PRESENTATION BY THE GREENWOOD LAKE COMMISSION TREASURER DALE VAN NIMWEGEN.
THE COMMISSION ANNUAL REPORT WAS HANDED OUT.
DALE VAN NIMWEGEN STATED I AM THE TREASURER AND HAVE BEEN FOR TWO YEARS. WE HAVE DECIDED TO DO AN ANNUAL REPORT. LAST YEAR AND THIS YEAR THE COMISSION HAS BEEN FOCUSING ON THREE THINGS: TO ESTABLISH STRONG PARTNERSHIPS WITH TOWNS, VILLAGES, ETC., QUALITY AND SAFETY MATTERS THAT AFFECT THE LAKE, AND WHERE ARE WE GOING TO GET THE FUNDING. THE HIGHLIGHTS OF 2016- WE SPENT A LOT OF TIME GATHERING RELIABLE DATA BY USING TWO UNIVERSITIES TO DO STUDIES AND CORE SAMPLES ON THE HEALTH OF THE LAKE, WATER QUALITY, ETC. THIS YEAR WE GOT A DRONE COMPANY TO DO SOME AERIAL PHOTO’S AND MAPPING DURING THE DRAWDOWN. THIS WAS VALUABLE BECAUSE THE STUMPS, WEEDS, ETC THAT THEY CAPTURED ARE NOT VISIBLE WHEN THE LAKE COMES BACK UP BUT ARE OBVIOSLY STILL ISSUES. CONTROLLING INVASIVE SPECIES IS IMPORTANT AND WE COMPLETELY TWO IMPORTANT ACTIVITIES IN 2016. THE FIRST IS WEED HAREVESTING IN NEW JERSEY AND WE PULLED SOME INVASIVE SPECIES BY HAND. WE WILL BE DOING THAT AGAIN IN THE SPRING OF 2018. WE EMBARKED UPON A STATIONARY STUMP REMOVAL PROJECT THAT WAS COMPLETED BY A FIRM THAT HARVESTED THEM UNDERWATER. THOSE STUMPS RISE AND THEN DISAPPEAR AND UNKNOWING BOATERS REALLY NEED TO BE CAREFUL. WE ARE ABOUT TO LAUNCH SOME ADDITIONAL ACTIVITIES IN NEW JERSEY. THERE IS A STUMP ISLAND OUT BY THE COVE AS WELL. WE HAVE PUT OUT A FEW BROCHURES FOR THE PUBLIC TO EDUCATE THE COMMUNITY ON BECOMING AN NATURAL PARTICIPANT IN PRESERVING THE HEALTH OF THE LAKE, AND ANOTHER ONE ON THE DRAWDOWN.
DALE VAN NIMWEGEN CONTINUED WE RECEIVED FINANCES FROM OUR SUPPORTERS, TOWN OF WARWICK, ORANGE COUNTY, PASSAIC COUNTY. WE RECEIVED SERVICES FROM THE VILLAGE OF GREENWOOD LAKE AND THE TOWNSHIP OF WEST MILFORD IN LIEU OF ACTUAL DOLLAR FUNDING. GOING FORWARD FROM A COMMISSION STANDPOINT, WE SPEND A FAIR AMOUNT OF MONEY JUST TO OPEN OUR DOORS, PAY OUR INSURANCE AND PUT OUT INFORMATION. WE HAVE A SIGNIFICANT AMOUNT OF MONEY WE CAN APPLY TO PPOJECTS AND THERE IS A LIST OF PRIORITY PROJECTS IN OUR REPORT. WE GOT COMMITTED FUNDING FROM THE DEP IN NJ. WE STILL ARE SHORT FUNDING. WE BUDGETED PROJECTS FOR $21,000. WE STILL HAVE UNFUNDED PROJECTS IN THE AMOUNT OF $214,000. WE ARE LOOKING FOR SOURCES OF FUNDING FOR THOSE PROJECTS. WE ARE ALSO LOOKING AT PRIVATE FUNDING SOURCES. WE ARE PURSUING CROWD FUNDING AND GRANTS. ALL OF THESE TOOLS ARE WAYS OF FUNDING PROJECTS. THE LAST PAGE ON OUR REPORTS SHOWS YOU THE COMMISSIONERS AND REPRESENTATIVES. TONY TRIMARCO – THERE IS A VISIONING POJECT TAKING PLACE IN THE TOWN OF WARWICK, INCLUDING THE THREE VILLAGES AND SEVEN HAMLETS. WE ARE LOOKING OUT FOR THE NEXT FIVE TO TEN YEARS AND WHAT WE WOULD LIKE TO SEE HAPPEN OVER THAT TIME. THERE IS A SURVEY ONLNE AND ALL TOWN RESIDENTS ARE ENCOURAGED TO TAKE IT. WE ARE STARTING TO VAC OUT THE BASINS FOR THE FALL SEASON WE REPAIRED A BASIN ON RUMSEY ROAD AND CLEANED AND REBUILT ONE ON ELM ST BY DPW. THERE HAS ALWAYS BEEN AN ISSUE THERE. WE ARE OUT WITH TRACKLESS MOWING THE VILLAGE STREETS, FILLING POTHOLES. WE ARE REPAIRING IN WAH TA WAH BEFORE THE PAVING WHICH IS SUPPOSED TO START SOME TIME NEXT WEEK. VEHICLE MAINTENANCE AS NEEDED AS WELL AS ROAD SIGN REPAIR, ESECIALLY STOP SIGNS. WE REPAIRED A CURB BOX ON WOODBINE. WE ARE STOCKED WITH SAND AND SALT FOR THE WINTER AND ARE WORKING ON GETTING EQUIPMENT READY.
POLICE REPORTED BY CHIEF HANSEN
FOR THE MONTH OF AUGUST, WE HAD 1345 COMPLAINTS, MADE 29 ARRESTS, ISSUED 161 TRAFFIC TICKETS, 4 PARKING TICKETS, INVESTIGATED 5 MVA’S, 2 NAVIGATION COMPLAINTS AND ISSUED 4 NAVIGATION TICKETS. NOW THAT SCHOOL IS OPEN PLEASE BE CAREFUL WITH ALL THE CHILDREN OUT AT BUS STOPS, AND BE AWARE OF THE STOPPED SCHOOL BUSES.
WATER REPORTED BY PHIL LANDRU
FOR THE MONTHS OF AUGUST AND SEPTEMBER THE DEPARTMENT HAS BEN MEETING WITH FUSCO ENGIINEERING DISCUSSING DETAILS FOR THE NEW WELL PROJECT THAT SHOULD BE BREAKING GROUND AS SOON AS WE RECEIVE APPROVAL FROM THE DEC. ALL THE SITE DETAILS FROM LOCATION TO CONNECTING TO EXISTING INFRASTRUCTURE IS BEING FINALIZED WITH BOTH THE DEC AND THE COUNTY HEALTH DEPARTMENT TO OBTAIN THE NECESSARY APPRROVALS TO BEGIN DRILLING AS SOON AS POSSIBLE. A PUMP TEST WILL BE DONE TO ENSURE THE AT THE NEW WELL WILL PROVIDE ADEQUATE VOLUME, MUCH OF WHICH HAS BEEN LOST BY THE TWO EXISTING WELLS THAT WERE DRILLED WITH THE FILTRATION PLANT PROJECT IN 1997. WE’RE PROJECTING THAT AN OVERDUE HYDRANT FLUSH OF THE SYSTEM WIKL HAVE TO WAIT UNTIL SPRINGS AS WE HUST HAVENT HAD A SUFFICIENT RECOVERY IN VOLUME TO HANDLE A TYPICAL 4 5 DAY FLUSH. THERE ARE A FEW SPOTS THAT MAY NEED A LITTLE BLEEDING OF THE HYDRANTS TO CLEAN UP SOME RESIDUE. THE DEPARTMENT HAS ALSO BEEN EXTREMELY BUSY WITH DISTRIBUTION REPAIRS. EVERYTHING FROM LEAKY VALVE STEMS, TO CURB BOX AND VALVE REPLACEMENT AND REPAIRS, TO A FEW MINOR LEAKS IN WAH TA WAH PARK. WE HAVE A FEW HYDRANT REPAIRS THAT NEED TO BE COMPLETED AS WELL.
ANOTHER SERVICE ISSUE HAS SURFACED ON GOLDEN AVENUE. TWO RESIDENTS HAVE BEEN EXPERIENCING LOW PRESSURE AND VOLUME DUE TO LEAK IN THE SUPPLY LINE THAT RUNS THROUGH ADJACENT PROPERTYS. GOLDEN AVE DOES NOT HAVE AN EXISTING WATER MAIN, SO THOSE RESIDENTS HAVE WATER SERVICE. THAT IS FED FROM THE WATER MAIN ON STERLING AND RUNS THROUGH THE PROPERTIES BELOW THEM. THE LEAK HAS NOT PRESENTED ITSELF WITH VISIBLE WATER SO SOME SOPHISTICATED LEAK DETECTION EQUIPMENT WILL BE NEED TO FIND IT. ARRANGEMENTS HAVE BEEN MADE TO HAVE THE COUNTY PROVIDED LEAK DETECTION SERVICE COME NEXT TUESDAY AND LOCATE THE LEAK IN ODER TO MAKE THE NECESSARY REPAIR. WE WOULD ALSO LIKE TO REPORT HOW MUCH EASIER METER READING IS SINCE WE UPGRADED TO THE NEW SYSTEM, THANK YOU.
MAYOR DWYER – I MENTIONED TO THE BOARD THAT WE ARE LOOKING AT TWO POSSIBLE SPOTS FOR THE NEW WELL, ONE IS IN THE WETLANDS AND ONE IS NOT.
PHIL LANDRU – I WOULD LIKE TO GET AT LEAST 300 GALLONS PER MINUTE OUT OF A NEW WELL. WE TRIED TO DIG A WELL A FEW YEARS BACK ABOUT 500 FEET AWAY AND THEY DUG 600 FEET AND IT DIDN’T WORK. THE DEC APPROVAL WILL BE MORE STRINGENT IN THE WETLANDS. THE HIGH DEMAND USAGE IS OVER FOR THE YEAR SO WE HAVE SOME TIME.
TRUSTEE SELLIER – YOU MENTIONED TWO HYDRANTS NEED REPAIR, WHY?
PHIL LANDRU – THEY WERE KNOCKED OVER. I HAVE ONE AT THE YARD AND WILL ORDER THE OTHER ONE.

TRUSTEE SELLIER REPORT – IN THE BUILDING DEPARTMENT WE ISSUED 1 ORDER TO REMEDY IN THE MONTH OF AUGUST, ISSUED 17 BUILDING PERMITS, SENT 20 SEPTIC LETTERS, 3 EXPIRED PERMIT LETTERS, 4 FIRE INSPECTIONS LETTERS, 6 RENTAL INSPECTION LETTERS, SENT TWO FIRE INSPECTION LETTERS, 6 MUNICIPAL SEARCHES WERE DONE, 12 CO’S WERE ISSUED.
ATTORNEY BUCKHEIT REPORT – I SUBMITTED A LENGHTLY REPORT TO THE BOARD. I WOULD POINT OUT THAT OCCASIONALLY WE HAVE MOTOR VEHICLE ACCIDENTS THAT DAMAGE VILLAGE OWNED PROEPRTY. TONIGHT, YOU HEARD ABOUT TWO HYDRANTS THAT WERE DAMAGED, GUARDRAILS, SIGNS, ETC. WHEN THAT HAPPPENS, WE DO BRING A CLAIM TO RECOUP THOSE CHARGES FOR THE VILLAGE.

WINDERMERE AVE SIDEWALKS – THIS PROJECT HAS BEEN HELD UP BY THE STATE. WE DID MEET WITH THEM AND SUBMIT PERMITS. THEY SHOWED UP ON SIGHT AND SAID THEY NEED TO RE EVALUATE THE PROJECT AS IT RELATES TO HANDICAP COMPLIANCE. THEY HAVE SOME CHANGES TO MAKE. I ANTICIPATE ANOTHER TWO WEEKS.
VAN ORDEN WATER LINE – THAT PROJECT IS COMPLETE, TAM DID A WOWNDERFUL JOB. THE ONE ISSUE WAS THE PAVING OF THE STRIPS THAT WENT ACROSS THE ROAD NEEDED TO BE LOOKED AT AGAIN. THEY CAME BACK AND REPAVED.
GATEWAY PARK AND BOAT LAUNCH – MAYOR DWYER STATED THE PARK IS OPEN. OPERATIONAL AND COMPLETE. THE VILLAGE, IN PARTNERSHIPP WITH THE TOWN, THE COUNTY, AND VOLUNTEERS, ARE GOING TO GET TOGETHER FOR A RIBBON CUTTING ON WEDNESDAY THE 27TH AT 12:00PM AT THE PARK. EVERYONE IS INVITED TO ATTEND. A GREAT POINT OF ENTRY FOR THE VILLAGE. IT HAS BEEN USED EXTENSIVELY AND IS A GREAT ASSET FOR THE WHOLE COMMUNITY.
WATERSTONE ROAD SIDEWALK – WE DID A FINAL WALK THROUGH AND BID SPECS SHOULD BE AVAILABLE AT VILLAGE HALL WITHIN A WEEK. WE WILL BE DOING SEALED BIDS FOR THIS PROJECT WHICH WILL CONNNECT THE GAZEBO TO THE BRISTOL BRIDGE. ITS GOING TO BE ON THE WATER SIDE UNTIL YOU GET TO THE BRIDGE.
WETLAND WALKWAY – MAYOR DWYER STATED EVERYTHING IS MOVING AHEAD WITH THAT AND BID SPECS WILL BE AVAILABLE WITHIN A WEEK.
VILLAGE WIDE PAVING – PAVING IS COMPLETE FOR AT LEAST THE LOWER ROADS. WAH TA WAH PARK IS GOING TO BE PAVED NEXT WEEK. O & R IS PAVING THIS BECAUSE THEY DAMAGED THE ROADS INSTALLING ALL THE NEW GAS LINES AND THAT WAS PUT INTO THEIR CONTRACT. THIS IS A GOOD DEAL FOR US. THEY ARE PAVING THE WHOLE ROAD NOT JUST THE LITTLE STRIP DOWN THE MIDDLE. OTHER ROADS THAT WERE PAVED WITH ASPHALT, WE ARE NOT PAVING WITH THE TAR AND CHIP. THE ROADS LOOK BETTER, LAST LONGER, ARE BETTER FOR SNOW PLOWING AND DRIVING AND NEED LESS REPAIR. WE ARE GETTING EXTRA MONEY FOR CHIPS. WE PAVED POPLAR, LAKEWOOD, WOODBINE AND WOODLAND WITH CHIPS MONEY.
PROCUREMENT POLICY – THIS IS THE METHOD BY WHICH WE PURCHASE PRODUCTS AND SERVICES. WE HAD A PUBLIC HEARING BEFORE THIS MEETING AND DISCUSSED IT PREVIOUSLY. THERE WERE NO COMMENTS ON THE PROCURMENT POLICY FROM THE PUBLIC.
WELL PROJECT – MAYOR DWYER STATED PHIL LANDRU WENT INTO GREAT DETAIL ABOUT THIS AND THERE WILL BE BID SPECS AVAILABLE IN THE NEXT WEEK OR TWO. WE ARE DEALING WITH WETLANDS, ETC, DEC, SO IT TAKES TIME. WE NEED A NOTHER WELL.

FOR THE MONTH OF AUGUST THE AMBULANCE CORP HANDLED 1 MOTOR VEHICLE ACCIDENT, 8 FALLS, 2 LACERATIONS, 1 ASSAULT, 8 DIFFICUTY BREATHING, 1 ALLERGIC REACTION, 2 SEIZURES, 1 UNATTENDED DEATH, 1 OVERDOSE AND 3 STANDBYS. A TOTAL OF 48 CALLS FOR THE MONTH. I THINK WE WILL SURPASS PRIOR YEARS.
