WE HAVE HAD DOCUMENTED CASES OF MOSQUITOS WITH THIS VIRUS OVER THE LAST FEW YEARS. WE LATER LEARNED IT OCCURRED FREQUENTLY. THEY TRAP THE MOSQUITOS AND TREAT STANDING WATER AND CATCH BASINS. MAYOR DWYER STATED PAVING SHOULD START EARLY JUNE THIS YEAR AND WE ARE USING WARD PAVING.
TRUSTEE SELLIER STATED I JUST WANT TO THANK THE DPW FOR ADDRESSING THE TREE ISSUE IN THE BARK PARK.

FOR THE MONTH OF APRIL THE POLICE DEPARTMENT HANDLED 1640 COMPLAINTS, MADE 11 ARRESTS, ISSUED 67 PARKING TICKETS, HANDLED 3 NAVIGATION COMPLAINTS AND MOTOR VEHICLE ACCIDENTS. WE HAD A BICYCLE RODEO OVER THE PAST WEEKEND THAT WAS A HUGE SUCCESS.

LT EIRAND REPLIED WE HAVE THEM ALL IN BUT ONE. WE WILL GET THAT ONE IN THIS WEEK.

FOR THE MONTH OF APRIL WE DID A FULL SYSTEM HYDRANT FLUSH. WE WERE ABLE TO RECOVER VERY QUICKLY WITH THE NEW WELL SO WE COMPLETED THE FLUSH IN THREE DAYS INSTEAD OF FOUR. WE FOUNDS SOME DEFECTIVE HYDRANTS AND WILL BE REPLACING THEM. THE SUMMER WATER SYSTEM IS UP AND RUNNING. WE REPAIRED THE WATER IN THE BARK PARK AND A FEW OTHER CURB STOPS AS WELL. THE VILLAGES ANNUAL WATER QUALITY REPORT WAS SUBMITTED TO THE HEALTH DEPARTMENT AND CAN BE VIEWED ON THE VILLAGE WEBSITE. THERE WERE NO VIOLATIONS OF ANY KIND.

MYSELF, THE MAYOR AND LT EIRAND MET WITH THE ST PATRICKS DAY PARADE COMMITTEE ABOUT THE SEPTEMBER 19TH PARADE.
CONCERT CARDS SHOULD BE OUT NEXT WEEK. WE WILL BE HAVING ZUMBA AND GROUP EXERCISE AND YOGA DOWN AT THE BEACH ON SATURDAYS AND SUNDAYS JUNE THROUGH AUGUST.

I’D LIKE TO WISH TWO SENIORS HAPPY BIRTHDAY, SOPHIA BOTT WHO TURNED 108, AND ANGEL DEFASIO IS TURNING 99. THE SENIOR CENTER HAS REOPENED. EXERCISE CLASSES ARE BEING HELD OUTSIDE WEATHER PERMITTING. THE PLANNING BOARD MET WITH AN APPLICATION FOR A SECOND FLOOR EXTENSION ON MURRAY ROAD AND IT WAS GRANTED CONDITIONAL APPROVAL. ZBA MET WITH A POPLAR STREET APPLICATION FOR FRONT AND SIDE YARD VARIANCES. THEY WERE GRANTED.

REFUSE BID – WE DID GET A BID FOR OUR GARBAGE CONTRACT. WE WERE ABLE TO KEEP COSTS DOWN BY GETTING THE DPW TO PICK UP LEAVES AND BRUSH INSTEAD OF THE GARBAGE COMPANY BEGINNING JUNE 1ST. IF YOU HAVE ANYTHING TO BE PICKED UP CALL VILLAGE HALL AND LET THEM KNOW.
MORAHAN WATERFRONT PARK – TRUSTEE HOWLEY HAS BEEN WORKING HIS BUTT OFF TE LAST COUPLE OF WEEKS WITH KATHELEEN AND PAT AND ED AND JOHN TO GET THE BEACH RUNNING FOR THE SUMMER SEASON. THE POLICE HAVE BEEN OUT IN DIVE SUITS. IT IS A REAL GEM AND WE LOOK FORWARD TO OPENING ON MAY 29TH. AS OF THAT DATE YOU WILL NEED A PASS TO BE ON THE BEACH AND IT IS TOWN OF WARWICK RESIDENTS ONLY. IT WILL BE OPEN SEVEN DAYS A WEEK FROM 10:00AM TO 6:00PM. CONCERTS WILL BE HELD AT 7:30 ON THE WEEKENDS. CONCERTS ARE OPEN TO ANYONE.
PART TIME POLICE CONTRACTS – MAYOR DWYER STATED WE WILL BE GING INTO EXECUTIVE SESSION TO DISCUSS THIS AFTER THE MEETING. THANKS TO LT EIRAND AND PAT OLSEN FOR THEIR INPUT.
FARMERS MARKET – THERE WILL BE A FARMERS MARKET IN SEPTMBER FOR EIGHT WEEKS. IT WILL RUN FROM 10-1 EVERY WEEKEND BEGINNING ON 9/11. IT WILL BE AT THE WATERFRONT PARK.
17A SPEED LIMIT – THIS MAY BE SAD NEWS FOR THE WARWICK COMMUTERS BUT WE ARE LOWERING THE SPEED LIMIT COMING FROM WARWICK AT THE VILLAGE LINE. IT IS GOING FROM 55 TO 30. THERE WAS A NEAR TRAGIC ACCIDENT WITH A NJ TRANSIT BUS BY THE SCOTT LYNCH TURN. THERE IS NO OTHER LOCATION IN THE ENTIRE VILLAGE THAT EXCEEDS 30 MILES PER HOUR. IT WILL BE SAFER FOR THOSE HOMES IN THAT AREA AND SAFER TO TURN INTO OR OUT OF SCOTT LYNCH WAY.
FERAL CAT LAW – MAYOR DWYER STATED WE HAVE BEEN WORKING WITH THE WARWICK VALLEY HUMANE SOCIETY TO ADDRESS SPECIFIC ISSUES THAT WE HAVE. WE WANT TO PREVENT OVER POPULATION OF FERAL PROBLEM CATS. WE ALSO WANT TOO ENCOURAGE SPAYING AND NEUTERING OF CATS. WE HAVE LEGISLATION TO ADDRESS DOG ISSUES BUT NOT CAT ISSUES. IT CAN BE A SERIOUS ISSUE AND WE NEEDED SOME LEVEL OF ENFORCEMENT
WAH TA WAH PARK PROPERTY – THERE IS A SMALL PIECE OF PROPERTY IN WAH TA WAH PARK ADJACENT TO OUR VILLAGE PARK THAT IS OVERGROWN AND NOT USED. THE NEIGHBOR TO THAT APPROACHED US ABOUT PURCHASING THAT PROPERTY WHICH IS BASICALLY NO USE TO ANYONE OTHER THAN THEM. WE OFFERED THIS PROPERTY UP TO BID FOR ANYONE TO PURCHASE. IT IS VACANT LAND AND ONLY 20 FEET WIDE AND WE BELIEVE IT IS EXCESS PROPERTY AND WILL SET A PUBLIC HEARING ON THE SALE OF THIS PROPERTY.

MARIJUANA LEGALIZATION – THE GOVERNOR SIGNED INTO LAW THE LEGALIZATION OF RECREATIONAL MARIJUANA. I HAVE MET WITH THE OTHER MAYORS AND SUPERVISOR IN WARWICK, AND WE HAVE DISCUSSED NOT ALLOWING RETAIL LOCATIONS IN THE VILLAGES BUT WILL ONLY HAVE A DESIGNATED SPOT IN THE TOWN WHERE THEY WILL BE ALLOWED. WE ARE NOT GOING TO TALK ABOUT MORALS, WE DON’T WANT IT SOLD AND SMOKED IN PUBLIC. IF THE TOWN OPTS OUT COMPLETELY WE WILL NOT GET SALES TAX, ETC FROM RETAIL SALES. WE ARE GOING TO HAVE A PUBLIC HEARING ON BOTH MATTERS AND THEN DECIDE WHAT TO DO. IN THE LAW, THEY MADE IT THAT IF YOU DO NOT PASS A LAW BY SEPTEMBER 15TH, YOU ARE FOREVER FORBIDDEN FROM DOING IT.

FIREWORKS DATE – I GOT A CALL TODAY FROM OUR FIREWORKS COMPANY THAT SAID THEY HAVE A CONFLICT AND WOULD ONLY BE ABLE TO SEND OUR B TEAM TO YOUR LOCATION. WE DECIDED TO MOVE IT TO SUNDAY JULY 4TH IN ORDER TO HAVE THE BEST SHOW POSSIBLE. I’M SORRY IF YOU MADE PLANS AROUND JULY 3RD BUT IT REALLY COULDN’T BE HELPED.
LAKE DRIVE BRIDGE REPAIR – MAYOR DWYER STATED THERE IS A CULVERT AND BRIDGE THAT IS DETERIORATING AND NEEDS REPAIR. THE JOB IS GOING TO COST US $50,000 AND IT WILL BE FIXED USING CHIPS FUNDING.
2021 PAVING – MAYOR DWYER STATES WE ARE NOW USING REGULAR ASPHALT AND NO LONGER USING THE TAR AND CHIP METHOD. THE ROADS THAT WILL BE PAVED THIS YEAR WILL BE WATERSTONE ROAD, AND THE ORCHARD SECTION. INCLUDING FOREST, BIRCH, SHORE, DUBLIN, MEADOW, ETC. ORANGE AND ROCKLAND TORE TRENCHES THERE A FEW YEARS AGO AND THEY NEED TO BE REPARED. IT COSTS A LITTLE MORE, BUT LOOKS SO MUCH NICER. IT WILL TAKE TEN YEARS TO PAVE EVERY ROAD IN THE VILLAGE.
LAKE MANAGEMENT – WE DID AN HERBICDE LAST WEEK. THE WEEDS ARE GROWING LIKE CRAZY THIS YEAR. WE HAVE CONTRACTED TO DO A WEED HARVESTING PROJECT IN THE NORTHEAST ARM. WE CANNOT USE HERBICIDES OVER THERE BECAUSE MOST OF IT HAS BEEN DESIGNATED WETLANDS.
MS4 – WE HAD PUBLIC HEARING EARLIER TONIGHT. WE FEED THE NORTH JERSEY WATERSHED DISTRICT AND ARE CLASSIFIED AS A CRITICAL WATERBODY AND SO WE ARE RESPONSBLE FOR PROTECTING THE WATER. WE HAVE A SEPTIC PUMPOUT LAW, STORMWATER MANAGEMENT, ETC AND HAVE TO REPORT ON OUR EFFORTS EVERY YEAR.
WE RUN A STREET SWEEPER AND THE PLANNING BOARD MONITORS WORK DONE WITHIN 100 FEET OF THE LAKE. WE CLEAN OUR CATCH BASINS AS WELL TO PROTECT OUR LAKE. MOST STATE AGENCIES ARE DISORGANIZED AND CHAOTIC, BUT THE DEC HAS WORKED WELL WITH US.
CDBG 2021- THIS IS A BLOCK GRANT PROGRAM RUN BY THE COUNTY THROUGH HUD. THEY SUPPORT LOW IMCOME AREAS AND HANDICAP ACCESSIBILITY PROJECTS. WE ARE GING TO APPLY TO TURN THE POLICE DEPT DOORWAY INTO A HANDICAP ACCESSIBLE DOORWAY. WE FINISHED THE VILLAGE HALL PROJECT AND THE SENIOR CENTER IN THE PAST YEAR.
