MAYOR OPENED THE VILLAGE BOARD MEETING AT 7:30PM FOLLOWED BY THE PLEDGE OF ALLEGIANCE.

MAYOR DWYER NOTED THAT WE HAVE AN ANNOUNCEMENT THAT WILL COME MOMENTARILY WE ARE WAITING FOR A GUEST.
WE HAVE A CORRESPONDENCE ATTACHED FOR YOUR REVIEW FROM ORANGE AND ROCKLAND ABOUT POLE INSPECTIONS.

BOARD AND DEPARTMENT HEADS:
DPW COMMISSIONER BILL ROE-WE DID SOME REPAIRING OF CATCH BASINS ON STERLING/EDGMERE AND SOME ON HUMPHREY IN PREPARATION FOR PAVING. REPAIRED POTHOLES. WE PAVED LAKELANDS EXT., DIVISION, RUMSEY, BROOK COURT AND REPAIR A LOT OF DRAINAGE ISSUES ALONG THE WAY. ON WEDNESDAY WE ARE CLOSING MORGANS WAY 8AM TO 2PM TO REPLACE A PIPE. WE WILL HELP PEOPLE GET IN AND OUT. THERE ARE SIGNS UP THERE NOW. PEOPLE CAN PARK OUTSIDE MORGANS WAY AND WALK IN.
POLICE LT. ADAM EIRAND- POLICE REPORT 1258 COMPLAINTS 22, ARRESTS, 9MVAS, 2 PARKING TICKETS. AND 2 NAVIGATION TICKETS. THE PBA IS ALSO HOSTING A POP UP BBQ FRIDAY FROM 5 TO 7 IN ELKS.
PHIL LANDRU WATER OPERATOR FOR THE LAST TWO MONTHS THE DEPARTMENT HAS BEEN GETTING BY ON 180 GALLONS PER MINUTE. THE WELL TREATMENTS HAVE BEEN DONE. STILL WAITING FOR DEC PERMIT TO GET THE NEW WELL ONLINE. I JUST WANTED TO SAY WHY I CAN’T FLUSH THE SYSTEM. 180 GALLONS A MINUTE IMJUST KEEPING THE TANKS FULL, IF I GO OUT AND FLUSH THE SYSTEM. IT WOULD TAKE DAYS MAYBE WEEKS TO MAKE THE WATER BACK.
MAYOR DWYER NOTED THAT THANKFULLY THE WATER QUALITY HAS BEEN GREAT SO WE HAVE BEEN GETTING BY WITHOUT A FLUSH. THE DEC HAD SOME STAFF ELIMINATION AND THAT IS EXCUSE FOR NOT GETTING US THE PERMIT IN TIME.
PHIL LANDRU THE SUMMER SYSTEM IS DOING GOOD. ANOTHER ROUND OF WATER READINGS WAS DONE LAST MONTH AND THIS NEW SYSTEM SEEMS TO BE VERY EFFICIENT. I WOULD LIKE TO THANK THE DPW FOR THEIR HELP.
MAYOR DWYER NOTED THAT WE ARE GOING RIGHT INTO OUR ANNOUNCEMENT. ABOUT A MONTH OR SO AGO WE WERE LOOKING AT THE TEEN CENTER AND LOOKING AT THE LONG TERM AND SOME ISSUES WE WERE HAVING. ONE OF THE MAJOR GOALS WAS TO BE ABLE TO EXPAND THE HOURS OF OPERATION. WE WANTED TO HAVE THE OLDER TEENS ON ONE NIGHT AND THE YOUNGER ON A DIFFERENT NIGHT AND USE IT AS IT SHOULD BE USED. THANK YOU TO TRUSTEE HOLDER WE HAVE MANY ORGANIZATIONS USING THE CENTER NOW AS IT SHOULD BE USED. WE WERE CONSIDERING ELIMINATING THE YOUNGER GROUP FROM 8 YEARS OLD. THEY ATTEND CURRENTLY THE SAME NIGHT AS THE TEENS AND WHAT WE FOUND WAS THE YOUNGER KIDS DIDN’T WANT TO LEAVE WHEN THE OLDER KIDS CAME AND IT WAS DETERRING THE OLD KIDS FROM COMING. SO WE FELT WE EITHER NEEDED TO ELIMINATE THE YOUNGER KIDS OR FIND ANOTHER WAY TO HAVE THEM USE THE TEEN CENTER. I HAD MENTIONED THIS AT AN EVENT WITH MY FRIEND MIKE MARTUCCI AND HE SAID I HAVE THIS FOUNDATION AND WE ARE SUPPORTING ALL KINDS OF EDUCATIONAL, AND PROGRAMS. HE ASKED THAT I WRITE A LETTER TO THE FOUNDATION AND HE WOULD SEE IF THEY COULD KEEP THE PROGRAM ALIVE. I HAD WRITTEN A LETTER TO THE MICHAEL AND ERIN MARTUCCI FAMILY FOUNDATION ASKING IF WE COULD KEEP THE TEEN CENTER OPEN FOR THE YOUNGER KIDS AND I RECEIVED A RESPONSE THAT HE WOULD PROVIDE US WITH A GRANT TO KEEP THE PROGRAM GOING AND INFACT THE FOUNDATION HAS PROVIDED US WITH $5,000 TO KEEP THE TEEN CENTER OPEN THIS YEAR. SO I WOULD LIKE TO CALL UP MIKE MARTUCCI FROM THE FOUNDATION TO PRESENT THE CHECK TO ME.

TONIGHT WAS BACK TO SCHOOL FOR PARENTS AND NEXT MONDAY IS BACK TO SCHOOL FOR ELEMENTARY SCHOOL.THE CHAMBER IS HAVING THEIR MIXER AT THE WHISPER ON OCT 2ND AND THE FOOD WILL BE PROVIDED BY AUDREY’S SURFSIDE. THE KINDERKICKERS STARTED THIS WEEKEND IF YOU WANT TO SIGN UP YOU CAN GO TO GWLSOCCER.COM. ON OCTOBER 19TH, WE WILL BE HAVING A HALLOWEEN FESTIVAL IN TOWN AND WE WILL START OFF WITH THE BARK PARK PARADE, HALLOWEEN PADDLE BOARD, TRICK OR TREATING ON WINDERMERE AVE., THE FIREMEN’S PARADE AND COSTUME CONTEST, THEN THE FIELD WILL HAVE THE CLIMBING WALL, BOUNCE HOUSES, HAYRIDES, BAND, FOOD AND TERROR ON THE TRAIL.

I SKIPPED A DEPARTMENT THE AMBULANCE. NANCY DEANGELO NOTED THAT YOU ARE NOW A MEMBER OF THE GWL AMBULANCE CORP NOW TOO SO YOU CAN PARTICIPATE IN THIS. NANCY GAVE THE AMBULANCE REPORT AND FIGURES FOR THE MONTH. MY REASONS FOR BEING VERY EXCITED TONIGHT IS OFFICER EIRAND IF YOU COULD COME UP AND AL NICHOLAS TOO. THE GWL POLICE DEPARTMENT ARE THERE AND MOVING WHEN WE GET A CALL. THEY ARE THE FIRST, FIRST RESPONDERS. THE IMPORTANCE OF THIS IS THEY DON’T HAVE THE AED-DEFIBULATORS IN EACH POLICE CAR, THEY MOVE ONE FRO,M CAR TO CAR. THE GWL AMB CORP WAS REQUIRED TO CHANGE OUR DEFIBULATORS AND THERE IS NOTHING MORE IMPORTANT THAN GOOD CPR WHEN SOMEONE IS DOWN. THE AED MACHINE TELLS YOU WHAT TO DO BASICALLY. THE POLICE ARE AT THE SCENE BEFORE WE EVEN GET THERE. THE FACT THAT THEY DIDN’T HAVE ALL OF THE NEEDED DEFIBULATORS BOTHERED US SO WHEN WE HAD TO SWITCH OVER TO THE NEW ONE. WE HAVE 5UNITS THAT WE ARE PRESENTING TO THE GWL POLICE DEPARTMENT FOR THE AID THEY PROVIDE TO US ON EACH CALL.

TRUSTEE KELM NOTED THE SENIORS HAD THE ANNUAL SENIOR PICNIC IN WARWICK IN AUGUST IT WAS AWESOME THE TURN OUT WASN’T AS GREAT AS YEARS PAST BUT IT WAS GREAT THANK YOU TO WARWICK. THE SENIORS HAVE A TRIP PLANNED FOR SEPT. 18 AND THEY ALSO HAVE A TRICKY TRAY PLANNED FOR OCTOBER 26TH AT THE AMERICAN LEGION FOR MORE INFO CALL DONNA AT SENIOR CENTER 477-8482. THE LIBRARY IS OPENING A BUSINESS CAFÉ SETTING ASIDE AN AREA FOR PEOPLE WHO CAN MEET WITH CLIENTS IN A QUITE AREA OUTSIDE OUR HOME IT WILL BE VERY PROFESSIONAL AND THERE WILL BE CERTAIN TIMES AVAILABLE TO DO IT. JUST CHECK IN WITH THEM IF INTERESTED. THEY WILL ALSO BE ADDING GENIEOLOGY TO THEIR COMPUTERS YOU CAN DO THERE YOU WOULDN’T BE ABLE TO LOOK IT UP AT HOME JUST THERE. THEY HAVE A LOT OF NEW PROGRAMS STARTING UP SO CHECK OUT THEIR WEBSITE.
TRUSTEE SELLIER NOTED THAT MY REPORT WILL COVER JULY AND AUGUST. THE BUILDING DEPARTMENT IN JULY TOOK IN $7,200 AND IN AUGUST TOOK IN $5,000 FOR OTR, BUILDING PERMITS, SEPTIC LETTERS AND RENTAL INSPECTIONS. IN THE MONTH OF AUGUST BOTH PB AND ZBA HAD HASTINGS APPLICATIONS IT WAS REVIEWED FOR STEEP SLOPES. IT LOOKS LIKE THE APPLICATION WAS DENIED. TRUSTEE SELLIER ASKED FLOYD DEANGELO HE NOTED THAT’S CORRECTED IT WASN’T GRANTED. FLOYD NOTED THAT HE IS DONE. JUST WANTED TO MENTION THOSE WHO PASS 17 AND TENEYCK NOTICE THAT DUNKIN DONUTS IS MOVING ALONG I NOTED IT BECAUSE THAT PROJECT WENT TO BOTH OUR BOARDS TO ENFORCE OUR LOCAL CODES. WE JUST READ METERS THANK YOU PHIL IT IS GETTING A LOT EASIER THESE DAYS AND THE BILLS WERE PROCESSED AND MAILED ON FRIDAY THE 13TH. LAKE ALGAE ISSUE OBVIOUSLY WE HAVE ALGAE IN OUR LAKE. THE NEW JERSEY SECTION FELT IT WAS HARMFUL TO PEOPLE AND ANIMALS AND CLOSED THE NEW JERSEY BEACHES AND CAUTIONED ABOUT SWIMMING AND SUCH. THE NEW YORK PORTION DID NOT. I ATTENDED MANY MEETINGS AND SPOKE WITH MANY OFFICIALS THAT WORK HAND AND HAND WITH THE DEC AND WE FELT THE NY SIDE WAS PERFECTLY SAFE. I THINK I COULD CONFIDENTLY SAY AT THE END OF THE SEASON WE HAD THOUSANDS OF PEOPLE USING THE LAKE IN NY AND NJ AND NOT ONE REPORT OF ANYONE SICK. SO THERE IS A REASON WHY WE DIDN’T ACT IRRATIONALLY LIKE THE NJDEP ISSUING ADVISORIES. FOR THE RECORD THE NJDEP IS BEING INVESTIGATED FOR THEIR IMPROPER ACTIONS THAT CAUSED HARM TO LAKE HAPATGONG AND WEST MILFORD AND IN SOME WAYS US. THE ISSUE MAY GET WORSE AND MAY CONTINUE AND NEXT YEAR IT COULD BE CONSIDERED UNSAFE. THE BOARD AND COMMISSION HAVE DONE GREAT WORK TO DEFEND ITSELF.
ORANGE AND ROCKLAND THEY TOOK ON A GOOD PROJECT IN GWL UPDATING THEIR GASLINES IN A FEW AREAS IN GWL, CURRENTLY ON CHURCH STREET WHICH SHOULD BE DONE IN THIS WEEK. I GIVE THEM TREMENDOUS CREDIT BOTH ORANGE AND ROCKLAND AND THE CONTRACTORS HAVE BEEN DOING GREAT JOB. THEY ALSO PAY US TO REPAVE ALL THE ROADS THAT THEY RAN TRENCHES DOWN. SO INSTEAD OF LEAVING THE TRENCHES THEY WILL PROVIDE THE FUNDS TO REPAVE THE ENTIRE ROAD. MUCH DIFFERENT THAN YEARS PAST WE ARE TRYING TO GET ACCOUNTABILITY OF OUR ROADS AND MAKE SURE THINGS ARE DONE A LITTLE BIT BETTER.
ROAD WORK THIS LAST WEEK WE CONCLUDED A GREAT PAVING JOB IN PARTNERSHIP WITH THE DPW AND THE CONTRACTOR THAT WE HIRED WE DID DIVISION STREET, RUMSEY, LAKELANDS AVE, BROOK COURT. ALL THE WORK WAS DONE INCREDIBLY WELL AND WE WERE ABLE TO FIX SOME DRAINAGE PROBLEMS AND LONG KNOW CHALLENGES ON THESE HILLY ROADS. WATER RUNS DOWN AND IT EFFECTS A LOT. THE WORK WAS GREAT. WE HAD SWITCHED FROM TAR AND CHIP TO REAL PAVING AND GRINDING DOWN AND FIXING DRAINAGE PROBLEMS BEFORE PAVING THAT HAVE BEEN NEGLECTED.
REFUSE WE HAD SOME CHALLENGES WE FOUND THAT OUR CONTRACT WAS COMING UP FOR BID AND WE WENT OUT TO BID. LONG STORY SHORT WE WON THE BID WITH OUR CURRENT CONTRACTOR SO WE DON’T HAVE TO SWITCH GARBAGE CONTRACTORS WHICH IS A HOME RUN AND THE PRICE IS GOING TO BE WHERE IT NEEDS TO BE. NOT A MAJOR INCREASE BUT IF YOU READ GARBAGE AND RECYCLING COST HAVE GONE SKY HIGH AND WE ARE ABLE WITH INTERSTATE TO KEEP COST MANAGEABLE. THE BEST PART IS THAT WE DON’T HAVE TO SWITCH GARBAGE CANS WHICH WOULD HAVE BEEN A HUGE PAIN.
HUD PROJECTS JUST WANTED TO GIVE AN UPDATE ON WHERE WE STAND WITH HUD. THESE ARE ALL GRANT FUNDED PROJECTS VAST MAJORITY IS FOR HANDICAP ACCESS. WE HAVE THREE PROJECTS RIGHT NOW. THE SENIOR CENTER WE WERE AWARDED THE CONTRACT JUST WAITING ON FINAL WORD ON GO AHEAD. MAKING THE ENTRANCE MORE HANDICAPPED ACCESSIBLE FIXING THE DOOR THE SIDE OF BUILDING. WE WERE AWARDED A GRANT FOR VILLAGE HALL WERE WE WILL CREATE A HANDICAPPED ENTRANCE WAY AND BATHROOM AND REDEVELOP THE WINDOW AND MAKE IT ACCESSIBLE FOR A WHEELCHAIR. WE ARE ALSO APPLYING FOR THE COMMUNITY CENTER FOR HANDICAPPED ACCESSIBLE ENTRANCE AND BATHROOM. WE HAVEN’T HEARD BACK FROM THEM ON THAT BUT DOING THIS FOR 6 YEARS I BELIEVE THEY WILL APPROVE IT. THOSE ARE THE THREE HUD PROJECT WE ARE WORKING ON.
SIDEWALK PROJECTS I HOPE EVERYBODY HAS SEEN THE NEW SIDEWALK ON MOUNTAIN LAKES LANE. IT CONNECTS THE NEW FIREHOUSE AND THE PASSIVE BOAT LAUNCH IN A SAFER WAY INTO THE COMMUNITY AND MAKING IT ONE STEP CLOSER TO THE VILLAGE. THE NEXT PROJECT IS THE 17A SIDEWALK WHICH WILL CONNECT YOU FROM THERE THROUGH BLACK BEAR WINE AND SPIRITS TO A CROSSWALK TO GARDEN CENTER ON A SIDEWALK TO THE OPTIMUM BUILDING. WE HAVE BEEN AWARDED THE GRANT FUNDS JUST WAITING FOR PAPERWORK HOPEFULLY LATE THIS FALL OR EARLY SPRING. WINDERMERE AVE SIDEWALK WE WENT OUT TO BID TO CONTINUE SIDEWALK DOWN WINDERMERE AVE. WE ONLY RECEIVED ONE BIDDER AND BASED ON THE PRICES FROM PREVIOUS YEARS IT WAS ALMOST DOUBLED SO WE ARE GOING TO GO OUT TO BE AGAIN IN THE WINTER. HOPEFULLY GET A BETTER BID AND START IN SPRING.
THE TEEN CENTER I JUST WANTED TO GIVE YOU UPDATE ON THE SEAL COATING WE ARE DOING OUTSIDE TEEN CENTER AND THE POLICE DEPARTMENT AND ALSO DOING THE BASKETBALL COURTS. WE ARE ALSO REDOING THE BACKBOARD AND HOOPS. IF YOU HAVEN’T NOTICED THEY ONLY USE ONE BACKBOARD BECAUSE IT IS THE ONLY ONE THAT IS CLOSE TO 10FEET. THANKS TO ED BILELLO IN THE BACK OUR GROUNDS KEEPER WE ARE GOING TO MAKE SURE THEY ARE ALL 10 FEET HEIGHT SO ALL 4 GET USED.

I HAD ASKED ATTORNEY BUCKHEIT TO PUT TOGETHER SOME OF THE LAWS ON THINGS THAT HAVE BEEN DONE LONG BEFORE THIS BOARD TOOK OVER BY COMMITTEES, PLANNING BOARDS, ZONING BOARDS, COMPREHENSIVE PLAN COMMITTEES THAT I WAS A MEMBER OF BEFORE I BECAME A BOARD MEMBER. THESE BOARD HAD A VISION FOR GREENWOOD LAKE AND THAT WAS TO INSURE THAT WASN’T OVER DEVELOPMENT.
