TWENTY-FOUR ORDER TO REMEDIES WERE SENT OUT, 14 BUILDING PERMITS WERE ISSUED, 17 CC/CO’S WERE ISSUED, 31 SEPTIC LETTERS WERE SENT, 14 EXPIRED PERMIT LETTERS WERE SENT, 27 RENTAL INSPECTION LETTERS WERE SENT, 6 FIRE INSPECTION LETTERS WERE SENT, 31 RENTAL INSPECTIONS WERE DONE, 6 COMMERCIAL FIRE INSPECTIONS WERE DONE AND 5 MUNICIPAL SEARCHES WERE DONE. IN ADDITION, I APPEARED IN COURT WITH 1 ONGOING CASE WHICH HAS BEEN RESOLVED. I ATTENDED 1 PLANNING BOARD WORKSHOP AND 1 ZBA MEETING WITH 2 APPLICANTS. I HAVE THE DEC PERMITS THAT ARE NECESSARY TO DO WORK DURING THE DRAWDOWN. I WILL BE SUBMITTING THEM AS I GET THEM.

WE DID SOME TREE WOK N MYRTLE, TAKING DOWN 5 DEAD MAPLE TREES WITH THE BUCKET TRUCK. BRUSH PICK UP, SIGNS VILLAGE WIDE. MOWING UP IN WAH TA WAH, RUMSEY AND THE WALKING PATH WITH THE TRACKLESS. POTHOLES VILLAGE WIDE. ON MOUNTAIN LAKES WE HELPED TO INSTALL THE GUARD RAIL THAT WAS TAKEN OUT BY AN ACCIDENT. VEHICLE MAINTENANCE AS ALWAYS. WE REPAIRED SOME SUMMER WATER LINES IN WAH TA WAH. WE MAINTAINED THE TOWN PARK AS USUAL

FOR THE MONTH OF JULY, WE HANDLED 1346 COMPLAINTS. WE MADE 19 ARRESTS. ISSUED 78 TRAFFIC TICKETS, 1 PARKING TICKET, INVESTIGATED 10 MVA’S, 1 VILLAGE CODE VIOLATION, 44 NAVIGATION COMPLAINTS AND ISSUED 5 NAVIGATION TICKETS .WE HAD OUR NATIONAL NIGHT OUT ON AUGUST 2ND. IT WAS A GREAT NIGHT AND VERY WELL ATTENDED. I WOULD LIKE TO THANK DISPATCHER THERESA FINN AND A FEW OTHERS WHO DID MOST OF THE LEGWORK. THANKS TO EVERYONE INVOLVED.

FOR THE MONTH OF JULY, WE STARTED 78 NEW CASES AND CLOSED 95. WE ARE STAYING ABOVE OUR CASE LOAD AND THINGS ARE GOING VERY WELL. WE HAVE A PROGRAM WHERE LOCAL ARTISTS ARE DISPLAYING THEIR ARTWORK ON THE WALL.

WE ARE LOOKING TO DIG A NEW WELL. THE TWO WELLS THAT WE HAVE ARE JUST NOT PRODUCING THE SAME AMOUNT OF WATER THAT THEY HAVE IN THE PAST. WELL D USED TO GIVE 350 GALLONS PER MINUTE AND NOW WE ARE ONLY GETTING ABOUT 230 GALLONS PER MINUTE.
LEAD AND COPPER – WE WEREN’T ABLE TO FLUSH WITH THE WATER SHORTAGE SO I HAD TO LET THE AGENCIES KNOW. THEY ARE ALLOWING US TIME TO DOSE VERY LIGHTLY AND THEY WANT TO SEE OUR LEVELS OF PHOSPHORUS AND LEAD. WE WILL BE READING METERS NEXT WEEK AND WE HAVE A BROKEN HYDRANT OUT BY THE AMERICAN LEGION.

PHIL LANDRU – I WOULD THINK SEPTEMBER OR OCTOBER WHEN THE VOLUME USED DAILY GOES DOWN A LITTLE MORE. THAT WAY THE SUMMER WATER SYSTEM WILL BE DOWN AS WELL. THE HEALTH DEPARTMENT ANTICIPATED US HAVING EPISODES AND IT ISN’T HAPPENING WHICH IS GOOD. I NEED TO GET LEAD AND COPPER SAMPLING SOON AS WELL.

TRUSTEE HOLDER – SUMMER IS MOSTLY ABOUT THE CONCERT SERIES. WE HAD A LOT OF RAIN AND MANY OF THE CONCERTS HAD TO COME INDOORS TO THE ELKS WHOM I WANT TO THANK. ONE CONCERT ALSO HAD TO GO TO THE AMERICAN LEGION SO THANKS TO THEM AS WELL. THERE ARE A FEW LEFT. THIS WEEKEND IS IRISH NIGHT AT THE BEACH WITH CELTIC CROSS AND THE FINAL WEEKEND IS THE CARL RICHARDS BAND THE THE RICHARD REITER SWING BAND. ROCK UNDERGROUND IS HAVING THEIR END OF THE YEAR CONCERT ON THURSDAY A THE BEACH AT 6:00.
SCHOOL BOARD – THE TWO NEW SCHOOL BOARD MEMBERS HAVE NOW BEEN INSTALLED, MICHAEL BUCKLEY AND SUSAN SELSER. I DID NOT ATTEND THE LAST MEETING AND THE NEXT ONE IS IN SEPTEMBER.
LIBRARY – JOIN THEIR FACEBOOK PAGE, THEY POST DAILY ABOUT EVENTS THAT ARE GOING ON, AUTHORS INFORMATION AS WELL.
MAYOR DWYER – DID THE SCHOOL RELEASE THE SURVEY DATA THEY COLLECTED.
TRUSTEE HOLDER – THEY DID THAT ALREADY. THEY HAD FOCUS GROUP WHICH ARE NOT WELL ATTENDED AS WELL. THEY DID SAY THE FEEDBACK THEY HAVE RECEIVED. THEY DISCUSSED WHY THEY THOUGHT MEASURES FAILED AND WHAT COULD BE DONE AND WHAT THE FOCUS SHOULD BE ON.
DEPUTY MAYOR KELM – I HAVE NO REPORT.
ATTORNEY BUCKHEIT – I HAVE BEEN ATTENDING MEETINGS WITH KEN DELVECHIO OF THE HOBOKEN FILM FESTIVAL WHICH ALLOWED US TO NEGOTIATE A CONTRACT WITH TERMS FAVORABLE TO THE VILLAGE. THE MAYOR AND I HAVE ALSO HAD MEETINGS WITH COLONEL JOHN GRAHAN WHICH HELPED IMPLEMENT THE WATER TESTING ON THE LAKE AND THE DEVEOPMENT OF NEW STRATEGIES TO HAVE THE STATE ADDRESS SEDIMENT MARSHING OUT OF THE HARRIMAN STATE PARK. MY REPORT HAS BEEN PASSED OUT TO MEMBERS OF THE BOARD AND I AM PREPARED TO ANSWER ANY QUESTIONS.

WE ARE STILL COLLECTING TAXES. WE ARE GOING INTO SEPTEMBER VERY QUICKLY. IF YOU NEED A COPY OF YOUR BILL IT IS ALWAYS AVAILABLE. WE WILL BE READING WATER METERS NEXT WEEK SO THE BILLING WILL GO OUT MID SEPTEMBER IF YOU STILL HAVE AN OPEN WATER BILL FROM MARCH WE WOULD APPRECIATE PAYMENT. OLD BUSINESS
WATER SYSTEM/LEAD AND COPPER – MAYOR DWYER STATED AS OUR WATER CONSULTANT ALREADY POINTED OUT SOME OF THE MEASURES WE ARE TAKING. WE WERE APPROVED TO REINTRODUCE LEGALLY ORTHO PHOSPHATE INTO OUR TREATMENT PROCESS. THE DEC AND THE DEPARTMENT OF HEALTH ARE ON BOARD WITH OUR DECISION TO MOVE FORWARD WITH THAT TO REMEDY THE LEAD AND COPPER ISSUE. WE ARE SLOWLY REINTRODUCING THAT SO AS TO NOT DISRUPT THE WATER SYSTEM. WE HAVEN’T HAD ANY CHANGE IN OUR WATER QUALITY. WE HAVE SEEN OVER THE LAST TWO YEARS CHANGES THAT WERE NOT GOOD. IT WILL TAKE AT LEAST FOUR TO SIX MONTHS TO HAVE ANY REAL RESULTS.
WAH TA WAH PARK NATURAL GAS – MAYORD DWYER STATED WE HAVE BEEN TALKING ABOUT THIS FOR ABOUT 8 YEARS. ALL OF THE RESIDENTS ABOVE FIRST ROAD IN WAH TA WAH PARK ARE WITHOUT NATURAL GAS. THEY HAVE TO USE PROPANE. WE HAVE BEEN WORKING WITH THEIR HOMEOWNERS ASSOCIATION TO TRY AND GET THIS FOR THEM. WE HAVE BEEN WAITING TO PAVE THOSE ROADS BECAUSE WE DIDN’T WANT ORANGE AND ROCKLAND TO RIP THEM UP TO INSTALL THE GAS LINES. SOME OF THE ADDITIONAL HOMES WILL BE GETTING NATURAL GAS THIS YEAR.
WATERSTONE ROAD SIDEWALKS – MAYOR DWYER STATED WE ARE PASSING A RESOLUTION TONIGHT HOPEFULLY TO HAVE THIS BUILT IN THE SPRING. WE NEED TO GET THE MONEY IN OUR BANK ACCOUNT BEFORE WE CAN SPEND A DIME.
PASSIVE BOAT LAUNCH – MAYOR DWYER STATED WE HAVE DECIDED TO TAKE OUR TIME N THIS. WE DON’T WANT TO OPEN IT THIS FALL DUE TO THE DRAW DOWN SO WE WILL BE HOPING TO DO THIS IN THE SPRING. WE ARE GOING TO CUT THE TREES DOWN, WE HAD THE PROPERTY SURVEYED. AND WE WILL BE CLEANING IT UP.
LAKE MANAGEMENT – MAYOR DWYER STATED THROUGH A CONVERSATION THAT COUNCILMAN DEANGELO HAD WITH THE SENATORS OFFICE, HE RECOMMENDED THAT THE VILLAGE WRITE A LETTER TO REQUEST SOME MONEY TO REPLACE CATCHBASINS. WE WROTE A LETTER ASKING FOR $10,000 TO REPLACE THE RETROFITTED CATCH BASINS THAT SURROUND THE LAKE. THEY ARE BASICALLY FILTERS INSIDE THE CATCH BASINS THAT FILTER OUT SEDIMENT, PHOSPHORUS AND STORMWATER RUN OFF POLLUTANTS. THEY HAVE BEEN CLEANED SO MANY TIMES THEY NEED TO BE REPLACED. WE WILL FOLLOW UP TO SEE IF WE GET THE FUNDS FOR THIS.
AS ATTORNEY BUCKHEIT STATED WE HAVE BEEN WORKING WITH COLONEL GRAHAM FROM WESTPOINT ON SOME LAKE ISSUES. HE IS HEADING UP OUR RESEARCH AS THE VILLAGE BIOLOGIST. HE HAS BROUGHT IN INTERNS, A LOCAL RESIDENT AS WELL AS HIS DAUGHTER. THE LOCAL RESIDENT GRADUATED FROM MARITIME ACADEMY WITH A DEGREE IN BIOLOGY AND HIS DAUGHTER IS CURRENTLY A BIOLOGY STUDENT. THEY TOOK SAMPLES ALL AROUND THE VILLAGE AND ARE ANALYZING THAT DATA IN THE LAB PROVIDED BY WEST POINT TO WORK WITH OUR GOALS. THEY ARE UNPAID VOLUNTEERS AND WE ARE LOOKING FORWARD TO GETTING THE ANALYSIS FROM THEM REGARDING ANY PROBLEMS OR SOLUTIONS THEY FIND. THE VILLAGE BOARD WANTS TO KNOW IF THERE ARE ANY ADVERSE EFFECTS OF THE HERBICIDES WE HAVE BEEN USING. WE ARE TAKING EVERY MEASURE POSSIBLE TO INSURE WE ARE MONITORING THE HEALTH AND QUALITY OF OUR LAKE, NOT JUST THE APPEARANCE OF THE LAKE. I APPRECIATE JOHN BRING COLONEL GRAHAM BACK HERE.
NEW BUSINESS
HOBOKEN FILM FESTIVAL – MAYOR DWYER STATED WE ARE THE NEW HOME OF THE HOBOKEN INTERNATIONAL FILM FESTIVAL FOR THE NEXT THREE YEARS. THIS IS GOING TO BRING REVENUE TO OUR BUSINESSES, PUBLICITY AND ATTENTION TO OUR COMMUNITY, TOURISM, NAME RECOGNITION, ACTORS AND ACTRESSES, PRODUCERS, ETC. THESE PEOPLE WILL BE COMING INTO OUR COMMUNITY AND SEEING WHAT A GEM IT IS. ITS GOING TO BE A LEARNING PROCESS FOR US TO HOST THIS FESTIVAL. WE FEEL IT WILL BE LESS OF A NEGATIVE IMPACT THAN THE FIREWORKS, BECAUSE THAT BRINGS IN TEN THOUSAND PEOPLE OVER A FOUR HOUR EVENT. THIS WILL BE HOPEFULLY TEN THOUSAND PEOPLE OR MORE SPREAD OUT OVER SEVEN DAYS. OUR BUSINESSES SHOULD SEE THE BENEFIT OF OVERNIGHT STAYS, RESTAURANT RESERVATIONS, ETC. I HAVE ALREADY GOTTEN CALLS FROM PEOPLE THAT WANT TO START BUSINESSES SUCH AS BIKE RENTALS, ETC. I TRULY AM EXCITED AND THINK THIS COULD BE THE BEST THING TO HAPPEN TO US IN OVER THIRTY YEARS. WE ARE LOOKING FOR PUBLIC PARTICIPATION. WE ARE PUTTING TOGETHER A COMMITTEE OF VOLUNTEERS, LOOKING SPECIFICALLY FOR STUDENTS INTERESTED IN FILM. WE WANT TO GIVE THEM A LEG UP AND GET THEM INVOLVED WITH THE FILM FESTIVAL. IT CAN BE AS SMALL AS VOLUNTEERING DURING THE FESTIVAL, OR ACTING IN ONE OF THE SCENES BEING FILMED AROUND HERE. IF ANYONE KNOWS ANY ASPIRING STUDENTS OF THE ARTS, PLEASE LET ME KNOW. PRIORITY WILL GO TO GREENWOOD LAKE RESIDENTS. WE HAVE NEARLY A YEAR BUT THE PLANNING PROCESS HAS ALREADY BEGUN. I HAVE BEEN GETTING CALLS AND EMAILS THAT HAVE BEEN CONSTRUCTIVE. IT IS GOING TO HAPPEN AND WE WOULD LIKE YOUR IDEAS ON HOW TO MAKE IT THE BEST EVENT EVER.
THEATRE ON THE LAKE – MAYOR DWYER STATED THIS IS ALSO EXCITING. WE ARE REVIVING THEATRE ON THE LAKE. WE HAVE OUR FIRST PRODUCTION SEPTEMBER 9TH AND 10TH OF THE SAME SHOW THAT WAS FORMERLY ON BROADWAY. ITS CALLED THE 25TH ANNUAL PUTNAM COUNTY SPELLING BEE. IT IS A COMEDY THAT WILL BE PERFORMED BY PROFESSIONAL ACTORS AT THE THOMAS P MORAHAN WATERFRONT PARK. THERE IS A $5 ADMISSION IF YOU SHOW UP AT THE DOOR. IF YOU ARE A VILLAGE RESIDENT, YOU CAN GO TO VILLAGE HALL TO RECEIVE A FREE TICKET. THEY ARE LIMITED SO GO SOON. YOU CAN ONLY PICK UP ONE TICKET PER PERSON AND YOU MUST BE A VILLAGE RESIDENT AS THE VILLAGE HAS PAID FOR THESE TICKETS.
2015/2016 BUDGET CLOSEOUT – MAYOR DWYER STATED OUR ACCOUNTANTS WERE IN TO CLOSE OUR OUR BUDGET YEAR AND WE DID EXTREMELY WELL. THE VILLAGE CLERK AND I WILL BE GOING THROUGH THE ENTIRE BUDGET LINE BY LINE FAR IN ADVANCE OF OUR BUDGET WORKSHOP TO SEE WHERE WE DID WELL, AND WHERE WE DIDN’T. OVERALL WE WERE $221,000UNDER BUDGET. WE ADDED TO OUR FUND BALANCE. OUR CURRENT FUND BALANCE IS $741,000. THREE YEARS AGO BEFORE I TOOK OFFICE AS MAYOR WE HAD LESS THAN $300,000. WE HAVE MORE THAN DOUBLED THAT AMOUNT. OUR WATER FUND BALANCE IS AT $571,000 AND BEFORE THIS ADMINISTRATION TOOK OVER WE WERE IN THE NEGATIVE. WE HAVE AN EXTREMELY HEALTHY BUDGET AND FUND BALANCE. THE VAST MAJORITY OF THE SAVINGS HAS COME FROM NEGOTIATIONS WITH OUR POLICE DEPARTMENT, REDUCING STAFF THROUGH ATTRITION, NOT LAYOFFS, SPENDING TAX PAYER DOLLARS AS EFFICIENTLY AS POSSIBLE. WE HAVE PROVIDED THE SAME IF NOT MORE SERVICES THAN EVER BEFORE. WE ARE ABLE TO ADD PROGRAMS LIKE A TEEN CENTER, INCREASE MONEY FOR THE SENIOR CENTER, ROADWORK, A HAPPY LAW ENFORCEMENT DEPARTMENT, AND PROVIDE THE SERVICES THAT OUR RESIDENTS EXPECT. I THANK THE VILLAGE BOARD FOR YOUR COOPERATION AND EFFORTS, I THANK THE VILLAGE CLERK AND DEPUTY CLERK, PAT AND BETH, FOR ALL THE HARD WORK THEY HAVE DONE. I THANK ATTORNEY BUCKHEIT, FOR GETTING MONEY FROM ALL THE ELECTED OFFICIALS. WE HAVE BEEN ABLE TO GET AN ENORMOUS AMOUNT OF GRANT FUNDING FROM ALL DIFFERENT LEVELS OF GOVERNMENT. HAVING THE FILM FESTIVAL HERE PROVIDES US ACCESS TO TOURISM MONEY THROUGHOUT THE STATE. THE ARTS ARE ALIVE HERE WITH THE CONCERT SERIES, THEATRE ON THE LAKE, FILM FESTIVAL WE ARE A BEACON OF SUCCESS. I THINK IT WILL ONLY GET BETTER IN GRANT OPPORTUNITIES FOR US. I AM EXTREMELY PLEASED WITH WHERE OUR BUDGET IS GOING AND HAS GONE. PART TIME POLICE HIRES – MAOR DWYER STATED ONE OF OUR PLANS FOR THE VILLAGE IS TO HIRE PART TIME POLICE OFFICERS IN ORDER TO KEEP THE OVERTIME DOWN FOR THE FULL TIME POLICE OFFICERS. WE HAVE LOST FOUR PART TIME OFFICERS THIS YEAR BUT WE ARE HIRING THREE NEW ONES. YOU MAY SEE NEW FACES, HOPEFULLY SMILING.
SEWERS – MAYOR DWYER STATED I RECEIVED A GOOD PHONE CALL FROM THE DEC ABOUT A WEEK AGO THAT WE WERE RANKED HIGH ON THE LIST FOR EFC, AND WE WERE THE TALK OF ALBANY IN THAT THEY ARE LOOKING AT US TO BE THE NEXT RECIPIENT OF GRANT FUNDS AND LOW TO ZERO PERCENT LOANS FOR SEWERS IN OUR COMMUNITY. I THEN CALLED THE VILLAGE ENGINEER WHO HAS BEEN SPEARHEADING THE EFFORT TO KEEP US ON THE LIST AND HE SAID WE NEED TO GO UP TO ALBANY AND SEE WHAT OPTIONS ARE AVAILABLE TO US. IT’S A LONG ROAD AHEAD, I JUST WANT THE PUBLIC AND THE BOARD TO KNOW THAT WE ARE STARTING THE FEASIBILTY OF SEWERS. IT IS A VERY COSTLY ENDEAVOR, AROUND $70,000,000.00.
