MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE.
MAYOR DWYER DISCUSSED HOW WELL THE ST. PATRICKS DAY PARADE WENT OVER THE WEEKEND. TRUSTEE HOLDER AND CHIEF EIRAND SPEARHEADED THE EFFORT ON BEHALF OF THE VILLAGE AND THEY DID A PHENOMENAL JOB. IT BROUGHT A TON OF PEOPLE TO OUR COMMUNITY; IT WAS A LOT OF FUN. WE ARE PLANNING TO HAVE ANOTHER ONE SOMETIME AROUND ST PATRICKS DAY IN MARCH. WE ENTERED INTO A THREE-YEAR AGREEMENT WITH THEM AND THEY PAY US $5000 EACH TIME TO COVER OUR COSTS. I ALSO WANT TO THANK EDDIE AND HIS CREW.

TOWN COUNCILMAN FLOYD DEANGELO- I JUST WANT TO REMIND EVERYONE ABOUT THE FRIENDLY VISITORS PROGRAM THAT HELPS ELDERLY RESIDENTS THAT MIGHT HAVE TROUBLE GETTING AROUND. ITS FREE AND THEY PROVIDE RIDES, SHOPPING. CLERICAL HELP AT HOME. WE ARE ALWAYS LOOKING FOR VOLUNTEERS AND WE ONLY ASK TWO HOURS A WEEK. YOU CAN CALL THE TOWN HALL AT 986 1124 EXT 400 AND THAT WILL PUT YOU IN TOUCH WITH THE COORDINATOR.

IT’S BEEN A BUSY MONTH WITH ALL OF THE RAIN. WE’VE TAKEN DOWN QUITE A FEW TREES, AND OUR BUSY PICKING UP LEAF BAGS. WE ALSO CLEANED OUT A FEW CATCH BASINS.

FOR THE MONTH OF JULY AND AUGUST THE POLICE DEPARTMENT HANDLED 3042 COMPLAINTS, MADE 34 ARRESTS, ISSUED 255 SUMMONSES, INVESTIGATED 15 MOTOR VEHICLE ACCIDENTS, ISSUED 8 VILLAGE ORDINANCE VIOLATIONS, AND WE ISSUED 157 NAVIGATION SUMMONSES.

SCHOOL BOARD – THERE IS A SHORTAGE ACROSS THE COUNTRY WITH SCHOOL BUS DRIVERS AND OUR SCHOOL DISTRICT IS LOOKING FOR THEM AS WELL. IF ANYONE IS INTERESTED IN BECOMING A DRIVER, PLEASE GO TO GWLUFSD.ORG AND LOOK AT THE TRANSPORTATION DEPT. WE ARE GOOD WITH DRIVERS TO OUR SCHOOLS, BUT ALL THE KIDS THAT THEY HAVE TO TRANSPORT TO PRIVATE SSCHOOLS, OR BOCES, ARE IN NEED.
RECREATION – SOCCER STARTED THIS WEEKEND WITH KINDERKICKERS AND REC. IF YOU ARE INTERESTED YOU CAN STILL SIGN UP. THEY REMAIN OPEN THROUGHOUT THE YEAR. THE TRAVEL TEAMS STARTED LAST WEEK. GREENWOOD LAKE LITTLE LEAGUE STARTED FALL BALL AS WELL.
MID HUDSON PARADE – A BIG THANK YOU TO MATT BUCKLEY FOR SUGGESTING GREENWOOD LAKE AS A PARADE VENUE WHEN THINGS FELL THROUGH WITH GOSHEN. HE ALSO WAS IN CHARGE OF THE BREAKFAST BEFORE THE PARADE AND THEN HE RUSHED TO HELP OUT. A BIG THANK YOU ALSO TO MAUREEN MULCAHY FOR HER PARADE EXPERTISE. THANK YOU TO ALL THE VOLUNTEERS THAT HELPED WITH PARKING THROUGHOUT THE DAY. WE ARE VERY LUCKY TO HAVE CHIEF EIRAND WHO HELPED OUT AND MADE IT SEEM FLAWLESS WITH PARKING AND TRAFFIC, AND SIGN POSTING. THANK YOU TO THE GREENWOOD LAKE POLICE, WARWICK POLICE AND ORANGE COUNTY SHERIFFS FOR ALL OF THEIR ASSISTANCE. EVERY WEDNESDAY AT THE SENIOR CENTER LUNCH IS PROVIDED BY OFFICE OF THE AGING. IF YOU ARE 55 PLUS, PLEASE COME BY THE SENIOR CENTER FOR A FREE LUNCH.
THE LIBRARY IS OPEN AND HAS A LOT OF PROGRAMS TO OFFER.
TRUSTEE SELLIER REPORT
BUILDING DEPARTMENT IN JULY THEY TOOK IN $5400.00, HIGHLIGHTED BY 22 SEPTIC LETTERS, 20 BUILDING PERMITS, 17 ORDERS TO REMEDY. THE PLANNING BD MET WITH ONE APPLICANT FROM EDGEMERE AVE, CONDITIONALLY APROVED. ZBA MET WITH ONE APPLICANT ON WILSON STREET FOR A FRONT PORCH WITH ROOF THAT NEEDED FRONT YARD VARIANCES WHICH WAS GRANTED. ON SEPTEMBER 11 I APPEARED AT THE HOLY ROSARY CHURCH TO SPEAK ON BEHALF OF THE VILLAGE BOARD AND ALSO ATTENDED THE CEREMONY AT THE FIRE DEPARTMENT THAT EVENING.
MAYOR DWYER STATED I DID HAVE COVID SO I COULDN’T ATTEND.

WATER BILLS JUST WENT OUT ON FRIDAY SO IF YOU DON’T RECEIVE IT WITHIN THE NEXT COUPLE OF DAYS GIVE US A CALL. WE ARE STILL COLLECTING TAXES THROUGH THE END OF OCTOBER. IF YOU HAVE ANY QUESTIONS, PLEASE FEEL FREE TO CALL VILLAGE HALL AT 477-9215.
OLD BUSINESS
WATER DEPARTMENT – MYOR DWYER STATED PHIL COULDN’T BE HERE TONIGHT. WE WERE SUPPOSED TO HAVE A HYDRANT FLUSH THIS WEEK, BUT WE HAD TO PUSH IT BACK A WEEK TO NEXT MONDAY. WHEN WE FLUSH, WE NEED TO PRODUCE 40% MORE WATER TO KEEP UP AND ONE OF OUR LIFT PUMPS WENT DOWN AND WE COULDN’T PRODUCE THE EXTRA WATER THIS WEEK.
THOMAS P MORAHAN WATERFRONT PARK – MAYOR DWYER STATED WE HAD A GREAT FIRST SEASON OF MANAGING THE BEACH AND PARK. WE’D LIKE TO THANK ED BILELLO AND JOHN SHIPPS FOR ALL THEIR HARD WORK DOWN THERE. THIS IS ONLY THE START. WITH GOOD PLANNING THE BEACH IS GOING TO BE GREAT GOING FORWARD. I’D ALSO LIKE TO THANK TOM SINCE IT WAS HIS IDEA AND HE COORDINATED WITH THE EMPLOYEES AT THE BEACH. FARMERS MARKET – MAYOR DWYER STATED THE FARMERS MARKET KICKED OFF ON SEPTEMBER 11th WITH A 5K. IT WAS A HUGE SUCCESS. GREAT TURNOUT. THE FARMER’S MARKET IS 9-1 EVERY SATURDAY UNTIL THE END OF OCTOBER. WE WOULD LIKE TO SEE IT GROW.

WE ARE CONTINUING A PUBLIC HEARING ON A LOCAL LAW THAT WOULD BAN THE SALE OF MARIJUANA IN THE VILLAGE OF GREENWOOD LAKE. WE ARE CONSIDERING THIS LAW BECAUSE IF WE DON’T PASS A LOCAL LAW PROHIBITING THE SALE BY A CERTAIN DATE, NO FUTURE LAW CAN BE PASSED LIKE IT. IT IS SUBJECT TO PUBLIC COMMENT. YOU CAN STILL MAKE PUBLIC COMMENT. WE HAVE NOT HAD A SINGLE PERSON COME TO A MEETING IN SUPPORT OR NOT. PLEASE SEND AN EMAIL TO ME OR THE CLERK OR ATTEND A MEETING IF YOU WANT YOUR VOICE TO BE HEARD.
2021 DRAWDOWN – MAYOR DWYER STATED THE DRAWDOWN IS SET TO TAKE PLACE OCTOBER 1ST AND IT WILL BE DRAWN DOWN FIVE FEET. IT IS EXPECTED TO GO THROUGH THE MIDDLE OF JANUARY. THEN THE DAM WILL GO BACK UP. IF YOU PLAN ON DOING ANY WORK ON YOUR BULKHEAD OR DREDGING, YOU NEED TO GET A DEC PERMIT AND A VILLAGE PERMIT, BOTH OF WHICH CAN BE OBTAINED ON THE VILLAGE WEBSITE. YOU NEED TO SUBMIT BOTH AND WE WILL BE WORKING WITH THE DEC.
NEW BUSINESS
ENGINEERING FIRM – MAYOR DWYER STATED WE HAVE JUST BROUGHT ON HDR, WHICH IS ALSO THE TOWN OF WARWICK ENGINEER. THEY WILL BE HELPING US OUT ON A COUPLE OF PROJECTS AND SOME PERMITTING. THEY COME HIGHLY RECOMMENDED.
RECENT STORM DAMAGE – MAYOR DWYER STATED WE HAVE CLOSED THE PATHWAY UP TO THE APPALACHIAN TRAIL THAT GOES UP FROM OUR BATTING CAGES. IT IS BASICALLY A RAVINE AT THIS POINT. WE HAD SOME MINOR ISSUES AT HOMES BUT OVERALL FAIRED WELL. THE TOWN WAS HIT PRETTY HARD. WE GOT A LOT OF RAIN.
DUMPING RESIDENTIAL BRUSH – MAYOR DWYER STATED THERE WAS AN INTERACTION WITH A RESIDENT WHICH HAS CAUSED US TO WANT TO SHUT DOWN THE HILL WHERE WE DUMP BRUSH. WE DON’T LET COMMERCIAL CONTRACTORS UP THERE. WE UNDERSTAND THAT A LOT OF PEOPLE BRING THEIR BRUSH UP THERE. WE ARE NOW GOING TO HAVE A ONCE-A-MONTH BRUSH DUMPING WHERE YOU WILL HAVE TO SHOW PROOF OF RESIDENCY AND THEY WILL INSPECT YOUR TRUCK TO MAKE SURE IT IS JUST LEAVES AND BRUSH. IN OCTOBER AND NOVEMBER, WE WILL ALLOW IT TWICE A MONTH. NO METAL, NO PLASTIC, JUST BIODEGRADEABLE STUFF.
HYDRORAKING BID NORTH ARM – MAYOR DWYER STATED WE ARE GOING TO PUT TOGETHER A BID PACKAGE FOR THE NORTH ARM, AND HDR WILL BE PUTTING THAT TOGETHER FOR US. WE NEED CHANNELS UP THERE FOR THE RESIDENTS AND FOR THE KAYAK LAUNCH. WE ARE TRYING TO KEEP THAT FROM WETLANDS, BUT IT IS INEVITABLE. NEXT SPRING HOPEFULLY, IT WILL HAPPEN.
GWL LAGOON- WE ALSO PLAN TO DO SOME WORK ON THIS LAGOON, THE WATER DOESN’T MOVE VERY MUCH, BUT WE ARE GOING TO TRY TO CLEAN IT UP.

OCTOBER 15TH-17TH IS THE OCTOBERFEST ON ELKS DRIVE. THE FIRST NIGHT IS BASICALLY A GREENWOOD LAKE FAMILY NIGHT AND RESIDENTS WILL BE FREE. SATURDAY AND SUNDAY THERE WILL BE TRADITIONAL OCTOBERFEST ITEMS, JIMMY STURR BAND, CARNIVAL, GAMES, ETC.
