Mayor Jesse Dwyer called to order the Village Board Meeting at 7:30pm on October 17, 2022, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY, and opened with the Pledge of Allegiance.

Visiting Officials’ Reports:  Warwick Town Councilman Floyd DeAngelo had nothing to report.

 

Reports of Boards and Department Heads:

 

DPW Deputy Commissioner, Bill Roe, reported that DPW has been busy blacktopping, repairing catch basins, performing leaf and brush collection, and is now preparing for winter.  The softball field will be drilled and filled with sand in the nest week or two.  Winter routes and drivers will be the same as last year.

 

Greenwood Lake Police Department, Chief Adam Eirand, reported that in September 2022 GWLPD answered 1,197 complaints, made 14 arrests, issued 182 traffic summonses, and responded to 3 MVAs.  The Police Department is also currently working on a SAM grant for body cameras and a UTV.  They are also working on accreditation for E0203, Police Reinvention and Reform Collaborative, which all departments in Orange County are working on.  They are 85% complete and will have a mock assessment on November 7, 2022.  Upon successful completion, New York State will complete final review and approval which should happen by July of 2023.  The Greenwood Lake Police Department’s annual Halloween Safety Assembly will take place at the elementary school on October 21, 2022, run by Youth Officer Dwyer.  Students will receive trick-or-trat bags and glow sticks. The curfew for October 30th and 31st is 8pm.  Anyone under 18 out after that time must be accompanied by an adult over 21.  Officer Dwyer has applied for the Youth Development Grant which GWLPD applies for and receives for every year.  Three parttime dispatchers have been hired: Nicole Tarazona, Juliana Landru, and Kristen Passamano.  Trustee Sellier commented that the Boaters’ Safety Course presented by the PD was very well run and thanked the chief.  Chief Eirand added that boaters’ safety will be a part of the eighth-grade curriculum at the Middle School.  Attorney Buckheit commented that he met with Chief Eirand and Building Inspector Ed Matteo concerning instances of building without a permit within the village.  He added that our police officers are also Code Enforcement Officers and can issue citations for such, as the Building Inspector is only parttime.  Chief Eirand mentioned that citations will be issued this winter for failure to remove snow from sidewalks.

 

Water Department, Phil Landru, reported that regarding the village’s violation for excessive trihalomethanes in drinking water, levels have been decreasing significantly. The Water Department has also been working with Delaware Engineering to finalize the VFD project for Lakelands and also generator procurement to power the new well during any extended power outage.  The pressure transmitter in the recycling tank at the plant was replaced. All three backflow preventers were inspected and tested, as required by the Health Department.  Phil also thanked the DPW for their assistance with line replacements and valve repairs.  Trustee Sellier commended Phil on the work done on Rumsey Road.

 

 

COMMISSION REPORTS:

Trustee Clifford, reported that she had no report from the school board. The Greenwood Lake Chamber of Commerce is looking forward to the Halloween events here in the village. They are preparing for Thanksgiving with the food pantry and are looking forward to Small Business Saturday, November 26, 2022, which is the Saturday after Thanksgiving, and will also be hosting bingo like they did last year.  The Food Pantry is gearing up for the holidays, preparing food baskets for Thanksgiving, Christmas, and Hannukah, as well as preparing their Angel Tree.  The Girl Scouts are hosting a clothing drive and the Boy Scouts will be working the Halloween event, selling birdhouses and Adirondack chairs and helping with the Terror Trail. The Elks held their Oktoberfest which was a success and they will be hosting a Halloween children’s party on October 21st.  The American Legion will be running a darts night on Thursdays starting October 27th.  The Lions Club is in need of members. The Greenwood Lake Fire Department had their fire prevention meeting, as well as an open house last week. The GWL PTSA has various events and meetings scheduled throughout the school year.  The Teen Center has opened again.  The Emerald Point is hosting their 25th annual Halloween party as well as a Friend in Need event on November 12, 2022.

Trustee Howley thanked the Village of Greenwood Lake and the Police Department for a great job during Oktoberfest weekend.

Trustee Kelm, reported that there are lot of new and exciting programs at the Greenwood Lake Public Library and they will have a table at the Halloween festival.  The Greenwood Lake Seniors raised over $900 for Backpack Snack Attack at their Oktoberfest booth. The seniors are now making hats, gloves, and scarves and will have a table at the holiday festival.

Trustee Sellier reported that in the month of September the Building Department took in $7,200; 50% was for building permits. There were no Planning Board or ZBA meetings in the month of September. Trustee Sellier also thanked the mayor for requesting that the Building Department develop an FAQ document for their department.

Clerk Holder reporting that voting for the general election will take place at the American Legion.  Water bills are due October 28, 2022, without penalty.  Village taxes not paid by November 1, 2022, will be relevied.  Katheleen passed her notary exam.

APPROVAL OF MINUTES

Motion to approve minutes from the September 19, 2022, Board Meeting made by Trustee Sellier and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

RESOLUTIONS FOR DISCUSSION:

 

#18 of 2022/2023 – Authorizes the clerk to make the reduction to half the water charge on water bill 310518, motioned by Trustee Howley and seconded by Trustee Kelm. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#19 of 2022/2023 – Authorizes the Halloween Curfew for October 30th and 31st, 2022 at 8 pm for anyone under the age of 18. Anyone under the age of 18 must be accompanied by an adult, motioned by Trustee Sellier and seconded by Trustee Howley. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#20 of 2022/2023 – Authorizes the Village Clerk to renew that following ban at the current rate. $63,600 – for the two 2020 Ford Explorer police cars, motioned by Trustee Kelm and seconded by Trustee Howley. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#21 of 2022/2023 – Authorizes the Village Clerk to create a budget line item to receive the DASNY grant in the amount of $70,000.00 to line-item A.3120.418 and a budget transfer from A.3120.100 to A.3120.418, motioned by Trustee Howley and seconded by Trustee Kelm. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#22 of 2022/2023 – Authorizes the appointment of Matthew Veth to the Greenwood Lake Commission as the Village of Greenwood Lake appointed member, motioned by Trustee Kelm and seconded by Trustee Howley. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

MAYOR’S COMMENTS

The date of the next Village Board meeting is TBD.
