JOHN CERNUTO – THANK YOU FOR HAVING US. IT IS A TEAM OF 13 AND 14 YEAR OLD BOYS. WE WON THE CHAMPIONSHIP FOR THE DISTRICT AND BEAT PINE BUSH 14 TO 3. I AM VERY PROUD OF THESE KIDS. I’VE BEEN COACHING FOR 20 YEARS AND THIS IS A GREAT ACCOMPLISHMENT FOR THE KIDS. MY OTHER COACHES WERE JIM CHICHETTI AND CHRIS CASSE WHO IS THE PRESIDENT OF THE LEAGUE. WE GOT A NICE TROPHY TO KEEP UNTIL NEXT YEAR.

MAYOR DWYER STATED THE TOWN WIDE VISIONING COMMITTEE IS HAVING A SERIES OF MEETINGS IN WHICH YOU CAN PARTICIPATE AND THERE IS ONE IN EACH OF THE VILLAGES AND THEN A TOWN WIDE ONE. THE VILLAGE OF GREENWOOD LAKE IS HAVING THEIR’S TOMORROW AT THE GREENWOOD LAKE MIDDLE SCHOOL FROM 7:00 TO 9:00 PM. YOU CAN SEE WHAT THEIR GOALS ARE, THE SURVEY RESULTS, ETC. ITS YOUR CHANCE TO BE HEARD.

WE ARE GETTING SOME BIDS TO PUT A FENCE UP AND WILL PROBABLY HAVE SOME OPEN MEETINGS FOR RESIDENTS TO GIVE THEIR OPINIONS ON WHAT THEY WOULD LIKE TO SEE DONE.
AMBULANCE CORP – NANCY DEANGELO STATED THE CORP HANDLED 65 CALLS FOR A YEAR TO DATE OF 425 CALLS. SHE GAVE A BREAKDOWN OF THE NATURE OF THE CALLS.
MAYOR DWYER – THERE IS A BLOOD DRIVE COMING UP AS WELL AT THE AMBULANCE BUILDING ON DECEMBER 2ND IN HONOR OF ERIC NICHOLSON.

SCHOOL – THE WARWICK VALLEY SOCCER TEAM BECAME SECTION 9 CHAMPS AND WENT ON TO STATES BUT LOST 1-0. ROBERT SHERIDAN AS GOALIE DID AN AWESOME JOB. THE GIRLS VOLLEYBALL TEAM WENT UNDEFEATED IN THEIR DIVISION. THEY LOST IN THE SECTIONALS. GREENWOOD LAKE GIRLS MODIFIED DID AWESOME AND ALMOST WENT UNDEFEATED FOR THE THIRD YEAR IN A ROW BUT THEY LOST ONE GAME. THE BOYS MODIFIED WENT UNDEFEATED FOR THE THIRD YEAR IN A ROW. CONGRATS TO ALL. THE NEXT BOARD MEETING IS THIS WEDNESDAY AT 7:000PM AT THE ELEMENTARY SCHOOL.

RECREATION – I JUST WANT TO THANK EVERYONE THAT WAS A PART OF THE HALLOWEEN TRIPLE PLAY IN TOWN. IT WAS A FABULOUS NIGHT. I WANT TO THANK THE CHAMBER FOR TRICK OR TREAT IN TOWN, THE FIRE DEPARTMENT FOR DOING THE PARADE, BOY SCOUT TROOP 121 FOR DOING THE HAUNTED TRAIL AND DECORATIONS.

WATER – WE DID HAVE A WATER MAIN BREAK IN LAKELEANDS LAST WEEK THAT TOOK A WHILE TO GET FIXED AND THERE WAS A LITTLE DISCOLORATION AFTERWARDS. THEY DID A GREAT JOB. WE ARE IN THE PROCESS OF SOLICITING BIDS FOR A MUCH-NEEDED WELL. WE WILL NEED THAT FOR THE SPRING AND SUMMER SEASON.
POLICE – WE ARE ALWAYS TRYING TO KEEP THE PART TIME LEVELS UP. IT’S A JOB THAT PEOPLE COME AND GO OFTEN BUT WE ARE TRYING TO KEEP A POOL OF CANDIDATES.

SENIORS – THEY HAD A TRICK TRAY LAST SATURDAY AT THE ELKS AND RAISED OVER $3000.00 FOR THE SENIOR CENTER.
FUNDRAISER – I’D LIKE TO THANK MATT AND MARIE AND THE ELKS FOR HOSTING A FUNDRAISER YESTERDAY. IT WAS OLD SCHOOL GAMES AND THEY HAD FOOD AND REFRESHMENTS AND RAISED OVER $800.00 TO DONATE TO THE HUDSON VALLEY HONOR FLIGHT.

BUILDING DEPT – IN THE MONTH OF OCTOBER THEY RAISED $3300.00 WHICH INCLUDED 19 ORDERS TO REMEDY, 13 BUILDING PERMITS, 31 SEPTIC LETTERS, 12 EXPIRED PERMIT LETTERS ISSUED, 5 RENTAL INSPECTION LETTERS ISSUED, 2 RENTAL INSPECTIONS DONE, 17 CO’S ISSUED.
PLANNING BOARD – ONE APPLICANT ON AGENDA, BUT THEY CANCELLED RIGHT BEFORE THE MEETING SO THE PLANNING BOARD HELD A WORKSHOP INSTEAD.
ZBA – TWO APPLICANTS ON AGENDA. ONE WAS A CONTINUING APPLICATION ON 14 CASCADE TRAIL, WIICH IS A REQUEST TO REOPEN A PUBLIC HEARING. THE SECOND APPLICANT WAS DUNKIN DONUTS AND THE NOTICICATION REQUIREMENT WAS NOT MET SO THE APPLICANT WAS POSTPONED.
AT THE LAST BOARD MEETING I PRESENTED THE BOARD WITH A DETAILED REPORT ON MY RESEARCH INTO AIR BNB’S. I SUMMARIZED THE FINDINGS AND I HAVE IT WITH ME IF ANYONE HAS ANY QUESITONS DURING PRIVILEGE OF THE FLOOR.
ATTORNEY BUCKHEIT REPORT
I PROVIDED THE MEMBERS OF THE BOARD WITH A REPORT, MOST OF WHICH IS CONFIDENTIAL IN NATURE. WE ARE WELL INTO OBTAINING A LIQUOR PERMIT FOR THE UPCOMING TREE LIGHTING AND WILL BE VOLUNTEERING MY TIME.
OLD BUSINESS
SIDEWALKS ON WINDERMERE AVENUE – THIS PROJECT IS MOVING ALONG NICELY NOW. WE DID HAVE A SPEED BUMP BUT THAT IS ALL IRONED OUT AND THE PROJECT IS PROGRESSING WELL. ONCE THEY FINISH THE SECTION IN FRONT OF THE HARDWARE STORE, THEY WILL JUMP ACROSS THE STREET AND PROGRESS BLOCK BY BLOCK. THE GOAL THIS YEAR IS TO COMPLETE DOWN TO OAK STREET ON BOTH SIDES WEATHER PERMITTING.
WATERSTONE ROAD SIDEWALK – MAYOR DWYER STATED THIS PROJECT IS MOVING ALONG AS WELL. THIS IS A DANGEROUS PLACE TO WALK AND TO HAVE A SIDEWALK THERE WILL BE A GREAT THING. WE APOLOGIZE FOR THE INCONVENIENCE WHILE THE WORK IS BEING DONE.
NEW WELL – WE WENT OUT TO BID ON THIS PROJECT AND WERE UNSUCCESSFUL IN GETTING ANY BIDS. IT’S A DIFFICULT PROCESS. THE BID PACKAGE IS 150 PAGES AND REQUIRES DEC APPROVAL BECAUSE THE WELL IS IN THE WETLANDS. WE ARE GOING TO WIDEN THE AREA FOR BID SOLICTITATION AND GRANT THE TIME NEEDED. IT WILL BE DECLARED AN EMERGENCY AT A CERTAIN POINT, ANY DECISION WE MAKE WILL BE IN THE PUBLIC, SO STAY TUNED. WE WILL HAVE TO CALL FOR WATER RESTRICTIONS. WE HAVE TWO WELLS RIGHT NOW AND ONE OF THEM NEEDS TO BE SHUT DOWN TO DO A RESTORATION ON IT. NOTHING IS CRITICAL AT THE MOMENT.
AIRBNB – I INTRODUCED A TIMELINE AND I THINK WE’VE MADE TREMENDOUS PROGRESS. I WANTED TO GET AS MUCH OUT IN THE PUBLIC SO YOU HAD THE SAME INFORMATION WE HAVE. I WANTED TO THROW OUT POTENTIAL REGULATIONS. WE ARE CALLING IT AIRBNB BUT IT IS ANY SHORT-TERM RENTALS FOR LESS THAN 30 DAYS. THERE ARE MULTIPLE WEBSITES. AT THIS POINT WE HAVE RECEIVED 40 EMAILS, WRITTEN CORRESPONDENCE, ETC AND THE BOARD MEMBERS ALL HAVE COPIES OF THEM. WE HAVE RECEIVED SOME GREAT IDEAS AND APPRECIATE THAT. WE HAVE IDENTIFIED CERTAIN ISSUES AND CHALLENGES. I AM NOT PREPARED TO PRESENT A LAW AT THIS POINT, WE WILL CONTINUE TO WORK ON IT TO PROTECT THE BEST INTERESTS OF EVERYONE INVOLVED. SOME IDEAS ARE FEES BASED ON ROOMS INSTEAD OF HOMES, IF YOU RENT OUT FOUR ROOMS, YOU WOULD PAY MORE THAN SOMEONE WITH ONE. YOU WILL HAVE TO ABIDE BY THE NEW YORK STATE FIRE CODE. EXIT LIGHTS, ETC WILL HAVE TO BE PUT UP. YOU NEED TWO EXITS, CERTAIN WINDOW WIDTHS, INSURING PROPER ROOM TO EXIT, ETC. SINCE AIRBNB IS NEW, NOT EVERY RULE APPLIES BUT IT IS OUR OBLIGATION THAT IF YOU ARE RENTING YOU NEED TO ABIDE BY THE FIRE CODES. WE ARE STILL DOING RESEARCH AND WILL BUILD A SOLUTION TO THIS ISSUE. ANOTHER POINT COMMERCIAL VERSUS RESIDENTIAL USE CAN BE PERMITTED BUT WE WILL CONTINUE ACCEPTING EMAILS OR CORRESPONDENCE FROM THE PUBLIC. IF YOU CALL ME I WILL NOT BE DOCUMENTING THAT AND IT WILL NOT BE SHARED WITH THE VILLAGE BOARD. PLEASE PUT YOUR THOUGHTS, CONCERNS IN WRITING. THAT WAY EVERYONE GETS A COPY. WATERSTONE SIDEWALKS – THIS CONNECTS WINDERMERE AVE DOWN WATERSTONE ROAD TO IN FRONT OF THE SCHOOL. THIS IS A PAVER SIDEWALK EVEN WITH THE ROAD WHICH PRESENTS A NIGHTMARE FOR PLOWING. WE ARE CONSIDERING REMOVING THAT SIDEWALK. WE GOT PERMISSION FROM NEW YORK STATE. EVERY NEIGHBOR HAS A PROBLEM WITH IT. ITS CAUSING FLOODING, IT SHOULD HAVE BEEN RAISED, ETC. IT CREATES A FALSE SENSE OF SECURITY SO WE ARE CONSIDERING REMOVING IT.
LED ENERRGY AUDIT – WE HAD O & R COME IN AND DO AN ENERGY AUDIT ON ALL OF OUR FACILITIES. IF WE CAN REDUCE ENERGY USE ACROSS THE BOARD IT WILL SAVE MONEY. LED LIGHTS LAST MUCH LONGER AND THEY ARE OFFERNING A 70% REIMBURSEMENT IF YOU CHANGE ALL YOUR LIGHTS TO LED, INCLUDING FIXTURES. WE ARE GOING TO TAKE THAT OPPORTUNITY.
LED STREET LIGHTS – WE QUALIFY FOR FOUR LED LIGHTS TO BE CHANGED OUT FROM THE VAPOR ONES AND THEY WILL BE ON WINDERMERE AVENUE. THE LIGHTS ARE MUCH BRIGHTER. THEY ARE GIVING US THE OPPORTUNITY TO REPLACE THESE FOR $149.00 PER LIGHT INSTEAD OF FOUR OR FIVE HUNDRED PER LIGHT AND WE WOULD MAKE THAT BACK IN A YEAR. WE WILL PROBABLY DO 26 PLUS THE FOUR THIS YEAR. THAT WILL HAVE LONG TERM SAVINGS FOR THE VILLAGE
DPW TRUCK PURCHASE – WE WILL BE GOING INTO EXECUTIVE SESSION LATER TO DISCUSS THIS MATTER AS IT DEALS WITH OUR CONTRACT. THIS WOULD BE A SNOWPLOWING TRUCK. WHEN THE CONTRACT WAS SIGNED WITH WARWICK FOR DPW, THERE WERE NO TERMS FOR PURCHASING EQUIPMENT. WE NOW HAVE TO DETERMINE WHO PAYS FOR IT WHO OWNS IT, ETC. WE WILL COME OUT OF EXECUTIVE SESSION AND REOPEN THE MEETING TO THE PUBLIC.

BETH MCCRINK – I LIVE AT 12 CASCADE TRAIL AND I WANT TO SPEAK ABOUT AIRBNB RENTALS. I WANT TO SAY THANK YOU TO ALL OF YOU BECAUSE IT’S A COMPLEX SITUATION. SOME PEOPLE ARE FOR IT ANS SOME AGAINST IT FOR VALID REASONS. FOR ME PERSONALLY, I WAS THE FIRST PERSON IN GREENWOOD LAKE TO RENT OUT AN AIRBNB AND I HAVE EXTENSIVE KNOWLEDGE ON HOW TO MAKE IT WORK. I KNOW FIRST HAND THAT SOME OF MY RENTALS HAVE PURCHASED SOME OF OUR FORECLOSURES, ETC. EVERYONE UNDERSTANDS WHY WE WANT THEM. THEY HELP WITH TOURISM, THE PEOPLE BUY LOCALLY, AND FORECLOSURES ARE A DETRIMENT TO ALL OF US. PRIMARILY IT’S A FINANCIAL THING FOR MOST HOMEOWNERS. RIGHT NOW, YOU ARE RECOMMENDING FEES, WHICH RIGHT NOW ARE 50 FOR THE INITIAL INSPECTION AND THEN $25 EACH YEAR AFTER. THE FIRE INSPECTION WOULD BE THE SAME. THE FEES YOU ARE PROPOSING WOULD BE A HUGE INCREASE FOR THE SAME EXACT TASK. I’M CURIOUS AS TO WHAT THOSE FEES WOULD GO TOWARDS AND IF WE WILL HAVE A SAY IN THAT. THE SEPTIC SYSTEMS ARE BUILT AND DESIGNED BASED UPON THE NUMBER OF BEDROOMS IN THE HOUSE. FOR ME, I AM ONE PERSON LIVING IN A 3 BEDROOM HOUSE AND THE MAJORITY OF THE PEOPLE I RENT TO ARE SINGLE INDIVIDUALS SO THERE IS NO ADDITIONAL STRESS ON MY SYSTEM. YOU CAN HAVE A 3 BEDROOM WITH SIX PEOPLE LIVING IN IT 365 DAYS A YEAR. LIABILITY INSURANCE IS NOT AN ISSUE. THE EXIT SIGNS ARE UGLY, BUT WHATEVER. I HAVE HAD A NEIGHBOR SAY TO ME THIS WEEK, ITS AMAZING FOR ALL OF THE YEARS YOU HAVE BEEN DOING IT, YOU HAVE ALWAYS HAD GOOD RENTERS. THAT’S BECAUSE I AM VERY STRINGENT ON MY RENTERS AND MAKE SURE THEY FOLLOW MY GUIDELINES. THERE ARE OTHER WAYS FOR THE VILLAGE TO MAKE MONEY, VIOLATIONS FOR THOSE PEOPLE THAT DON’T FOLLOW GARBAGE RULES AND NOISE ORDINANCES. I THINK THAT’S THE SOLUTION. THERE ARE COMPANIES THAT CAN TAKE THEIR GARBAGE OUT FOR THEM. I WOULD BE MORE THAN WILLING TO EDUCATE THESE PEOPLE. ITS EXCITING TO BE ABLE TO RENT YOUR HOUSE FOR $500 A WEEKEND. THE FLIP SIDE OF THAT IS IF YOU DON’T DO IT RIGHT, IT’S A NIGHTMARE. IN TERMS OF THE LLC’S, THERE ARE SOME THAT ARE NOT FOR RENTALS. PROPERTY SHARING IS EVERYWHERE, JUST LIKE PEOPLE SHARE THEIR DOCK SPACE. WE HAVE UBER AND LYFT HERE NOW.
ALI BARONE – I LIVE ON ROCKY TRAIL. I JUST WANTED TO SHARE A LITTLE OF MY STORY. I HAVE A HOME THAT I BUILT AND DESIGNED AND LOVE WITH ALL MY HEART. I AM AN ON PREMISE OWNER AND I CARE A LOT ABOUT MY HOME. CIRCUMSTANCES THAT I WAS NOT PREPARED FOR HAVE LED ME TO BE SINGLE, CARRYING A BIG MORTGAGE ALONE WHICH WAS DEVASTATING TO ME. BETH REACHED OUT TO ME AND TOLD ME ABOUT AIRBNB. I NOW DO IT AND CAN SAY IM NOT SURE I WOULD HAVE A HOME AND BE ABLE TO PAY MY MORTGAGE AND MY TAXES WITHOUT AIRBNB. MY SITUATIION WAS DIRE AND I AM SO GLAD THIS CAME INTO MY LIFE. IM SURE I’M NOT THE ONLY PERSON THAT HAS FALLEN INTO HARD TIMES AND HAD TO FIGURE OUT HOW TO MAKE IT WORK. I NOT ONLY MADE IT WORK I WAS ABLE TO MAKE CAPITAL IMPROVEMENTS TO MY HOME. THREE FAMILIES THAT HAVE RENTED MY HOME HAVE NOW BOUGHT HOMES IN GREENWOOD LAKE. I UNDERSTAND THERE ARE PEOPLE THAT ARE ABSENTEE OWNERS AND HAVE PROBLEMS. I MAY RENT OUT MY HOME 10 TIMES A YEAR AND IT’S A 3600 SQURE FOOT HOME AND I AM A SINGLE PERSON. WE HAVE TO BE CAREFUL ABOUT LAWS THAT ARE GOING TO CAUSE PROBLEMS. THIS COMMUNITY HAS GROWN SO MUCH IN THE LAST TEN YEARS. OWNERS DO HAVE TO BE RESPONSBLE AND THEY CAN’T RENT OUT TO 20 PEOPLE AT A TIME. THERE’S A BALANCE AND I AM HAPPY THAT WE ARE WORKING TOGETHER ON THIS TO FIND THAT BALANCE.

JOE TOBIN – WE ALSO CREATED A TOWN BEACH THAT IS ALWAYS PACKED THAT MAY HAVE HAD SOMETHING TO DO WITH THAT.
MAYOR DWYER – NOT REALLY. I DON’T THINK A LOT OF PEOPLE THAT COME TO THE BEACH FOR THE DAY, STOP IN OUR RESTAURANTS. THEY PACK THEIR LUNCH OR BARBECUE DOWN THERE. EVERYTHNG IS A CONTRIBUTING FACTOR TO TOURISM. IF YOU GO ON THE AIRBNB SITE AND TYPE IN LAKEFRONT COMMUNITY NEAR NEW YORK CITY, GREENWOOD LAKE POPS RIGHT UP. THERE ARE MANY FACTORS THAT DRIVE TOURISM.
