Mayor Matthew Buckley called to order the Village Board Meeting at 7:26 pm on October 16, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

 

The following persons were present:

MAYOR’S REPORT/ANNOUNCEMENTS

Congratulations to the Greenwood Lake Police Department on their Accreditation after a two-year process. Special thank you to Chief Adm Eirand for working so hard on this.  Chief Eirand spoke briefly about the NYS accreditation program and thanked the Village Board and his staff for all their support.

Centennial Cocktail Party:  Trustee Clifford spoke about the first Centennial event which was held on October 8, 2023. Although it was cold and windy, over 200 people attended.  She thanked all attendees, vendors, volunteers, and committee members.

Octoberfest: Trustee Howley spoke on behalf of the Greenwood Lake Elks and thanked the Village Board and the Police Department for their help.    

Public Hearing on Combining Zoning and Planning Boards: November 20, 2023 at 6pm.

Public Hearing on Legalizing Golf Carts: November 20, 2023 at 6:15pm.

 

CORRESPONDENCE

Mark Kotlarich – Changes in health insurance.

Samshad Bibi – Building permit renewal.

Jason Fox – Dangerous intersection at Lakes Road, Mountain Lakes Lane, Cpl. Scott Lynch Way, and Old Dutch Hollow Road.  Chief Eirand will discuss later in the meeting.

Maria Barberis – Resignation as a part time police officer.

Edward Bilello – Resignation from full time grounds keeper and taking on a part time parks positions. Mayor Buckley thanked Eddie for all of his hard work as our fulltime groundskeeper for so many years.

Warwick Lions Club – 75th Anniversary party invitation which will take place on December 13th and asking for a donation.

 

VISITING OFFICIAL REPORTS: 

Floyd DeAngelo reported that Town of Warwick has approved the Inter Municipal Agreement for the skate park.

 

REPORTS OF BOARDS AND DEPARTMENT HEADS

 

MAYOR’S OFFICE: Mayor Buckley and Clerk Holder attended NYCOM; some changes in procedure will be implemented as per NYCOM rules and recommendations.

 

POLICE DEPARTMENT: Chief Eirand reported the following for September 2023:

 

COMPLAINTS: 1061

ARRESTS: 4

TRAFFIC SUMMONSES: 110

PARKING SUMMONSES: 0

MOTOR VEHICLE ACCIDENTS: 2

 

Chief Eirand again thanked the Village Borad for its support during the accreditation process and also thanked Sgt. Leanne Gayler who spearheaded the project and has been working on it for over two years.  He also thanked Sgt. Danny Jones, Det. Jason Dwyer, and Patrolman Cameron Gomas for all of their assistance.

 

DPW: Deputy Commissioner Bill Roe reported that the paving project is almost complete; it should be complete bb Wednesday, October 18, 2023.

 

WATER DEPARTMENT:  For the months of SEP/OCT the department has been extra busy between repair and upgrade projects at the treatment facility, sampling/testing, utility mark outs and meter related issues.

  • We are currently operating on a single filter as our #2 filter is undergoing media replacement due to mild performance issues that arose at the end of the summer. We took a final delivery of sand and anthracite today and will be repacking the filter sometime between now and next week.
  • We also had a high-pressure backwash valve and actuator failure that needed immediate repair and replacement in order to make water due to our back-up filter being out of service. The necessary repairs were made, and operations are back to normal.
  • Under orders of the health department, we installed our soda ash system to address our corrosion control issues. In spite of being in full compliance with Lead & Coppers and having our sampling requirement drop from 20 to 10 locations. We were still under strong advisement from the health department to begin adjusting our pH. We have been adding Light Soda Ash in order to bring our pH from what was a “neutral” 7.0 up to the 7.5 range. This treatment addition has come with its set of challenges. Having to feed a 100-gallon chemical crock two 50-pound bags every single day that the plant is running isn’t as bad as how easily this stuff is clogging chem feed lines when the plant is offline. With cold weather certain to exacerbate this problem, we plumbed in a Tee to maintain continuous flow in hopes to prevent future clogging.
  • And we are continuing to work with Delaware Engineering in setting up the green sand pilot system in hopes of getting the engineers the design feedback they need for the filtration plant capital improvement project.
  • We will also be leaving our summer water systems up and running as long as weather permits. Once evening temperatures begin to drop into the low 20’s, all seasonal water systems and services will be shut off and winterized.

 

COMMISSION REPORTS

Trustee Clifford: The Greenwood Lake Chamber held a mixer at the Waterstone Inn catered by Audrey’s Food Truck.  The Holiday Festival/Tree Lighting will be held on November 25. 2023, which is also Small Business Saturday. The yarn artists at the Senior Center made a donation of homemade baby blankets to Holy Rosary Church. They also held a “Thank You” party for past Senior Director, Donna Garley. On October be 14, 2023, the Girl Scouts planted bulbs throughout the village for Greenwood Lake in Bloom. On October 24, 2023, there will be a community meeting at the Senior Center for the Centennial Celebration.

Trustee Howley: Trustee Howley congratulated Chief Eirand and the Greenwood Lake Police Department for the state accreditation.  The beach is closed for the season with no injuries or accidents.

Mayor Buckley on behalf of Trustee Kelm: The school budget vote is tonight at the Elementary School until 8pm.

Trustee Sellier: This report is for the month of September. The building department took in $13,720 in month of September highlighted by buildings permits and short-term rental registrations/inspections. The Planning Board met in September; there were two applicants—Van Orden Lane which was referred to the ZBA and Benjamin’s Steakhouse who provided an update on their progress. There was no ZBA meeting in the month of October. The Building Department has been issuing violation notices for unpermitted AIRBNBs. Short-term and long-term rentals need to be registered with the village.

Attorney Report – John Buckheit confidential written report submitted.

Clerk’s Report- Katheleen Holder: Water bills are due without penalty by October 23, 2023. Second notices have gone out for unpaid village taxes; taxes not paid by November 1, 2023, will be re-levied on to county/town tax bills.

 

OLD BUSINESS

17A Sidewalk: The last payment from the county should be coming upon completion of the project.

Planning and Zoning Boards: Attohenry Terhune is working with our Building Department on revamping the Village Code.

Waterstone Sidewalk: still ongoing.  The area has been surveyed and the board will make a decision as to whether or not the project will continue  

Water Plant: as discussed by Water Operator Phil Landru. Mayor Buckley hopes to meet with the project engineers to help move the project along.

Comprehensive Plan: the village comprehensive plan has not been updated since 2016.  Mayor Buckley reported that the village will be forming comprehensive plan committee from all village boards and community volunteers.

 

NEW BUSINESS

Planning and Zoning Boards: the village will be combining the Planning Board and ZBA into one board. Attorney Buckheit has begun the process.

Farmers Market:  the village will be working on securing a state grant for the Farmers’ Market.

Appalachian Trail:  the village owns approximately 15 acres adjacent to the Appalachian Trail.  The mayor and board will be discussing a possible “glamping” site which would be village run.

Impound Yard: As part of the accreditation process for the police department, we are required to have a fenced in and locked impound yard which we are planning to put at the village DPW yard.

  • Farmers Market: Saturday Mornings – Ben Winstanley Park
  • Zoning Board Meeting – Thursday, October 19th – 7:30 pm, Village Hall
  • Halloween Festival – Saturday, October 21st – Events Scheduled All day
  • Planning Board Meeting – Thursday, November 2nd – 7:30 pm, Village Hall
  • Zoning Board Meeting – Thursday, November 16th– 7:30 pm, Village Hall
  • Casino Night, hosted by Greenwood Lake Centennial Committee – Friday, November 17th– 7:00 pm, Greenwood Lake American Legion
  • Holiday Festival – Saturday, November 25th – Ben Winstanley Park; the Boy Scouts are donating and planted a 25-foot tree which will be lit as out new Christmas tree at sundown. The Halloween Trail will turn in to a “Holiday Trail” and will be open to residents that evening.

RESOLUTIONS:

Resolution #25 authorizing the payout of all accrued sick time and vacation time of Edward Bilello in the amount of $9,382.80. Motioned by Trustee Howley and seconded by Trustee Clifford. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, Trustee Howley.  Absent: Trustee Kelm.

 

Resolution #26 authorizing the hiring of Edward Bilello as a part time groundskeeper for $29 an hour. Motioned by Trustee Sellier and seconded by Trustee Howley. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, Trustee Howley.  Absent: Trustee Kelm.

 

Resolution #27 authorizing the hiring of part time police officer Justin Rabrich, in the amount of $28.15.

Resolution #28 authorizing the agreement between the Village of Greenwood Lake and the Town of Warwick in regards to the A-line dispatch being handled by the Town of Warwick at no charge.
