NANCY DEANGELO FROM THE AMBULANCE CORP- THE AMBULANCE CORP ANSWERED 41 CALLS IN SEPTEMBER WITH A VARIETY OF DIFFERENT ILLNESSES. TOTAL FOR THE YEAR IS 331 CALLS.

WAH TA WAH WAS PAVED AND IT LOOKS NICE. WE REBUILT A CATCH BASIN ON EDGEMERE AND TWO ON HAZEN. WE CLEANED SOME TREES ON 97 STERLING RD, AND PATCHED POTHOLES VILLAGE WIDE. WE CLEANED UP DIVISION STREET. WE DID VEHICLE MAINTENANCE AND ROAD SIGN REPAIR. WE HAULED ITEM TO THE STOCKPILE AND WILL BE HAULING IN A LITTLE MORE. I WANT TO THANK PHIL FOR HELPING US OUT RIGHT AWAY.

FOR THE MONTH OF SEPTEMBER THE POLICE DEPARTMENT RECEIVED 1246 COMPLAINTS, MADE 22 ARRESTS, ISSUED 157 TRAFFIC TICKETS, 3 PARKING TICKETS, INVESTIGATED 5 MOTOR VEHICLE ACCIDENTS AND HANDLED 3 NAVIGATION COMPLAINTS.
JUSTICE COURT REPORTED BY JUSTICE KEITH GARLEY
FOR THE MONTH OF SEPTEMBER WE CLOSED 151 CASED AND OPENED 143. I WANT TO THANK THE BOARD FOR PASSING THE RESOLUTION FOR THE JCAP GRANT. THE PAPERWORK HAS BEEN SUBMITTED AND WE SHOULD HEAR SOMETHING. WE ARE REPLACING A WINDOW AND GETTING SOME FURNITURE FOR THE JURORS AND POSSBILY FILING CABINETS.
WATER REPORTED BY PHIL LANDRU
THE DEPARTMENT HAS BEEN EXTREMELY BUSY THESE LAST FEW MONTHS. SAMPLING AND TESTING REQUIREMENTS CONTINUE TO INCREASE. FROM ENTRY POINT AND DISTRIBUTION SYSTEM MONITIORING FOR OUR CORROSION CONTROL ISSUES FROM THE HEALTH DEPARTMENT, TO JUST RECENTLY AND EPA REQUIREMENT TO TAKE A COMPOSITE OF 24 BACTERIA SAMPLES FROM OUR RAW WATER WELL SOURCES. A SAMPLE PLAN WITH DETAILED INFO AND DIAGRAMS WAS FINALLY SUBMITTED TODAY AND THE SAMPLING WILL BEGIN THIS MONTH. THEY WANT US TO SAMPLE THE WELLS. IM NOT SURE WHY, BECAUSE WE SAMPLE THE SYSTEM ALL THE TIME. I GOT SOMETHING IN THE MAIL QUITE A WHILE AGO. THE HEALTH DEPARTMENT COMES OUT MONTHLY AS WELL. I DON’T THINK THERE IS ANY BACTERIA IN THE WELLS, BUT EVEN IF THERE IS THE TREATMENT PROCESS IS REMOVING IT.
A FLOCCULATOR PROBLEM WAS ALSO DISCOVERED THAT HAS RESULTED IN SIGNIFICANTLY SHORTENED FILTER RUNS, REQUIRING THE FILTERS TO BACKWASH MORE FREQUENTLY. WE HAVE BEEN WORKING HARD TRYING TO FIGURE OUT EXACTLY WHAT THE PROBLEM IS. THE MONITIORING EQUIPMENT PICKS UP TURBIDITY SPIKES TO DETECT WATER CLARITY ISSUES RIGHT AT THE PLANT. THE OPERATORS ADJUSTS FILTER RUN TIMES. THE FREQUENT BACKWASHING IS WASTING WATER THAT HAS NOT BEEN IN ABUNDANCE SINCE WELL PRODUCTIVITY HAS BEEN ON A SLOW DECLINE. WE HAVE REPAIRED A BROKEN MIXING PADDLE IN THE FLOCCULAOR AD REPLACED A STRIPPED DRIVE SPROCKET HUB. THIS MADE IMPROVEMENTS IN OUR TURBIDITY NUMBERS. OUR CHIEF OPERATOR IS CONVINCED THAT THE SLUDGE COLLECTION CHAMBER IS FOULED WITH A HEAVY ACCUMULATION OF MANGANESE SLUDGES THAT MUST BE PHYSICALLY REMOVED. ARRANGEMENTS HAVE BEEN MADE WITH THE DPW TO USE THEIR VAC TRUCK WITH SOME ADAPTERS AND SUCTION HOSE.
I WOULD ALSO LIKE TO THANK THE DPW FOR THEIR ASSISTANVE WITH A FEW FINAL REPAIRS IN WAH TA WAH PARK BEFORE ALL THAT FRESH BLACKTOP WENT DOWN.

ON BEHALF OF MOE AND JOE FROM THE WHISPER, I WOULD LIKE TO THANK EVERYONE THAT CAME OUT AND DONATED AND THE FOLLOWING BUSINESSES FOR MAKING A DONATION AND PARTICIPATING: DOC’S, CASTLE COVE, THE HELM, EMERALD POINT, THE BRIDGE INN, GREENWOOD LAKE MARINA, THE RAINBOW, MURPHY’S AND THE ELKS.

IN THE MONTH OF SEPTEMBER, THE BUILDING DEPARTMENT TOOK IN ABOUT $3400.00. THERE WERE 9 ABSTRACT FEES, 1 ANNUAL RENTAL INSPECTION, 11 BUILDING PERMIT FEES, 2 COURT FINES ANF 1 PERMIT RENEWAL FEE.
PLANNING BOARD -IN SEPTEMBER THERE WAS ONE APPLICANT ON THE AGENDA TO PURCHASE NEIGHBORING LAND TO INCREASE THE PROPERTY SIZE. ADDITIONAL INFORMATION WAS NEEDED SO THE APPLICANT WILL HAVE TO RETURN AT A FUTURE TIME WITH THE REQUIRED DOCUMENTATION.
THE ZONING BOARD MET IN SEPTEMEBER WITH ONE APPLICANT APPEALING THE DECISION OF THE BUILDING INSPECTOR REGARDING CODE DECISIONS ON A NEIGHBORING PROPERTY. PUBLIC COMMENT WAS RECEIVED, NO DECISION WAS MADE. A FUTURE MEETING WILL BE SCHEDULED. DUNKIN DONUTS APPLICATION IS STILL OPEN WITH THE PLANNING BOARD BUT THEY WERE REFERRED TO THE ZONING BOARD FOR REQUIRED VARIANCES. THEY WILL BE APPEARING ON OCOTBER 19TH. NO PUBLIC HEARING HAS BEEN SET YET FOR THAT APPLICATION.
AIR BNB SHORT TERM RENTAL – I DID A REPORT ABOUT THIS AND MY FINDING ARE AS FOLLOWS. I USED THE AIR BNB WEBSITE AND I ONLY DID INTERNET RESEARCH. IF YOU TYPE IN GREENWOOD LAKE, THERE ARE 82 LISTINGS. I WENT INTO EVERY LISTING AND COLLECTED A BUNCH OF QUALITATIVE DATA POINTS, THERE WERE 75 UNIQUE LISTINGS AS A COUPLE PEOPLE DUPLICATED THEIR LISTING, IVE LOOKED AT LOCATION, IN ORDER TO IDENTIFY THOSE IN THE VILLAGE LIMITS. I LOOKED AT THE ACCOMODATIONS, TO SEE IF IT WAS THE ENTIRE HOME OR HOME SHARE WITH THE OWNER. I LOOKED AT THE PRICE IN ORDER TO COMPARE WITH THE BRICK AND MORTAR LISTINGS IN TOWN. INSIDE THE VILLAGE BOUNDARIES ARE 16 LOCATIONS, THE REMAINING WERE OUTSIDE THE VILLAGE IN THE TOWN OF WARWICK AND WEST MILFORD. OF THOSE LISTINGS, 34 ARE LISTED AS THE ENTIRE HOME. AS FOR PRICING, THE AVERAGE PRICE WAS 226.00 PER NIGHT. I DIDN’T LOOK AT WEEKENDS VS WEEKNIGHTS. THE MOST FREQUENTLY OCCURING PRICE WAS $250 A NIGHT. THE BRICK AND MORTAR VS AIRBNB PRICES: THE LINDEN HOTEL IS $165 PER NIGHT, ANTONS $145 PER NIGHT, WATERSTONE INN IS $190 PER NIGHT, NEW CONTINENTAL IS $175 PER NIGHT AND THE TARA HOUSE IS $450 PER NIGHT.

THE TOWN SUPERVISOR IS HERE AND WE ARE HOPING THAT WHATEVER WE DECIDE TO DO WILL BE MIRRORED IN THE TOWN. WE WOULD WORK WITH THE TOWN.

THE JUNE TAXES ARE STILL PAYABLE UNTIL THE END OF OCTOBER WITH PENALTIES AND INTEREST. AFTER THAT DATE THEY WILL BE RELEVIED TO THE COUNTY. WELL – MAYOR DWYER STATED WE HAD A WALK THROUGH ON-SITE AT 11:00AM. THE BID OPENING FOR THAT PROJECT IS OCTOBER 26TH AT 11:00AM. BID SPECS ARE AVAILABLE AT VILLAGE HALL.
WATERSTONE AVE SIDEWALKS – WE DID HAVE A SEALED BID OPENING LAST WEEK. THE PROJECT CAME IN RIGHT ABOUT WHAT WE THOUGHT. WE ARE GOING TO AWARD THIS WITH AN ALTERNATE WHICH IS A RAILING. THE PROJECT WILL START BEFORE THE WINTER. THIS PROJECT SHOULD BE COMPLETE BEFORE WINTER.
WINDERMERE AVE SIDEWALKS – THIS PROJECT WAS STARTED AND THEN THE STATE DECIDED THEY WANTED US TO LOOK AT THE CURBS AS WELL. WE ARE GOING TO HAVE TO PAY THE ADDITIONAL AMOUNT, AND THE PROJECT WILL BE INCREASED BY ABOUT 15% THE MONEY IS AVAILABLE THROUGH CHIPS SO WE ARE GOING TO GO AHEAD WITH IT. THE SIDEWALKS FROM JERSEY AVENUE TO OAK STREET SHOULD BE REPLACED IN THE NEXT MONTH OR SO.
WETLAND HANDICAP WALKWAY – LAST WEEK WE HAD A BID OPENEING FOR THIS PROJECT AND ALL OF THE BIDS CAME IN OVERBUDGET. WE DON’T FEEL LIKE ENOUGH COMPANIES BID ON THIS PROJECT SO WE ARE CANCELING THIS BID AND WILL REBID THIS PROJECT AND HOPEFULLY GET MORE BIDDERS TO BID. IT CAME IN WAY TOO HIGH. WE MIGHT LOOK TO SEE IF WE CAN DO A 3 YEAR PROJECT THROUGH HUD TO FINANCE IT. WE WILL LOOK FOR OTHER SOURCING AS WELL.
NEW BUSINESS
WATER BILL ISSUES – WE HAVE FOUR ISSUES THAT WE DISCUSSED IN THE WORKSHOP AND WILL BE VOTING ON MAKING THE CHANGES THAT WERE SUGGESTED BY THE VILLAGE CLERK.
MAYOR DWYER STATED THE EVENTS ARE LISTED ON THE AGENDA AND THE WEBSITE ON THE CALENDAR. WE HAVE A BIG WEEKEND WITH HALLOWEEN EVENTS THIS COMING SATURDAY.
MAYOR DWYER – AIR BNB IS NOT NEW BUT HAS GROWN SIGNIFICANTLY OVER THE PAST COUPLE OF YEARS. ITS BECOME A MAJOR DRIVING FORCE OF TOURISM IN GREENWOOD LAKE. IT BRINGS IN ALL KINDS OF DIFFERENT PEOPLE AND REVENUE. WITH THOSE PEOPLE, IT IS ALSO CAUSING SOME PROBLEMS AND TAXING SOME RESOURCES. IT IS CAUSING THE VILLAGE BOARD TO MAKE SOME SORT OF CHANGE. MY PHILOSOPHY HAS ALWAYS BEEN A BALANCED PHILOSOPHY AND I THINK THIS ISSUE NEEDS TO BE BALANCED. THERE WILL BE NO BAN ON AIRBNB PROPERTIES OUTRIGHT. IF ANYONE STANDS UP AND SUGGESTS THAT I HOPE YOU HAVE REALLY GOOD REASONING. I HAVE RECEIVED NUMEROUS EMAILS, PHONE CALLS, ETC AND WE SEE THIS AS AN OPPORTUNITY AS WELL AS A THREAT. THE THREAT CAN BE ELIMINATED BY ADDRESSSING NOISE, PARKING, UNSAFE CONDITIONS, OVERTAXING OF RESOURCES. I BELIEVE A NEW LAW IN THE VILLAGE CODE CAN EFFECTIVELY ADDRESS ALL OF THESE THINGS. IF ANYONE HERE IS PRO AIRBNB I WOULD SAY STANDING UP AND ASKING US NOT TO IMPOSE ANY REGULATIONS IS NOT REALISTIC, AS WELL AS ANYONE THAT IS OPPOSED TO THEM ASKING US TO PROHIBIT THEM IS ALSO NOT REALISTIC. THEY ARE ALREADY HERE AND WE WANT THE BEST DECISION FOR OUR COMMUNITY. WE HAVE LOOKED AT THIS ISSUE EXTENSIVELY. I PERSONALLY THINK THERE IS NO WAY TO GET RID OF AIRBNB AND I DON’T WANT TO GET RID OF IT. I WANT TO HAVE CONTROL OVER THIS RAPIDLY GROWING BUSINESS IN OUR VILLAGE. IT IS THE NUMBER ONE DRIVING FORCE OF TOURISM FOR OUR COMMUNITY. IF YOU GO TO THE AIRBNB WEBSITE AND TYPE IN LAKE COMMUNITY IN NEW YORK, THEY POINT TO US. I HAVE BEEN HEARING THAT THE VILLAGE IS LOSING BUSINESSES AND THAT NO ONE IS SUPPORTING THEM. THERE IS RAPID TURNOVER AND HIGH SCHOOL TAXES. DIVERSITY IN THE COMMUNITY WILL INCREASE BUSINESS. MY WIFE SAID I DON’T WANT AN AIRBNB NEXT TO ME SO I HAD TO EXPLAIN THREE HOURS TELLING HER MY THEORY. I LIVE IN A NEIGHBORHOOD WITH A PRIVATE BEACH, AND THERE ARE AIRBNB PEOPLE GOING TO THE BEACH. I WANT THRIVING BUSINESSES IN OUR DOWNTOWN AND I WANT PEACE AND QUIET IN THE NEIGHBORHOODS. THAT IS WHAT WE ARE GOING TO TRY AND ACHIEVE. I HOPE THAT EVERYONE HAS SEEN WHAT WE HAVE POSTED ON THE WEBSITE AND ON FACEBOOK. IT IS A LIST OF POTENTIAL PROS AND CONS AND THINGS WE ARE PROPOSING. IF YOU HAVEN’T PUT YOUR EMAIL DOWN AND I WILL PROVIDE IT TO YOU. WE WILL BE PASSING A LAW ON AIRBNB’S AND THIS IS THE TIME FRAME WE WOULD LIKE IT TO HAPPEN IN. THE ATTORNEY AND I WILL BE WORKING ON DRAFTING LEGISLATION FOR THE NEXT VILLAGE BOARD MEETING IN NOVEMBER. WE WILL PRESENT THAT TO THE BOARD AND THE PUBLIC, REVIEW ITWITH YOU. WE ARE GIVING AS MUCH TIME AS POSSIBLE. WE WILL LISTEN TO YOUR COMMENTS TONIGHT, WE WILL NOT BE GOING BACK AND FORTH. WE WILL KEEP EVERYTHING CIVIL AND YOU WILL HAVE AN OPPORTUNITY TO EMAIL ME LATER. BRENDA – I WANT TO SAY THAT ONE OF THE REASONS THAT I BOUGHT MY HOME HERE IS BECAUSE I CAME TO AN AIRBNB. I CAN SAY THE GENERAL DEMOGRAPHIC HAS BEEN FAMILIES.
