FOR THE MONTH OF AUGUST 2020, THE POLICE DEPARTMENT HANDLED 1,873 COMPLAINTSS, MADE 20 ARRESTS, ISSUED 104 TRAFFIC AND PARKING TICKETS, INVESTIGATED 3 MOTOR VEHICLE ACCIDENTS, INVESTIGATED 9 NAVIGATION COMPLAINTS AMD ISSUED 3 NAVIGATION TICKETS.

LT EIRAND – ON SEPTEMBER 4TH WE EXECUTED A NO KNOCK SEARCH WARRANT, FOR A RESIDENT LIVING OVER AT ANTONS, WHICH I BELIEVE IS 4 WATERSTONE ROAD AND IS NOT FROM HERE. WE HAD A COUPLE MONTH INVESTIGATION GOING ON AND WE WERE ABLE TO PULL 39 GRAMS OF CRACK OUT OF THERE. WE HAD 3 CONTROLLED BUYS AND I WOULD LIKE TO RECOGNIZE OFFICER DUGGAN, OFFICER JONES, OFFICER DWYER, OFFICER GOMAS, OFFICER SANTANGELO, AND OFFICER GRAHN. THEY WERE ALL INVOLVED AND DID A GREAT JOB. I WOULD LIKE TO GIVE EACH ONE OF THEM A CITATION BAR FOR THAT TO RECOGNIZE THEIR HARD WORK.

I WOULD LIKE TO REPORT THAT THE NEW WELL HAS GOTTEN THE VILLAGE THROUGH THIS SUMMER WITH RELATIVE EASE. THE ABUNDANCE OF WATER THAT THE NEW WELL HAS PROVIDED FINALLY ALLOWED US TO DO A LONG OVERDUE AND THOROUGH SYSTEM FLUSH. IT HAS MET OUR SUMMER DEMAND AND KEPT OUR STORAGE TANKS FULL WITHOUT A PROBLEM. WITH SUMMER BEHIND US WE SHOULD BE ABLE TO FOCUS ON A COMPREHENSIVE PLAN TO ADDRESS THE PERFORMANCE, YIELD AND TREATMENT ASPECTS OF OUR OLD WELLS THAT ARE NOT CURRENTLY IN USE, BUT STILL IN SERVICE.
WE’VE HAD A FEW MAINTENANCE REPAIR ISSUES AT THE PLANT. A OVER DRIVE CHAIN SPROCKET FOR THE MIXING PADDLES WAS REPLACED IN THE FLOCCULATOR AND A PRESSURE TRANSMITTER WAS REPLACED IN OUR RECYCLING TANK, AS WELL AS SOME CHEMICAL FEED VALVES THAT HOLD PRODUCT IN OUR BULK STORAGE TANKS.
OUR CONTROL SPECIALISTS, AQUALOGICS WERE IN TO INTEGRATE THE NEW WELL TO OPERATE WITH ITS OWN SIGNAL FROM THE CONTROL PANEL WHICH GIVES US THE ABILITY TO USE OUR EXISTING WELLS INDIVIDUALLY OR IN TANDEM. WE’VE ALSO WORKED WITH THE TOWN OF WARWICK ON OUR USUAL MONTHLY SERVICE LINE REPAIRS.

STARTING IN FEBURARY, WE WILL BE TESTING FOR PFOS, PFOA AND DIOXANE WHICH ARE ALL MAN-MADE CHEMICAL CONTAMINANTS THAT ARE FOUND IN EVERYTHING FROM FIRE FIGHTING FOAM TO WATER REPELLENT PRODUCTS. THE HEALTH DEPARTMENT HAS ALREADY DONE THEIR OWN INDEPENDENT TESTING OF OUR WATER, FINDING NO DETECTABLE AMOUNTS, BUT THEY STILL WANT A FULL YEAR OF TEST RESULTS.

TRUSTEE HOLDER – THE CONCERT SERIES FINISHED ON SEPTEMBER 12TH. WE WERE ABLE TO FILL THE WHOLE SCHEDULE EVEN THOUGH WE HAD TWO CANCELLATIONS, THERE WERE BANDS READY TO STEP IN. THERE WERE NO RAIN OUTS. THE EXERCISE PROGRAMS DOWN AT THE BEACH WENT WELL AND WERE HIGHLY ATTENDED THIS YEAR.

THE GARDEN CENTER TO EXPAND THE FACILITY THAT WAS GRANTED A CONDITIONAL APPROVAL. THE SECOND APPLICANT WAS FOR A GARAGE. THE ZBA MET WITH AN APPLICATION TO APPEAL A BUILDING WITHOUT A PERMIT VIOLATION AND IT IS CONTINUING TO DEAL WITH A COURT MATTER. IT WILL STAY ON THE DOCKET.

WE ARE STILL COLLECTING TAX BILLS THROUGH THE END OF OCTOBER AFTER WHICH THEY WILL BE RELEVIED. WATER BILLS JUST WENT OUT ON SEPTEMBER 18TH AND ARE DUE BACK BY OCTOBER 23RD WITHOUT PENALTY. SOME PEOPLE MAY NOTICE A LITTLE HIGHER USAGE AND SOME OF THAT CAN BE CONTRIBUTED TO COVID AND PEOPLE BEING HOME ALL DAY.

HANDICAP ACCESSIBLE PROJECTS – THE MAYOR STATED THE SENIOR CENTER IS DONE AND THE VILLAGE HALL IS 95% DONE WE ARE JUST WAITING FOR A BUTTON FOR THE ELECTRONIC STARTER. WE ARE WAITING ON DOT APPROVALS FOR SIDEWALKS.
COMMUNITY CENTER -WE ARE WAITING FOR THE FINAL APROVALS FROM COMMUNITY DEVELOPMENT ON THAT GRANT WHICH WAS OUR MOST RECENT SUBMISSION.
VILLAGE ASSESSOR – OUR PREVIOUS VILLAGE ASSESSOR, RICH HUBNER HAS RETIRED AND THE VILLAGE BOARD HAS DECIDED THAT WE WANT TO CONTINUE WITH OUR OWN ASSESSMENT ROLLS. THIS ALLOWS US TO BE MORE TIMELY WITH SENIOR AND VETERANS EXEMPTIONS, AND RE ASSESSMENTS DUE TO BUILDING PROJECTS AND THEREFORE WE NEED OUR OWN. WE HIRED THE TOWN OF WARWICKS ASSESSOR, DEBBIE EURICH FOR THE SAME PRICE AS THE OLD ASSESSOR.
VILLAGE MASTER PLAN – THE MAYOR STATED WE HAVE BEEN TALKING ABOUT THIS FOR A YEAR. WE HAVE ONE AND IT IS NOW LOCATED ON THE VILLAGE OF GREENWOOD LAKE WEBSITE SO ANYONE CAN GO ON VILLAGEOFGREENWOODLAKE.ORG TO LOOK AT IT. IN COLLABORATION WITH OUR WATER DEPARTMENT, DELAWARE ENINEERING AND THE VILLAGE BOARD THE PLAN GIVES US THE OPPORTUNITY TO SUBMIT FOR GRANT FUNDING WHEN GRANTS BECOME AVAILABLE. GRANTS FUNDING APPLICATIONS ARE USUALLY RELEASED IN THE FALL, BUT DUE TO COVID THE GOVERNOR HASN’T RELEASED ANY TO ANYONE IN THE STATE. AS SOON AS IT IS OPENED UP, WE WILL HAVE EVERYTHING WE NEED TO APPLY FOR FUNDING.
2020 PAVING – THE PAVING OF ROADS IN THE VILLAGE WILL BEGIN TOWARDS THE END OF THE MONTH OR EARLY NEXT WEEK. THE ROADS THAT WILL BE PAVED ARE LAUREL, GROVE, MURRAY, MYRTLE, CHURCH, MAPLE AS WELL AS WINDERMERE BETWEEN MURRAY AND WRIGHT. WE WILL NOT BE USING TAR AND CHIP, JUST ASPHALT. IT HAS A MUCH LONGER LIFESPAN AND IT IS BETTER FOR PLOWING, ETC. I LIKE TO SEE THE TOWN HAS FOLLOWED SUIT AND BASICALLY ABANDONED TAR AND CHIP AND GONE WITH NEW ASPHALT. IT COSTS SIGNIFICANTLY MORE BUT IT LOOKS BETTER AND LASTS LONGER. THE ROADS THAT HAVE LINE STRIPING WILL ALSO BE STRIPED.

BEARS ARE COMING INTO THE DOWNTOWN, GOING TO THE ELKS AND GETTING IN THEIR GARBAGE, INTO THE BUSINESSES GARBAGE AND IT IS A FAMILY. THEY ARE NOT HARMING ANYONE; THEY ARE JUST HERE TO GET YOUR GARBAGE. WE NEED TO DETER THEM AS IT COULD BE A THREAT TO YOUR ANIMALS AND DOGS. WE NEED PEOPLE TO BE MORE DILIGENT ABOUT THEIR GARBAGE. PULLING YOUR GARBAGE IN FROM THE STREET. LT EIRAND HAS BEEN WORKING TOWARDS PURCHASING A PROGRAM TO DO THIS AND BRING OUR STANDARDS AND PRACTICES UP TO THE 21ST CENTURY EVEN BEFORE THIS ORDER CAME OUT. THE VILLAGE BOARD HAS DECIDED TO PUT TOGETHER A COMMITTEE, WITH COMMUNITY SECTORS THAT REPRESENT ONE MEMBER FROM THE SCHOOL DISTRICT, ONE MEMBER FROM THE VILLAGE BOARD ( WHICH WILL BE TOM HOWLEY), ONE MEMBER FROM THE POLICE DEPARTMENT (WHICH WILL BE LT EIRAND AND POSSIBLY OE OTHER), ONE MEMBER FROM THE CHAMBER OF COMMERCE, ONE FROM A RELIGIOUS ORGANIZATION, ONE MEMBER OF VILLAGE YOUTH AND A GENERAL MEMBER OF THE COMMUNITY. THEY WILL REVIEW THE RULES AND REGULATIONS AND GO OVER THE EXECUTIVE SUMMARY. IT IS A 756 PAGE DOCUMENT. THE COMMITTEE WILL BE RESPONSIBLE FOR GOING THROUGH IT AND DISCUSSING OPTIONS, IDEAS, ETC ON HOW IT CAN BE EXPANDED OR IMPROVED. A FINAL ROUGH DRAFT WILL BE PUT ON WEBISTE FOR COMMENTS. IF THESE RULES OR REGULATIONS ARE NOT FOLLOWED, THAT OFFICER CAN BE WRITTEN UP AND POTENTIALLY FIRED. IT IS VERY IMPORTANT AND NOT FLEXIBLE. WE ARE TRYING TO HAVE A GOOD CROSS SECTION OF THE COMMUNITY SO WE WILL CAREFULLY CHOOSE THE MEMBERS. IF ANYONE IS INTERESTED PLEASE SEND ME AN EMAIL.
TOWN BUDGET REQUESTS – MAYOR DWYER STATED WE DO GET SOME FUNDING FROM THE TOWN. WE GET $28000 FOR YOUTH, 17000.00 FOR NAVIGATION, AND 6500.00 TOWARD SENIORS. THE VILLAGE IS GOING TO REQUEST AN ADDITIONAL $8000 FOR NAVIGATION THIS YEAR AND BRING THAT NUMBER TO $25000.00. THIS IS NOT JUST FOR ENFORCING LAWS BUT ALSO FOR EDUCATING THE PUBLIC ON THE LAWS, WHICH IS AN ABSOLUTE PRIORITY. SAFETY IS A PRIORITY.
INFORMATION SIGN – THE VILLAGE BOARD DID APPROVE FOR ME TO GO OUT TO BID TO PURCHASE AN INFORMATION SIGN SIMILAR TO WHAT THE FIRE DEPARTMEMT HAS. WE ARE GOING TO REQUEST PERMISSION FROM THE TOWN TO PUT THIS IN THE BEN WINSTANLEY PARK WHICH IS RIGHT ACROSS FROM THE SENIOR CENTER. HOPEFULLY WE WILL HAVE ORDERED ONE BY NEXT MONTH TO GET INFORMATION OUT TO THE PUBLIC.
EVENTS – MAYOR DWYER STATED WE WERE SUPPOSED TO HAVE OUR FIREWORKS AND STREET FAIR THIS WEEKEND BUT BOTH HAVE BEEN CANCELLED THANKS TO COVID.

MAYOR DWYER – WE CAN’T SANCTION ANY EVENT OF GREATER THAN 50 PEOPLE. I DON’T THINK THE CHAMBER IS GOING TO DO THE BUSINESS DISTRICT TRICK OR TREATING, OR THE TERROR TRAIL. HOPEFULLY BY THE TIME OF CHRISTMAS FESTIVITIES WE WILL HAVE A CHANGE IN NUMBERS. IF THE GOVERNOR SAYS WE ARE NOT ALLOWED TO TRICK OR TREAT, I DON’T THINK OUR POLICE DEPARTMENT IS GOING TO ENFORCE THAT.
