TOWN COUNCILMAN FLOYD DEANGELO – I WOULD LIKE TO THANK SHEA GORMLEY FOR THE THREE BENCHES THAT HE COMPLETED AS A PART OF HIS EAGLE SCOUT PROJECT AND THEY HAVE BEEN INSTALLED AT WINSTANLEY PARK.
WE ARE ALSO DESPERATELY IN NEED OF VOLUNTEERS FOR THE FRIENDLY VISITOR PROGRAM. THE PROGRAM IS PICKING UP SPEED. THE VOLUNTEERS ARE VETTED AND INSURED.
COUNTY LEGISLATOR BARRY CHANEY
THE TOTAL COUNTY BUDGET THIS YEAR IS $798,000,000. THERE WERE A FEW THINGS WE ADDED IN BUT THE MOST IMPORTANT THING IS WE DETERMINED THEIR WAS 2.5 MILLION IN ADDITIONAL REVENUES IN INCREASED SALES TAX WHICH WILL BENEFIT THE MUNICIPALITIES AND PART WAS FROM SALE OF UNUSED COUNTY PROPERTY. THESE FUNDS WILL HELP EVERYONE STAY UNDER THE TAX CAP.
DEPARTMENT HEAD REPORTS
POLICE REPORTED BY SERGEANT NEIL RYAN
FOR THE MONTH OF OCTOBER 2018, THE POLICE DEPARTMENT HANDLED 1,994 COMPLAINTS. WE MADE 25 ARRESTS, ISSUED 123 TRAFFIC TICKETS, 4 PARKING TICKETS, INVESTIGATED 5 MOTOR VEHICLE ACCIDENTS AND 1 NAVIGATION COMPLAINT.
MAYOR DWYER – WERE ALL FIVE OF THOSE ACCIDENTS DURING THE SNOWSTORM?
SERGEANT RYAN – NO THAT WAS IN NOVEMBER.
WATER REPORTED BY PHIL LANDRU
FOR THE MONTH OF OCTOBER AND NOVEMBER THE DEPARTMEMT WOULD LIKE TO REPORT THAT ALL SUMMER WATER SYSTEMS HAVE BEEN SHUT OFF AND WINTERIZED. THE EXTREME COLD TEMPERATURES THAT WE EXPERINCED FOR THANKSGIVING PRODUCED A FEW FROZEN AND BUSTED PIPES CAUSING A MINOR DEFICIT SITUATION. IF ANYONE SEES OR HEARS RUNNING WATER, PLEASE BRING IT TO THE ATTENTION OF THE VILLAGE HALL.
ANOTHER ROUND OF LEAD AND COPPER SAMPLES WILL BE COLLECTED BEFORE THE ED OF DECEMBER. FOR THIS ROUND ONLY 20 SAMPLES NEED TO BE COLLECTED AND THE SELECTED RESIDENT LOCATIONS SHOULD EXPECT TO SEE THEIR SAMPLE KITS AND BOTTLE IN THE NEXT TWO WEEKS.
ASIDE FROM DAILY, WEEKLY AND MONTHLY SAMPLING TESTING AND REPORTING, WE HAVE BEEN PREPARING FOR OUR UPCOMING ANNUAL INSPECTION FOR THE HEALTH DEPARTMENT.
AMBULANCE CORP REPORTED BY NANCY BRENNER DEANGELO
FOR THE MONTH OF OCTOBER, WE HANDLED 37 CALLS, WHICH BRINGS US TO 391 CALLS TO DATE WITH VARIOUS REASONS. WE HAVE TWO RIGS THAT HAD TO BE SENT OUT FOR REPAIRS. WE ARE TRYING TO RECRUIT MORE MEMBERS. IF ANYONE IS INTERESTED PLEASE LET US KNOW.
TRUSTEE HOWLEY -OFFICER RYAN HAS TO LEAVE BUT I JUST WANTED TO PUBLICLY THANK HIM AND THE REST OF THE POLICE DEPARTMENT FOR ALL OF THEIR HELP DURING THE LAST SNOW STORM THAT CAUGHT A LOT OF PEOPLE BY SURPRISE.

ONE OF THE EVENTS THAT IS NOT LISTED IS ON DECEMBER 7TH WE ARE SHOWING DR. SEUSS GRINCH AT 6:00PM. THEY WILL BE MAKING ORNAMENTS BEFORE HAND. THE LEGION IS LOOKING FOR DONATIONS TO SEND TO A SPECIAL FORCES UNIT WHO HAS A MEMBER FROM GREENWOOD LAKE IN IT. THEY ARE LOOKING FOR HAND AND FOOT WARMERS, BEEF JERKEY, SOCKS. TSHIRTS. BABY WIPES, ETC. DONATIONS CAN BE DROPPED AT THE IRISH WHISPER OR THE AMERICAN LEGION.
TRUSTEEE HOWLEY REPORT – I WANT TO THANK THE FIRE DEPARTMENT, AMBULANCE CORP, DPW, ED BILELLO FOR ALL THE HARD WORK DURING THE STORM. WE WILL BE GOING INTO EXECUTIVE SESSION TONIGHT TO DISCUSS A PERSONNEL MATTER IN THE POLICE DEPARTMENT
TRUSTEE SELLIER REPORT – THE BUILDING DEPT TOOK IN $4,738 WITH 16 ORDER TO REMEDIES, 51 BUILDING PERMITS, RENTAL INPSECTIONS AND 10 CO’S ISSUED. THERE WERE NO PLANNING OR ZONING BOARD MEETINGS IN OCTOBER.
MAYOR DWYER – SOME OF YOU MAY BE WONDERING WHAT IS GOING ON WITH DUNKIN DONUTS. ALL OF THE APPROVALS HAVE BEEN GIVEN AND WE ARE WAITING FOR THEM TO APPLY FOR PERMIT AND START BUILDING. IT WILL PROBABLY BE IN THE SPRING.

WE HAVE AN ELECTION COMING UP TUESDAY MARCH 19TH AT THE SENIOR CENTER. MAYOR, JUSTICE AND TWO TRUSTEE SEATS WILL BE UP FOR ELECTION. THIS IS THE LAST WEEK FOR LEAF PICK UP FOR THE SEASON. I WANT TO REMIND RESIDENTS AND COMMUTERS THAT YOU NEED A PERMIT TO PARK IN THE VILLAGE PARK AND RIDE, ESPECIALLY DURING SNOW EVENTS. NEW JERSEY TRANSIT STOPS AT THE VILLAGE HALL DURING SNOW EVENTS AND PARKING IS AVAILABLE THERE ACROSS THE STREET DURING SNOW EVENTS. WE ENCOURAGE YOU NOT TO PARK AT THE PARK N RIDE. IF YOU HAVE ANY COMPLAINTS ABOUT ROAD CONDITIONS, PLEASE CALL MY OFFICE.
MAYOR DWYER – I DID SENT OUT A DIRECTIVE TO OUR POLICE DEPARTMENT TO CHECK THE PARK N RIDE DURING EVERY SNOW EVENT FOR CARS WITHOUT PERMITS. YOU WILL BE TICKETED. IT IS NOT FAIR TO THE PEOPLE WHO HAVE PAID FOR PERMITS TO NOT HAVE A SPOT AVAILABLE DURING STORMS. THERE WILL BE NO WARNINGS.
OLD BUSINESS
NEW MUNICIPAL WELL – WE HAVE HAD SO MUCH RAIN, WE CANNOT GET THE FINAL APPROVAL BECAUSE YOU NEED TO DO A TEST WHERE THE RAINFALL IS BELOW A CERTAIN LEVEL AND WE HAVEN’T HAD THAT OVER THE REQUIRED PERIOD OF TIME. WE HAVE APPLED FOR A WAIVER.
SIDEWALK CONNECTION PROJECT – WE HAVE RECEIVED WORD FROM COMMUNITY DEVELOPMENT THAT THEY WILL FULLY FUND THE ADDITIONAL SIDEWALK THAT WILL CONNECT MT LAKES LANE DOWN TO CABLEVISION. WE RECEIVEV $75000 IN GRANTS FROM BRABANEC AND NOW AN ADDITIONAL $50,000 FOR THE CROSSWALK AND CONNECTING SIDEWALK FROM MARY ROAD TO CABLEVISION. THIS PROJECT WILL START IN THE SPRING.
BUILDING INSPECTOR – WE ARE DILIGENTLY WORKING ON FINDING A BUILDING INSPECTOR FOR THE VILLAGE OF GREENWOOD LAKE. WE ARE ACCEPTING APPLICATIONS REGULARLY AND WILL LOOK TO START SCHEDULING INTERVIEWS IN JANUARY. WE WILL NOT RUSH INTO THIS. IF YOU ARE INTERESTED APPLY TO VILLAGE HALL.
WATERSTONE SIDEWALK – THERE IS A SMALL STRETCH OF PAVERS ON WATERSTONE ROAD FROM WINDERMERE TO THE LIBARARY THAT LAST YEAR WE DECLARED ESSENTIALLY UNSAFE AND TO BE REMOVED. WE WERE UNABLE TO DO ANY PAVING THIS YEAR SO OVER THE WINTER IT IS GOING TO BE TREATED AS PART OF THE ROAD AND NOT A SIDEWALK. THE ROAD IS CLOSED EVERY DAY WHILE CHILDREN ARE GOING AND COMING HOME FROM SCHOOL.
NEW BUSINESS
CHAMBER AND WINTER CARNIVAL – THE CHAMBER IS GOING TO BE TAKING OVER THE WINTER CARNIVAL THIS YEAR AND THE PLACE WILL TENTATIVELY BE THE THOMAS P MORAHAN WATERFRONT PARK. I REQUESTED THEY COME UP WITH A PLAN FOR PARKING, SHUTTLING, A SAFETY PLAN. ETC.
LAKE DRAWDOWN – THE COMMISSION IS TALKING ABOUT POSSIBLY DOING A TWO FOOT DRAWDOWN EVERY COUPLE OF YEARS INSTEAD OF A FIVE-FOOT DRAWDOWN EVERY FOUR YEARS. THAT WOULD GIVE PEOPLE AN OPPORTUNITY TO DO SOME WORK. I WANT TO GET FEEDBACK FROM LAKEFRONT PROPERTY OWNERS OR RESIDENTS. I WOULD BE HAPPY TO HEAR WHAT EVERYONE HAS TO SAY.
WATERPLANT RFP – WE WILL BE INCLUDING FUNDING IN OUR NEXT BUDGET FOR AN RFP FOR REPAIRS AND THE FUTURE OF OUR WATER PLANT. PHIL LANDRU WILL BE INTIMATELY INVOLVED IN THIS AS HE KNOW MORE ABOUT THIS THAN ANYONE. WE WANT TO PRESERVE OUR PLANT. THIS IS A CRITICAL STEP.
SODA ASH CONVERSION – WE ARE GOING TO BE FIGHTING THE INSISTENCE OF THE DEC TO PUT SODA ASH INTO OUR WATER SYTEM. WE DON’T FEEL ITS NECESSARY AND WILL BE OF MAJOR CONSEQUENCE FOR US. THEY WANT US TO DO THIS BECAUSE OF COPPER LEVELS IN THE WATER. THERE ARE NO ILL HEALTH CONSEQUENCES FOR COPPER LEVELS. WE FEEL THAT WITH THE ORTHOPHOSPATE PROGRAM WE HAVE REDUCED THE LEVELS OF COPPER AND IF WE KEEP DOING THIS THEY WILL LOWER EVEN MORE.

WATER BILL ISSUES – WE REVIEWED A WATER BILL WITH A LEAK AND WE WILL REDUCE THEIR WATER USAGE FEE IN HALF SINCE THEY FIXED THE LEAK. ALL OTHER FEES WILL REMAIN THE SAME.
RIGHT ON RED – AT THE ONE AND ONLY STOP LIGHT IN GREENWOOD LAKE, THE VILLAGE BOARD FEELS IT IS UNSAFE TO ALLOW RIGHT TURNS ON RED FROM WINDERMERE AVENUE ONTO JERSEY AVE. WE ARE GOING TO ENCOURAGE THE DOT TO CHANGE THAT TO NOT ALLOW IT. WE WILL ALSO BE LOOKING FOR SOME GUIDANCE FOR THE INTERSECTION AT GREENWOOD LAKE ROASTERS AS WELL.
