Mayor Jesse Dwyer called to order the Village Board Workshop Meeting at 6:35pm on November 28, 2022, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

CORRESPONDENCE: 

·       Email from Maryann Aragona & Marie-Annette Carter

Emailed about sandbar and how the sandbar had progressed last year and grew out of control.  We got creative with undercover operations to hammer the people who were making it inconvenient for the people that live on shore line.  Chief and navigation officers did a great job.  Thanked them for their hard work.

·       Letter from Dody A. Nicholas Greenwood Lake Fire District

Letter from Dody Nicholas in regards to Greenwood Lake Fire District vote and budget.  Mayor encouraged everyone to vote.  Election to be held on December 13, 2022.

·       Letter from American Legion

Veterans Day ceremony invite.  Mayor Dwyer, Trustee Howley, Trustee Clifford, Attorney Buckheit and Councilman DeAngelo were all in attendance. The School District did a nice breakfast as well.

·       Letter in regards to water bill on property 308-9-1

Resident asked for a payment plan.  Village Government per state law cannot waive late fees.  Late fee was paid by Mayor Dwyer.

·       Letter of resignation from Meghan Czerpak as Planning Board Secretary

Mayor Dwyer has appointed Danielle Mulqueen, Building Department secretary, to take her place.

Requesting an extension on building permits that were open on the property when the property was purchased.

·       Township of West Milford – Ordinance 2022-53

·       Township of West Milford – Ordinance 2022-54

Both are changes to West Milford’s Town Code.

Change in Warwick’s Town Zoning Code.

  • Special Use Permit to use Thomas Morahan Beach for a cold-water plunge

Village Board is requesting insurance and safety measures for the event.

Language for bond resolution to pay for the sidewalk project on 17A.

  • NYS Department of Health

Notifying the village that it is still in violation of excessive trihalomethanes.  Numbers are declining but we are still in violation.

  • Letter of recommendation from Greenwood Lake Police Chief Adam Eirand

Recommending the promotion of Youth Officer Jason Dwyer to Detective effective January 2, 2023.  Officer Dwyer has been performing the job already as Daniel Jones has been promoted from Detective to Sergeant.  Chief Eirand will be looking to fill the position of Youth Officer.

 

 

 

 

 

OLD BUSINESS

Centennial Planning Committee: There have been two meetings so far.  Mary Collura who was instrumental in the planning of the Village of Warwick’s sesquicentennial has agreed to join the committee. The next meeting will be held December 12, 2022.

17A Sidewalk Project:  The project will be complete by Friday, December 2, 2022.  Phase 2 of the project will include a crosswalk, which has not been approved by NYS DOT at this time. The Village will also be applying for a stop light. The Village will be going out to bid to repair the downtown and Waterstone sidewalks.

TTHMs / Water Status: The update on this will be included in Phil’s report.

PEG Grant: We will have to go out for bid for the Audio-Visual Equipment. The gentleman that is helping us with this purchase is taking longer than anticipated to complete this. He is not charging us for his services- Altice is paying him.

Independent Water Quality Analysis: This was completed and we are in receipt of the report. A few small tweaks need to be made before it is made available to residents. The lake water quality report includes eight years of analysis performed by Solitude Lake Management. Testing and sampling sediment of lake bottom and water columns was also performed by Delaware Engineering.  The main reason is to see if the lake can be used as a drinking water source. This is being paid for by the Greenwood Lake Commission.

 

NEW BUSINESS

BANS: BANs are coming due and the board would rather pay off debts rather than renew BANS at the new interest rates of 7%.  Banks are no longer issuing such small loans; our BANs that are not due this year will be paid off instead of incurring more interest at much higher rates. Payments will be made from Fund Balance. The water treatment plant will be paid off this year and as well as the water main repair loan. The village will need to do a borrowing for 2 million dollar grant to match the 3 million dollar water grant.

ADP Payroll Processing: The Village is in receipt of a quote to automate payroll.  We have had demos and phone meetings with the staff and Chief Eirand and ADP, and we are very impressed and interested in moving forward with this contract.  Payroll will become a streamlined process and will result in a $15,000 annual savings to the village as the fulltime Deputy Clerk has retired and has been replaced by a parttime Deputy Clerk.

Waterstone Road Sidewalk Grant: We have received confirmation that the grant has been awarded in the full amount to pay for the sidewalks on Waterstone Road. The village will go to bid on this project this winter for work to be completed this spring/summer.

Softball and Little League: Little League baseball is independent. They run t-ball and baseball and softball in the fall. Spring softball is run by the village. The opportunities for Little League softball far outweigh the opportunities available through village-run softball.  The board would like to relinquish softball to Little League.

FEMA Funding: For Hurricane IDA damages we have secured $49,000.00: $23k for batting cages (lights and fencing), $4k for the access road near DPW, and $22k for Vista Trail repairs.

Chief of Police Contract: Mayor Dwyer and Trustee Howley are still working with Chief Eirand on finalizing the Chief of Police contract.
