TOWN COUNCILMAN FLOYD DEANGELO – GOOD EVENING. THE TOWN OF WARWICK IS HAVING A PUBLIC HEARING ON A SHORT TERM RENTAL LAW WHICH WE WILL PROBABLY BE ADOPTING THIS WEEK ON THURSDAY AT 7:00PM.

 

LIBRARY DIRECTOR JILL CRONIN – LOOKING FOR AN AMENDMENT TO THE AGREEMENT GIVING THE YOUTH ROOM AT THE LIBRARY BACK TO THE LIBRARY.  

 

VILLAGE CLERK PAT OLSEN – WE SHOULD CHECK WITH ATTORNEY BUCKHEIT TO SEE IF WE HAVE TO FILE A DEED CHANGE WITH THE COUNTY ON THAT.

POLICE            REPORTED BY CHIEF JOHN HANSEN

 

FOR THE MONTH OF JUNE THE POLICE DEPARTMENT HANDLED 1,446 COMPLAINTS, MADE 27 ARRESTS, ISSUED 131 TRAFFIC TICKETS, 5 PARKING TICKETS, INVESTIGATED 3 MOTOR VEHICLE ACCIDENTS AND 1 NAVIGATION COMPLAINT.   I WANT TO SAY THANK YOU TO THE WARWICK FIRE DEPARTMENT AND POLICE DEPARMENT FOR HELPING US OUT DURING THE FIREWORKS.

 

WATER            REPORTED BY PHIL LANDRU OF LONG POND WATERWORKS

 

THE DEPARTMENT HAS HAD A BUSY MONTH COLLECTING LEAD & COPPER SAMPLES. ALL 42 SAMPLES HAVE BEEN COLLECTED AND SUBMITTED TO THE LAB, AND ONLY FIVE OF THOSE SAMPLES WERE IN ACTION LEVEL EXCEEDANCE.  ACTION LEVEL EXEEDANCES ARE NOT THE SAME AS MAXIMUM CONTAMINANT LEVELS WHICH ARE CONSIDERED HEALTH DEPARTMEMT VIOLATIONS. THE EXCEEDANCES ONLY REQUIRE THAT OUR LEVELS BE MONITORED WITH MORE FREQUENT SAMPLING. OF THE 42 REPEAT SAMPLE LOCATIONS THE HEALTH DEPARTMEMT REQUIRES THAT 90 % OF THEM COME IN UNDER THE LISTED ACTION LEVELS FOR LEAD & COPPER. THE FIVE WERE ONLY ONE SAMPLE FAILURE OVER THE ALLOWABLE LIMIT FOR THE TOTAL TAKEN. THE MINIMAL EXCEEDANCES WERE FOR COPPER ONLY. THERE WERE ZERO EXCEEDANCES FOR LEAD FOR THE SECOND CONSECUTIVE ROUND OF SAMPLING SINCE REINTRODUCINT ORTHO PHOSPHATE TO ADDRESS OUR CORROSION CONTOL ISSUES. AS I FEEL THE NEED TO REPEAT BASED ON RESIDENT FEEDBACK, WE HAVE NEVER HAD LEAD IN OUR WATER, OR COPPER FOR THAT MATTER. THERE ARE MILDLY CORROSIVE PROPERTIES IN OUR WATER THAT WILL BREAK DOWN WHATEVER COPPER PLUMBING AND OR LEAD SOLDER THAT MAY STILL EXIT IN OUR AGING INFRASTUCTURE. , WHICH MOSTLY INCLUDES RESIDENTIAL PLUMBING IN PEOPLES HOMES.

 

THE DEPARTMENT WOULD LIKE TO THANK THE TOWN OF WARWICK WITH ITS ASSISTANCE IN REPLACING TWO BROKEN HYDRANTS THAT HAVE BEEN OUT OF SERVICE FOR QUITE SOME TIME. JUST ABOUT EVERY SINGLE ONE OF THE VILLAGE’S FIRE HYDRANTS ARE IN SERVICE AND FULLY OPERATIONAL, WHICH IS NOT THE CASE IN MANY SURROUNDING MUNICIPALITES. THERE ARE A FEW WITH MECHANICAL SSUES THAT WILL BE ADDREESSED IN ORDER OF PRIORITY. WE ARE HOPING THAT THE NEW WELL PROJECT IS COMPLETED AS SOON AS POSSIBLE SO WE WILL HAVE THE NECESSARTY WATER AND RAPID RECOVERY CAPABILITY TO GET THE WHOLE SYSTEM ADEQUATELY FLUSHED IN LESS THAN FIVE DAYS. THE DISTRIBUTION SYSTEM COULD REALLY USE A GOOD FLUSH NOT ONLY TO IMPROVE WATER QUALITY BUT TO MORE THOROUGHLY DOSE THE OUTER REACHES O THE SYSTEM WITH PHOSPHATE IN ORDER TO INCREASE ITS EFFECTIVENESS.

TRUSTEE HOLDER – THE SCHOOL BOARD HAD ITS REORG MEETING ON JULY 3RD AND THE NEW SCHOOL BOARD PRESIDENT IS SUE SELSER AND THE VICE PRESIDENT IS KEVIN TUHY THEY ALSO HIRED A NEW MIDDLE SCHOOL PRINCIPAL DIANE CONNELLY WHO WILL BE STARTING AUGUST 6TH. THEY ARE PLANNING A MEET AND GREET EVENT PRIOR TO THE START OF SCHOOL.

 

LIBRARY – JILL AND I HAVE MET ON QUITE A FEW OCCASIONS WHICH BROUGHT UP THE TOPIC OF THE YA ROOM.

 

TRUSTEE HOWLEY REPORT – THE MAYOR AND I INTERVIEWED FOUR POTENTIAL PART TIME OFFICERS COMING OUT OF THE ACADEMY. THEY ARE GOING THROUGH THEIR PHASE TWO TRAINING AS WE SPEAK WITH FIREARMS AND THEN THEY WILL GO THROUGH TRAINING HERE AND HOPEFULLY STICK AROUND FOR A WHILE.

 

DEPUTY MAYOR KELM REPORT – TRUSTEE KELM HAD NO REPORT THIS MONTH.

 

THE TAPED ENDED THE REST IS BY MEMORY AND NOTES

 

CLERK OLSEN NOTED THAT THIS MONTH WE ARE COLLLECTING TAXES AT 5% UNTIL AUGUST 1, 2018 THEN IT WILL GO UP 1% PER MONTH UNTIL THE END OF OCTOBER.

 

WE ARE STILL COLLECTING OUTSTANDING WATER BILLS. THE NEW BILLING WILL COME OUT IN SEPTEMBER.

MAYOR DWYER WENT OVER OLD BUSINESS, MUNICIPAL WELL-WE SHOULD BE STARTING THE PROJECT VERY SOON HOPING FOR AUGUST. LEAD & COPPER THAT WE ARE DOING REALLY WELL WE ONLY HAD 5 FAILURES AND WE NOW ONLY HAVE TO DO 20 TESTS INSTEAD OF 40 EVERY SIX MONTH. LAKE QUALITY ISSUES-I WENT OUT WITH LAKE SOLITUDE IN THE BOAT TO REVIEW THE STATUS OF HERBICIDES WE USED A FEW WEEKS AGO. DUE TO THE DILUTION REQUIREMENT IT DIDN’T WORK AS WELL AND WE WILL BE DOING ANOTHER ROUND IN A WEEK OR SO. SHORTERM RENTAL- WE HAD 10 APPLICATIONS, 5 WERE APPROVED AND 5 DENIED THE REASONS ARE LISTED ON REPORT. THE SYSTEM SEEMS TO HAVE WORKED IN GETTING PEOPLE TO COME IN AND REGISTER. THIS IS A GREAT PROJECT. FIREHOUSE COMMUNITY PROJECT-WE ARE IN THE BEGINNING STAGES OF GETTING PRICES TO DO SOME CLEAN UP, PAINTING AND SUCH FOR THE COMMUNITY/TEEN CENTER. WE WILL BE OPEN IN SEPTEMBER. ANYONE THAT HAS ITEMS OR WANTS TO MAKE A DONATION PLEASE LET US KNOW.

 

NEW BUSINESS-GWLUFSD WE ARE NOW CURRENTLY STAFFING THE GWL SCHOOL WITH POLICE PROTECTION. THIS IS A GREAT, SAFE PROJECT. THE SCHOOL WILL BE REIMBURSING US THE COST OF OUR OFFICERS. BRABANEC SIDEWALK PROJECT-WE GOT THE APPROVAL TO CONTINUE OUR SIDEWALK PROJECT WITH SOME FUNDS FROM THE SENATOR. THANK YOU. CDBG-SENIOR CENTER WE WILL BE GOING OUT TO BID FOR SENIOR CENTER AND ELKS PROJECT VERY SOON. WE ARE ASKING HUD TO REALLOCATE FUNDS TO SIDEWALK PROJECT.
