFFICIALS

COUNCILMAN FLOYD DEANGELO – I DON’T HAVE ANYTHING OTHER THAN THAT WE HAVE BEEN DISCUSSING OPENING THE BEACH AND ALLOWING ONLY TOWN RESIDENTS THIS YEAR AND WE THINK IT’S A GOOD IDEA.

MAYOR DWYER – I AGREE, WE HAVE BEEN PUSHING FOR TOWN RESIDENTS ONLY FOR A WHILE.

COUNCILMAN DEANGELO – THE TESTING WORKED VERY WELL, I HAD RESULTS IN TWO DAYS.

MAYOR DWYER – HOW LONG AFTER YOU MADE THE CALL DID YOU GET TESTED?

COUNCILMAN DEANGELO – TWO DAYS AND THEY WERE VERY EFFICIENT.

BOARD REPORTS

DPW COMMISSIONER BEN ASTORINO -WE ARE ONLY RUNNING AT 50% STAFF UNTIL MAY 26th.  WE HAVE NO PART TIMERS AND WILL NOT ANYTIME SOON.  WE ARE DOING JOBS AS NEEDED.  WE DID SOME HOT MIX VILLAGE WIDE AND CLEANED OUT SOME BASINS AND SWEPT THE STREET.  THE SWEEPER IS BEING REPAIRED RIGHT NOW.  WE HAULED ITEM 4 AND HAVE BEEN MOWING AND MAINTAINING OUR PARKS.   WE ARE GOING TO START CLEANING UP HELEN KELLY FIELD THIS WEEK WHERE THE WATER LINE WENT IN.

TRUSTEE KELM – I MET WITH BILL ABOUT BENNETT FIELD BEFORE EVERYTHING CAME UP.  ALL THE BASES ARE UNDER WATER?

BEN ASTORINO – WE CAN TRY SOME DRAINAGE.  THIS IS NOT A PRIORITY.  LAST SPRING, WE BROUGHT IN THREE LOADS OF TOPSOIL.

TRUSTEE KELM – BILL HAD SOME GOOD IDEAS TO FIX SOME DRAINAGE.

TRUSTEE SELLIER – I MET WITH THE BARK PARK BOARD THIS PAST WEEK.  THERE ARE DRAINAGE ISSUES THERE AS WELL AND WE HAVE IDENTIFIED SOME SPOTS AND WOULD LIKE TO MEET WITH YOU TO SEE HOW WE CAN REMEDY IT.

MAYOR DWYER – WE NEED TO START WORKING ON THAT PAVING SOON AS WELL.  LUCKILY, WE HAVE THE MONEY FROM ORANGE AND ROCKLAND FOR THAT.

POLICE           REPORTED BY            LT ADAM EIRAND

FOR THE MONTH OF APRIL 2020, THE POLICE DEPARTMENT ANSWERED 1272 COMPLAINTS, MADE 8 ARRESTS AND INVESTIGATED 3 MOTOR VEHICLE ACCIDENTS.  WE HAVE BEEN TRYING TO ENSURE SOCIAL DISTANCING REQUIREMENTS.  WE HAD A BIT OF AN ISSUE ON THE SAND BAR BUT WE CLEARED THAT UP PRETTY QUICKLY.  WE ARE TRYING TO BALANCE THE RIGHTS OF THE INDIVIDUAL WITH THE PUBLIC POLICY AT THE SAME TIME.

MAYOR DWYER – WE SPOKE ABOUT THE SAND BAR.  NAVIGATION HAS INCREASED AS OF THIS PANDEMIC; PEOPLE ARE ALLOWED ON BOATS.  WE CAN’T ALLOW TYING UP TO OTHER BOATS.

  1. EIRAND – EVIDENTLY, THEY WENT OVER TO THE NEW JERSEY SIDE.

MAYOR DWYER – HAVE YOU HEARD ANYTHING ABOUT THE STATE POLICING THE LAKE?

  1. EIRAND – I HAVEN’T AND I HEARD THE COAST GUARD IS GROUNDED SO IT IS ONLY GREENWOOD LAKE PATROLING THE LAKE AT THIS POINT. ITS GOING TO BE MUCH BUSIER DURING THE WEEK. WE HAVE HAD ISSUES DOWN AT THE BEACH AND WE ARE DOWN THERE 15, 20 TIMES A DAY KICKING PEOPLE OUT OF THERE.  THEY ARE PARKING ON LAKEWOOD AND SNEAKING DOWN THERE.

MAYOR DWYER – YES, I GOT A CALL FROM A RESIDENT FROM LAKEWOOD TODAY AND SPOKE TO SUPERVISOR SWEETON ABOUT IT.

LET EIRAND – WE WILL HAVE SOMEONE DOWN THERE ALL WEEKEND.

PATRICIA OLSEN – ARE YOU ALLOWED INTO CHARLIES COVE?

LT EIRAND – AS LONG AS THEY ARE PRACTICING SOCIAL DISTANCING AND ARE NOT TYING UP AND THERE MUST BE LESS THAN TEN PEOPLE ON THE BOAT.

MAYOR DWYER – ISN’T CHARLIES COVE PRIVATE PROPERTY?

TRUSTEE HOLDER – IVE SEEN A LOT OF COMPLAINTS ABOUT GARBAGE DOWN BY THE OLD TOWN BEACH AS WELL.

WATER – REPORTED BY PHIL LANDRU

THE STATUS OF THE NEW WELL, THE PUMP AND CASING IS IN AND ITS HOOKED UP, AND IS RUNNING.  WE STILL DON’T HAVE THE CAPABILITY OF TALKING TO THE PLANT FROM IT SO I AM DOING A LOT OF BABYSITTING WITHOUT THIS.  I HAVE TO TRICK IT.  ITS MAKING A LOT OF WATER.

MAYOR DWYER – WE ARE STILL MISSING THIS COMPONENT BECAUSE VERIZON DIDN’T MAKE THIS A PRIORITY AND WE ARE JUST WAITING.

PHIL LANDRU – THE LINE WAS JUST PUT IN FRIDAY AND NOW WE ARE WAITING FOR THE ELECTRICIAN TO TIE IT IN TO THE LINE.

MAYOR DWYER – PHIL HAS TO ACT AS A CHEMIST RIGHT NOW BECAUSE WE HAVE TWO DIFFERENT WATER SOURCES BLENDING TOGETHER.

TRUSTEE SELLIER – WHATS THE TIMELINE?

PHIL LANDRU – THIS NEW WELL HAS TO SETTLE IN AND I HAVE TO KEEP AN EYE ON IRON AND MANGANESE LEVELS, AND THINGS CHANGE DAILY NOW.  I AM DOSING WITH A LOT OF CHLORINE RIGHT NOW AS WELL, UNTIL EVERYTHING SETTLES DOWN.  I HAVE BEEN DOING REGULAR SAMPLING AND TESTING.  SUMMER WATER IS ON FOR THOSE RESIDENTS.

MAYOR DWYER STATED WATER QUALITY REALLY MEANS THE WAY IT LOOKS AND THE CHEMICALS WE HAVE TO ADD, IT DOESN’T MEAN ANY KIND OF HEALTH OR SAFETY ISSUES.

PHIL LANDRU – WE DO NEED TO FLUSH THE SYSTEM AS SOON AS THE NEW WELL SETTLES IN.  WE ARE LONG OVERDUE IN THE VILLAGE.

EMS REPORT – MAYOR DWYER STATED WE HAVE BEEN PRETTY SLOW LATELY.  LESS CARS ON THE ROAD AND FEWER PEOPLE LEAVING THEIR HOUSES.  STEVE COHN STARTED THE PROGRAM OF JOINING THE FIRE DEPT IN THESE CELEBRATORY PARADES FOR CHILDRENS BIRTHDAYS, ETC.  THEY DO A DRIVE BY IN FRONT OF THEIR HOUSE.  TOMORROW THE SCHOOL DISTRICT IS DOING A DRIVE BY FOR THE VALEDICTORIAN AND SALUTATARIAN.   THE MASK I HAVE ON WAS DONATING BY CHRIS CAREY.  HE CREATED THEM FOR FIRE DEPT, AMBULANCE CORP AND POLICE DEPARTMENT.  A LOT OF PEOPLE HAVE DONATED AND WE REALLY APPRECIATE IT.

COMMISSION REPORTS

TRUSTEE HOLDER REPORT – THE MAYOR AND I MET REGARDING EVENTS.  WE ARE ONLY SCHEDULING FROM JULY ON RIGHT NOW.  THE BANDS ALL KNOW EVERYTHING IS TENTATIVE AND COULD BE CANCELLED.  SAME GOES FOR EXCERCISING ON THE BEACH.  LITTLE LEAGUE HAS BEEN TOLD JULY TO SEPTEMBER WILL BE THE SEASON.

TRUSTEE HOWLEY – EVERYTHING I AM RESPONSIBLE FOR WAS DISCUSSED BY DEPARTMENT HEADS AND I HAVE NOTHING FURTHER AT THIS TIME.

TRUSTEE KELM – I SPOKE TO JILL AT THE LIBRARY.  THE YA ROOM IS PROGRESSING.   THE REST OF THE DEMO STARTS SOON.  THE SENIOR CENTER ROOF HAS BEEN FIXED.  I WOULD LIKE TO THANK TWO PEOPLE, HELENE BORO AND KIM GRAVER WHO REACHED OUT TO ME AND DONATED A LOT OF CRAFTS FOR THE SENIORS.  DONNA AND I WENT THROUGH EVERYTHNG AND SANITIZED IT ALL AND ITS AT THE SENIOR CENTER.  IF ANYONE HAS ANYTHING, THEY WANT TO DONATE PLEASE CONTACT ME PERSONALLY ON MY CELL OR AT VILLAGE HALL.

TRUSTEE SELLIER REPORT – THE PLANNING BOARD DID MEET THROUGH ZOOM THIS PAST MONTH.  ZONING AND PLANNING ARE STILL ACCEPTING APPLICATIONS.

MAYOR DWYER – I SET IT UP FOR THEM, BUT I LET MEGHAN HOST THE MEETING.

TRUSTEE SELLIER – I HAD A PRIOR COMMITMENT BUT I SHOULD BE ABLE TO HOST THE NEXT MEETING.  I HAVEN’T GOTTEN A BUILDING REPORT FOR THE MONTH SO I DON’T HAVE ANYTHING TO REPORT ON THAT.

ATTORNEY BUCKHEIT – MY REPORT IS LENGTHY BUT CONFIDENTIAL.  I AM PREPARED TO ANSWER ANY QUESTIONS.

VILLAGE CLERK REPORT     BY PATRICIA OLSEN

HOPE EVERYONE IS WELL.  THE BOX NEXT DOOR AT THE POLICE STATION WAS A GOOD IDEA.  THE MAYOR HAD EXTENDED THE DUE DATE FOR THE WATER BILLS TIL MAY 15TH AND A GOOD DEAL OF PEOPLE TOOK ADVANTAGE OF THAT.  WE DO CHECK THE BOX DAILY AND IT IS WORKING GREAT.  WE ARE PREPARING TO STUFF TAX BILLS WHICH WILL BE GOING OUT JUNE 1ST.  THEY ARE DUE WITHOUT PENALTY BY JULY 1ST, BUT CAN BE PAID UP UNTIL THE END OF OCTOBER WITH INTEREST.  FEW HAVE BEEN ROTATING SHIFTS AT VILLAGE HALL, BUT ARE BOTH IN NOW DAILY.  IF YOU HAVE ANY QUESTIONS OR CONCERNS PLEASE FEEL FREE TO CALL US AT VILLAGE HALL AT 47-215.

OLD BUSINESS

CBDG PROJECTS – WE HAVE THREE.  WORK WILL BE STARTING SHORTLY.  WE WANT TO FINISH THE SENIOR CENTER PROJECT WHILE THEY ARE CLOSED.  WE WANT TO WAIT UNTIL WE ARE IN PHASE 1 TO SET A GOOD EXAMPLE.  YOU MAY HAVE NOTICED THE ROOF WAS REPLACED LAST WEEK, BUT THAT WAS LEAKING AND WAS AN EMERGENCY SITUATION.

VILLAGE HALL – THIS PROJECT WILL PROBABLY WAIT UNTIL JULY, AS JUNE IS VERY BUSY THERE

ROUTE 17A SIDEWALK SHOULD BEGIN AS SOON AS THE PHASE 1 TAKES EFFECT.  WE WERE GIVEN $50,000 TO PUT A SIDEWALK FROM THE GARDEN CENTER DOWN.  THE PROJECT BID OUT AT $84000.  WE CAN USE CHIPS MONEY TO FUND THE REST OF THE SIDEWALK.  WHAT DOES EVERYONE ELSE THINK?  WE DO HAVE A SURPLUS.

TRUSTEE SELLIER – IT MAKES SENSE AS LONG AS THERE ARE NO OTHER PRIORITIES.

But, what is the levitra line pharmacy science behind it? How does a habit prove so dangerous for males? Actually, erectile process requires swift and suitable functioning of hormones, blood flow to organ and parts of your nervous system. levitra online purchase have a peek at this site There is another method used in men with complicated problem. pharmacy viagra prices Vardenafil should not be taken more than the suggest dosage to prevent side-effects. To retain the blood in the penile organ and is must if a man wants to start cialis for order going bald at such a young age? Most people think that infertility is mainly a kind of female disease, in fact, otherwise. VILLAGE WATER MASTER PLAN – MAYOR DWYER STATED THIS IS ESSENTIAL AND WE ARE STRIKING OUR TIMELINE AND SHOULD HAVE SOMETHING TO PRESENT TO THE VILLAGE BOARD BY OUR NEXT MEETING.    THE FIRM IS COMING WEDNESDAY TO REVIEW AND WE WILL SHARE WHAT WE HAVE.  WE ARE ON TRACK TO APPLY FOR GRANTS THIS YEAR.

MUNICIPAL WELL – WE ARE INCHES AWAY FROM FINISHING THIS.

GROW LOCAL GREENWOOD LAKE – MAYOR DWYER STATED TRUSTEE SELLIER AND I HAD A ZOOMCONFERENCE WITH THE PRESIDENT CHAD PILYRI.  THEY ARE MOVING AHEAD AS BEST AS THEY CAN DURING THE PANDEMIC.  THEY HAVE A GOOD BASE OF SUPPORT. THEY LAUNCHED A SURVEY ONLINE ANDTHIS IS THE PROJECT I PROPOSED FOR POPLAR STREET.

WE ARE COMMUNICATING WITH THEM AND ARE CONFIDENT THIS PROJECT WILL GO FORWARD.  WITH CAREFUL PLANNING THIS COULD BE A LONG TERM HIGHLY SUSTAINABLE PROJECT.  A LOT OF DETAILS AND PLANNING STILL NEEDS TO BE DONE.  THEY ARE IN THE PROCESS OF SETTING UP A 5013C SO THAT THEY CAN THEN PRESENT THE PROJCET TO THE IVLLAGE BOARD TO SECURE OUR BLESSING.

TRUSTEE SELLIER – WE HAVE CREATED A WEBSITE THAT I CAN SHARE WITH THE BOARD THAT GIVES YOU SOME TRANSPARENCY, A LOOK AT OTHER PROJECTS OUT THERE SO YOU CAN TAKE A LOOK AT IT.

NEW BUSINESS

CHRIS VAN VOOREN RESIGNATION – HE WAS LAID OFF DURING THIS PANDEMIC AND WAS COLLECTING UNEMPLOYMENT AND AS SOON AS WE WENT TO BRING HIM BACK, HE PUT IN HIS TWO-WEEK NOTICE SO IF YOU KNOW ANYONE INTERESTED IN THE POSITION.  IT PAYS 15$ AN HOUR, NOT TOO DIFFICULT, YOU WOULD BE WORKING WITH ED BILELLO.   THE JOB HAS FLEXIBILITY.  WE DO OCCASTIONALLY ASK THAT YOU WORK WEEKENDS FOR EVENTS.  YOU WILL LEARN A LOT.

RESIDENT WATER BILL – MAYOR DWYER STATED EVERYONE HAS THE DETAILS FROM A RESIDENT THAT HAD A LEAK.  IT HAS BEEN VERIFIED AND THE REDUCTION WOULD BE TO ½ OF THEIR WATER USAGE, WHICH IS IN LINE WITH A NORMAL WATER BILL.

EVENTS DURING COVID PANDEMIC – MAYOR DWYER STATED THE STREET FAIR IS CANCELLED FOR THE MONTH OF JUNE.  THEY ARE NOW LOOKING AT SEPTEMBER 26TH, WHICH IS A NICE TIME OF YEAR.  TRUSTEE HOLDER AND I MET AND TALKED ABOUT CONCERTS, WE ARE PLANNING THEM, AND HOPEFULLY THEY DON’T HAVE TO BE CANCELLED.  THERE WILL PROBABLY BE SOMEONE THEIR COUNTING PEOPLE AND MAKING SURE THAT PEOPLE ARE SOCIAL DISTANCING.  AS FAR AS FIREWORKS ARE CONCERNED, THEY ARE NOT CANCELLED, BUT IT IS NOT LIKELY THAT THEY OR THE PARADE WILL HAPPEN.  WE ARE WAITING A LITTLE LONGER TO GET SOME GUIDANCE FROM THE STATE.  WE DON’T HAVE TO ABIDE BY IT, IF THEY SAY ITS OKAY TO DO IT, WE DON’T HAVE TO.  I AM LEANING TOWARDS CANCELLING BUT I WANT TO HEAR WHAT THE BOARD HAS TO SAY.  ITS AN EXPENSIVE PROJECT.  IT BRINGS PEOPLE TO GREENWOOD LAKE, TO RESTAURANTS, ON BOATS, ETC.  THE BENEFITS MAY NOT BE SO GREAT THIS YEAR.  DO WE WANT TO JUST HAVE FIREWORKS FOR THOSE WHO LIVE ON THE LAKE, OR THOSE THAT HAVE BOATS?  WE CAN’T ALLOW THOUSANDS AT THE BEACH LIKE WE USUALLY DO.  I WANT EVERYONE TO GIVE THIS SOME THOUGHT.  I REALLY DON’T WANT TO PUSH IT TO ANOTHER DATE.  IT WAS SUPPOSED TO BY JULY 3RD THIS YEAR.

TRUSTEE KELM – IT SEEMS SO UNBELIEVABLE THAT JULY 4TH WILL JUST BE ANOTHER NORMAL DAY.  COULD WE STILL DO IT AND NOT ALLOW BEACH ACCESS?

TRUSTEE HOLDER – MOST OF THE PEOPLE THAT WILL SEE THEM WILL NOT BE VILLAGE RESIDENTS AND I HAVE A PROBLEM WITH THAT.  ITS VILLAGE MONEY.

MAYOR DWYER – WE DO GET SOME MONEY FROM THE COUNTY.

TRUSTEE SELLIER – YOU COULD POSSIBLY KEEP PEOPLE IN THEIR CARS, BUT THAT IS SO LIMITED BECAUSE WE DON’T HAVE ROOM FOR MANY CARS.

MAYOR DWYER – IT WOULD BE DIFFICULT TO POLICE.

TRUSTEE HOLDER – IF YOU ARE TALKING ABOUT RESTAURANTS OPENING BUT ONLY AT 30% HOW IS THAT GOING TO WORK.

MAYOR DWYER – IF YOU ARE SAY THE EMERALD, AND YOURE ALLOWED 30% CAPACITY, I’VE SEEN HOW DIFFICULT IT IS RIGHT NOW WITH TAKE OUT AND TRYING TO ENFORCE THE RULES TO MAKE SURE PEOPLE AREN’T EATING IN THE PARKING LOT.  IT WOULD BE TOUGH.

TRUSTEE HOWLEY – IT IS AN EVENT THAT ATTRACTS LARGE AMOUNTS OF PEOPLE AND UNFORTUNATELY THAT IS NOT IN THE GAME PLAN RIGHT NOW.  WE ALL LOVE IT BUT ITS COUNTERPRODUCTIVE RIGJHT NOW.

TRUSTEE KELM – I JUST WANT TO PUT THIS OUT THERE THAT IF WE SAY WE ARE NOT DOING FIREWORKS, THERE WILL BE PEOPLE THAT WILL BE DOING FIREWORKS OUT ON THE LAKE.

MAYOR DWYER – IF THAT HAPPENS, IT HAPPENS.  IT ALWAYS HAPPENS.   IT WILL BE PAINFUL TO NOT HAVE THEM.

TRUSTEE SELLIER – IS THERE ANY GUIDANCE OUT THERE NOW FROM THE STATE?

MAYOR DWYER – NO.  WE ARE IN A UNIQUE SITUATION LAUNCHING FIREWORKS FROM THE LAKE.  IF IT WAS DONE FROM A FIELD AND EVERYONE IS IN THEIR CAR, THAT WORKS.  WE DON’T HAVE THAT OPTION.  I THINK IT WILL BE A BURDEN TO OUR BUSINESSES THIS YEAR.

VILLAGE CLERK PATRICIA OLSEN – MAYBE IF THINGS GOT BETTER, WHAT IF YOU DID A LABOR DAY FIREWORKS?

MAYOR DWYER – ITS POSSIBLE, MAYBE IN CONJUNCTION WITH THE STREET FAIR.  UNFORTUANTELY I THINK THINGS AREN/T GOING BACK TO NORMAL ANYTIME SOON.  RIGHT NOW, WE DON’T EVEN KNOW IF THEY WILL SAY WE CAN HAVE THEM.

TRUSTEE HOWLEY – DOES ANYONE EVEN FEEL LIKE THIS WEEKEND COMING UP IS MEMORIAL DAY?  ITS JUST A BLIP ON THE RADAR.

MAYOR DWYER – THE LOGISTIC MANAGEMENT OF PEOPLE IS GOING TO BE DIFFICULT THIS WEEKEND ALONE.  WITHIN THE NEXT TWO WEEKS WE WILL PROBABLY HAVE TO DISCUSS THE FIREWORKS.

TRUSTEE SELLIER – DOES THE COMPANY HAVE ANY THOUGHTS ON THE MATTER?

MAYOR DWYER – THEY DESPERATELY WANT US TO HAVE THEM BECAUSE FINANCIALLY THEY ARE HURTING.  THEY DON’T DEAL WITH LOGISTICS.  EVERY OTHER CLIENT THEY HAVE IS IN THE SAME BOAT AS US AND NO ONE IS COMMITTING TO HAVING THEM.  I SPEAK TO THEM ON A WEEKLY BASIS AND I WILL KEEP EVERYONE INFORMED.

2020 LAKE MANAGEMENT PLAN – MAYOR DWYER STATED I JOINED THE LAKE COMMISSION FOR A MEETING AND ALONG WITH FLOYD DEANGELO AND ATTORNEY BUCKHEIT.  THEY HAVE AGREED TO DONATE TO THE VILLAGE’S LAKE MANAGEMENT PLAN THIS YEAR THE SUM OF $20,000 AND THAT WILL GO TOWARDS PROJECTS WHICH INCLUDE HERBICIDE, WEED HARVESTING IN NORTH ARM, RETROFITTING CATCH BASINS AND WATER SAMPLING.    WE ARE TRYING TO GET THE DEC TO ADD US, OR WE MIGHT HAVE TO HIRE SOMEONE TO DO SAMPLES.  WEED HARVESTING WILL BE LATE JUNE AND JULY.  WATER SAMPLING WILL BE JUNE THROUGH SEPTEMBER.   WE WILL BE KEEPING AN EYE OUT FOR THAT BLUE GREEN ALGAE AS WELL AS OTHER MEASURES.  HERBICIDES WILL BE IN JUNE.  WE ARE WAITING FOR PERMITS WHICH ARE TAKING A LONG TIME THIS YEAR AS PEOPLE ARE WORKING FROM HOME.  I WANT TO THANK COUNCILMAN DEANGELO FOR HELP ING TO SECURE THE FUNDING.

2020 PAVING PLAN – ORANGE AND ROCKLAND GAVE US $177.000 TO REPAVE ALL OF THE ROADS THEY RIPPED UP FOR NEW GAS LINES LAST YEAR.  THEY PATCHED THE ROADS WHEN THEY WERE DONE, SOME ROADS NEED DRAINAGE WORK AS WELL.  WHEN YOU REPAVE, IT GIVES YOU THE OPPORTUNITY TO REGRADE THE ROAD IF IT IS NECESSARY.  WE WANT TO MAKE SURE THE ROADS HAVE ADEQUATE DRAINAGE.

MORAHAN WATERFRONT PARK – END OF JUNE OPENING HOPEFULLY.  TOWN RESIDENTS ONLY.  NOT SURE HOW THEY WILL CHECK RESIDENCY.

TRUSTEE HOLDER – WE RECEIVED AN EMAIL FROM THE SCHOOL DISTRICT REGARDING THE BUDGET VOTE AND LIBRARY VOTE WHICH IS GOING TO BE DONE BY MAIL THIS YEAR.  THERE WILL BE NO IN PERSON VOTING EVERYONE WILL RECEIVE AN ABSENTEE BALLOT AND A RETURN POSTAGE PAID ENVELOPE AND MUST RETURN IT BY JUNE 9TH TO BE COUNTED.  THERE ARE THREE SEATS OPEN ON SCHOOL BOARD AND SIX PEOPLE RUNNING.  MATT BUCKLEY, MICHELLE KAISER, RON SUMMER, TRACY VELEZ, AARON NOWAK AND KEVIN TUHY.

TRUSTEE SELLIER – IS THERE A CANDIDATE FORUM THIS YEAR?

TRUSTEE HOLDER I KNOW THE SCHOOL BOARD ASKED THE PTSA TO DO ONE, BUT I HAVEN’T HEARD ANYTHING FURTHER.

MAYOR DWYER – IT’S A MAIL IN DEADLINE.

TRUSTEE HOLDER – ITS BEING MAILED OUT THIS WEEK.

MAYOR DWYER – WELL SIX PEOPLE RUNNING FOR A VERY DIFFICULT JOB IS A GOOD THING.  IF YOU ARE NOT A PARENT IN THIS SCHOOL DISTRICT YOU MAY NOT EVEN PAY ATTENTION.

TRUSTEE SELLIER – WITH EVERYTHING BEING ELECTRONIC NOW I DON’T KNOW.

TRUSTEE HOLDER – IT GETS MAILED BACK TO THE SCHOOL WHICH IS KIND OF WEIRD, BUT I GUESS IT GOES TO THE ELECTION INSPECTORS.

MAYOR DWYER – I AM NOT A FAN OF MAIL IN VOTES, TOO EASY TO COMMIT FRAUD, NOT IN GREENWOOD LAKE OF COURSE.

PRIVELEGE OF THE FLOOR.
