MAYOR DWYER CALLED THE MEETING TO ORDER.

MAYOR DWYER STATED ITS TIME TO ANNOUNCE THE CITIZEN OF THE YEAR. IN THE PAST WE HAVE HAD INDIVIDUALS, GROUPS AND ORGANIZATIONS. THIS YEAR I WOULD LIKE TO TALK ABOUT THE GREENWOOD LAKE COMMUNITY COALITION AND THE AMAZING WORK THEY HAVE DONE IN OUR COMMUNITY. IT HAS BEEN UNPARALELLED THE AMOUNT OF VOLUNTEERS IN A VERY SHORT TIME. THEY ARE AMAZING AND MOST GO WITHOUT RECOGNITION BUT TONIGHT I WOULD LIKE TO RECOGNIZE ONE OF THEM. THIS INDIVIDUAL HAS BEEN INTEGRAL IN THE WORK THE VILLAGE GOVERNMENT AND THE COMMUNITY HAS DONE TO PROMOTE HEALTH AND WELL BEING AMONG OUR YOUTH. THIS INDIVIDUAL IS ALWAYS READY TO VOLUNTEER, ALWAYS STEPS FORWARD AND DOES AN AMAZING JOB WHEN GIVEN A TASK TO DO. SHE HAS RAISED TWO AMAZING SONS HERE AND HAS A HUSBAND WHO IS A POLICE OFFICER IN OUR COMMUNITY, SHE HAS DEVOTED HER ENTIRE LIFE TO BENEFITTING GREENWOOD LAKE, MAKING SURE THAT OUR FUTURE GENERATIONS ARE SAFE, HEALTHY AND PROTECTED FROM DRUGS AND BAD ENVIRONMENTS. THIS YEAR THE CITIZEN OF THE YEAR AWARD GOES TO THERESA FINN.

LETTER FROM GREENWOOD LAKE JOINT FIRE DISTRICT – THEY HAVE BEEN APPROVED TO BUILD A FIREHOUSE ON SCOTT LYNCH WAY AND MOUNTAIN LAKES LANE AND THEY ARE GOING THROUGH THE BUILDING PERMIT PROCESS. THEY HAVE BEEN TO THE PLANNING BOARD AND WERE APPROVED AND ARE NOW REQUESTING A WAIVER OF FEES FOR THE NEW BUILDING. CONSTRUCTION WILL COMMENCE ON APRIL 3, 2017.

TOWN COUNCILMAN FLOYD DEANGELO – WE NEED VOLUNTEERS FOR THE FRIENDLY VISITOR PROGRAM. THEY CAN HELP PROVIDE TRANSPORTATION TO THE ELDERLY, OR GROCERY SHOPPING OR WHATEVER THEY NEED. WE ARE GOING TO PROVIDE TRAINING ON THURSDAY MARCH 23RD FROM 10:00 TO 12:00 AT THE TOWN HALL. THERE ARE 8000 SENIORS IN THE TOWN OF WARWICK AND WE NEED VOLUNTEERS TOE HELP OUT SOME OF THESE PEOPLE. YOU CAN CALL 845-986-1124 TO INQUIRE OR JOIN. WE WILL INSURE THE VOLUNTEERS.
AMBULANCE CORP – NANCY DEANGELO STATED WE HAD 44 CALLS IN THE MONTH OF FEBRUARY, WITH 78 TO DATE THIS YEAR. WE HAD SEIZURES, STROKES, DIABETIC EMERGENGY, CHEST PAINS, TWO EMOTIONALLY DISTURBED PERSONS, GENERAL ILLNESS, DIFFICULTY BREATHING, LACERATIONS, BACK PAIN, DOG BITE, DOMESTIC, FALLS AND MVA’S.
DEPARTMENT HEAD REPORTS
DPW REPORTED BY DEPUTY COMMISSIONER BEN ASTORINO
THE LAST TWO WEEKS OF FEBRUARY WAS NICE. WE PICKED UP BRUSH, CLEANED OUT CATCH BASIN LIDS, HAD THE SWEEPER OUT AS WELL. WE ARE STILL PATCHING POTHOLES WITH COLD MIX, HOPEFULLY ONLY UNTIL NEXT MONTH. WE DID HAVE SNOWSTORMS ON MARCH 10TH AND THE BLIZZARD ON MARCH 14THTH. WE HAVE BEEN CLEARING SNOW EVERY SINCE. WE WILL BE TRYING TO CLEAN UP SOME OF THE BIG PILES STILL AROUND. WE HAD SOME VEHICLE MAINTENANCE DONE, REPLACED SOME ROAD SIGNS AND MAILBOXES. WE HAULED MATERIAL TO REPLENISH OUR STOCKPILE.

FOR THE MONTH OF FEBRUARY THE POLICE DEPARTMENT HANDLED 1,128 COMPLAINTS, MADE 28 ARRESTS, ISSUED 153 TRAFFIC TICKETS, 8 PARKING TICKETS, INVESTIGATED 84 MOTOR VEHICLE ACCIDENTS AND ONE NAVIATION COMPLAINT. THE PBA EASTER EGG HUNT WILL BE APRIL 9TH AT THE AMERICAN LEGION AT 10:000AM. CONGRATULATIONS TO THERESA FINN WHO IS SUCH AN ASSET TO THE COMMUNITY.

I WANT TO APOLOGIZE FOR MISSING THE LAST MEETING, I WAS HOME RECUPERATING FOM KNEE SURGERY. IN JANUARY WE OPNED 127 CASES AND CLOSED 151. IN FEBRUARY WE OPENED 115 AND CLOSED 146 SO WE ARE STAYING AHEAD OF THE CASE LOAD.

THE VILLAGE HAS RECEIVED A PARTS AND MATERIAL QUOTE FOR THE SODA ASH SYSTEM THAT NEEDS TO BE INSTALLED TO BEGIN ADJUSTING THE PH OF OUR WATER TO MAKE IT LESS CORROSIVE ON THE COPPER PIPES IN THE VILLAGES INFRASTRUCTURE. EVERYTHING HAS BEEN ORDERED AND PROJECTED DELIVERY IS EXPECTED TO BE SOMEWHERE AROUND TWO WEEKS. A MEETING STILL HAS TO BE SCHEDULED WITH LEE BERGUS FROM THE HEALTH DEPARTMENT TO DISCUSS ALL THE NECESSARY DETAILS TO BE SUBMITTED FOR APPROVAL. THE VILLAGE HAS ALSO BEEN REQUIRED BY THE HEALTH DEPARTMENT TO BEGIN EXTRA SAMPLING AND TESTING AT THE SYSTEM ENTRY POINT AND TWO REPRESENTATIVE LOCATIONS OUT IN THE DISTRIBUTION SYSTEM FOR WATER QUALITY PARAMETERS IN THEIR RELATION TO ITS CORROSIVENESS. THE RESULTS OF THIS ROUTINE MONITORING ARE USED TO MONITOR THE EFFECTIVENESS OF OUR CORROSION CONTROL PROGRAM AND FOR PREDICTING THE POTENTIAL FOR COPPER SOLUBILITY. A WATER UTILITY MARKOUT CAME IN TODAY FROM FUSCO ENGINEERING TO LOCATE AND MARK ALL EXISTING WELLS, WATER SUPPLY, FACILITY OVERFLOW, DRAINAGE WASTEWATER AND RECYCLING LINES IN ORDER TO BEST ROUTE THE NEW PROPOSED WELL LINE TO COME INTO THE FACILITY. THE DEPARTMENT IS ALSO IN PREPARATION OF DEC ’S ANNUAL WATER WITHDRAWAL REPORT. THE REPORT IS ALMOST COMPLETE AND WILL BE SUBMITTED BEFORE THE MARCH 31ST DEADLINE.

PHIL LANDRU – PRIOR TO THE STORM I WANTED TO CHECK TO MAKE SURE THAT ALL THE TANKS WERE FULL SO THERE WOULD BE WATER PRESSURE. WE HAVE 1.2 MILLION GALLONS UP ON THAT MOUNTAIN THAT GIVES US VOLUME AND PRESSURE. THE WATER SYSTEM RUNS ON NATURAL GAS SO AS LONG AS WE HAVE THAT, WE HAVE THE ABILITY TO MAKE WATER. IN LAKELANDS WE DON’T HAVE THE SAME ABILITY BECAUSE THE PUMP STATION THERE RUNS OFF ELECTRICITY. THERE IS 100,000 GALLONS UP THERE, BUT WE WOULDN’T HAVE THE ABILITY TO MAKE MORE IN CASE OF POWER OUTAGES. IT WOULD PROBABLY TAKE 4-7 DAYS TO USE UP THAT WATER. ON MARCH 5TH THE GREENWOOD LAKE FOOD PANTRY BOWLING FUNDRAISER WAS HELD AND WE RAIED $5700.00 THAT WAS SPLIT BETWEEN THE GREENWOOD LAKE FOOD PANTRY AND THE HUDSON VALLEY HONOR FLIGHT. I WOULD LIKE TO THANK MAUREEN AND JOE ANTHONY FROM THE IRISH WHISPER, PEGGY CLARK, BETH FARRELL, MARIE AND MATT VETH, AND PAT OLSEN FOR ALL THE HARD WORK THEY PUT IN TO RUNNING THAT EVERY YEAR. COMMUNITY 2000 VISION PLAN PROJECT – THE TOWN OF WARWICK HAS EMBARLED ON THIS PROJECT. THEY ORIGINALLY DID A PROJECT BACK IN 1993 AND THIS YEAR THEY ARE INCLUDING ALL THE VILLAGES. WE HAVE DECIDED TO JOIN ALONG WITH FLORIDA AND THE VILLAGE OF WARWICK. THERE IS A PROFESSIONAL PLANNING AND DESIGN COMPANY THAT WILL BE WORKING WITH THE VILLAGES AND TOWNS TO GATHER IDEAS, CONCERNS, ASPIRATIONS AND USE THE OUTPUT TO IMPROVE THE QUALITY OF LIFE FOR US ALL.

OLD BUSINESS
WATER SYSTEM/ LEAD AND COPPER – MAYOR DWYER STATED WE HAVE ALL THE NECESSARY TOOLS FOR THE SODA ASH TO BE INTRODUCED INTO THE SYSTEM TO REDUCE THE COPPER LEVELS. WE WILL BE MONITORING THATAND WORKING WITH THE DEPARTMENT OF HEALTH TO INSURE THAT HAPPENS.
LAKE MANAGEMENT – IT LOOKS LIKE THE LAKE HAS RISEN TO ITS NORMAL LEVEL AT THIS POINT WITH SNOW STILL ON THE GROUND, SO WE WON’T HAVE TO WORRY ABOUT NOT HAVING THE WATER IN THE SPRING LIKE FIVE YEARS AGO. THE VILLAGE BOARD HAS AUTHORIZED ME TO APPLY FOR A $100,000 INVASIVE SPECIES GRANT. THIS WILL BE TARGETED TOWARDS LILLY PADS AND WE WOULD BE USING THE AQUAMUG TO TARGET THEIR ROOTS.
NEW MUNICIPAL WELL – RIGHT NOW WE ARE MAPPING OUT ALL OF THE INFRASTRUCTURE, WATER, SEWER, ELECTRIC AND EVERYTHING ELSE AROUND THE PROPOSED WELL. AFTER THAT WE WILL MEET WITH THE DEPARTMENT OF HEALTH AND THE DEC TO PRESENT THE PLAN FOR THE WELL LOCATION AND TO GET FURTHER APPROVALS THAT ARE NEEDED. THE TARGET PRICE IS ANYWHERE BETWEEN $150,000 AND $200,000. WE ARE TRYING TO HONE THAT DOWN TO A MORE ACCURATE NUMBER. I AM HOPING FOR $180,000 WITH A $20,000 CONTINGENCY IF NECESSARY. WE ARE CURRENTLY WORKING ON THE WATER BUDGET TO FIGURE OUT HOW THAT WILL BE PAID FOR, BUT FORTUNATELY OUR FUND BALANCE IS SUCH THAT WE HAVE AVAILABLE RESOURCES AND WON’T HAVE TO INCREASE WATER FEES OR SURCHARGES. WE WILL DETERMINE HOW MUCH OF OUR FUND BALANCE WE WANT TO USE AND HOPEFULLY BY THE NEXT BUDGET MEETING WE WILL HAVE THAT FIGURE.
HOBOKEN FILM FESTIVAL – MAYOR DWYER STATED I MET WITH THE CHAMBER LAST WEEK TO PRESENT THE OPPORTUNITY OF THE RESTAURANT ROW. THIS COMPONENT WILL PROVIDE CHAMPAGNE, BEER, WINE, FOOD, DESERT. WE ARE OPENING IT PRIMARILY TO THE LOCAL BUSINESSES, THE HELM, MURPHYS, BREEZY, EMERALD, VESUVIUS PIZZA, JEAN CLAUDES, ETC. THESE BUSINESSES WILL HAVE FIRST CRACK AT IT. WE ARE HOPING THESE BUSINESSES WILL BE TOO BUSY BUT THIS IS AVAILABLE IF THEY ARE NOT. IF WE DON’T HAVE ENOUGH WE WILL OPEN IT UP TO COUNTY BUSINESSES. BUDGET – MAYOR DWYER STATED WE HAD OUR FIRST BUDGET WORKSHOP LAST WEEK AND WENT OVER THE REQUESTED AND TENTATIVE BUDGET. WE ARE STILL WAITING ON A COUPLE OF THINGS SUCH AS THE WELL COSTS, ASSESSMENT CHANGES, ETC. OUR CURRENT LIMIT IS 1.1% BUT THE VILLAGE BOARD HAS COME UP WITH A .8 OR .9 PERCENT TAX LEVY LIMIT INCREASE AND WILL STILL INCLUDE ALL OF THE VITAL SERVICES THAT THE COMMUNITY RELIES ON AND THEN SOME. WE ARE STILL MEETING AND HONING THE BUDGET AND WE WILL HAVE A PUBLIC HEARING BEFORE ADOPTION. I WOULD LIKE TO MENTION THAT WE RECEIVED NOTIFICATION FOR THE NEW YORK STATE COMPTROLLERS OFFICE THAT ASSIGNS RANKING FOR FISCAL STRESS. EVERY MUNICIPALITY IS GIVEN A GRADE BASED ON CERTAIN CRITERIA. THE LOWER THE SCORE THE BETTER OFF THE MUNICIPALITY IS. WHEN THIS ADMINISTRATION TOOK OVER FOUR YEARS AGO, THE FISCAL STRESS WAS AT 24%. THE NEXT YEAR IT WAS AT 12.5% SO WE CUT IT IN HALF. THE NEXT YEAR IT WAS AT 6.3% SO WE CUT IT IN HALF AGAIN. THIS YEAR WE ARE THE ONLY VILLAGE IN THE ENTIRE COUNTY THAT HAS A FISCAL STRESS OF 0% ACCORDING TO THE NEW YORK STATE CONTROLLER.
